The State Level Bankers’ Committee has been bringing out the Annual Credit Plan every year. The endeavor is to sync the Bank’s credit with the potential available in the Blocks and Districts for their development and priorities set out by State Government for equilibrium growth of the State. Bank credit stimulates capital formation and therefore is closely associated with economic growth.

It gives me pleasure in presenting the Annual Credit Plan for Financial Year 2020-21, which is an aggregation of approved district credit plan of all 52 districts. The Plan entails an outlay of Rs 1, 89,250 crore (priority & non-priority sectors) with an increase of 8.03% over previous year’s plan, which will be the minimum benchmark for all the banks.

The credit plan for priority sector has been assessed at Rs 1, 76,217 crore, which denotes an increase of 8.09% over the previous year. The share of agriculture is pegged at Rs 1,34,236 crore, which is 70.93% of total credit plan. Against this, the major share of 51.18% (Rs 96,864 crore) is for crop production through Kisan Credit Cards. The assessment is in tune with the funding requirements for the initiatives of the Government for saturation of KCC of all PM-KISAN beneficiaries, food processing, and promotion of FPOs & SHGs etc.

MSME sector is a vital constituents of the economy. Keeping in view the importance of this sector for the development of entrepreneurial talent and providing employment opportunities, credit disbursal assessment for MSME is targeted at Rs 32,078 crore. The credit assessment for Education, Housing, Export Credit, Social Infrastructure, Renewable Energy and Other Priority Sector are Rs 1037, 7131, 530, 595, 288 & 321 crore respectively.

As the Indian economy reels under the impact of COVID -19, the financial sector and the Government will have to work in tandem to catalyse fast economic recovery. Merger of 10 state-owned banks into 4 entities is effective from 1st April, 2020. Such larger banks with enhanced capacity to increase credit and bigger risk appetite shoulder a big responsibility to meet credit needs of the customers and to boost the economic growth of the state.

I take this opportunity to place on record my sincere thanks to the State Government, NABARD, RBI, LDMs, Officials of SLBC department and Controlling Offices of various banks for providing their cooperation. I hope that this document will enable the policy makers, bankers and other stakeholders in initiating suitable measures for economic development of the State. I look forward to concerted efforts by all the banks in attaining the estimated credit disbursement target under various sectors for the year 2020-21.

GEOGRAPHICAL AREA & POPULATION Madhya Pradesh with an area of 3, 08,252 sq.km is the second largest state in India after Rajasthan, covering 9.38% of total area of the country. It is bordered by the states of Rajasthan to its northwest, Uttar Pradesh to its north, Chhattisgarh to its east, Maharashtra to its south, and Gujarat to its west. • Total population of Madhya

Pradesh as per 2011 census is 7.27 crore, which constitutes 5.99% of total population of the country.

• Male and female are 3.76 crore and 3.51 crore respectively. Female per thousand male is 931. Ratio of rural and urban population is 72:28.

• The Scheduled Castes and the Scheduled Tribes constitute a significant portion of the population of the State and constituting 15.54% (1.13 crore) and 21.04% (1.53 crore) of total population respectively.

• Density of the population (per sq. km) is 236.

• Percentage of working population to total population is 43.5%.

• Percentage of agricultural labourers to total workers is 38.61%.

• Percentage of forest area to Geographical

Area is 30.72%. • Literacy rate is 70.63% as against national rate

of 73%. Of which literacy rate of male and female is 79% and 59% respectively.

LANGUAGE & RELIGION Hindi is the official language of Madhya Pradesh and it is widely spoken. Apart from Hindi, the languages of Bundeli, Bagheli, Nimari, Marathi, Sindhi, Urdu, and Malwi are the commonly spoken regional dialects. There are several other dialects which are spoken in the state. According to the census of 2011, 90.9% of the state residents follow Hinduism, while others are Muslim (6.6%), Jain (0.8%), Buddhists (0.3%), Christians (0.3%), and Sikhs (0.2%).

Madhya Pradesh is predominantly an agrarian economy that drives the State’s GDP. Agriculture is the largest contributor to the State’s GDP (approximately 45% in GDP & 62% in employment), followed by Industry (20% GDP and 5% in employment) and Service sector (35% in GDP and 33% in employment).

The Gross State Domestic Product (GSDP) of Madhya Pradesh for 2019-20 at current price is estimated to be Rs 9, 06, 672 crore. Agriculture Market Madhya Pradesh has 556 regulated markets, of which 257 are wholesale Market (Krishi Upaj Mandis), and 299 Sub Mandis and 1321 haat bazaars. The Madhya Pradesh State Agricultural Marketing Board is coordinating the implementation of eNAM i.e. electronic portal of National Agriculture Market. 80 Mandis are live on eNAM in the State.

