On behalf of Donna Scott and myself, please accept our profound thanks for supporting all the good work that Ontario Sailing has done for the past 40 years.

A great organization is not about one or two people. It’s about the hundreds that make it possible to deliver services to our members and soon-to-be members across this province of ours.

If you are a Coach or Instructor, you are the critical front-line person that introduces new sailors and athletes to our sport. You are true heroes as each of you, through your daily lesson plans and calming directions, show how sailing is a sport for everyone.

Our Race Management Officials, Judges, Umpires, Mark Setters and special event volunteers make the day-to-day racing for our athletes fair, safe, and rewarding.

Our clubs are supported by hundreds of volunteers serving their Clubs’ Governance with care and compassion. I can tell you first hand that serving as a Commodore, treasurer, board member or committee member of a club is both rewarding and challenging. We lead busy lives. Without individuals that are willing to volunteer their time to help make our clubs, special events, and regattas great, we truly would not be the sport that we are today.

I would be remiss in not thanking the staff that works to support our members on an ongoing basis. Eric Cartlidge, Margaret Mummery, Kathy Chamoun, Murray McCullough and Krystal Smith (filling in for Shauna Cartlidge who is on maternity leave) have been nothing short of exceptional staff.

At the same time, I would also like to offer my personal thanks to this year’s Board of Directors. The board has been very active this year, as always. They support the staff, our events, services, and governance with great conviction and support.

In order to truly show what has happened in Ontario this past year, pictures are the best way possible. The next page outlines some the activities that have taken place over the year.

In closing, if you have any questions, comments, or ideas, I am most happy to hear from you. You are the cornerstone of Ontario Sailing and the sport of Sailing in Canada.

Ontario Sailing celebrated 40 years in 2010! Below are some of this year’s highlights!

Coach Development Program • In 2010, Ontario Sailing ran the following clinics for sailing coaches/instructors:

6 White Sail Coach clinics, 3 Bronze Sail Coach clinics, 1 Windsurfing clinic, 1 Learn-to-Race Coach clinic, 1 Orange Race Coach clinic, 2 Boat Rescue courses, 2 Prerequisite weekends, 1 Sailing Skills weekend, 1 Program Manager course, 9 Fundamental courses, 3 Basic Cruising clinics, and 1 Power Cross-over clinic.

• A total of 212 Coaches/Instructors participated in our instructor clinics

• A total of 236 participants attended our Prerequisite clinics. Development and Growth of two Ontario Sailing Endo wment Funds

• The Alice Boston Fund supports the development of sailors and athletes in Ontario

• The Hans Fogh Fund supports development of high performance athletes in Ontario Ontario Sailing’s first ever Fogh Marine Ontario S ailing Ski Day

• Ski Day was held at Craigleith Ski Club in Collingwood and a fun day on the slopes was had by all who attended.

Eighth Annual Fundraising Gala was Extremely Succe ssful • The gala this year was called The Ruby Gala, presented by HKMB/HUB International,

to commemorate Ontario Sailing’s 40th year. Approximately 250 sailors and supporters of Ontario Sailing had a fantastic evening of dining, wine-tasting, and dancing. Ontario Sailing was able to raise $40,000 to go towards the development of sailing in Ontario. A very fitting amount to celebrate the Association’s 40th year!

Creation of the “Legends of Ontario Sailing” Award • This award, sponsored by Canadian Yachting Magazine, is designed to “honour the

past to inspire the future.” • The recipients for the first year of the award were the brave crews of Evergreen

(RHYC) and Magistri (RCYC) that survived and endured the great storms that hit the 1979 Fastnet race. Many of the crew members and their loved ones were in attendance at the Ruby Gala to accept their awards and share some incredible stories of their experiences.

Sudbury welcomed the 2010 Ontario Summer Games An excellent summer for the BOOM Mobile Sailing Sc hool Program

• In 2010, the BOOM program operated four mobiles, including the Access team which teaches people with disabilities how to sail.

