High Condition (Orange). A High Condition is declared when there is a high risk of terrorist attacks. In addition to the Protective Measures taken in the previous Threat Conditions, Federal departments and agencies should consider the following general measures in addition to the agency-specific Protective Measures that they will develop and implement:

1.Coordinating necessary security efforts with Federal, State, and local law enforcement agencies or any National Guard or other appropriate armed forces organizations;

2. Taking additional precautions at public events and possibly considering alternative venues or even cancellation;

3. Preparing to execute contingency procedures, such as moving to an alternate site or dispersing their workforce; and 4. Restricting threatened facility access to essential personnel only.

Initial Action

1) The initial salvos against Baghdad consisted of 40

Tomahawk cruise missiles launched from Navy ships

in the Persian Gulf and the Red Sea, as well as

precision-guided 2,000-pound bombs dropped from

two F-117A Nighthawk stealth jets.

2) Iraq retaliated Thursday by launching missiles at U.S.

troop positions in Kuwait. But, initially, it was unclear

how many missiles were launched or what kind they were.

No injuries were reported. There was no indication that

chemical or biological material was involved. Patriot

anti-missile batteries intercepted one missile.

3) Another Iraqi missile has been launched, aimed at

Kuwait City, U.S. Army says. Wednesday’s Action

4) Under the shelter of night, and with the support of heavy bombing, the 1st Marine Division entered Iraq at around 9 p.m. local time.

5) As the Marines entered Iraq, they could see burning oil wells that sent a black cloud into the night sky under a nearly full moon.

6) The Marines also had some skirmishes with Iraqi troops. They opened fire with machine guns on an Iraqi T-55 tank and finally destroyed it with a Javelin, a portable anti-missile.

7) Soon after the incursions were reported, sea-launched Tomahawk cruise missiles hit Baghdad. They almost simultaneously hit the main presidential palace near the Tigris and the Ministry of Planning, which was in flames.
