STANDERTON – After an emergency meet-ing held by the DA on Monday concerning the intended electricity cut-offs by Eskom, the DA deliberated that they will mobilise the com-munity and businesses to take possible class action against the Municipality. This means that collectively they will take Lekwa Local Municipality to court.

The DA said that not only will they take ac-tion against the Lekwa Local Municipality, but against Eskom and each and every individual ANC Councillor, in their personal capacity, who voted for, approved and implemented the ‘agreement’ to pay back Eskom, should there be any electricity cut-offs in Lekwa.

This comes after National Treasury warned in March that they will withhold equitable shares from municipalities who do not pay their arrears to Eskom and water boards. Ac-cording to the Director of Media Management and Communications of the National Trea-sury, Ms Phumza Macanda, stern warnings from Treasury have been ignored by munici-palities and therefore it was decided that mu-nicipalities who do not table a commitment to pay Eskom, will lose their equitable shares.

Every municipality is paid an amount from the revenue collected nationally, known as ‘equitable share.’ This is calculated according to the functions assigned to each municipality and its ability to raise its own funds. Many ru-ral municipalities are unable to generate rev-enue for themselves and are dependent on the government funds. This means that the poor will only suffer more because of those who can afford to pay, do not pay.

In its turn, Eskom announced that it will cut off the electricity supplies to those municipali-ties who do not pay them. Caucus Leader of

from page 1 the DA in Standerton, Cllr Pierre Schnetler, said that this would have serious financial im-plications for businesses in Standerton, espe-cially small and new businesses, not exclud-ing large companies.

Chief Whip of the DA, Cllr Rosier de Ville said that their efforts to get answers from both Eskom and the Municipality led to a dead end. De Ville said that Eskom and the Lekwa Lo-cal Municipality are equally to be blamed for the shambolic state of the electricity bill. He said that the parastatal institution, Eskom, al-lowed the Municipality more rope than they could handle.

Schnetler said that the political strategy of the ANC not to collect rates and taxes on an equal and fair basis from all communities within Lekwa, has now backfired and it is go-ing to have dire financial implications to all residents and businesses in and around Stan-derton.

The Municipal Manager, Mr Linda Tsha-balala, said in a public notice, dated 10 April, that one of the solutions that the Municipality has taken, is to install ‘smart meters’ which will give them accurate electricity consump-tion readings. He claims that they have al-ready installed some of these meters at busi-nesses and claim that accurate readings show that businesses only pay a fraction of their to-tal consumption. This blame shifting to busi-nesses is an effort to try and hide the real fact that the Municipality selectively collects rev-enue forcing certain groups to pay and leaving others to play parasite.

During a Council meeting held last year, Councillor Schnetler asked the Municipality to disclose the amounts that certain account-holders owe the Municipality. This was after the fact that a reliable source brought it under

the attention of Cosmos News that cronies of the ruling party in Lekwa do not get billed. In fact they do get billed, they just do not pay. The Council then said that they cannot dis-close the names who appear on the cut-off list, claiming it to be confidential.

Cllr de Ville said that it is unfair and unjust to penalise all for the mistakes made by a few individuals who destroy the community with their lust for political power. He said that the ANC must stop lying to the public and dis-close the correct amount that Lekwa Local Municipality owes Eskom. In 2013, the DA tabled a petition to Eskom and the Municipal-ity to stop Eskom from cutting off electricity supplies to Standerton. By then, Lekwa owed Eskom just over R40 million. A far cry from the R231 million that it owes Eskom today. The adjustment budget report for 2014/2015 reveals that the Municipality only collects 57% of its revenue. The following is a reflec-tion of the difference in the debtors’ balance (what ratepayers owe Lekwa) between the pe-riod of January and April 2015: - Household January: R317 million- Household April: R346 million - Government departments January: R8 million- Government departments April: R14 million- Business January: R68 million- Business April: R71 millionIn contrast to what the Municipal Manager preaches to the community, it shows that household consumers are the largest culprits who do not pay. Cosmos News is in possession of a document that shows that ten households owe the mu-nicipality more than R1, 2 million. The poor-est of the poor will be affected the most should the Municipality lose its equitable shares from government. Editorial

Lekwa will suffer the consequences of Eskom’s brutal power cutsSTANDERTON - “Non-payment for electricity undermines Eskom’s statutory obligation to generate and supply electricity to municipalities nationally on a financially sustainable basis,” the utility’s acting chief executive Zethembe Khoza said in a statement.

