Roberta I. Shaffer FLICC/FEDLINK Executive Director

Roberta I. Shaffer is the Executive Director of FLICC/FEDLINK. Before this post, Shaffer was the Director of External Relations and Program Development at the College of Information Studies, University of Maryland—College Park.  After serving as the executive director of the Special Libraries Association, Shaffer founded an information management firm called TheKnowLedgeGroup. Previously she was the Dean of the Graduate School of Library and Information Science at the University of Texas—Austin, and the Director of Research Information Services at the Washington-based law firm, Covington & Burling. Shaffer has also worked at the George Washington University Law School and at the Law Library of Congress.  Shaffer received a bachelor’s degree from Vassar College, her law degree from Tulane and her master’s in librarianship from Emory. 

Helen Q. Sherman Director, Users Services, Defense Technical Information Center

(DTIC)FLICC Education Working Group Chair

Ms. Helen Q. Sherman serves as Director, Users Services, for the Defense Technical Information Center (DTIC) at Ft. Belvoir, VA, and manages a staff of over 60 personnel involved with Registration, Marketing, Reference, Training, DTIC Web services, and Special Programs, such as the coordination of DTIC conferences. She started her federal career in 2000 as a reference librarian for the Marine Corps. At DTIC she has also worked as a librarian, analyst, database instructor, team leader, and deputy director. Ms. Sherman earned her B.A. at the University of North Dakota, her M.ED. at Auburn University, and her M.S.L.S. at Catholic University of America. Last year, she taught the core course, “Reference Sources and Services,” for Catholic University. She is currently the chair of the FLICC Education Working Group that plans training for federal librarians and technicians; the FAFLRT representative to FLICC; the ALA Education Assembly Liaison for FAFLRT; and the past president of Iota Chapter, Beta Phi Mu Library and Information Studies Honor Society.

Dr. Beth Paskoff Louisiana State University School of Information and Library Science

Dr. Beth M. Paskoff has been Dean of Louisiana State University’s School of Library and Information Science since 2000. She is the author of many publications, some of which are about teaching ethics in library school, collection development projects and recruitment for special librarianship. Dr. Paskoff has participated in numerous presentations on the national and international levels. She has also been a member of many professional memberships including the American Library Association (of which she was co-chair of Information Exchange Suite), the Association for Library and Information Science Education, the Medical Library Association and the Louisiana Library Association. Dr. Paskoff received her doctorate from Florida State University.

Deborah Schwarz is the founder and president of Library Associates Companies, heading a national consulting and staffing organization for information professionals, with locations nationwide. Ms. Schwarz is responsible for business development and marketing on a national level, and directs the overall strategic growth and planning for LAC. She also acts as senior advisor/consultant on specific projects, particularly when the project involves the evaluation or auditing of employees and staffing project management. Ms. Schwarz is a frequent author and speaker on topics such as outsourcing, benchmarking salaries, recruiting and staff retention. Ms. Schwarz received her BA from the University of Michigan and her Master’s degree in Library Science from the University of Toronto. She is an active member of several professional organizations, including AIIP, SLA, ALA, California Staffing Professionals (CSP), ASIDIC and the National Association of Women Business Owners (NAWBO).

Doria Grimes National Oceanographic and Atmospheric Administration (NOAA)

Doria Grimes is currently Chief, Library Contract Operations and Technical Services Branch, at the National Oceanic and Atmospheric Administration Central Library in Silver Spring, MD. In addition to overseeing library functions performed by both federal and contract staff, Mrs. Grimes manages Collection Development, Special Collections, online database contracts, document imaging projects and “other duties as assigned.” From 1988 to 1991, she was the Database Manager at the National Technical Information Service and has been a Network Librarian at FEDLINK, Library of Congress, from 1981 through 1987. She served as President of the District of Columbia Library Association, President of the Federal Librarians Round Table of the American Library Association and Chair of the Atmospheric Science Librarians International. She is presently Secretary/Treasurer of the International Commission on History of Meteorology. Mrs. Grimes received her M.S. in library science from the University of Illinois at Champaign-Urbana, and her B.A. from the University of Delaware.

Sandra Jensen has worked as a reference librarian and supervisor in an academic setting. The main focus was providing reference and research assistance primarily in psychology, education and business. They also performed bibliographic instruction. From 2001 to the present, she has worked with the United States Marine Corps’ Patrick Carney Library and Camp Pendleton, CA. She manages three branches and a bookmobile on base. The libraries are in the same division as the Joint Education Center, which oversees voluntary off duty education, as part of their mission is to provide academic support to Voluntary Education students. The USMC libraries share an Integrated Library Catalog.

