ARRAH At a function in Bihar's Arrah, Prime Minister Narendra Modi today made the announcement that the election-bound state has been waiting for - he has promised the state Rs. 1.25 lakh crore in cen- tral funds for develop- ment. "Today I will announce the package for Bihar. 50,000 crore, 60,000, 70,000, 75,000, 80,000?" the PM asked as his audi- ence cheered, and then said, "Today I promise Rs. 1.25 lakh crore." The PM said with other funding already ear- marked for Bihar, the state now has Rs. 1.65 lakh crore pledged to it in central funds. He had ear- lier promised the state, at an election rally, more than Rs. 50,000 crore. PM Modi's nearly hour- long speech at the govern- ment function to inaugu- rate roads was more like an election rally with crowds chanting his name through the speech. He also made a blister- ing attack on Bihar Chief Minister Nitish Kumar. "Our chief minister said with authority that Bihar is no longer a BIMARU (underdeveloped) state... If it is true, then I will be the happiest person... Tell me, if somebody is healthy, will he go to a doctor... I am surprised that on the one hand, he says Bihar is not BIMARU, and on the other, he keeps asking for something or the other." The Delhi Commission for Women (DCW) on Tuesdayissued a show-cause notice to Jamia Millia Islamia ViceChancellor Talat Ahmed in connection with the varsity'srecent directive barring the female residents of its hostelsfrom taking permission for returning after 8 PM.

"It is observed that no such guidelines have been issuedby other universities and even in Jamia, they seem tohave been issued only for girls and not for boys, therebyraising allegations of discrimination," DCW Chief SwatiMaliwal said in a communication to the Ahmed.

CBI on Tuesday arrested Special MetropolitanMagistrate RP Bhatia here on allegations of receiving abribe of Rs 25,000 from a shop owner in Lajpat Nagarwho was challaned by him during an inspection.

Bhatia, who looked after matters related to MunicipalCorporation of Delhi, had allegedly challaned the shopowner in Alaknanda Market during an inspection driveon August 10.

The Special Metropolitan Magistrate, Central Zone,(Littering), MCD had asked the shop owner to appear incourt and later he allegedly demanded illegal gratifica-tion of Rs 60,000 from the complainant for settling thechallan.

"The bribe was reduced to Rs 25,000 during negotia-tions. CBI laid a trap and the Special MetropolitanMagistrate was caught red handed while demanding andaccepting a bribe of Rs 25,000 from the complainant," aCBI spokesperson alleged.

The agency later carried out searches at the residentialpremises of the accused.

Illicit relationship an immoral act, nota criminal act: CourtNEW DELHI

An illicit relationship can become a ground for seekingdivorce but it would not travel beyond the realm of beingan immoral act to the territory of a criminal act, a Delhicourt has observed.

The observation of the court came while acquitting aman of the charge of abetting suicide of his wife, whoallegedly hanged herself due to his extra-marital affair.

"The act of the accused in having illicit relationshipmay show his disloyalty to his wife. It may be betrayal offaith but would not travel beyond the realm of being animmoral act to the territory of a criminal act inviting pun-ishment under penal statute.

"It could have certainly given rise to his wife to seekdivorce but will not fall within the ambit of section 306(abetment of suicide) of IPC," Additional Sessions JudgeManoj Jain said.

The court, while absolving the accused, also said thatthe allegation that he had an illicit relationship "was notproved to the hilt".

"In the case in hand, though factum of extra-maritaldoes not stand proved to the hilt yet even if the same isassumed, such conduct, in itself, will not take the case ofprosecution anywhere near the 'abetment'," it said whilegranting benefit of doubt to the accused.

According to prosecution the woman had allegedlycommitted suicide in 2011, after she found out about herhusband's extra-marital affair within one year of theirmarriage. The complaint was lodged by the woman'sbrother who also claimed that his sister was regularlybeaten up by the accused.

The court said there has to be some additional evidenceon record to show that he compelled his wife to commitsuicide leaving no other option for her, adding, "Suchevidence is clearly lacking here."

The court also observed that even if the "alleged extra-marital relationship, which if proved, could be illegal andimmoral, nothing had been brought out by the prosecu-tion to show that the accused had provoked, incited orinduced the wife to commit suicide."