Animal Husbandry The total livestock population consisting of Cattle, Buffalo, Sheep, Goat, pig, Horses, Donkeys, etc. in the state is 4.06 crore numbers in 2019 (Livestock Census 2019). Of which, cattle population is 1.88 crore.

Industrial development is considered as the driver for sustained developmental progress. The State inherits large petrochemical processing facilities, traditional public sector units (PSUs) and defence related production. The State has potential to become a logistics hub of India with over 160,000 Kms of road network and over 424 trains passing through its geographical jurisdiction daily. The State offers an installed power capacity of over 23,400 MW to its investors; 35% of which is contributed by renewable energy sources. Madhya Pradesh is home to the thickest coal field and accounts for 14% of India’s total cement production. The State with a strong base of mineral resources also has an oil refinery at Bina with an annual capacity of 6 MMT. Madhya Pradesh is home to India’s first green-field Special Economic Zone (SEZ) in Pithampur which is spread over a total area of 1,114 hectares. Besides Pithampur SEZ, the State also has four IT SEZs and four key industrial corridors.

Micro, Small & Medium Enterprises

Handloom The handloom industry of Madhya Pradesh has a long tradition of exquisite and incomparable craftsmanship. It has a diverse and rich textile tradition, a wide range of textiles of varied designs, manufactured by different techniques. Out of 27.41 thousand handloom industry in the state in 2018-19, functional industries are around 17.21 thousand, which are providing employment to around 45 thousand weavers from rural and semi-urban areas. Chanderi & Maheswari are the major clusters in the state for handloom sarees.

Banking Facilities Banks in Madhya Pradesh have a network of 7,958 branches spanning 34% (2,712), 33% (2,588) and 33% (2,658) in rural, semi-urban and urban & metropolitan areas respectively with 9,320 ATMs as on March 31, 2020. Besides brick and mortar branches, banking facilities are being extended by 10,343 business correspondents in 11,864 rural Sub Service Areas (SSAs). With effect from 1st April 2020, there are 34 Scheduled Commercial Banks (12 Public Sector Banks & 22 Private Sector Banks), 2 Regional Rural Banks (RRBs), 1 State Cooperative Bank (MPStCB), 38 District Central Cooperative Banks (DCCBs) and 8 Small Finance Banks (SFBs). Payment Banks viz. IPPB and FINO are also functioning in the state. Deposits

• During FY11–20, deposits grew at a CAGR (Compound Annual Growth Rate) of 12.07%. Deposits at the end of March 31, 2020 stood at Rs 4, 23,556 crore.

• Annual growth rate in deposits was 7.73% in March-2020 as against 7.59 % in the previous year.

• CASA was 45% of total deposits as on 31st March 2020. • Deposits under PMJDY increased by Rs 1,159 crore in a year and reached to Rs 6,058

crore in March 2020.

Credit

• During FY11–20, credit off-take grew at a CAGR of 15.47%. Total credit surged to Rs 3, 32,321 crore at the end of Q4 FY 2019-20.

• Bank’s credit grew at 8.12% year-on-year in March 31, 2020 as against 12.62% growth in the previous year.

• Credit to agriculture, MSME, housing, education and priority sector grew at 7.65%, 8.04%, 22.18%, 5.38% and 10.53% respectively annually in March 2020.

AGENCY WISE CREDIT GROWTH IN AGRICULTURE

MICRO SMALL AND MEDIUM ENTERPRISES

• Credit to MSME rose by 8.04% year-on-year in March 2020 as compared with an increase of 16.17% in March 2019.

• The outstanding credit to MSMEs grew to Rs 60,228 crore at the end of March 2020 from Rs 55,745 crore in March 2019.

• Percentage of credit to micro enterprises to total advances was 9.41% as on 31st March 2020, which is above the regulatory Norm.

HOUSING

• As of 31st March 2020, credit to housing under priority sector increased by 22.18% year-on-year as compared with an increase of 6.95% in March 2019.

• Merger of Gruh Housing Finance into Bandhan Bank played a major role in higher growth rate in March 2020 as compared to previous year.

EDUCATION Education loans under priority sector (Up to Rs 10 lakh) grew at the rate of 5.38% y-o-y in March 2020 as against 8.01% growth in previous year. PRIORITY SECTOR

• Priority sector advances increased by 10.53% in March 2020 as compared to an increase of 8.40% in March 2019.

• The outstanding credit to priority sector grew to Rs 2.04 lakh crore at the end of March 2020 from Rs 1.85 lakh crore in March 2019.

