How the Air Force Is Organized
There is considerable variation inhow the major commands and subor-dinate units of the Air Force are orga-nized. This overview describes boththe typical organization chain andUSAF’s Air and Space ExpeditionaryForce.
The Department of Defense(DOD) is a Cabinet agency headedby the Secretary of Defense. It wascreated in 1947 to consolidate pre-existing military agencies—the WarDepartment and the Navy Depart-ment. Subordinate to DOD are thethree military departments (Army,Navy, and Air Force), each headedby a civilian secretary.
The Joint Chiefs of Staff (JCS)constitute the corporate military lead-ership of DOD. The Chairman andvice chairman of the JCS serve full-time in their positions. The servicechiefs are the military heads of theirrespective services, although JCS re-sponsibilities take precedence.
The Department of the Air Forceis headed by the Secretary of the AirForce, who is supported by a staffcalled the Secretariat. The Chief ofStaff, USAF, heads the Air Staff, and the military heads of the majorcommands report to the Chief of Staff.
Most units of the Air Force are as-signed to one of the major commands.Major commands are headed by gen-eral officers and have broad func-tional responsibilities. Commands maybe divided into numbered air forces.
The fundamental unit of the work-ing Air Force is the wing. The typicalAir Force base is built around a wing. Some wings are commanded by ageneral officer, while others areheaded by a colonel. An objectivewing contains an operations group, which includes aircrews, intelligenceunits, and others; a maintenancegroup, which includes maintenancesquadrons; a support group, whichincludes such functions as civil en-gineers, logistics readiness, and se-curity forces; and a medical group.
Most individual officers and air-men are assigned to a squadron, which may be composed of severalflights.
In addition to these units, there arenumerous others, including centers, field operating agencies, and directreporting units.
The Air and Space ExpeditionaryForce
To relieve chronic optempo prob-lems stemming from back-to-backdeployments and operations, the AirForce developed an expeditionaryconcept initially called the Expedi-tionary Aerospace Force. The termEAF has since been supplanted bythe term Air and Space Expedition-ary Force (AEF). The term AEF alsorefers to a basic organizational unit.USAF groups its power projectionand support forces into 10 AEF “buck-ets of capability.” The 10 AEFs are
grouped into five pairs. Initially, thesefive pairs of AEFs rotated through a15-month cycle, with each pair as-signed to one of five 90-day periods. In fall 2004, USAF revised its AEFarrangement, extending the cyclesto 20 months, divided into five 120-day periods. The Air Force also in-corporated its on-call forces into thestandard AEF rotation.
During each 120-day period, a des-ignated pair of AEFs is vulnerable todeployment. Each AEF comprisescombat air forces (CAF), mobility airforces (MAF), and low-density, high-demand (LD/HD) forces consistingof various active duty, ANG, andAFRC units.
USAF’s LD/HD forces include battlemanagement, combat search and res-cue, command and control, and re-connaissance assets. They are in nearconstant use and, consequently, ro-tate more frequently than most CAFand MAF elements.
The new expeditionary system be-gan with Cycle 1 in October 1999.Cycle 4, which began June 1, 2003,included two temporary stopgap AEFs,designated AEF Blue (June 1-Oct. 31,2003) and AEF Silver (Nov. 1, 2003-Feb. 29, 2004), formed in the wake ofOperation Iraqi Freedom. They mostlycomprised forces not used in the war.During the Blue and Silver deploy-ments, USAF was able to reconstituteits wartime forces for return to thestandard rotation cycle. ■

AIR FORCE Magazine / May 200548
The title General of the Army for Henry H. Arnold was changed to General of the Air Force by an act of Congress May 7, 1949. The position of Chief of Staff wasestablished by a DOD-approved Army-Air Force Transfer Order issued Sept. 28, 1947.aThe Army Air Corps became a subordinate element of the Army Air Forces June 20, 1941. Since the Army Air Corps had been established by statute in 1926, itsdisestablishment required an Act of Congress, which did not take place until 1947. Between March 9, 1942, and Sept. 18, 1947, the Army Air Corps continued toexist as a combatant arm, and personnel of the Army Air Forces were still assigned to the Army Air Corps.

Terms ExplainedFunding levels can be expressed in sev-eral ways. Budget authority is the valueof new obligations that the federal gov-ernment is authorized to incur. Theseinclude some obligations to be met inlater years. Figures can also be expressedin outlays (actual expenditures, some ofwhich are covered by amounts that wereauthorized in previous years).
Another difference concerns the valueof money. When funding is in current orthen-year dollars, no adjustment for in-flation has taken place. This is the actualamount of dollars that has been or is to bespent, budgeted, or forecast. When fund-ing is expressed in constant dollars, orreal dollars, the effect of inflation hasbeen factored out to make direct compari-sons between budget years possible. A
specific year, often the present one, ischosen as a baseline for constant dollars.
Normally, Congress first authorizes pay-ment, then appropriates it. Authoriza-tion is an act of Congress that estab-lishes or continues a federal program oragency and sets forth guidelines to whichit must adhere. Appropriation is an act ofCongress that enables federal agenciesto spend money for specific purposes.

As part of the 2004 defense budget, Congress authorized DOD to implement a new performance-based pay system for SESmembers. On Jan. 1, 2004, a new SES pay scale reflecting only the minimum and maximum levels of pay replaced the old fixedSES pay levels (ES-1 through ES-6). The pay scale does not include locality pay.