A 17-year-old school boy was seriously injured onTuesday when the scooter he was riding was hit by acluster bus near Inderlok metro station in north Delhi,sparking tension in the area, police said.

After the accident, locals allegedly vandalised the busand also pelted stones, injuring a policeman, a seniorpolice official said. The incident occurred at about 7.30AM when the teenager was on his way to school and acluster bus, operating on route number 234, betweenKarampura terminal and Harsh Vihar, hit his vehicle, theofficial said.

The teenager, who is a resident of a nearby JJ cluster,was reportedly not wearing a helmet and became uncon-scious after the fall, he said.

He was rushed to Sushruta Trauma Centre and isreported to be in a critical condition, the official added.s

"The Delhi governmentshould take steps so thatthe CAG report is made

public at the earliest aswhatever is known todayis only through mediareports. It should initiatecriminal investigation inthe case, prosecute theguilty, and recover thepublic money," AAPspokesperson Dilip Bajpaisaid at a news conference.

Lashing out at the dis-coms, AAP Delhi unit sec-retary Saurabh Bharadwajclaimed, "BSES YamunaPower Limited (BYPL)duped the people of Delhiby Rs 1,062 crore, BSESRajdhani Power Limited(BRPL) of Rs 860 croreand Tata Power-DLL(TPDDL) of Rs 1,098core."

He also attacked the

erstwhile Sheila Dikshitgovernment and the BJPover the issue.

"The then DERC chair-man Berjinder Singh hadsaid the power billsshould be reduced by 23per cent. Sheila Dikshitknew about this, but didnot say anything. Even theBJP was aware of this, butchose to remain quite. Itwas only when the AAPstarted talking about itand the issue came tolight," Bharadwajsaid.

Inflated power bills wasone of the major electionissues that the AAP raisedduring the December2013 and February 2015Assembly polls.

Following its victory inDecember 2013, theAAP's 49-day governmenthad initiated a CAG auditof power discoms operat-ing in the national capital.

The party also attackedthe Delhi RegulatoryElectricity Commission(DERC) for not checkingthe books of discoms.

"The DERC was sup-posed to keep an eye onthese discoms. But did notcheck its books and theofficers at DERC support-ed the illegal practice ofpower discoms. Even thegovernment appointednominees in these powerdiscoms turned a blindeye to what was happen-ing," Bajpai alleged.

A report published in theHindustan Times, Tuesday,said the threatening emailwas received by a personwhose identity was with-held for security reasons.The letter was immediatelyforwarded to Delhi Police,which in no time tightenedthe security cover in andaround the Supreme Courtcomplex on Tilak Marg.

As per the report, theUnion Home Ministry andintelligence agencies werealso informed about thethreatening email.

Subsequently, all agen-cies responsible for secur-ing the court complex havebeen asked to remain alert.

“We have received an

email in which anti-nation-al elements have threateneda bomb attack at theSupreme Court. We haveforwarded the matter to ourelite special cell for furtherprobe. It could be a prankbut we are not taking anychances,” a senior officer,who also confirmed thereceipt of the email, wasquoted as saying by thereport.

On August 5, SupremeCourt Justice Dipak Misrawho had rejected Mumbaiblasts convict YakubMemon's mercy plea hadreceived an anonymousthreatening letter.

Security outside his resi-dence was quickly beefedup after the threat letter wassent to his office at theSupreme Court recently.

Teams from the DelhiPolice Special Cell and theIntelligence Bureau weredirected to investigate thematter.

imising the traffic chaos inthe capital, the NationalGreen Tribunal onTuesday directed all themunicipal corporations inthe city to ensure regulat-ed parking on designatedmetalled roads in theirareas.

A bench headed by NGTChairperson JusticeSwatanter Kumar askedthe New Delhi MunicipalCouncil (NDMC), SouthDelhi MunicipalCorporation (SDMC),East Delhi MunicipalCorporation (EDMC) andNorth Delhi MunicipalCorporation (NDMC) tocoordinate with policeauthorities and implementsystematic parking.

Single lane parking hasbeen allowed in certaincrowded markets in thecapital where haphazardparking has led to chaosand rise in vehicular emis-sions.

"You have to ensure thatthere is not more than sin-gle lane parking on theroads. In all the coloniesof Delhi, parking is thereon both sides of the road.A person is lucky if hepasses through the colonywithout a dent in his car.You need to bring uniformpolicy with respect to sin-gle lane parking.

