IntroductionISF Gymnasiade – School Summer Games is a multisport event characterized by a balanced programbetween sport and educational content: to create awareness about the role of sport in putting forwardtopics such as fair play, healthy lifestyle, respect and inclusion. The Gymnasiade is individual and teamcompetition both. Beside the sport programme, special emphasis will be given in educational and culturaltopics for all the participants.
The ISF School Summer Games is organised every 2 years during even-numbered years.
This 18th ISF Gymnasiade (School Summer Games) -Jinjiang 2020 will host 18 sports (see technical details),with 5 of them being new to the programme:
Basketball, Diving, Jump Rope, Football and Wushu

The Gymnasiade is the biggest event within the ISF organisation, and by being a multisport event thatincludes a large educational and cultural programme it makes it a unique lifetime experience for allparticipants. As well as acquiring and developing leadership skills, participants will gain a betterunderstanding of the world, through experiencing this eight-day event alongside their peers from all overthe world. The Organising Committee of the 18th ISF Gymnasiade (School Summer Games) Jinjiang 2020,the China School Sports Federation, ISF members and experts are fully committed to creating a safeenvironment in which to deliver this edition of the Gymnasiade, which will see the largest number ofsports ever gathered at an ISF event. We can ensure you that medical and health care standards havebeen adapted in accordance to the current worldwide pandemic, involving all relevant authorities in orderto experience a safe and secure Gymnasiade.

On behalf of China School Sports Federation (CSSF), I would like to officially invite all ISF members,athletes, coaches, referees, officials and all friends to participate in 18th ISF Gymnasiade (SchoolSummer Games) - Jinjiang 2020 to be held from November 26 to December 3, 2022 in Jinjiang, China.
Since affiliation in ISF in 1974, CSSF has been paying great emphasis on the cooperation with ISF byactively organizing and participating in Gymnasiade, World School Championships and meetings. In 1998,Shanghai successfully hosted 11th Gymnasiade. 7 World School Championships and 4 ISF meetings havebeen organized in China since 1994. All these experiences and accomplishments ensure CSSF’s eventorganization professionalism.
With the support of Ministry of Education of the People’s Republic of China, the General Administration ofSports of China, Fujian Provincial People’s Government, and other related authorities, together withJinjiang Municipality, CSSF will show the world a well-organized Gymnasiade.Looking forward to welcoming all participants in Jinjiang.

The 18th ISF Gymnasiade (School Summer Games) Jinjiang 2020 will be held from November 26 toDecember 3, 2022 in the beautiful city of Jinjiang, Quanzhou, Fujian Province of China. On behalf of the18th Gymnasiade Executive Committee and people of Quanzhou City, I would like to extend warmwelcome to friends who will come to Jinjiang from all over the world to celebrate this grand sports event.
Since Jinjiang Quanzhou won the bid to host the Gymnasiade 2020 in October 2017, the 18th GymnasiadeExecutive Committee, together with ISF and CSSF (China School Sports Federation) have joined forcesaiming to stage “the most spectacular, the most influential and the most broadly participated” worldschool sports event. So far, the preparatory work for this event has basically been completed. Meanwhile,we attach great importance to the health and safety during the event and optimize work plans to combatCOVID-19 and other public health issues. We are confident to host the Gymnasiade 2020 successfully withfirm determination and sufficient capability, building up a great platform to promote sports and culturalexchanges among teenagers from around the globe.

Travelling and Visa
Travelling
Travel to the official ports of entry is to be arranged and financed by each participating delegation. Delegations are to arrive on November 26, 2022 and depart on December 3, 2022 after breakfast. Theorganisation of an extended stay for the delegation (before or after the event) is a matter of the delegationconcerned. It shall not be the responsibility of the Local Organising Committee.When the distance between the host city and the capital of a participating delegation on anothercontinent exceeds 5000km, the delegation may extend its stay by arriving one day earlier (November 25,2022) and/or leaving one day later (December 4, 2022) at the standard daily fee.
Insurance
Each participating delegation is required to provide insurance for each member of its delegation. At aminimum the insurance is to cover civil liability, material damage and medical costs.
VISA
Each participating delegation is required to check whether a visa is needed to enter P.R. China. Pleasecontact the related Embassy or Consulate to consult visa application procedure.
Medical care
Medical care plans will be formulated to ensure the medical and health safety of relevant personnel.
Measures Related to Covid-19
We will carry out relevant work against COVID-19 in accordance with the joint prevention and controlpolicies of the National Health Commission. Special contingency plans will be tailored for the Gymnasiade.You may refer to the official websites of the National Health Commission of the People’s Republic of China(http://www.nhc.gov.cn/) and Fujian Provincial Health Commission(http://wjw.fujian.gov.cn/xxgk/gzdt/wsjsyw/) for the epidemic updates.