• The BOOM program brings boats and instructors to communities and small yacht/sailing clubs across Ontario that do not have their own sailing schools to teach youth and adults how to sail.

• A total of 26 sites across Ontario were visited, 30,000 kilometers were travelled and 600 students were taught how to sail.

Ontario Sailing’s 1st Annual Golf Classic was a Hu ge Success • Presented by VELUX 5 Oceans to benefit the Hans Fogh Fund (an Ontario Sailing

Endowment fund). Over 100 participants enjoyed a fun day at the Piper’s Heath Golf Course in Milton.

Ontario Sailing hired a full-time coach/manager, M urray McCullough • Murray is a former member of the National and Provincial Sailing teams. • Murray is a Level 3 coach and is presently working on his Level 4 at the

National Coaching Institute in Toronto. • Murray is a graduate of the University of Western Ontario in Kinesiology.

Well, what a GREAT year it’s been ! We’ve had fantastic FUN while raising funds, have been honoured by the continued support of our previous donors – both individuals and corporate and thrilled to welcome a number of new sponsors to our sport. Ontario Sailing has been ranked as # 4 in all of the sports in Ontario – that’s INCREDIBLE and comes as a result of many factors including awareness and support in the community. Community outreach and business development/fundraising go hand in hand – the reason that people and businesses donate to Ontario Sailing is because they see the results of the efforts of Ontario Sailing, either from their own experience or through a group that they are a part of. There are too many initiatives that Ontario Sailing is a part of to list them all here but donor support is what allows Ontario Sailing to support and encourage events from grass roots to elite, from youth to masters all over the province and indeed around the world. Ontario Sailing is the key link for everything sailing in Ontario – from sailing charities, through the University Sailing Circuit to offshore racing – we are an amazing community of sailors. The strength of Ontario Sailing comes from the people involved, starting with the staff in the office, through all the coaches, athletes and volunteers – nothing would happen without their energy, enthusiasm and hard work, but the “grease” that keeps that engine going is money. As always, the Individual Donor Campaign has been strongly supported by our community. Thank you to all our continued supporters and those who have decided to support Ontario Sailing financially for the first time! Many of our newest supporters have been supporting one of our 2 endowment funds and a third fund is being finalized: The Hans Fogh Fund for high performance athletes The Alice Boston Fund for support of competitive sailing in the Sarnia area. The Sailing for Life Fund is in the final stages of completion and was created by the “Huntsville Sailing Club Legacy” which will support grass roots sailing including the Boom program. Fundraising events are also FUNraising events and the 8th Annual Celebration of Sailing - The Ruby Gala was a great success on both levels. This event was held at The Boulevard Club. We raised our highest amount to date at just over $40,000 and the 250 guests attending had a great night. The 9th Annual Celebration of Sailing – The Island Gala, will take place on April 2, 2011 and will again be at The Boulevard Club in Toronto. Tickets are on sale now and are selling quickly thanks to the enthusiastic efforts of the Gala Committee. We added two new FUNdraising events in 2010 – the First Bi-Annual Fogh Marine Ontario Sailing Ski Day took place at Craigleith on February 19, 2010. It was a perfect sunny winter day – great fun – and the grand prize winner went home with a brand new Laser compliments of Fogh Marine – all the time while raising money for Ontario Sailing. The second new fundraising event in 2010 was the, Hans Fogh Ontario Sailing Endowment Fund Golf Tournament which took place in September at Piper’s Heath Golf Club. The participants had a fabulous day of golf starting with the Canadian Yachting Magazine’s Talisker Putting Competition, testing their skill for a “Hole in One Harley” and then bidding on fabulous auction items including a day of coaching with Hans Fogh himself and an incredible trip to the start of the final stage of the Velux 5 Oceans race compliments of our presenting sponsor Velux 5 Oceans.