"You cannot make ittotally unviable for vehi-cles to move. Hold a meet-ing of all corporationswith the police authoritiesand come out with a solu-

tion. Adopt a systematicpolicy," the bench said.

FSSAI is reviewing theBombay High Court orderthat last week quashed itsorder to ban Maggi, and hasnot yet decided if it willchallenge the order inSupreme Court.

The Bombay High Courthad on August 13 quashedthe orders of FSSAI andMaharashtra FDA banningnine variants of Maggi noo-dles in the country.

The court had provided aconditional relief to thepopular snack's manufac-turer Nestle India as itordered a fresh test of sam-ples in three independentlaboratories across India.

"Nothing has been decid-ed so far on approachingSupreme Court. As of nowwe are reviewing the court'sorder," a senior FSSAI offi-cial said.

The court had said that ifthe fresh tests show that

lead content was below per-missible limit, then thecompany will be allowed tomanufacture and sell Maggiagain in the country.

When contacted a healthministry official said, "Weare studying the order andwill go by the rule book."

Following the court'sorder, Food Safety andStandards Authority ofIndia (FSSAI) ChairmanAshish Bahuguna had said"Supreme Court option is

neither ruled in nor ruledout."

Mr Bahuguna also saidthat if he finds that the courthad not taken regulator'ssubmissions only then hewill think of going toSupreme Court.

"PDP visualizes and is strivingfor a space of dignity and opportu-nity for the people of Jammu andKashmir in a larger paradigm offriendship between India andPakistan. We cannot visualize anyalternative to reconciliation anddialogue between our country andPakistan.

"The hostility between the twocountries has hit the people of thestate the hardest and the incidentson the borders and LoC shouldkeep reminding the two countriesthe inevitability of sitting acrossthe table to find a just and prag-matic solution to all the con-tentious issues," she said.

The prevailingalarming situation along the bor-ders in Jammu and Kashmir neces-sitates the urgency of reviving thecomposite dialogue process," shesaid. "At a time when we are envi-sioning free movement of people

and goods across the borders insouth Asian region, J-K can'tafford to slide into another gloomyera of uncertainty and devasta-tion," she said.

The PDP President said afterdecades of agony, people had start-ed seeing a ray of hope in thepeace process, which "unfortu-nately is under severe threattoday".

"I hope that the dark shadows ofpessimism cast over the peaceprocess will not jeopardize theregion's security and stability asany such scenario would have dis-astrous consequences for the peo-ple living in the region," she said.

In August 2013, exactly twoyears ago, 40 experts, com-prising the most senior for-

mer diplomats, police officialsand retired military officers,wrote a letter to the then PrimeMinister Manmohan Singh onPakistan. “The policy ofappeasement has failed,” theysaid at a press conference. “Anew bipartisan policy is neededthat will impose costs onPakistan for terrorism,” theyadded. Their letter urged thePrime Minister to cancel theplanned talks with PakistanPrime Minister Nawaz Sharif onthe sidelines of the U.N. GeneralAssembly in September 2013,and to call off dialogue withPakistan altogether.

Kashmir: The Vajpayee Years,former advisor to the PrimeMinister on J&K, A.S. Dulat,recounts how in October 2003,Mr. Vajpayee announced that theCentre would talk to the Hurriyatleadership. According to Mr.Dulat, “Everyone in the roomwas startled.” When asked whowould lead the talks, he said,“Advaniji, of course,” thus nip-ping in the bud any dissent byputting the person most opposedto the talks in the forefront.

As the former IntelligenceBureau Chief once posted inPakistan and later head ofVivekananda Foundation, theright-wing think-tank, Mr.Doval’s tough views are wellknown. That both Mr. Modi andMr. Doval have moved from “notalks until terror stops” to “talkabout terror” is proof of theinevitability of engagement inany Indian government’sPakistan policy.

In his new role, Mr. Doval hasbeen protecting the talks frommultiple challenges. WhenPakistan began mortar shellingjust days after the Ufa summit, itwas the NSA who picked up thephone and called Pakistan HighCommissioner Abdul Basit threetimes to try and lower tensions.

