Port Kembla – Early HistoryThe earliest written record of the area known today as Port Kembla was in April 1770, and dates back to Captain Cook’s east coast voyage. Endeavour’s logbook reads ‘There lies a point which I called Red Point, and a little way inland stands a round hill, the top of which looks like the crown of a hat’. The hill Captain Cook notes was for quite some time referred to as Hat Hill but today is better known as Mount Kembla. Red Point, however, has retained its original name.

Later came explorers George Bass and Matthew Flinders in their boat “Tom Thumb”. The lagoon near Red Point was named Tom Thumb Lagoon, after the explorers’ vessel, and is now the site of Port Kembla’s Inner Harbour.

In 1883 the Mount Kembla Coal and Oil Company built a railway from Mount Kembla mine to the coast and with no natural harbour available constructed a jetty just north of Red Point and named it Port Kembla.

By the 1890’s Port Kembla was on the map and plans for a deepwater port evolved, which ultimately required the construction of the two large breakwaters which form the Outer Harbour as we know it today. With the advent of the Hoskins Steelworks in the late 1920’s the growth of Port Kembla was assured.

The Port Kembla Harbour Act was passed on 23rd December 1898, thereby formally proclaiming the area as a port and setting aside an initial £200,000 for breakwater construction.

Port Kembla Today

Port Kembla is one of the three major ports of NSW, located just south of Sydney. The Port has recently undergone a major expansion of its Inner Harbour including two new berths capable of handling general cargo, containers and motor vehicles. Port Kembla is the vechicle import hub of New South Wales.

Our focus will now turn to expansion of facilities in the Outer Harbour the area boasts land with road and rail access. An artist’s impression of the Master Plan and further details are available on our website www.portkembla.com.au.

The Port’s main facilities include the steel works managed by BlueScope Steel Pty Ltd, the Coal Terminal managed by Port Kembla Coal Terminal Pty Ltd and the Grain Terminal managed by GrainCorp Pty Ltd. These facilities variously maintain water depths up to 16.25 metres below port datum.

The commodity base today reflects the growth of the region with eight million tonnes of raw materials being imported for the production of steel and two million tonnes of steel products being exported. The Port exports two to three million tonnes of grain in good seasons and ten million tonnes of coal per year. The port also handles one million tonnes of bulk liquids and break bulk cargo.Over 27 million tonnes of cargo was moved through the port during the 2006/07 financial year.

Port Kembla Port CorporationThe Port Kembla Port Corporation is responsible for the management of shipping operations including the provision of: port pilotage, ship scheduling and navigation services. The Port Corporation maintains quality certification to ISO 9001:2000 by Det Norske Veritas (DNV) in these areas ensuring our customers a guaranteed level of service.

The Port Kembla Port Corporation also owns and manages port lands in the Inner and Outer Harbours in addition to port infrastructure such as wharves and jetties. In some cases these assets are leased on a commercial basis for port related use.

RequirementsPORT KEMBLA – CHART AUS 195 AMENDMENTS TO PORT LIMITS, NEW DESIGNATED ANCHORAGES, ADDITIONAL PILOT BOARDING POSITIONS AND NEW VESSEL REPORT POSITIONS. Positions in this notice are referenced to WGS84 datum.

1. New Port Limits.

Notice is hereby given that the port limits to Port Kembla Harbour have been changed.

(a) i) The port limit for Port Kembla has been altered to an arc of circle radius 2.5M centred on the north eastern breakwater light (34o 27’.91 S 150o 54’.81 E).

All designated anchorages (E1 to E9 and W1 to W6) have been revoked.

The no anchorage area boundary (34o 23’.66 S 150o 58’.00 E) has been extended to the inward reporting limit (34o 20’.50 S 151o 00’.47 E)

ii) A new edition of Chart AUS 195 is currently being printed and will be issued in early 2009.

iii) Australian Notice to Mariners 1245(P)/2008 issued through the Australian Hydrographic Office refers.

iv) This change has been made through NSW Governmental gazettal, and formally amends Schedule 1 to the Ports and Maritime Administration Regulation 2007.

(b) Port Kembla Vessel Traffic Service Officers (VTSO) have the delegated authority to direct traffic within the Port Limits as described in para 1. (a).

(c) Through traffic passing close inshore must seek clearance from the Port Kembla VTSO via VHF Ch 11 one hour prior to arrival at the 5 mile arc. The VTSO may grant the appropriate clearance to do so, which may include entry and exit points due to the traffic situation within the port limits at the time.