The Board of Directors approved three financial priorities in April 2009 which provide clear direction for the organization over the next few years as well as a framework for measurement. The priorities are outlined below:

• Investigate new revenue growth outside of traditional government funding, including new user fees, increased membership, and new sponsors;

• Run a second fundraising event (in addition to Celebration of Sail); and • Increase reserves by 5% of budget annually to $200K in reserves by 2013-2014

The financial statements for the year ended March 31, 2010 reflect very strong performance against these goals as Ontario Sailing continues its drive towards financial stability. Overall Revenues grew by 7% while expenses remained flat resulting in a surplus of $99K, an increase of more than 300% from the prior year surplus of $24K. During the year net cash outflows of $55K were invested in capital assets in order to strengthen the quality and availability of the underly-ing asset base used to deliver the broad range of Ontario Sailing programming; depreciation remained constant as a number of assets are fully depreciated or were retired during the year. Continued focus on disciplined financial management given the uncertain environment con-tributed to another year of improvement in the financial strength of Ontario Sailing as reflected on the balance sheet with net assets increasing to $268K from $137K in 2009. Ontario Sailing again received a clean audit opinion on the information presented in the financial statements prepared by management and staff and available on the Ontario Sailing website. A number of achievements in relation to the priorities outlined above warrant specific mention: Priority One

• Velux Canada made a two year commitment to Ontario Sailing worth $14K • General Mills – Champions for Healthy Kids ™ program provided $5K of support

Priority Two • The Hans Fogh Ontario Sailing Endowment Fund Golf Tournament raised $12K and in

conjunction with the Alice Boston Fund increased the restricted investments balance to $32K

• The Ruby Gala (Celebration of Sail) in March raised $40K • The First Semi-Annual Ski-day raised $4K

We continue to benefit from the sales of Regatta Wine and want to encourage our members and member clubs to purchase this great wine. Every time a bottle is sold, a portion of the sale goes to Ontario Sailing. Our wristbands and the Olympic Legacy Book will also raise our visibility while raising funds to help with all of our programming. We had a wonderful time seeing many of our sponsors at the 4th Annual Sponsor Luncheon in November and we look forward to working with you in 2011 to maximize the return you receive from your investment in Ontario Sailing. Our sponsors are listed on the Ontario Sailing website. We encourage our members to support the sponsors that support us. Thank you everyone who has supported us this year. We are looking forward with great opti-mism and excitement to 2011!

APPEALS COMMITTEE REPORT

The task of the Appeals Committee is to decide appeals submitted by competitors who have been a party to a protest hearing and are dissatisfied with the decision of the Protest Commit-tee. Appeals may only be submitted by parties to the protest hearing and usually claim there was an incorrect interpretation of a rule or conclusion, or a procedural error by the Protest Committee. Some appeals attempt to appeal the facts found which, according to The Racing

Rules of Sailing, may not be appealed. The Appeals Committee also answers requests for con-firmation or correction of a protest committee’s decision when it is uncertain it came to the cor-rect decision. To date, the Appeals Committee has decided seven appeals in 2010, down from nine in 2009. According to the rules, there are many decisions an appeals committee may make. It may up-hold, change or reverse a protest committee’s decision; declare the protest or request for re-dress invalid; or return the protest or request for the hearing to be reopened, or for a new hear-ing and decision by the same or a different protest committee; or refuse an appeal. Two ap-peals resulted in completely new hearings of the protests and we worked closely with the OS Judges’ Committee to appoint experienced judges to assist with the new hearings. Another two appeals were refused as one was submitted by someone who was not a party and the other was delivered after the time limit expired. Another decision was further appealed to the CYA and the CYA Appeals Committee upheld our decision. The remaining decisions essentially upheld the protest committees’ decisions with some minor changes. Krystal Smith in the OS office deserves recognition and has my thanks for all of her support this year. She did a great job as our coordinator filling in for Shauna Cartlidge whilst she is on maternity leave. Andrew Alberti passed the chairmanship of the OS Appeals Committee to me when he retired from the committee at the end of last year to become a member of the CYA Appeals Committee. We thank Andrew for his service and congratulate him on his appointment. Also at the end of 2009, Mel Preston retired from the committee and we thank him for his many, many years of service. As a result, we have welcomed two new members to the committee – Wendy Loat and Robert Stewart. I am fortunate to have an excellent group of experienced judges serving with me on the committee, and they are: Alex McAuley, RHYC – IJ/SNU Janet McDougall, RCYC – NJ, NU Peter Wood, NSC – NJ Wendy Loat, ABYC – RJ Robert Stewart, RHYC – IJ