After the Gurdaspur attack, itwas the NSA and the PMO thatensured that the narrative point-ed to terrorists “from Pakistan”as opposed to terrorists “sent byPakistan.” Again, afterUdhampur, the government sentthe same message, with a seniorofficial telling the media: “ThePakistani government’s endorse-ment is not visible in theGurdaspur attack.” With everyprovocation that has followed,from the deadly shelling at theLoC that killed several civilianslast week to even the Pakistani

surprisingly sharp speech onKashmir on Independence Day— the government has respond-ed with restraint.

Clearly restraint will be muchneeded this week in the run-up tothe talks themselves. Mr.Doval’s task as he prepares tomeet Pakistan NSA Sartaj Azizon August 23 in Delhi is three-fold: first, to put forth India’scase on terror emanating fromPakistan; second, to blunt Mr.Aziz’s attempts to draw anequivalence to alleged Indianactivities in Balochistan andKhyber; and third, to put in placea series of interactions thatensure a productive visit toPakistan by Prime MinisterModi for the South AsianAssociation for Regional

Cooperation (Saarc) summit in2016.

Line out of control

There is no question, however,that regardless of all that is onthe agenda, it is the LoC thatneeds attention immediately.Casualties on both sides of theLoC have been rising at analarming rate, and the ceasefireis practically ‘deceased’. A studyby the U.S.-based StimsonCenter finds that “that theKashmir divide has become farmore volatile since late 2012.”

According to the study, the “rateof ceasefire violations” has morethan doubled in 2014-15 overpreceding years.

The two NSAs would do wellto hasten the implementation ofthe Ufa agreement on holding ameet of the Director Generals ofMilitary Operations, and perhapsinclude MEA and even intelli-gence officials.

On the main issue of terror,there is no question that Mr.Doval will have a stockpile ofevidence for Mr. Aziz. However,India must focus on the ongoing26/11 trial in Pakistan, for tworeasons. First, because the trial isunder way and represents thehope, however slim, that some ofthe perpetrators may be brought

to justice. Second because it rep-resents a unique case wherePakistani investigators haveindependently confirmed all thatIndia has said about terrorgroups inside that country. In awidely-circulated article, the for-mer Director General of theFederal Investigative Agency(equivalent to the IndianNational Intelligence Agencyand Central Bureau ofIntelligence combined) TariqKhosa spelt out the evidencegathered against the 26/11accused, their Lashkar-e-Taiba(LeT) commanders, and the

training of men like AjmalKasab. The government mustpress ahead with this evidence,both with Pakistan and with theU.S., and the U.N.

A structure for talks

None of these issues can bediscussed, however, unless thereis a steady channel for talksbetween Indian and Pakistaniinterlocutors. A key takeawayfrom the NSA-level meetingcould be an agreement to set upsuch a channel, whether a ‘back-channel’ of the kind PrimeMinisters Vajpayee andManmohan Singh set up withMr. Musharraf, or regular meet-ings of the NSAs, Foreign andHome Secretaries.

Prime Ministerial meetingslike the one at Ufa, while helpfulfor the atmospherics, cannotsubstitute for legwork and hardnegotiations. Nor can they sub-stitute for India’s own nationalsecurity considerations, as thoseopposed to talks often warn. Thegovernment must continue tocarry out its responsibilities,whether at the border or anti-ter-ror operations. Only then canIndia and Pakistan start work onthe last part of the Ufa agenda —to construct a basket of agree-ments and announcements thatwould make Mr. Modi’s 2016visit worthwhile. Many of these,such as a new visa regime, Most-Favoured Nation (MFN)-statusfrom Pakistan, and the Sir Creeksettlement, have already beennegotiated and require onlypolitical will to be implemented.

Cynics of Track-1 diplomaticefforts between the two coun-tries could take heart from theresilience of the Track-2 process.The Chaophraya Dialogue thatmet this month for the 16thRound (of which this writer wasa part), for example, continues todraw in diplomats, generals, andother officials who till recentlywere inside Indian and Pakistaniestablishments.

These are men and womenwith decades of public experi-ence and meet regularly to dis-cuss the issues confrontingIndia-Pakistan relations. Despitedifferences, they continue tomeet and build a conversationthat is eventually conveyed backto their respective governments.Interestingly, they now includesome of those who wrote thatletter in August 2013.

