• Mexico did not recognize Texas’s independence• Financial issues – debts from Texas Revolution
and no money to repay them• Native Texans – ready to fight against new
settlers
SAM HOUSTON
• Cautious – wanted to prevent another war with Mexico and Native Texans• Limited spending• Wanted annexation
to the U.S. – wanted them to solve the problems of Texas
• Cabinet – a council that advises the chief executive
• David Burnet – makes Columbia the capital• Too isolated
• Houston – named in his honor• Congress and Houston
accepted• Remained Capital
through Houston’s first administration

ANNEXATION
• Many Texans were from the U.S. – culture very similar• Adding Texas would
allow for Western expansion – thought U.S. would be eager for them to join• Slavery kept them out
FINANCES
• $1 million debt• Revenue – the annual or current income
of a government• Customs duties and property taxes• Did not help!!