NON-PERFORMING ASSETS NPAs of banks registered a contraction of 1.58%, as of March 2020, compared to a rise of 62.54% in the corresponding period the previous year. NPA was 10.32% of total credit as on 31st March 2020.

§ The Banks disbursed Rs 64,965

crore to the agriculture sector against the target of Rs 1,23,849 crore and achieved 52% of the target as against the achievement of 61% during same period of FY 2018-19. Achievement of Commercial Banks, Regional Rural Banks & Cooperative banks were 61%, 31% and 38% respectively at the end of current fiscal.

§ Crop loans target of Rs. 89,996

crores for current fiscal, constitutes a major share of 51.18% in the credit plan. The credit flow to this sector was Rs 47,496 crore with achievement of 53% at the quarter end of FY 2019-20.

§ Banks achieved 100% target under ancillary activities during FY 2019-20.

§ Under MSME sectors, banks disbursed Rs. 31,114 crores during FY 2019-20 as against the target of Rs. 30,201 crores and achieved 103% of the target.

§ Credit offtake under education

loans, housing sector of priority sector was Rs 420 crore and Rs 3514 crore and achievement index was 42% and 71% respectively against the target of current fiscal.

§ Achievement index under

Agriculture infrastructure, social infrastructure and renewable energy sector was 19%, 18% and 255% respectively

The Government of India announced Rs 13.50 lakh crore ground level credit (GLC) target for agriculture sector for the year 2019-20 for the country. It was Rs 89,714 crore for Madhya Pradesh. Commercial Banks, Regional Rural Banks and Cooperative Banks disbursed Rs 45,160 crore and achieved 70.73% of the target for financial year 2019-20. While Commercial Banks achieved 71.73% of the target, it was 46.41% and 72.41% for RRBs and Cooperative respectively. Achievement percentage under agriculture term loan was 48.98%.

• Annual Credit Plan 2020-21 for the state of Madhya Pradesh has been drawn with an

outlay of Rs.1, 89,250 crores. • Priority Sector lending targets have been fixed at Rs. 1, 76,217 crores. Agriculture segment

has a major share of Rs 1, 34,236 crores, comprising 71% of total credit plan outlay. Factors like percentage share of Gross Cropped area, Gross Irrigated Area, cropping intensity etc. and past trends have been taken into account.

• An amount of Rs. 96,864 crore is projected for Crop loan (Production Credit) disbursals for the year 2020-21.

• The potential assessed under Micro, Small and Medium (MSME) enterprises is Rs. 32,078 crore (16.95% of total outlay), followed by housing sector with outlay of Rs. 7,131 crore under priority sector. (3.77% of total outlay)

• The National Bank for Agriculture and Rural Development (NABARD) has projected

Rs.1,98,786 crore as Potential Linked Credit Plan (PLP) for the year 2020-21 for the state of Madhya Pradesh under priority sector.

• Credit assessed by the banks for the year 2020-21 under priority sector is in line with the PLP of NABARD. It is Rs. 1, 76,217 crore, which is 89% of the PLP.

• As against PLP of Rs. 1, 47,988 crore for agriculture sector, banks have made provisions of Rs. 1, 34,236 crore. This includes provision of Rs 96,864 crore for crop loans and Rs. 27,548 crore for agriculture term loans.

• Provision of Rs. 32,078 crore has been made for Micro, Small & Medium Enterprises comprising manufacturing, processing & service industries as against the PLP of Rs. 32,001 crore keeping in view of opportunity in MSMEs in the State.

Thrust has been laid on investment credit, which is 24% per cent of total outlay earmarked for agriculture lending with a view to achieve capital formation in agriculture for doubling farmer’s income. After thorough sector-wise analysis in consultation with the stake holders, the projections for credit flow under water resource development, irrigation, farm mechanization, land development, animal husbandry and dairy development, sheep and goat rearing, poultry, plantation and horticulture, etc. were made.

• As compared to last year’s total plan, the banks have made an additional allocation of Rs. 14,073 crore in current year’s credit plan with increase of 8.03%. The Banks have planned a rise of Rs 13,186 crore (8.09%) over last year’s plan of priority sector.

• Agriculture credit target is growing every year. It is kept at 1, 34,236 crore for the year 2020-21 with increase of 8.38% over previous year. Of which, allocation for crop loans and terms loans is Rs 96,864 crore and 32,570 crore respectively.

• With regard to lending to the MSME sectors, a growth of 6.22% over the previous year has been made by banks in the state in FY 2020-21.

• Allocations under education, housing, export credit, social infrastructure and renewable energy sectors have been made keeping the view of achievement during previous year and growth pattern of previous few years