The municipalities that will be cut off are Maluti-a-Phofung Municipality, Matjhabeng Municipality, Emalahleni Local Municipality, Ngwathe Local Municipality, Thaba Chweu Local Municipality, Lekwa Local Municipality, Govan Mbeki Municipality, City of Matlosana Local Municipality, Naledi Local Municipality, Thabazimbi Local Municipality, Msukaligwa Local Municipality, Lichtenburg Municipality, Nala Local Municipality, Makana Local Municipality and Madibeng Local Municipality.

Lekwa falls under one of the top 20 defaulting municipalities. Residents must prepare to sit in the dark from 06:00 until 10:00 and again from 17:00 till 21:00 on weekdays. On weekends there will be no electricity from 07:00 until 10:00 and again from 17:00 until 20:00. It should however be mentioned that times mentioned may differ and Eskom may change this schedule. STANDERTON - A woman was arrested and found guilty in Standerton Magistrate’s Court on 27 March on a charge of assault with the intent to inflict grievous bodily harm. She was sentenced R3 000 or three months imprison-ment.

This follows after she was part of a group who confronted the driver of a passing vehicle. She

then hit the windscreen of the vehicle with her fist. The driver stopped and got out of his vehicle and when he got out, she slapped him in the face.

The driver recognised one of the men in the group and while he was talking to him, the lady struck him with a brick on the left eye. JD

Two vehicles and a truck were involved in an accident just be-fore 15:00 on the Volksrust road on 13 April. Although the vehicles were badly damaged no serious injuries were reported. Traffic flow was also disrupted for more than an hour. A huge concern is the fact that onlookers looted the truck transport-ing fruit and sweets and did not show any compassion for the people involved in the accident.

ERMELO - Emerging farmers in Mpumalanga may experience reduction in harvest this year because the provincial department of Agriculture, Rural Development, Land Affairs and Environment, has allegedly grounded the tractors of the Masibuyele Emasimini project without any explanation.

This week, the Democratic Alliance spoke to one of the farmers who is supposed to benefit from this project. This farmer from the Msukaligwa Local Municipality told he DA that when he enquired about the halting of the tractors in February this year, he was informed by the extension officer in Nooitgedacht that all the tractors have been

grounded by MEC Andries Gamede.The grounding of machinery that these

farmers use to make a living will result in a significant reduction in harvest. There are numerous examples of emerging farmers being set up for failure by being provided with start up support, just to be left without continuous support.

The DA believes that emerging farmers have a key role to play in the creation of food security in South Africa and will submit questions to the MEC to get clarity on why these tractors have been grounded. Government must deliver on its promise to help emerging farmers through projects like Masibuyele Emasimini. JD

If people are bothered by lifeless statues then surely we have a dangerous precedent on our hands.One has to wonder what the next demand will be. Perhaps the removal of Cecil Rhodes’s descendants from South Africa?

When Zimbabweans tried to pull the same stunt in Zimbabwe, Robert Mugabe restrained them and told them history cannot be wished away. Mugabe has shown who is in charge in Zimbabwe. The same cannot be said of SA, where there is a blatant absence of leadership.

When the Afrikaner apartheid government took over from the British, the area of focus was improving the life of the Afrikaner child, ushering in the best educational system that has produced experts who are world renowned. They built their own banks, characterised by excellent service and, in hard times, Sasol was born. The best universities are still Afrikaans.

We still have statues associated with the British that were not destroyed. The crucial question is, after the fall, how does that improve the lives of our people? All these years down the line we still have the worst math’s and science performance, a dwindling economy, a growing inequality rate, corruption, etc. While black students demand for Rhodes to fall, white students are thinking of the future. We are in full reverse mode.

Where do we start? The Anglican Church? Wesleyan? Train stations, infrastructure...

Where are the black institutions of excellence? Black people have achieved little 21 years down the line. And they are venting their anger on statues.

Wherever this madness leads to, the facts are that after the statues have fallen we will still be sitting with horrifying unemployment figures and a corrupt government that devours billions of taxpayers’ money.

