TIME FRAME AND SCOPE OF THE STUDY

1.Six months time frame: January 17,2005 to July 17,2005

2. Short time frame could not cover every aspect of higher education

3. The Strategy adopted was by focusing on University level of education.

4. The study covered the core functions of higher education: teaching and learning, R&D, service to the community, life-long learning, access and equity, benchmarking against best in class

●Duplication of R&D among IHE should be avoided to avoid wastage.

●IHE should formalise efforts to involve the industry to participate in their reseach activities through collaborative research programs.

●IHE to initiate joint projects with internationally renowned research and industrial centers so as to enhance their R&D capability,and make possible technology transfer.

The committee recommends with immediate effect a moratorium on the awarding of new licenses for the establishment of Private Higher Education (PIHE) until a thorough evaluation of all existing PIHE has been carried out. (17)

The committee recommends that Malay, as the National Language, be used for all official purposes. English should be used as the medium of instruction for science, mathematics and professional subjects. Other subjects should be taught in the language that is most effective in the delivery of content. At the same time students should be encouraged to master other international languages. (72)

Project MyBrain15 :The committee recommends that MyBrain15 be designed and implemented for the development of national human capital. It should be planned and implemented towards producing 100,000 Ph.D graduates within the next 15 years.( 130)
