FP7 European CommissionSea Border Surveillance

Beyond the increase of various threats of lucrative criminal activities, and terrorism, European Community decides to act by funding R&D projects in order to develop an innovative solution to increase Sea Border Surveillance.

DCNS and its European partners decided to propose I2C, a new system which will be able to permanently track and monitor all type of ship traffics in vulnerable trading lanes and zones in order to detect abnormal or illicit vessel behaviour.

I2C stand for Integrated System for Interoperable sensors & Information sources for Common abnormal vessel behaviour detection & Collaborative identification of threat

Allowing the use of deployable sensors platform

and Tactical Data Links Civilian Deployable sensor platform capabilities :

Instrumented Zeppelin – Germany – for large maritime zone surveillance (high resolution optical image, video cameras turret, radars and AIS receiver, high data rate telecommunication payload.

Instrumented aircraft – ONERA France for local node high resolution surveillance (X, L and P bands radars) and multi spectral (visible and infrared bandwidths) high resolution camera.

Civilian Vessel Instrumented vessel – DCNS France, fitted with an ARPA, AIS,

CESM console to perform local operational traffic picture (abnormal vessel behaviour detection)

USV platform – DCNS France equipped of an infra-red surveillance camera (operated from on board Zeppelin, vessel patrol or shore …)

Military Vessel fitted with Link 11 Processed satellite imagery – JRC Belgium. Processed satellite

images are used in I2C for both to derive intelligent information and evaluate the system performances (correlation between processed satellite images and the Common Operational Picture).