Ahead of the NSA-level talks,one of them described thepredicament well. “There is somuch ice in India-Pakistan rela-tions, every high-level meetingis seen as an ice-breaker,” hesaid. It’s time to start chippingaway at the ice and shapingbuilding blocks for a lastingsolution instead.

Show of admirable restraint

In a commendable infusionof transparency into policymaking, the Government of

India has uploaded on the net adraft of the proposed IndianFinancial Code (IFC). Withindays of its being made avail-able, it had received criticalattention in the media.However, though the Code willapply to a wide range of mat-ters financial, much of theresponse has concerned themonetary policy function.Within this, the focus has beenon the relative power of theReserve Bank of India (RBI)and the government in settingthe policy interest rate. Thedraft, in effect, proposes thatthe government should have thegreater say as, numerically, thegovernment’s nominees are setto dominate the MonetaryPolicy Committee envisaged init.

Goal of monetary policy

This issue is easily resolvedin principle. There can be noquestion that if the RBI is to beheld accountable for monetarypolicy it should have full powerto set the interest rate. Animpression has been given thatthe proposal is itself only amanifestation of the govern-ment’s attempt to cut the RBIleadership down to size.Naturally, this gives rise tosome excitement among thepublic, but there is a muchmore fundamental issue atstake in the draft IFC, and thishas received less than its dueattention. It concerns the goalof monetary policy, and it isworrying that on this there isactually no disagreementbetween the government andthe RBI! The draft IFC propos-es that the goal of monetarypolicy shall be inflation target-ing. “Inflation targeting”implies that the Central bankwill give priority to the rise in

prices. This had been the sub-stantive recommendation ofThe Expert Committee toRevise and Strengthen theMonetary Policy Framework,constituted by the RBI in 2013.

To anyone who rightly wor-ries about inflation, it is appro-priate that the Central bankshould be concerned with it.But to recommend that aCentral bank focus on inflationdoes beg two questions. First,how effectively can the RBIcontrol inflation? And, second,are there possibly adverseeffects of attempting such con-trol? The promise of inflationtargeting is that inflation can becontrolled by monetary policyand that there are no trade-offsto a policy of inflation target-ing. This can hardly beassumed, and has been stronglycontested by economists.

Going by recent history, thereis reason for some scepticismabout the RBI’s ability to con-trol the inflation rate. From2008 onwards, inflation hadshifted gear upwards for fiveyears. It would be difficult tosquare this with the suggestionthat it reflects the Bank’sefforts to maintain growth, forgrowth has actually been lowerin this period. While we have acomplete explanation of thephenomenon of rising inflationand slowing growth, and it restson the role of agricultural out-put fluctuations, it need notdetain us here. The point ofrecounting this history is tosuggest that it is far from clearthat the RBI can fine-tune theinflation rate as is conveyed inthe Draft IFC which states thatthe objective of monetary poli-cy in India should be “price sta-bility”, in the context to beunderstood as a stable inflationrate.

American parallel

However, let us set aside ourscepticism and assume that aCentral bank can control theinflation rate. Would inflationtargeting be desirable now? Wecan best answer this by lookingat recent experience in theUnited States. For a decadefrom the mid-1990s, the infla-tion rate there had been low and

steady, eliciting the epithet “theGreat Moderation”. But thisphase had masked the brewingof a financial crisis in the formof an asset bubble, responsibil-ity for which American com-mentators trace to the FederalReserve that had, in view of thelow inflation, maintainedunusually low interest rates. Afeeding frenzy had followedwith credit fuelling house priceincreases. It is in the nature ofinflation targetting that sec-toral-price increases areignored. When the bubblefinally burst and house pricescollapsed, the banks that hadfinanced their purchase foundthemselves holding worthlessassets. A spectacular interven-tion by the Federal Reserve,termed “unconventional mone-tary policy”, saved the day for

the U.S. economy. This episodedemonstrates two things. Thatfinancial crises are possibleeven with low inflation and thatthe Central bank can make adifference with respect to out-put. Though a U.S.-style crisisis unlikely in India given solarge a presence of the publicsector, it does point to the need

for the Central bank to be con-cerned with financial stability.

The policy response in theU.S. following the financial cri-sis was also mediated by thepolitical consideration that anoutput collapse should be avert-ed at all cost. Collective memo-ry has a role to play in the polit-ical choices nations make. Thusthe Americans are perhapshaunted by the experience ofthe Great Depression whenunemployment exceeded 25per cent. This makes themunemployment averse. On theother hand, the Germans appearto be inflation averse, and youcan hardly blame them for it.Inflation in the WeimarRepublic had, at its peak in1923, reached a vertiginous32,000 per cent per month.