Priority Three • Unrestricted operating reserves increased by $70K to $163K which represents approximately 7% of annual revenues; based on current trajectory the goal of $200K remains very achievable

The financial performance reflected above is a strong demonstration of the motivation, support and diligence of sponsors, members, volunteers and staff. Together we will continue to drive the long term financial stability and viability of Ontario Sailing.

Judge Training Seminars in 2010 Kathy Dyer and Leo Reise are to be thanked for holding Judge seminars in Kingston and in the Hamilton area in 2010. With the new requirements for judging, many club judges were caught unaware of the changes and will need to take a new seminar in order to write the test. BOOM PROGRAM REPORT

2010 saw steady BOOM participation. This year we only had 1 cancellation that we were unable to fill due to the late date. This year we ran 31 weeks of programming with 8 instructors at 24 sites. This resulted in approximately 625 participants, children, adults and people with a disability participating. This year the BOOM Program also conducted a record number of 13 adult classes during the program training over 100 adults how to sail.

ABLE SAIL REPORT

Ontario Sailing has several initiatives to increase the level of accessible sailing in Ontario. Through our programs, and use of special equipment, people of all ages and with all types of disabilities can experience the sport of sailing. These initiatives include:

Able Sail Ontario – a provincial collaboration of clubs and programs Access BOOM – a Mobile Sailing program for people with disabilities Able Sail Demonstration – weekend and trade show demonstrations of accessible sailing Program Development – resources to help develop more accessible sailing across Ontario Boat Loan Program – boats available for loan for programs starting up Paralympic Training Centres – funded training facilities/services for athlete/coach development

Highlights of 2010: 2010 was another successful year for the accessible sailing initiatives for Ontario Sailing. Our Ac-cess BOOM program had another great season traveling about 7,000 kilometres to deliver pro-gramming across Ontario to approximately 75 sailors with a disability. A special thanks goes to the Access BOOM instructors, Emma Millson-Taylor and Alex Wilson, for a fantastic summer. We are looking at bringing in some new boats for next year so the program can accommodate a greater variety of sailors. Ontario Sailing helped the development of an Accessible Sailing program at the Oakville Yacht Squadron in late June by running an instructor development workshop for their sailing instructors. This workshop was well received and it will definitely help them as they move toward developing their own program. A Paralympic Training Camp was held at National Yacht Club in order to get the process started of talent identification and development of potential athletes for the 2013 Canada Summer Games. Thanks to all those who put that camp together and facilitated it. We were able to sell 2 of our access dinghies to a program in Sault St. Marie at RYTAC as they have started to develop their own program as well. Good luck to all those involved up in the North. We were also able to sell one of our Martin 16s to BS&BC as their program is expanding by leaps and bounds and we are in talks to sell our other Martin 16 very soon. Our budget for our Able Sail program has suffered this year as the annual donations we have been receiving for the last many years from the Toronto International Boat Show and the Boating Business Golf tournament were not as big as anticipated. Planning is underway to secure funding partners/sponsors for the long term continuation and improvement of sailing opportunities for persons with a disability. We look forward to another great year in 2011 with the Mobility Cup being hosted by Royal Hamilton Yacht Club and Burlington Sailing and Boating Club and a fantastic initiative that has been set in motion by the CNIB and Lake Joseph Yacht club to facilitate a regatta for those with visual impairments.

