The following activities were organised in O/o JS(Trg) & CAO from 25 Sep 2014 to

02 Oct 2014 regarding PM's call for Swachha Bharat Abhiyan as a mass movement to realize thMahatma Gandhi's dream of a clean India by his 150 birth anniversary on 02 Oct 2019 :-

Besides the above, the following general activities related to cleanliness were carried out

regularly from 02 Oct 2014 onwards :-

(a) General cleanliness of corridors, work space etc;

(b) Repair and cleaning of all toilets;

(c) Maintenance of sewage lines;

(d) Proper lighting and replacement of faulty units;

(e) Cleaning of water coolers and repair of faults;

(f) Instruct all to stop washing of utensils in offices to avoid blockage and make arrangement of

separate wash basin for washing of utensils;

(g) Disposal of Junk material;

(h) Senisitizing all staff for cleanliness;

(i) Proper parking of vehicles;

(j) Installation of Garbage Bins; and,

(k) Repair of Taps.

Training Activities at DHTI

During Oct-Dec 2014, DHTI conducted a total of 27 courses listed in the training

calendar of DHTI, covering 487 participants, including 79 Service Officers. Out of these,

13 courses were conducted under the Cadre Training Programme and 14 courses as specialized

courses/ workshops. In addition, 03 courses were conducted by DHTI in other Organisations by

deploying its faculty members to these establishments.

2. Civilian/Personnel Management by DGMP: DHTI conducted a six days training

programme from 24-29 Nov 2014 on Civilian Personnel Management for AG Branch/DGMP

(Civ) at Subroto Park. The Course was attended by 25 Service Officers from different line

Directorates.

3. 36th Orientation Programmes for Service Officers: The programme conducted

between 08-12 Dec 2014 was attended by 20 Service Officers. It is designed to familarise

the participants with the Organisation structure of HQrs and MoD, functioning of Govt,

Parliamentary Procedure, RTI Act, accommodation policy for Officers posted at Service HQrs

and issues relating to Civilian Personnel Management. The programme also included a visit

to Parliament.

4. Training under Cadre Training Plan

(a) 12th Orientation Course for Section Officers: 12th Orientation Course for Section

Officers of AFHQ Civil Service was conducted from 10 Nov 2014 to 28 Nov 2014,

focusing on developing leadership qualities in the participants. The course included a

study tour in which participants visited Army Unit at Chandigarh.

(b) 49 & 50 Orientation Courses for Assistants (DP) : Two orientation courses for

Departmental Promoted (DP) Assistants of AFHQ CS were conducted consisting of

academic input on various Central Civil Services rules & regulations, viz Conduct Rules,

Establishment Rules, Financial Transaction in AFHQ, Computer Training etc. alongwith

study tours comprising of institutional visits to Army unit at Mhow & Gwalior

respectively.

(c) Orientation Course for PA/PS: 08th & 09th Orientation Course for PA/PS of AFHQ

Civil Service was conducted at DHTI from 27 Oct 2014 to 31 Oct 2014. The one week

duration course was attended by 17 participants of various Directorates. Apart from

academic input on various Central Civil Services rules, behavioral topics and computer

input was also included in the Course in order to give the participants exposure to the

contemporary issues in the envioronment.

Training Activities at DHTI

During Oct-Dec 2014, DHTI conducted a total of 27 courses listed in the training

calendar of DHTI, covering 487 participants, including 79 Service Officers. Out of these,

13 courses were conducted under the Cadre Training Programme and 14 courses as specialized

courses/ workshops. In addition, 03 courses were conducted by DHTI in other Organisations by

deploying its faculty members to these establishments.

2. Civilian/Personnel Management by DGMP: DHTI conducted a six days training

programme from 24-29 Nov 2014 on Civilian Personnel Management for AG Branch/DGMP

(Civ) at Subroto Park. The Course was attended by 25 Service Officers from different line

Directorates.