There is a lesson in this for us,that India’s institutional archi-tecture should reflect its ownpeculiarities and goals ratherthan be guided by pure theoret-ical constructs allegedly basedon universal truth.

Inflation targeting

When the idea of inflationtargeting had gained promi-nence in academia, the FederalReserve had been lectured fornot focussing on inflation.However, it is interesting tonote that the U.S. has done farbetter than Europe in terms ofemployment post-crisis.Moreover, its record as far asinflationary expectations, andthus inflation, is concerned isno worse than that of countrieswith central banks that pursueinflation targeting. This is notsurprising, for, as stated on itswebsite, the Federal Reserve“is firmly committed to fulfill-ing its statutory mandate fromthe Congress of promotingmaximum employment, stableprices and moderate long-terminterest rates”. By contrast, theDraft IFC declares that “The

objective of monetary policy isto achieve price stability whilestriking a balance with theobjective of the CentralGovernment to achievegrowth.” The point is that if theRBI is to pursue an inflationtarget set by the government itmust accept the growth that isgot.

An argument for inflation tar-geting I have heard made at thehighest level of India’s eco-nomic policy-making establish-ment is that in the long runthere is no trade-off betweeninflation and unemployment.This is an assertion moreambiguous than it sounds. If itis a period of undefined dura-tion that is meant by “long run”then we can never be assuredthat in this long run we are notsimply in yet another short run.Alternatively, the long runcould be seen as that state inwhich the economy has self-corrected and, ergo, there is nounemployment. Long ago, theeconomist, John MaynardKeynes, had restored perspec-tive to this thought experiment.He had remarked: “The long

run is a misleading guide tocurrent affairs. In the long runwe are all dead. Economists setthemselves too easy, too use-less a task, if in tempestuousseasons they can only tell usthat when the storm is long pastthe ocean is flat again.”

Note issue

So, what should the RBI bedoing? Well, it should focus onoutput at least as much as itdoes on inflation, but this sitsuncomfortably with the man-date of inflation targeting thatis proposed in the draft IFC.Then it should continue its his-toric role of supervising thefinancial system, in which taskit has done the Indian citizenproud by discharging itselfwithout fear or favour. Butthere is a task on which it mayhave slipped a bit of late. Amidthe highfalutin talk of “anchor-ing expectations”, “forwardguidance” and “the naturallevel of output”, it seems tohave been forgotten that theRBI has the monopoly on thenote issue, one granted with aview to facilitating economicexchange.

Today, extreme hardship iscaused by a shortage of smalldenomination currency notes inthe bazaar. This raises transac-tion costs as agents struggle tomake payment. And when thenotes of the desired denomina-tion are finally to be had theyare so worn and soiled that ittakes the joy out of truck andbarter. Money may be a store ofvalue, but it is also a medium ofexchange. Surely the thought ofsparkling rupee notes should beenough to bring together aproudly independent RBI and agovernment sworn to swachtha.

Nothing brings political rivals together as a big-ger, common rival does. With the BJP emergingas the front runner in the approaching Assembly