2. Anchorages Port Kembla Port Corporation does not

recommend anchorage position in proximity to the Port. As guidance, masters should:

• Anchor well outside of designated Port Limits • Not anchor within 3nm of the coast • Not anchor on the entrance leads or close to

the approaches to the port • Inform PKPC Vessel Traffi c Centre on VHF

Channel 11 of their anchorage position relative to Wollongong lighthouse

• Set continuous listening watch on VHF Channel 11 and take heed of weather forecasts.

• Make adequate preparation to monitor ships position and if any doubt exists, should immediately proceed to sea.

(a) Vessels approaching or departing the port will be instructed by the Port Kembla Vessel Traffic Centre as to which reporting point to pass through, or through which position to cross the 5 mile arc.

(b) Vessels are determined to have arrived at Port Kembla upon crossing the 5 mile arc.

(c) The null point that the five mile arc is centred on is Latitude 34°26´00˝S; Longitude 150°56´00˝EPort Kembla

Traffic ManagementPilotage is compulsory except for those vessels exempted by Section 5(1) of the Marine Pilotage Licensing Act, 1971 and whose master holds a valid Pilotage Exemption Certificate for Port Kembla.

Vessel’s ETA must be advised by agents 24 hours prior to arrival so that services can be co-ordinated and allocated.All vessels proceeding to Port Kembla are required to call PORT KEMBLA HARBOUR on VHF Channel 16, two and one hours before arrival to confirm ETA.On approaching five miles off at the designated report position vessels should call PORT KEMBLA HARBOUR on VHF Channel 11, and remain on that frequency and await instruction for berthing and pilot Boarding.Vessels arriving at Port Kembla will be required to be in possession of an International Ship Security Certificate.

Masters should note that PKPC operates its Vessel Traffi c Centre as an information centre only, and the decision to anchor or leave anchorage is soley at the Masters discretion.

Pilot Ladders

Pilot ladders should be rigged on the starboard side and be 2.0m above the water and comply with SOLAS Regulations and IMO Standards. On departure ladders should be rigged on the port side 2.0m above the water. Exceptions to these requirements will be advised by Port Kembla Harbour.If the Pilot climb is more than nine metres a combination ladder must be used. If using combination ladder the side of the gangway and the rope ladder must be lashed together as well as lashed to the ship's side if your vessel has a fitting to do so.The height of the ladder above the water is to be two (2) metres.The height must be confirmed by a freeboard calculation if necessary or you are in any doubt.The above directives are made pursuant to section 94(1) of the Ports Corporatisation and Waterways Management Act 1995 No. 13.

Minimum Draught RequirementsMasters of vessels are required to have minimum draughts of 2% of LOA forward and 3% of LOA aft. The propeller should also be fully immersed. In windy conditions it is prudent to have the vessel ballasted as deeply as possible. Masters are advised that in heavy weather conditions the anchoring area off Port Kembla may prove unsatisfactory, and they should be prepared to weigh anchor and proceed to seaat short notice.

Vessels MUST NOT pass between or anchor between the islands, as this is foul ground.

Time of anchoring, position and berthing fore and aft drafts and vessels displacement should be reported to the Vessel Traffic Information Centre on VHF Channel 11. A continuous watch should be kept on Channels 11 and 16.

Under Keel Clearance (UKC)To allow for safe passage in the Port the under keel clearance for ships ENTERING Port Kembla is required to be not less than 1.37m.

Alongside Berth – Vessels are required to have UKC of 0.6m in the Outer Harbour and 0.3m in the Inner Harbour.

Large Ships and Night Time Navigation

The maximum length for ships entering Port Kembla Harbour is 300m LOA and 50m Beam. Vessels in excess of these dimensions will not be accepted without the approval of the Harbour Master. Berth 202-205 Mooring Arrangements

The Outer Harbour at Port Kembla is sometimes affected by surge action and masters of vessels berthed at 202-205 must ensure that their vessels do not have less than the minimum moorings.

Minimum mooring:

4 head lines 4 stern lines2 fore springs 2 aft springs

Prior to using/testing engines alongside the berth, permission must be obtained in writing from the Harbour Master.

The handling of ship’s lines on the shore, unless in an absolute emergency, must be done by approved personnel. It is therefore recommended that Masters ensure that their vessel is adequately secured on arrival, allowing for seasonal winds and in the Outer Harbour, swell patterns. For any advice regarding the number and placement of mooring lines please consult the Pilot when berthing.

Other General Information for Masters

1. Do not pollute the harbour in any way.

2. Please make sure that your ship is always secured firmly alongside the wharf - with sufficient mooring lines for the weather conditions and forecast weather conditions.

3. Do not shift your ship without written permission from the Harbour Master.

(If you need to shift your ship, ask your Agent – there is a procedure to be followed through the VTC and approval is required.)

4 Do not test your engines on air of fuel, without first obtaining permission from the VTC (VHF CH 11). (When preparing to sail call the VTC on VHF Ch 11 and ask if there are any diving operations in the vicinity of your vessel BEFORE turning your engines.)