3. 36th Orientation Programmes for Service Officers: The programme conducted

between 08-12 Dec 2014 was attended by 20 Service Officers. It is designed to familarise

the participants with the Organisation structure of HQrs and MoD, functioning of Govt,

Parliamentary Procedure, RTI Act, accommodation policy for Officers posted at Service HQrs

and issues relating to Civilian Personnel Management. The programme also included a visit

to Parliament.

4. Training under Cadre Training Plan

(a) 12th Orientation Course for Section Officers: 12th Orientation Course for Section

Officers of AFHQ Civil Service was conducted from 10 Nov 2014 to 28 Nov 2014,

focusing on developing leadership qualities in the participants. The course included a

study tour in which participants visited Army Unit at Chandigarh.

(b) 49 & 50 Orientation Courses for Assistants (DP) : Two orientation courses for

Departmental Promoted (DP) Assistants of AFHQ CS were conducted consisting of

academic input on various Central Civil Services rules & regulations, viz Conduct Rules,

Establishment Rules, Financial Transaction in AFHQ, Computer Training etc. alongwith

study tours comprising of institutional visits to Army unit at Mhow & Gwalior

respectively.

(c) Orientation Course for PA/PS: 08th & 09th Orientation Course for PA/PS of AFHQ

Civil Service was conducted at DHTI from 27 Oct 2014 to 31 Oct 2014. The one week

duration course was attended by 17 participants of various Directorates. Apart from

academic input on various Central Civil Services rules, behavioral topics and computer

input was also included in the Course in order to give the participants exposure to the

contemporary issues in the envioronment.

Turenne, Eugene and Fredrick; take them for your model: that is the only way of becoming a

great Captain to obtain the secret of the art of War". This was the dictate of Napoleon. "Fools say

that they learn from their own experience, I have always contrived to get my experience at the

expense of others". The practical value of military history could not perhaps be better expressed

than through the aforesaid quote from Bismark, the German Chancellor, who propounded the

policy of "Blood and Iron".

The Ignorance of history can prove disastrous. An in-depth study of past events not only

illuminates but also germinates new ideas which can provide the basis for future policies and

plans. This is more true of military history than any other discipline.

The need for creating an institution like 'History Division' was first visualized in the last

quarter of 1943 when the Second World War was in full swing. Brigadier WEH Condon who was

engaged in drafting the War Despatches of the India Command, proposed to the Chief of the

General Staff, GHQ(I), that a Historical Section need to be established in India on the same

pattern as obtained in the Dominions of Canada, Australia, New Zealand and South Africa. The

proposal of Brigadier Condon could not be implemented as the manpower situation at that stage

of the War was critical. However, in March 1945 the proposal of Brigadier Condon was accepted

and he was asked to study the working of the Historical Section in UK, Italy and Austria.

Meanwhile, Historical Section, India was established in July 1945 with Major General TW

Corbett, CB, MC as Director. Major General Corbett relinquished the post of Director on 1st

August 1946 and Brigadier Cordon who, had served with him as GSO I Co-ordination was

appointed in his place.

By March 1946, the Section was fully staffed in respect of Editors, Narrators, etc. From

September 1945 to March 1946 the Section remained located in Delhi. In March 1946 it moved

to Shimla. It was later brought back to Delhi.

The Section was re-designated as Combined Inter-Services Historical Section, India and

Pakistan after the Country was partitioned in 1947.

In April 1948, Dr Bisheshwar Prasad was appointed as the Director of the Historical Section.

Under his able guidance the Section brought out the history of the Indian Armed Forces in

Second World War in 25 volumes.

When the work of publishing the history of World War II was nearing completion, Historical

Section (India) was established on 26 October 1953 to undertake the compilation of the history

of post independent military operations conducted by the Indian Armed Forces. The Combined

Inter Services Historical Section was wound up in 1963 and its residual work was transferred to

the newly established Historical Section (India) with this change the suffix (India) was also

discontinued.