Let them shelve their education and bring each and every statue down and let’s see what the next scapegoat will be. We have changes street names and yet we have seen more service delivery protests. People should redirect their energy to changing a useless government.

Jan van Riebeeck did arrive in SA; you can’t change that. Are we then prepared to demolish our buildings, infrastructure and start from scratch? Start creating your own institutions of excellence, your own companies of excellence, your own sportsmen and women of excellence, instead of using quotas.

STANDERTON - An amateur video created by members of Cosmos Newspaper and promoted through YouTube on the Cosmos News Website has attracted the right attention. The video which was shared through social media was picked up by the mainstream media and last week Thursday, Beeld Newspaper started to ask questions regarding the sewer spill-ages that the video ‘TURD’ portrays. TURD, which stands for The Ultimate Raw Deal, shows how the Lekwa Local Muni cipality keeps on channeling sewage to the Vaal River and saying to the public that the situation is under control.

The video shows how the Gabile family are trapped inside their home near Johann Street where a sewer leak has been going on for years. On Friday, a delegation deployed by the provincial Department of Water and Sanitation visited the cri-sis areas and started intervening with the situation. The sewer

leakage at Johann Street was the first one that was tackled. Thereafter the Department marched the officials to the differ-ent problem areas.

The following is a media statement made by the Depart-ment of Water and Sanitation:

“The intervention of the Department led to the immediate unblocking of the sewage pipeline transporting sewage to the Johan Steet Pump Station which immediately stopped the discharge of sewage into the river. To avoid further spillages into the river, the Lekwa Local Municipality has committed to monitor the functionality of the sewage pipeline to the pump station to avoid incidents of sewage blockages.

The municipality also committed to the appointment of a contractor for the supply and installation of pump motors for the TLC pump station to ensure that the pump station is fully

functional and operational by the end of April 2015.Rand Water has been engaged with the view that they assist

with the refurbishment of the Rooikopen Pump Station and sewage pipeline to ensure that the pump station and pipeline are brought back to functionality to prevent blockages and sewage spilling out of manholes.

The Department of Water and Sanitation will continuously monitor the situation in the municipality on a regular basis.

The Department of Water and Sanitation is committed to the protection of the country’s water resources and human dignity.”

Mr Johannes Matshiane, from the Provincial Department of Water and Sanitation, paid a visit to Johann Street, Meyerville in Stand-erton last week where one of the problematic sewage leaks was ad-dressed.

The scourge of road accidents and fatalities in South Af-rica has reached alarming proportions and if not curbed by society, will continue to place untold strain on the coun-try’s economy. Speaking after the release of the Easter accident statistics in Pretoria by Minister of Transport Dipuo Peters, the Road Accident Fund (RAF)’s Chief Executive Officer, Dr Eugene Watson, said the 48,7% in-crease in car crash fatalities over the same period in 2014 was heartbreaking.

“As the caring arm of government, the week-to-week death toll of bread winners, heads of families and eco-nomically active youth at the threshold of their lives, impacts negatively on the sustainability of the RAF,” Dr Watson explained. “Drunken driving, speed, vehicles that

are not roadworthy, fatigue, overtaking on barrier lines and failure to wear visible clothing at night are some of the main causes for these deaths and we all have to pull together to stop this carnage.”

‘RAF on the Road’ provides marginalised communi-ties who would otherwise not have had the opportunity to interact face-to-face with RAF consultants, without travelling long distances to the nearest regional offices. According to Dr Watson, the RAF’s community outreach campaign aims to improve access, transparent communi-cation and accelerate the claims process of those adverse-ly affected by the scourge of road crashes. SECUNDA - In a media release issued by the Office of the Station Commander of Secunda SAPS, Colonel Willie Nel, it is stated that the South African Police Service is greatly concerned about the safety of the community, its valuable property and the protection of the general pub-lic at large through pro-active policing (Crime Prevention Duties) and re-active policing by bringing the perpetra-tors to books (investigation of alleged offences and seri-ous crimes), therefore lets work hand in glove in the fight against criminal elements.