We can’t wait to get the boats back in the water.

The Instructor clinic schedule and registration forms are now available on our website at www.ontariosailing.ca. We will continue to promote and use our online registration system, which was once again a great success! Instructors, please make sure your pre-requisites are up to date prior to your clinic to ensure proper certification prior to the start of the sailing season. All instructors must pay their annual CYA dues, and complete all necessary pre-requisites before they are fully certified to coach. Annual dues are valid from January 1st – December 31st and are due each year.

LEARN TO CRUISE/POWER COMMITTEE REPORT

In 2010 the committee continued to focus on upgrading our National Instructor training materi-als. The Intermediate Cruising Instructor materials were updated and used in a clinic held in On-tario. Limited progress was made on updating Power Instructor training materials. Ontario Learn To Cruise Instructors The overall number of instructors in the province remained stable in calendar 2010. Basic In-structor clinics were held in Ottawa and Toronto in the spring, and in late summer/fall in Kings-ville. An Intermediate Instructor clinic was conducted out of Collins Bay in late spring. Swans Yacht Sales and Salus Marine Wear were sponsors of the Learn to Cruise Student Registration Program. Eric continues to bring great passion as the Ontario Sailing representative and I am sure he will help to move the program forward. We are fortunate to work with such dedicated and friendly staff. On the national level, the Learn to Cruise and Power Committee was disbanded and the functions of that committee officially assumed by CYA staff and the Training and Certification Committee. On a practical level, progress in improving and maintaining the Cruising Training system has been primarily achieved by instructor volunteers working with the Ontario Cruising Committee and the cruising representatives on the TCC. At the national level, some effort has been spent looking at the overall direction for the cruising program, and looking at whether closer links to the RYA training system make sense in Canada. There is some debate and a range of opinions about how to structure the cruising training system. I believe that the CYA needs to support a system that targets the recreational boater, in two languages, with training and a single set of standards appropriate to both the freshwater and saltwater marine environments. The RYA system does not seem to address these requirements. In December a Cruising Instructor Evaluator Clinic was held at the Humber College Sailing and Powerboating centre in Toronto. These clinics are conducted under the auspices of the CYA. Six candidates attended the clinic, five from Ontario and one from Alberta. Five of these candidates were successful, one of whom had additional work to do to complete the certification.

suring a pool of competent Race Officers (ROs) certified at the Assistant Race Officer (ARO) and Club Race Officer (CRO) levels,

• To provide a range of training, mentoring and experience for ROs, • To develop and implement a strategy to encourage ROs to enter the certification

stream, maintain and upgrade their certification, and progress up to the National Race Officer level.

This mandate was developed in 2010 as part of the Terms of Reference for the committee submitted to the Ontario Sailing executive.

Quest For Gold Funding In 2010, 12 athletes (8 able bodied and 4 Paralympic) received Quest For Gold funding in the amount of $7,300 each for a total of $87,600 in funding. ATHLETE DEVELOPMENT COMMITTEE REPORT From Eric Cartlidge, Program Director & Evan Lewis, Committee Chair

The 2010 season was a great success for Ontario Sailing. There was a continued effort to improve coaching and training opportunities through the De-velopment, Paralympic and Regional Centres. These efforts helped to improve Ontario sailors and coaches contributing to the successes noted below. This system is targeted at developing successful athletes and coaches at all levels of athlete and coach development. This year saw the continued growth of partnerships between Ontario Sailing, RCYC, the Cana-dian Sport Centre Ontario. This partnership has dramatically increased on-water coach sup-port, including the hiring of Murray McCullough as Ontario Sailing Team Coach and Steve Mitchell as the Canadian Sailing Team Coach servicing Ontario.