Ports of Entry
The followings are the official ports of entry:

Official delegation participants shall provide the LOC with full information including countries orregions of the delegations, names, ID (passport) scanning copy, intended flight number (including date,take-off and landing city and time) and other information.Once the LOC validates and confirms the delegations qualified for 80% discount, eligible delegationsshall transfer 20% of the corresponding flight fare based on the freight rates announced by XiamenAirlines along with the relevant taxes and fees which will be settled in RMB, to the bank account (whichwill be announced duly) set up by the LOC dedicated for air tickets settlement and send theremittance receipt to the LOC via email. Failure to pay the flight fare and the relevant taxes and fees intime will be deemed as an automatic waiver of rights to the 80% discount and those delegations shallpurchase flight tickets on their own.The LOC will provide Xiamen Airlines with the information required for them to issue tickets afterconfirming the eligibility of delegations to flight fare discount and receiving 20% of the announcedfreight rates along with related taxes and fees. Then the LOC will send the information of the bookedtickets to the delegations. Tickets can’t be refunded or changed once they are issued.
Flight Fare Discount
All official delegation participants have the right to an 80% flight fare discount on all international flights ofXiamen Airlines to and from Quanzhou Jinjiang International Airport and Xiamen Gaoqi InternationalAirport. Flight prices are based on the freight rates announced by Xiamen Airlines Co., Ltd, i.e. the fulleconomy class fare excluding taxes and fees and only during the event and for Xiamen Airlines.

Composition of Delegation
The head of delegation shall be the sole intermediary between the delegation and the LocalOrganising Committee, the ISF Technical Commission and the ISF Delegate.He/she may not combine the function with any other official role (i.e., coach, referee, etc.).

All student athletes must be attending schools which provide a general education and/or vocationaleducation incorporating segments of general education.The following are not eligible to participate:
Attendees of vocational schools who only attend a school as a complement to their vocationaltraining and are not full-time students with segment of general education. Students enrolled at schools which provide sports training without any general education.Part-time (e.g. afternoon) sports schools which take pupils from a variety of schools for training inone or more sports.
The coach shall train/direct student athletes in the competition.
The function of each other team officials must be specified during the registration process (Doctor,Physiotherapist, Trainer, Statistician, Team manager etc.).
Head of delegationThere is a mandatory amount of one (1) head of delegation per registering delegation.
Deputy head of delegationBigger delegation can register min. 0 / max 2 deputy heads of delegation, that have the rights and dutiesof the head of delegation when he/she is absent/busy. The deputy head of delegation is optional and canonly be registered when the delegation consists of 50 or more participants:

Any other person not specified during registration or exceeding the quotas specified in this
document will not be considered part of the official delegation and will not be accredited by the LOC.
Field of play officials - FOPO (judges, referees, umpires) Depending on the sport and on the number of athletes entered, the LOC requests the registeringdelegation to provide one (1) or more FOPOs. In accordance with ISF rules, failure to provide the requirednumber of Field of play officials (referees, judges, umpires) will lead to a fine of 900 EUR per refereepayable to the organiser till the end of the registration phase 3 (August 31, 2022) at the latest.
All Field of play officials shall be in possession of international qualification. Delegations must providecertificates for Field of play officials during the registration process. National level qualifications will not beaccepted. The referees cannot combine their position with other positions, such as head of delegation,team officials or additional adults.