election in Bihar, the old foes, Nitish Kumar of theJanata Dal (United) and Lalu Prasad of the RashtriyaJanata Dal, have joined forces with the Congress in agrand ‘secular’ alliance. The RJD was the commonenemy that unified major opposition parties more than adecade ago; it is the BJP in that role now. All three par-ties, the JD(U), the RJD and the Congress, have formedgovernments in Bihar independently of one another, butthe recent shifts in electoral fortunes mean they arefighting for the same anti-BJP political space. With Mr.Prasad no longer in contention for the Chief Minister’spost — given his conviction in a corruption case and dis-qualification from contesting any election — whatremained to be settled was the number of seats for eachparty. In any case, Mr. Kumar, as the sitting ChiefMinister, could not have been expected to step aside in arace for the leadership of the alliance. The two main par-ties agreeing to fight in the same number of seats musthave been a solution that suggested itself. However,after they split 200 of the 243 seats between them, andapportioned 40 for the Congress, Mr. Kumar and Mr.Prasad had only three seats to offer to the NationalistCongress Party. Not surprisingly, the NCP opted out.This was not the scenario that Mr. Kumar envisagedwhen he broke his ties with the BJP after NarendraModi’s rise to national prominence ahead of last year’sLok Sabha election. The JD(U) leader must have beenhoping to do a repeat of what Odisha Chief MinisterNaveen Patnaik did: he dumped the BJP as an ally at nopolitical cost. However, Mr. Kumar has had to seek thehelp of the RJD and the Congress to stay in power. Afterthe JD(U)’s heavy defeat in the Lok Sabha election, hehad to quell an inner-party revolt as his hand-picked suc-cessor, Jitan Ram Manjhi, defied him repeatedly. By allaccounts, Mr. Kumar is worse off now than when hisparty was in alliance with the BJP. By entering into apoll pact with Mr. Prasad, the JD(U) leader risks alien-ating sections of his own core constituency, which wasbuilt up over the years on an anti-Lalu Prasad platform.After campaigning against Mr. Prasad for years overissues such as corruption and law and order, Mr. Kumarwill have to fight off the perception that his new allianceis motivated solely by his desire to stay in power andkeep the BJP out. In electoral arithmetic, two plus twoplus one is not always five.

true, I will be the happiest I repeat, what the CM has said - Bihar

is no longer a Bimaru state - I welcome thisstatement if it is true. I want to ask you (people here), if

Bihar becomes self-empowered, would peo-ple go out looking for work? If whole the India has to progress, we

will have to take the entire east along. Whether it is UP, WB, Bihar, Odisha,

Assam - till they progress, the country willnot. So far Bihar has received two pack-

ages, one during the divide of Jharkhand. In 2003, keeping in mind the state's

needs the package was announced. Then the government changed in

Delhi. And I have to say this bitter truth

which the people must know. The package that Atal Bihari Vajpayee

announces, Bihar didn't use it. The government in Delhi treated Bihar

like a kid and gave a chocolate. It gave just 12,000 crore rupees. Of

this, only 4,000 crore was spent. And that too, most of it happened after

you put us in Delhi. Tell me what kind of government is

this. Haven't been able to spend 8,000 crores. I had promised Bihar would get a

50,000 crore package. I came, but I couldn't announce it then,

because Parliament was in session. And it was my Constitutional duty to

keep silent on the package. For this too they attacked me. With Jayaprakash Narayan's blessings,

I will announce the package for Bihar. Shall I announce a package of 50,000

crore? Or, shall I announce a package of

60,000 crore? Or, shall I announce a package of

70,000 crore? Or, shall I announce a package of

80,000 crore? No, I promise you today, that the gov-

ernment in Delhi will give Bihar 1.25 lakhcrore. But the work that has already started,

projects in which work has started but spend-ing hasn't. More than 8000 crore is left from the

last package. Combined with the balance from exist-

ing packages, Bihar will get a total of 1.65lakh crore. This will change the fate of Bihar. If we have to rid our country of prob-

lems, we have to take the path of progress.

'Was PM...much should it be - 50,000 crore, 60,000,

70,000, 75,000, 80,000?" the PM asked,before announcing his Bihar package to thun-

derous applause.He also attacked Nitish Kumar, saying, "On

the one hand, he says Bihar is not BIMARU(backward), and on the other, he keeps askingfor something or the other." The referencewas to the chief minister's consistent demandfor special category status for Bihar to helpdevelop the state.

Panasonic Eluga L2, Eluga I2, T45 4G WithAndroid 5.1 Lollipop Launched in India Lenovo on Tuesday

announced the startof the local manu-

facturing of smartphonesin Sriperambudur,Chennai. The company atan event in New Delhi con-firmed that it has startedrolling out the MotorolaMoto E (Gen 2) 4G fromits new manufacturingplant, while also revealingthat Lenovo K3 Note willfollow soon.

The company for thecurrent financial year hastargeted to generate acapacity of 6 million unitsfor the Chennai-basedplant. Lenovo clarified thatits Chennai plant is undercontract manufacturingwith Flextronics, one ofthe company's global part-ners.

"The Chennai unitbelongs to our global part-ners Flextronics and wehave started producing ournew smartphones from theunit which will be used tomatch the demand fromwithin the country," AmarBabu, chief operating offi-cer of Lenovo India, said.

