    Referred to th is department by the Ferndale City Council was a matterregarding solutions to the problem of cut-through t raf f ic in thenorthwest area of the City. This problem developed as a resul t ofthe t r a f f ic changes caused by the I/696 construct ion process in ourarea.On August 25, 1986, th is Division made suggestions and r e c o ~ ~ e n d a t i o n s regarding steps tha t could be taken to protect th is res ident ia l areafrom cut-through t ra f f i c . This recommendation was approved on a t r i a lbasis for ninety days.This act ion is prompted by numerous complaints from residents in thearea and the i r concern for the continuing increase in t raf f ic f i l t e r -ing through the i r s t ree ts , in an effor t to protect the res ident ia lenvironment of thei r neighborhood.Traffic volume counts were taken during period and comparisons ares h o w n ~ exhibi ts A thru H. Thirty-day counts indicate the changesmade by the drivers in th is area. A reduction is shown on a l l streetsthat have had controls placed on them wi t r1 the exception of Ma.plehurstbetween Woodward and Livernois. This indicates a desire of the motori s t to gain access to northbound Woodward. Signif icant ly , highervolumes are also reflected on West Lewiston where no res t r ic t ions wereapplied. This area wil l continue to be monitored very closely.Observations were made and e n f o r c e : ~ act ion is being taken againstmotorists using the private parking lo t a t West Drayton and Woodwardto gain access to northbound Woodward. Contact has been made withthe property owner and he indicates a willingness to close off theWoodward side of th is lo t . He is also concerned with th is si tuat ion,as it relates to the safety of his employees and the v e h i ~ ~ stored

    Regarding the inconvenience caused to the West Woodland residents,any opening in the area would resul t in to ta l in-effectiveness ofthis plan, and a return to the higher t raf f ic volumes of the pastas shown on the exhibit .(1) Recommended changes to solve the increases on West Maplehurs t is a 'no r ight turn ' from northbound to east bound6 to 9 a.m. and 4 to 7 p.m.(2) To reduce the increase in t raf f ic volumes on West Lewiston,

    it is recommended that this s t ree t also be included in thegrid pat tern in the establishment of the i n i t i a l implementat ion of the plan. That is - West Lewiston be made one waywest bound from Woodward to Pinecrest .(3) Advisory signs to be instal led a t Pinecrest and Nine Mileadvising motorists there is no access to Ten Mile Road from