Statistically housebreaking is escalating very fast, therefore the Office of the Station Commander would like to sensitise and to appeal to the different communities of Secunda to join forces in the fight against the threat by adhering to the following precautionary and preventions measures in order to prevent crime from taking place.

Firstly, the community is advised to visit several Secu-rity companies which will assist them with security mea-sures such as security fencing (electricity fence, alarm

systems and other security devices) to protect valuable property. Secondly, the community is advised to know their neighbours and neighbourhood, as this can also play a vital role in the commission of the crime by unknown culprits in other related crimes like robbery, rape, murder and theft during housebreakings.

In the third place, residents must remember that crime is taking place 24/7.

It is, therefore, imperative to leave someone in your house when going away; try by all means not to leave it unsecured. In the last instance, the police are inviting members of the community with positive information to report it to the police for the purpose of intelligence dri-ven operations to put the criminals where they belong for a safer community to live in.

STANDERTON - News spread like wild-fire on Saturday evening after a local lass from the dusty streets of Sakhile was crowned Miss Mpumalanga at the glitzy function held in Mbombela. The 21-year-old, Zamanene Nene, is in her third year of studying to be-come a social worker at the University of Jo-hannesburg and beat 12 other contestants to bring the prestigious title home.

Zamanene is the fifth Miss Mpumalanga and according to the event organizer, Ms Gugu Nyarenda, the 12 contestants were se-lected after various auditions were held across the province in the past few months. “Contes-tants are a mix of students and graduates from different academic fields,” she explained.

The beauty queen arrived at the Lekwa Municipality building accompanied by her mother Mrs Maudline Nene and a few friends who witnessed the glorious crowning. Miss Mpumalanga received a hero’s welcome when more than a hundred people danced and sang her praises before she was escorted to the municipal chamber for a short appearance in front of well-wishers.

The Executive Mayor, Cllr Matsidiso Mora-jane, Chief Whip, Cllr Cindy Mosibi, Cllr Busi Sikhonde, Head of Department, Ms M Radebe, Pastor SD Gumbi and a handful of Assembly of God church members where present, as Ms Mpumalanga is a loyal member of the youth structure.

In a moving and emotional sermon, speak-ers expressed the power of God who has taken the young girl from humble beginnings to become the pride of her family and the local community. Zamanene won herself a new Volkswagen Polo, a scholarship for the com-pletion of her studies, salon visits to the value of R4 000 every month and various other priz-es which includes a fully furnished house and all-expenses paid holiday in Cape Town.

STANDERTON - Residents of Sakhile took it upon themselves with an active at-tempt to rid the town and surrounding areas of litter, especially plastic and glass.

They collect the material in town and on the dumping site and take it to their differ-ent premises where they sort it. As soon

as electricity is available on the processing site, they will be able to start their machine to crush the material before a Johannesburg company fetches it from them. They are also planning to start a collect-a-can pro-ject, but due to financial restrictions at this stage, it is still on hold. JD

Lesshika Vala delivered yet another top performance for Hoërskool Ermelo dur-ing the past school holiday when she won the Mpumalanga Mini Tennis Tour-nament’s singles and doubles competi-tion. She also played as number one for Mpumalanga during the Interprovincial School’s Week and was selected for the u-19 national team to tour to London, making it is the fifth year in which she achieves SA colours. Lesshika also quali-fied to play in the main draw of the nation-als in Bloemfontein – her current ranking in the u-16 leader board is 25th in South Africa. STANDERTON - The 31-year-old Juliet de Winnaar, old Standertonian, is calling on the public for assistance. She is a right-tibial amputee following a struggle with cellulitis and infection. She picked up an infection and the leg turned septic and resulted that her residuum was amputated below the knee.

According to a letter from orthotic and prosthetic services, it is recommended that Juliet be fitted with a complete prosthesis to support her daily activities at work and in leisure. A total bearing socket is recommended

which amounts to almost R53 000.Due to her immobility, and loss of hearing,

it would be almost impossible for her to gather all this money on her own. She would appreciate any financial assistance, big or small. Donated funds would be saved in a separate account until she has enough to purchase the prosthetic and to pay for the additional medical treatment associated therewith. STANDERTON - When South Africans celebrated Human Rights Day on 21 March, Imise-beyelanga Combined School, sit-uated on a farm in the Standerton area, did not hold back.