Steven Kerchoff Foreign Service Information Resource Officer, U.S. Department of State

Steven Kerchoff is Information Resource Officer with the US Embassy in New Delhi, India, working with Embassy libraries in India, Bangladesh, Nepal and Sri Lanka.  Prior to his arrival in New Delhi in August 2007, he was Information Resource Officer for Mexico and Central America from 2005 to 2007. Before joining the State Department, Mr. Kerchoff worked for the Library of Congress for 21 years, including 13 years as a FEDLINK Network Program Specialist. Mr. Kerchoff has been an At-Large Councilor on ALA Council, President of the Library of Congress Professional Association, and a Director of the ALA Federal Librarians Round Table. He holds a Masters Degree in library science from the Catholic University of America and a Masters Degree in humanities from Georgetown University.

Greta Marlatt is the Information Services Manager for the Naval Postgraduate School’s Dudley Knox Library. She has over 25 years of experience working in libraries in various capacities and is a member of both the Special Library Association and the American Library Association. In 2000, Ms. Marlatt was appointed to a 3-year term as a member of the Federal Depository Library Council, an advisory group to the Public Printer of the United States. She has received the Armed Forces Librarians Roundtable [AFLRT] Achievement Citation, the Navy’s Meritorious Civilian Service Award, and the Navy’s Superior Civilian Service Award. In addition to published articles, Ms. Marlatt is the author of a number of bibliographies and help guides for topics relating to Intelligence, Information Warfare, Mine Warfare, Directed Energy Weapons, NBC Terrorism and more. Ms. Marlatt holds a Master of Library Science degree from the University of Arizona and a Master of Arts degree in National Security Studies from California State University, San Bernardino.

Carla Southers US Department of Defense Education Activity

Ms. Southers is the coordinator of education technology and library information center programs for the US Department of Defense Education Activity (DoDEA). DoDEA is a Defense Department field activity which operates a PK-12th grade school system on US military bases worldwide. DoDEA’s 220 schools are located in 12 countries, 7 US states, Guam, and Puerto Rico. All DoDEA schools are fully accredited. Approximately 9,000 educators serve 100,000 students. In her current capacity at DoDEA, Ms. Southers is responsible for technology integration, library automation, and online services. Previously, Ms. Southers served as the assistant director of the Office of Curriculum and Instruction at the Ohio Department of Education where she established Ohio’s first set of Technology Academic Content Standards. Ms. Southers received degrees from Ohio University, Kent State University, and the University of Dayton. Ms. Southers is currently serving as a 2008 Brookings Institution Congressional Fellow.

June 27, 2008 Bill Tuceling has been one of four librarians in the Technical Library at the Government Accountability Office (GAO) in Washington, DC, since 1988. He supports the GAO teams for contracting, defense, and foreign affairs with reference, research, classroom training, and website design. Bill’s previous Federal positions included reference and head librarian at the US Army Engineer School at Ft. Belvoir, VA, and archives technician and archivist at the National Archives & Records Service at Suitland, MD. His education includes post-graduate courses in history at George Mason University and Shippensburg University, an MLS from the University of Kentucky, and a BA from Gettysburg College. Bill has volunteered as DCLA Scholarship Committee chair, Secretary, Joint Spring Workshop representative, Treasurer, and Membership Committee chair; as ALA Convention Local Arrangements Committee co-chair and National Library Legislative Day registration desk staffer; and as FLICC/FEDLINK Educational Working Group member and “Great Escape” library tours coordinator.

Dr. Margie Thomas Louisiana State University School of Library and Information ScienceALA Councilor at Large Dr. Margie Thomas is Assistant Professor of Library and Information Science at Louisiana State University. Her research interests are school library service and information literacy to non-college bound students, as well as school library media specialist certification requirements. She is an active member of the American Library Association, being a Councilor at Large from 2006-2009. She is also on the Research and Statistics Committee for the American Association of School Librarians from 2006-2008. She earned her M.S. in Library Science from Columbia University and her Ph.D. from Florida State University. Her monograph, Re-Designing the High School Library of the Forgotten Half: The Information Needs of the Non-College-Bound Student, is scheduled to be published by Libraries Unlimited in September, 2008.

Vicki is a training and human resources consultant who has worked with numerous corporate and non-profit organizations.   A former Career Consultant with Drake Beam Moring, she is a regular speaker on job search topics at ALA conferences and has contributed to ALA-APA’s on-line newsletter since its inception.  Vicki is currently a presenter with PLA’s Turning the Page national conference series and is an elected member of her suburban Chicago library board.