5. Permits are required for the following operations:

• Shifting ship along wharf • Bunkering • Sludge removal • All hot work • Dangerous Goods • Engine Immobilisation • Hull Painting • Lifeboat Drills • Any work from a punt or rescue boat • Fumigation

6. Port Operations requiring permit approvals

Work Afloat & Diving Protocols.

The following protocols are to be followed as a precursor to any works within the Inner and Outer Harbour including shipping Channels. They apply to Port Kembla Port Corporation Port Authority personnel as well as contracted persons.

A permit is required to be completed and processed through the PKPC VTIC, as follows:

1. The permit is authorised on the understanding that ANY accident, incident or near miss matter is reported to the Port Kembla Vessel Traffic Information Centre IMMEDIATELY.

2. The VTIC is to be consulted to approve operations within the area. Vessel Traffic Centre will carry out a detailed workplace procedure in accordance with the PKPC Quality Management System.

3. The duty VTSO will tag the work and contact details on the Port Operations Board.

4. Public access to the berth and adjacent area is to be restricted during any works over the face involving apparatus and watercraft in the water.

5. INTERCO signal flags RY are to be clearly displayed at the site for work afloat. INTERCO signal flag A is to be clearly displayed for diving operations.

6. VHF capability is to be provided in addition to other contact means in order to allow monitoring of vessel movement when applicable. (There is no necessity to maintain VHF listening watch when alongside and moored).

7. Watercraft are to be adequately stowed and moored to prevent damage due to ship’s wash and eddy current interactions during manoeuvres. At no time are water-craft to be manned during ship manoeuvres occurring nearby.

8. Approval will be granted for 24 hour periods. This policy is made per Section 94 Ports and Maritime Administration Act 1995.

Limited Movement Protocol

Prior to movement commencing:

1. Ensure the scope of the warp does not exceed 25 metres along the berth;

2. Ensure the weather criteria is conducive to moving the vessel without supervision by the Port Kembla Harbour Master or Duty Pilot.

3. The Master is to specify how many (if any) lines may need to be moved;

4. The Master is to note and advise of any other factors that may merit consideration;

5. The Master is to complete the appropriate form and submit it to the Port Kembla Traffic Centre (VTC) for approval - (VTC phone: 4275 0159 or 4274 4571 Fax: 4274 0643)

6. The vessel is to advise Port Kembla

Lowering of ship loader infrastructure

The lowering of ship loader/unloader terminal superstructure policy permits lowering of ship loaders over the waterway and adequately manages the interface with shipping so as not to compromise the safe navigation and other movements of any vessels within the port. This procedure avoids situations in which a vessel may ultimately cause damage to the marine environment or property (terminal ship loaders)

Approval will not be given (by PKPC VTC or pilots) for a vessel to commence a manoeuvre to/from /between any berths where the ship loaders are lowered over the berthing box in which the movement is to occur. This is to be understood as a directive pursuant to S94 and S95 of the Ports and Maritime Administration Act (1995).

Approval is required (by PKPC VTC) for a vessel to commence a manoeuvre to/from/between any berths adjacent to berths where ship loaders are lowered over their berthing boxes - this approval, confirmed by PKPC VTC, will be given only following consultation with the duty pilot. This is to be understood as a directive pursuant to S94 and S95 of the Ports and Maritime Administration Act (1995).

Permission is required (by PKPC VTC) as necessary for:

(a) Lowering of ship loaders for repairs and maintenance and

(b) Immobilising ship loaders for periods of time in the lowered position and

(c) Approval permits will articulate requisites regarding placement of the loaders to mitigate risk, flag and light signals, contacts and duration as applicable.

IF YOU SEE ANY ACCIDENT, INCIDENT OR UNUSUAL CIRCUMSTANCE, YOU MUST CALL THE VTC IMMEDIATELY (VHF CH 11) (e.g. A fire on the wharf, any pollution in the water, any person/s acting suspiciously etc).

These requirements are made pursuant to the NSW Port’s Corporation & Maritime Administration Act 1995.

Port Corporation Environmental Requirements

Prior to commencement of bunkering or sludge removal, bunker permit MUST be issued by an authorised officer of the Port Corporation.IT IS COMPULSORY FOR THE MASTER TO IMMEDIATELY NOTIFY THE VTC ON VHF CHANNEL 11 OR TELEPHONE OF AN ACTUAL OR SUSPECTED OIL SPILL FROM THE VESSEL. OIL DISPERSANT MUST NOT BE USED WITHOUT THE HARBOUR MASTER'S AUTHORITY.