The celebration attracted many farm pupils who came in num-bers to be part of the celebrations. Many representatives from gov-ernment departments participated to share information with pupils and teachers regarding their hu-man rights as stipulated in the constitution of the Republic of South Africa. The South African Police Services was represented by Captain Joseph Hlatshwayo of Standerton SAPS. He briefed those in attendance that it is ev-erybody’s right to be protected by

the police and everybody has the right to open a case against any-body who violates their rights by any form and the right to be pro-tected against intimidation from the suspects. Everyone also has the right and access to a lawyer during detention.

Mr Johnson Mnisi from Gert Sibande College told pupils that they have the right to education, the right to be treated with respect and dignity at school or any edu-cational institution. Ms Thobile Jackson from the Department of Social Services presented de-tailed information about different forms of abuse that are tearing the communities apart with children as the most vulnerable in the so-ciety. ERMELO - About 480 runners flocked to Ermelo on Saturday, 11 April, to participate in the 10 km, 21,1 km and 42,2 km races hosted by Gert Sibande District Municipality and sponsored by McCarthy Volkswagen Witbank.

The race started at 06:00 at the municipal office and stretched along the R39 towards Morgen-

zon, back towards the starting point where it finished. Lamic Lameck Misiwa of Nedbank Marathon Club took home first place in the 21,1 km run with a time of 1.22:20. In addition to the marvelous gold medal, he also received a cash prize of R1 200.

Twee van Laerskool Kalie de Haas se ster-skaakspelers, Marli Wolmarans (links) en Tamryn Archer, het die afgelope skoolvakan-sie aan die Suid-Afrikaanse Geslote Skaak-kampioenskap, wat by Hoërskool Waterkloof in Pretoria aangebied is, deelgeneem. Marli het in vier uit 11 van haar wedstryde in die o-10-afdeling koning(in) gekraai, terwyl Tam-ryn skoonskip in drie-en-‘n-halwe wedstryde in die o-12-afdeling gemaak het.

STANDERTON - Die Kosmostak van die Suid-Afrikaanse Jagtersvereniging het Sater-dag, 11 April, ‘n uitdaagveldskietkompetisie op die plaas Höningvallei buite Perdekop aangebied. Altesaam 136 skuts wat 34 spanne verteenwoordig het, het aan die uitdagende veldskietkompetisie deelgeneem.

Daar was ses bane waarvan vier ‘gong’-bane was en twee papierteikenbane, met die kortste afstand 85 m en die verste teiken op 334 m.

Die Laeveld Ermelo-span wat uit Piet en Elize van den Heever, Tevern Venter en Pie-ter Ackerman bestaan, het ‘n totaal van 2 545 uit ‘n moontlike 3 200 geskiet en sodoende die eersteplek verower. Die span van Volks-rust wat uit Wynand Greyvenstein, Bertus Burgers, Tobie Oosthuizen en Roedolf Cronjé bestaan, het met hul 2 241 punte die tweede-plek losgeslaan, terwyl span ‘Clueless’ van Johan Smit, Christo en Xander Bailey en Chris Naudé met 2 192 punte in die derdeplek

geëindig het.Die vroue-deelnemers het ook nie op hulle

STANDERTON - With the 2015 Master Golf Championship taking place in Augusta, Standerton Golf Club hosted its very own Masters competition on Saturday, 11 April. Twenty three players entered the ‘Sonskyn Masters’ IPS competition and the Augusta score card was used. On number 2/11 Deon Grimsell landed nearest to the pin and on 8/17 Steven Nortjé took the honours. The longest

drive for the day, on hole 9/18, was made by Attie van der Westhuizen. Wessel van der Merwe won the jackpot prize.

Die kompetisie was baie straf en ten spyte daarvan dat al die skuts se tellings baie naby aan mekaar was, het die Erries se eie Chris de Beer, ‘n gr 12-leerling, besonder goed geskiet. Met sy telling van 1 426 uit ‘n moontlike

1 600, het hy die algehele vierdeplek van die 70 skuts wat aan die proewe deelgeneem het, opgeraap en is hy in die Suid-Afrikaanse Skolespan opgeneem wat in Augustus aan die ‘British Junior International’ in Engeland gaan deelneem.