He also confirmed thatLenovo already operates a

manufacturing unit out ofPuducherry, where itmakes laptops only.

The new facility spreadover 40,000 square feet,which will come withproduct testing labs andquality assurance facilities,apart from housing 1,500employees and separatemanufacturing lines forLenovo and Motorola.

The Chennai-based facil-ity started assembly linestwo weeks back and cur-rently has an annual pro-duction capacity of six mil-lion units, added Babu.

"We have set our targetsto six million this year andwe will look at taking theproduction capacity to 12to 14 million in the nextyear," Dillion Ye, execu-tive director of Lenovosmartphones, said.

Ali, who once ironed socksfor a living as a teenage facto-ry labourer, may have finallyfound his feet in internationalcricket after years of unful-filled promise.

Ali smashed a 17-ball 46with four towering sixes andthree fours to help Pakistanclinch a last-gasp over win inthe second Twenty20 againstSri Lanka in Colombo in theirrecently concluded tour,prompting fans to hail him asthe second coming of talis-manic all-rounder ShahidAfridi.

"I am thankful to Almightywho helped me reach thispoint," Ali, 27, told AFP. "Mylife was once very tough as Iused to work in a sock-mak-ing factory but I clung to thedream of playing forPakistan."

Ali migrated as a child fromthe small village of ZakaKhel in the militancy-wracked Swat Valley that isalso home to Nobel peaceprize-winning activist MalalaYousafzai.

His family was amongstthose who left after Islamistextremists began a campaignto rule the valley under theirharsh interpretation of Sharialaw.

The family made their basein a rundown industrial area

"I requested my boss to putme in the night shift so that I

could play cricket in the dayand he very kindly obliged,"recalled Ali.

Ali said: "My late fatherwas against my playing crick-et but his opinion changedonce I made my mark andstarted earning from it."Aliwas later picked for thePakistan Under-19 teamwhich won the Junior WorldCup in Sri Lanka in 2006.

Myth: Muscles turn tofat, once you stop workingout: When you stop work-ing out your muscle masswill decrease and your fattissues will get bigger, butit is not a case of the mus-cles turning into fat.Muscles and fat are twodifferent tissues and haveno connection or possibili-ties of inter-changing.When a person stops work-ing out, other factors likecontinuing diet as before,overeating, lack of activity,etc lead to fat accumula-tion and weight gain -resulting in a flabbyappearance. It has nothingto do with muscles turninginto fat.

Myth: Protein intake is amust for people who arelifting heavy weights: Byand large, one has tounderstand that .8 to 1gram of protein per kg ofbody weight is goodenough. Which means thatif you weigh about 75 kgsyou need only about 75-80

gms of protein a day,which is much lesser whencompared to the massiveamounts that some proteinshake companies recom-mend. Your protein intakeshould be taken underexpert guidance as excessprotein can get convertedinto fat, by taxing the liver.Consult a trainer and doc-tor about increasing pro-tein intake if your activitylevels can no longer besustained by a natural diet.

Myth: Lifting lightweights for high reps willhelp in giving you extraresults: Yes, light weightsand high reps are a goodcombination to sculpt andtone muscles. But is thisthe only way to get fit? Wedon't think so. If you areworking on strength gainsand endurance, then heav-ier weights and lesser repswill benefit you more. No

matter which format ofworkouts you follow,based on your goals andneeds, arriving at musclefatigue within 45-90 sec-onds is key.

Myth: The level of tired-ness after your workoutwill decide the intensity ofyour workout: If only fail-ure was strength, this mythwould have been the ulti-mate truth. Burning outafter every workout andfeeling too tired, will leaveyou sore and overtrained.The aim when working outshould be to get better oneach day and to excel inyour workouts in the longrun.

It's imperative to build anaerobic base of condition-ing for strength training:Firstly, let us understandthe difference between-aerobic and anaerobic

activities. Aerobic activi-ties refer to those activitiesthat are done in the pres-ence of oxygen, for eg lightwalking, reading, sitting,etc, and anaerobic activi-ties refers to activities thatare done in an absence ofoxygen and that leave usbreathless for eg weighttraining, running, ropeskipping, etc. Now fordeveloping strength train-ing, one should walkbefore they can run.However, do note a cardiosession is also an importantcomponent of any exerciseregime.