Masters should comply with Australian Quarantine and Inspection Service requirements in relation to ballast water. The Port Corporation must be informed of any non-compliance.When de-ballasting Masters should ensure that no water lands on the wharf. This practice can seriously damage any electrical and phone equipment in the area.

Port ClosedOccasions do occur when it may be necessary to close the port for bad weather conditions or other reasons. When advised of an approaching storm Masters should ensure that their ship is ready to be moved at one hour's notice and maintain a listening watch on Channel 11.

Arrival at Port KemblaNo goods are to be taken ashore without first obtaining Customs’ permission. Taking on/off of ship supplies/equipment must also have prior Customs approval. This must be organised through the vessels agent.

Boarding of VesselsMost vessels are boarded at the wharf. In the

event of non-attendance by Customs Officers, ship’s documents should be presented to your Agent.

Documents RequiredSubject to Sections 64 and 74 of the Customs Act, the Master is required to present the following documents to Customs, 96 hours prior to arrival at Port Kembla.

Ship Security

It is a reqirement that all vessels submit their In-Port Security Plan in accordance with ISPS Code.Where shore watchmen/security personnel are required they are only available by contract via the Agent.

It is the Master’s responsibility to ensure that an adequate watch is maintained whilst the vessel is in Port. This includes the normal safety watch, tending of mooring lines and restriction of unauthorised personnel from boarding the vessel.Restriction of personnel on the vessel is at the Master’s discretion.

With the exception of appointed State and Federal Government Officers, these personnel will produce appropriate identification on request. Verification of “appointed officers” can be obtained from the Port Corporation.

It is recommended that a close watch be kept on all life rafts or any other place where drugs are stowed to prevent theft.

Prior to demobilising main engines, bunkering, carrying out any hot work, or work afloat, permits must be obtained in writing from the Harbour Master.

Port Kembla Port Corporation personnel may at times issue instructions/give advice to vessels with regard to safety or environmental issues (e.g. fuel oil bunkering, bad weather alerts).

These messages are given under the authority of the Port's Harbour Master. These personnel are in uniform and carry ID cards.

Any emergency situation should be notified to the Port’s Vessel Traffic Information Centre (VTIC) by telephone or VHF Channel 11 where the duty personnel shall co-ordinate the correct response.Any queries can be directed to the VTIC on the 24 hour phone numbers (Refer page 2).

Maritime Security Identification Cards

Maritime Security Identification Cards (MSIC) will be required to be held by any person wishing unescorted access in a maritime security zone.

Berth 105 - 107 Berth 111 Berth 112 Road only to all other Berths.

Security GatesAll entry to the Inner Harbour is controlled by security guards located in the gatehouse at the start of Tom Thumb Road and security boom gates at the Coal Terminal boundary on Tom Thumb Road. Access will be restricted to port related traffic in order to ensure the ongoing safety and security of port operations.

The Tom Thumb Road Security Gatehouse will bemanned 24/7 by PKPC’s security provider, ChubbSecurity.

Automatic gate access at the Tom Thumb Road entrance is provided by swipe cardsissued by:

1. Port Kembla Port Corporation;2. 1-Stop (issued for AAT); and3. Serco (issued for BlueScope Steel for access to the stevedoring facilities or adjacent plant entry gate).

Vehicles undertaking deliveries inside the area should use the left lane and speak with the security guard regarding their requirements or directions.

A car park is provided adjacent to the gatehouse and can be accessed from the left lane. The left lane also provides a turnaround facility suitable for up to B-Double vehicles.

Security gates are also be located at the Coal Terminal boundary on Tom Thumb Road.

Gate access at the Coal Terminal boundary entrance is provided by swiping:

1. PKPC card2. PKPC PUC or3. AMSKAN device (BulkHaul)

TerminalsAustralian Amalgamated Terminals Port Kembla process motor vehicles, containerised and breakbulk products.

BlueScope Steel operates berths adjacent to its steel making plant for importing bulk raw materials such as iron ore and exporting steel slabs and other steel products.

The Port Kembla Coal Terminal in the Inner Harbour exports around 10 to 11 million tonnes of coal and coke per annum (with capacity up to 15 million tonnes). The terminal is privately managed by Port Kembla Coal Terminal Limited under lease to Port Kembla Port Corporation.

The Port Kembla Gateway is a privately leased berth located in the Outer Harbour. The Gateway deal with bulk and break bulk cargo including copper concentrate, fertiliser, clinker, pulp/saw logs and steel products.

The Port Kembla Grain Terminal also located within the Inner Harbour exports a variety of grains from south and south-western NSW. Volume is dependant on seasonal conditions. The Grain Terminal is managed by Grain Corp with the land owned by Port Kembla Port Corporation under lease to Grain Corp. The wharf structure is owned by the Port Corporation and is available to other users on a needs basis.