The Historical Section was intended to serve as a record, research and reference Office of

the Armed Forces of the Indian Union and the Ministry of Defence. Consequently, all

records pertaining to World War II as also the records of the operations conducted by the Indian

Armed Forces have been placed at the disposal of the Historical Section re-designated as

Nothing great was ever achieved without enthusiasm.

Indian Armed Forces are duty bound to send a copy of their War Diary, Half Yearly Reports and

Annual Reports to History Divison for proper upkeep and appropriate use.

As a research institution, the History Division has published many volumes on various

aspects of the Military History of India including military operations, peace keeping missions,

gallantry awards, etc. since its inception on 26 October 1953. The Division has conducted some

research studies on various aspects of war including battles and operations for the use of Indian

Armed Forces from time to time.

As a reference office all queries of historical nature made by the Ministry of Defence, Defence

HQs, researchers and research organizations are attended to by the Division. Many scholars

visit the Division for consulting the records in connection with their researches. Military officers,

serving and retired frequently visit the Division for consulting records. The Library of the Divison

also holds wide range of books on military matters.

The Heraldic Cell of the Division advises the three Services HQs and Ministry of Defence on

all ceremonial matters by way of suggesting names for new establishments and acquisitions,

designing new crests and badges and coining suitable mottos. The Division also guides the units

and regiments of the Indian Armed Foreces in compiling their histories, and assists the three

Services HQs in their Battle Honours work. The Division also grants two research fellowships to

encourage research in military history.

I firmly believe that there must not be any war. Peace to be maintained at all time and all

costs. But, war, since time immemorial or since the advent of humanity is considered a sign of

potency of superiority by all means. War in olden days what we have read, used to be for

possession of land and kingdoms. The concept has changed now.

Elsewhere war is sustaining the livelihood of all those employed in the war-material-

producing factories. Economy of many developed nations depends on this industry. Therefore,

the Heads of Nations canvass for sale of war-materials with their counterparts. Means the Heads

of States have become sales-persons. Do we really need war-material-producing factories

across the world! Nope! Absolutely no.

So, close all these shops of annihilation cent per cent problems of the universe will be wiped

out in one tab. Why do we need weapon/war material-producing factories? If we really need

them, then why do we distribute peace prizes? Or, peace prizes for what? If the conditions of

illiterate, ill fed, half clad are to be ameliorated, the gun-powder making factory should convert

into bread making factory.

Who sipped the first cup of tea? the question cannot be answered with certainty. The favourite legend of the origin of tea concerns Bodhidharma or Daruma a Budhist saint, who having fallen asleep over his devotions cut off his eyelids on awakening and threw them on the ground, where they took root and grew up as a bush, the leaves of which when dried and boiled in hot water, produced a beverage capable of banishing sleep. According to chinese history in 2737 B.C., the Chinese Emperor Sher-Nung was one day boiling his drinking water when a few leaves from the branches he was using as firewood fell into the water, giving it a delicate and exquisite aroma. This was perhaps the first cup of tea drunk by the first man in the world.

Tea cultivation and the use of beverage spread throughout China and Japan under the patronage of Budhist priests, who sought a means to combat intemperance. It was first introduced in Europe in 1610 when it was transported from Macad to Java and then to Holland. In the eighteenth century tea was condemned as an "unmitigated evil to be constantly and resolutely opposed". And John Woolsely condemned the "pernicious beverage" on moral and religious grounds. Paul Revere, the American patriot, became famous for his anti-tea cartoons.

Tea was once sold in England at 6 per pound, and people today might be surprised to know that for this seemingly innocuous brew wars have been fought, blockades run and men martyred. It may be interesting to mark that just at the time England started out to be a nation of coffee drinkers, before John Company began its propoganda for tea, America had started as a nation of tea drinkers. It was the Boston tea party that cast the die for coffee.

Tea and tea drinking have been cleleberated in many ways in literature and works of fine art. Many beautiful paintings have had tea as their inspiration. They are to be found in the world's leading art galleries and museums. "The cup of Tea" at the Metropolitan, NewYork, is Justly famous.