Disciplinary Decisions
Event Disciplinary Commission In accordance with the ISF General Competition Rules, the ISF Event Disciplinary Commissionshall deal with all incidents and all violations of the ISF Statutes, Sport Policy, ISF Handbook, Rules,and any other ISF document linked to the ISF events and broadly with misbehaviours not directlyrelated to the sport technical regulation during an ISF event.
The Event Disciplinary Commission is composed of the ISF Delegate, the Sport Committee Chair,and LOC Delegate.
Appeal JuryThe Appeal Jury shall deal with all protests of a technical sporting nature during the competition.The Appeal Jury is formed for all sports in the event.
The Appeal Jury is composed of the President of the Technical Commission, one member of theLocal Organising Committee, and the Head Field of Play Officials.
AppealsPlease refer to the Appeal section of the Technical Rules and Regulations for the appeal for eachrelevant sport
Each participant is required to be present throughout the whole duration of the event.Each participant is obliged to take part in all the non-sport activities.Each team undertakes to compete against all other participating teams.Each participant undertakes to compete against all other participants.The absence of any member of a participating team from any part of the entire sport, opening, prize-giving and closing ceremonies and socio-cultural programme may result in the team being excludedfrom the final results.

ISF being a Wada code signatory is promoting clean sport as one of the main values applied during itsevents. Besides the tests that can take place accordingly to the age category and the tradition of relevantsports, ISF in cooperation with WADA is implementing a large educational programme to raise awarenesson the danger of doping behaviours.

EduC ProgramNation Night
The Nation Night encourage exchanges between the different cultures of the participatingcountries - any presentations / performances done by the students that countries may wish topresent.
Delegations are free to bring a video, music, dance, song presentation, etc. as long as they informthe LOC in advance. The length of the presentation/performance shall be of 5-10 minutes max.
The videos, music, CD USB sticks should be handed to the LOC during accreditation.
Cultural Program
Cultural ActivitiesThe aim of cultural activities is to provide deep insights into traditional Chinese culture and folkcustoms in Southern Fujian and to promote exchanges and friendship among participants fromvarious countries (regions).
Fun & Skill ZoneThe aim of Fun & Skill Zone is to raise the interest of youth in exploring life. A “Fun and InteractiveCarnival” will be held. Exhibition areas will be set up for various sports, anti-doping, inclusivehealth education and the dissemination of environmental knowledge and for delegations topresent their cultures, so as to promote concepts such as gender equality, solidarity andfriendliness, fair play.
ConferenceDomestic and international decision makers and scholars, ISF officials, young leaders andstudents will be invited to the conference to exchange ideas on the impact of School Sport fromlocal to international levels, so as to deepen the understanding of themes related to education,culture and sport. The format will consist of a main session bringing together the highestauthorities to present the key themes and two other sessions presenting the sub-themes.
Sport Clinics Sport Clinics will be organized on relevant sports of the event, so as to provide an opportunity forathletes and officials to upgrade their knowledge and share best sport practices.
ERAS Registration
Phase 1January 17, 2022 - March 1, 2022In registration phase 1 participating delegations shall enter their sport selection. After submittingphase 1, participating delegations will be given automatic access to Phase 2.
Note that it is not possible to select the sports: basketball and football. The ISF office will inform themember countries on the selection process of the teams for the mentioned sports.
Phase 2March 1 - June 15, 2022In registration phase 2 participating delegations shall enter the exact number of athletes (boys/girls),team officials, field of play officials, and additional adults per selected sport.
Phase 3May 1 - August 31, 2022Registration phase 3 will only be opened after the *ISF levy / deposit has been paid. During registrationphase 3, countries are expected to enter the exact detailed information for each participant (name,date of birth, gender, photo, dietary requirements), and the events per sport in which they wish toparticipate. In addition, submitting the expected date of arrival and departure as well as the type oftransport will be required.

ISF Levy / Deposit paymentTo participate, each ISF member is required to make one (1) payment:

The deposit must be sent as a single payment for the whole delegation by the organisationresponsible for school sport (federation, trust, ministry…).The deposit is non-refundable in the event of non-participation. Waivers to the payment of thedeposit, for whatever reasons, are to be discussed with the ISF office and to be agreed upon beforethe deposit payment deadlines.
1. Deposit payment To secure the participation to the event, participating delegations will need to pay a deposit of 100€ perparticipant entered in Phase 2*.
The deposit for the registered participants is to be paid by June 15, 2022.
