INTRODUCTION This paper contains a summary of the 1997 South Australian election. It contains details of voting for all House of Assembly districts, as well as summaries of voting for the Legislative Council. A summary of the 1994 electoral redistribution is also included to assist in understanding the results. Full details of first preference and two-candidate preferred votes by party are provided for each electorate. Where appropriate, a two-party preferred count is also provided. (See note on two-candidate and two-party preferred vote below). The format for the results is summarized below. First Count: The votes shown for each candidate is the total primary votes received. Percentage votes are calculated as a percentage of the formal vote for each electorate. Swing is calculated by subtracting the percentage vote received by a party at the previous election (adjusted for the new electoral boundaries) from the percentage received at the current election. Where the parties contesting the district differ from the previous election, ‘ghost’ candidates (indicated by "....") have been included representing candidates not contesting the current election. As a result, all primary swings add to zero, subject to rounding errors. Final Count: Represents the two-candidate preferred count after the final distribution of preferences in an electorate. All votes which did not indicate a preference to the two remaining candidates are included in the total listed as Exhausted. Two-candidate preferred percentages are calculated by dividing the two-candidate preferred vote by the votes remaining in the count. Two-candidate preferred swings are shown compared to the adjusted previous election results. Where the party composition of the final two candidates differ from the previous election (eg Davenport), a ghost candidate appears, and three swing figures are shown. A two-party preferred count is also provided in these cases. Two-Candidate versus Two-Party Preferred results To win an electorate, a candidate must receive more than 50% of the vote after the distribution of preferences. This is carried out by successively excluding the candidate with the lowest primary vote, and distributing those votes as preferences to candidates remaining in the count. At the end of the count, the vote for the two remaining candidates is referred to as the 'two-candidate preferred count'. In most electorates, this will also be the 'two-party preferred' vote, representing the final distribution of preferences between the Labor and Liberal Parties. However, there were 11 electorates at the 1997 South Australian election that did not finish with a two-party preferred count. In Davenport, Finniss, Heysen, Kavel, Schubert and Waite, the two-candidate preferred count was between Liberal and Australian Democrat candidates, in Chaffey and Flinders between Liberal and National Candidates, in Gordon and Mackillop between Liberal and Independent candidates, and in Napier, between Labor and an Australian Democrat candidate. In these electorates, the South Australian State Electoral Office carried out a second distribution of preferences between Labor and Liberal candidates. In these electorates, both two-candidate and two-party preferred results are provided, while the two-party preferred count is used to analyse swing in the analysis starting on Page 16. By-Elections In re-calculating redistributions, all estimates are based upon results of the previous election. By-election results have been ignored. Details of by-elections conducted between 1993 and 1997 are provided on page 21.

House of Assembly Ticket Votes Unique in Australia, candidates in South Australia register lists of preferences in House of Assembly seats, so called 'ticket' votes. Any ballot paper with a single first preference, which in other jurisdictions would be declared informal or result in 'exhausted' preferences, has its preferences implied according to the tickets lodged by the candidates. If no ticket is lodged, the vote is informal. If more than one ticket is lodged, the total of votes where preferences are implied is divided by the number of tickets. This system produces some small discrepancies between the result of the distribution of preferences for the electorate as a whole, and the booth by booth two-party count carried out under legislation. If a candidate with two registered tickets has an odd number of votes to which preferences are implied, a vote is lost in the count, as it is not possible to count half a vote. At an electorate level, this could only result in the loss of one vote for a candidate. However, in the booth by booth count, votes may be lost at several booths in an electorate, resulting in a slight discrepancy between the booth totals, and the overall election results. Throughout this publication, electorate level distributions of preferences have been used, which may result in some slight discrepancies from certain tables in results published by the South Australian State Electoral Office. SUMMARY OF 1994 REDISTRIBUTION The following notes summarize the status of the 47 electorates drawn by the 1994 Electoral Districts Boundaries Commission. All estimates of two party preferred margin are provided by the Commission, as unique in Australia, redistributions occur after each election, and must take account of the political impact of the boundaries. As a result, the Commission provides estimates of new two-party preferred margins for all seats. Throughout this publications, the Commission's two-party estimates are used, but the primary vote analysis has been carried out by the author. By-elections have been ignored in the analysis.

Counts 2 to 9 filled the first eight vacancies, with the following candidates declared elected and their surpluses distributed. Of these votes, the main beneficeries were No Pokies 83, the Greens 79, HEMP 36 and Grey Power 35. 121 votes were lost by fraction. Counts 10 to 283 excluded 25 candidates, including all but the leading candidate on each ticket. Also excluded at Count 191-202 was Independent Clive Mobbs, 725 or 83.0% of whose votes were ticket votes with next preference for Independent Hahnheuser, 85.2% of preferences flowing that way as a result. At the end of Count 283, the votes for each candidate (excluding the quotas for the 8 candidates already elected) were as shown below. Most votes for candidates lower on the party tickets drifted to the head of the ticket as preferences. The two exceptions to this were the Democrats, who lost 119 votes between Counts 9 and 283, resulting in Ian Gilfillan still being just short of a quota, and No Pokies, where 304 votes did not flow to Nick Xenophon. With the split preference ticket, 46.4% of preferences flowed to Labor, 46.0% to Liberal, with 7.6% to other candidates. Count 305 then distributed Gilfillan's 5 vote surplus, and following the Democrat preference ticket, 4 votes went to the Greens, and 1 vote was lost by fraction.