Tea cultivation in India began under the direction of the Governor General, Lord William Bentinck, who appointed a Tea Committee to promote the tea industry. Since then it has been gradually and slowly making way for itself in every home and has now almost become the darling of everyone.

Tea is, of course, your unfailing friend. It gives you relief when you are tired, gives you solace when you are worried, gives you fresh energry when exhausted and for a worker at desk, who have to sit on their papers for long, it works as a "pick up". It plays an equally imprtant part in politics. It is no exaggeration to say that far reaching decisions are made and important policies are formulated while sipping a hot cup of tea. It provides a round table to politicians to discuss their differences in a friendly way. It promotes familirity among strangers and intimacy among friends. It is the beginning of many romances and the end of many enemities. Over a cup of tea victims of cupid talk their lover to each other, make big promises of eating, sleeping, drinking, strolling together and finally of dying together.

Dean Stanlev, Dr. Johnson, Coleridge, Gladstone have been some of the greatest tea drinkers. It was said that Mr. Gladstone, before going to bed, used to take a hot water bottle filled with tea and managed to warm the inner and the outer man. Today one will frequently find in the corner of a restaurant hall, a care free poet eulogising the tea while he raises a cup to his lips.

"What is your zodiac sign?" asked she. I was taken aback because this is what I had promised myself upon joining this new Organization – I am not going to ask anyone. But, when faced with this question, I actually thought to myself …do I really want to answer this?

What if she guesses my personality traits on the basis of my Zodiac Sign? Coz this is exactly what I used to do.

I actually felt as if somebody who is a face reader was telling me to take my veil off, as if somebody will be able to read me inside out when I do what I have been told to do.

All this while, when I was trying to figure out what her intentions could be, she was standing in front of me smilingly and in a frame of mind that could be called definitely positive and believe me or not, but all this while even I was trying to figure out what her Zodiac Sign could be.

But, she did not give me another moment to ponder further on this subject. Actually, I had not even realized how much time I had taken to answer her simple question and again my mind started racing on another track (against my wishes this time though), what will she think of me, that I do not even know a simple thing about myself, viz., my zodiac sign, and again I as reminded of umpteen number of occasions when I used to ask this question and upon not receiving a satisfactory reply, would ask, "tell me your date of birth and I shall tell you your zodiac sign" as if pretending to be the master of sorts.

And, this very moment, she bent upon me and said, "tell me your date of birth and I shall tell you your zodiac".

Choosing to ignore her second question so as not to appear a newbie on this subject, I replied. I am a Piscean.

She exclaimed in excitement, "Wow! Even I am a Piscean". And my doubts were cleared. Only a species like me would behave in such a fashion. How could I not guess it? Infact, just like those lines from the pledge of our School Diary that, "all Indians are my brothers and sisters" I have actually been dealing with all the Pisceans as if "All Pisceans are my brothers and sisters".

Then, I knew what her second question would be coz this is what I used to do.

And, the question pounced on me, tell me your date of birth now, and I said it is XX Mar 19XX (Warning – Never ask a girl's/WOMEN'S DoB) and she came back with another rush of blood with even greater enthusiasm, and told me that her DoB is (XX-1) March 19 (X-1)X.

I realized then that probably all Pisceans, or probably many of them, or let me correct, some of them or only a handful of them, or may be only the two of us were indeed like each other. The lady in question is my first friend in this Organization, Ms. Sunaina Narayana. This was my first encounter with her.

Later on, as I came to know her, and was able to understand her even better, I felt that this person was the most optimistic, (hyper)active, practical, caring and a very down to earth human being I have ever met so far. She was one amongst thousands of fishes (Zodiac Sign of Pisces), as per Lynda Goodman (Lynda is the author of books on zodiac sign), who sails against the tides.

I am happy to have met her and feel obliged to be in the list of her friends.
