1.03 ENVIRONMENTAL REQUIREMENTS

A. All equipment installed shall not require readjustments of controls, realignment,
software reloading or reconfiguring when operating under the following
conditions:
1. The control areas indicated on drawing shall be air-conditioned.
2. Equipment installed outside shall be capable to operate at their nominal performances under the following
environmental conditions:
• Maximum ambient temperature: 50°C
• Minimum ambient temperature: 5°C
• Average maximum temperature: 43°C
• Average minimum temperature: 15°C
• Temperature due to direct sun exposure: 85°C
• Maximum relative humidity : 100%

1.04 SUBMITTALS
A. Product Data: Submit manufacturer's data for all items of security system.
B. Shop Drawings: Submit layout drawings for all systems of security.
C. Wiring Diagrams: Submit wiring diagrams for all systems of security and electrical
power connections to equipment and components.
D. Complete Installation, Operation and maintenanceManual.
1.05 QUALITY ASSURANCE
A. The following association and organization shall be referred to with respect to standards as they apply to the materials and equipment provided under this Section.
- Electronics Industries Association (EIA): Publications and Engineering Publications.

B. Single Source Responsibility: Components and accessories shall be product of single manufacturer to the maximum extent.
C. One week training program must be provided for the selected personnel by supplier/manufacturer representative so that they can manage and maintain the system efficiently.
1.06 WARRANTY
A. Submit written guarantee signed by the contractor, manufacturer for the period of 5
years from the date of substantial completion. The guarantee shall cover the repair and replacement
of defective materials and workmanship as directed by the Engineer.
2. PART 2 - PR O DU C TS
2.01 CCTV SYSTEM
2.01.01 CCTV SYSTEM (Option – 1)
A. Fixed Black and White Cameras
1. Cameras shall be installed at fixed positions as shown in drawings. The location shall be chosen to avoid any dead angle and shall take into account the height differences of fence.
2. Cameras will have at least the following characteristics:
• Standard : EIA
• Sensor : CCD 1:3" 440 000 pixels, B & W
• Resolution : 580 lines
• Light sensitivity: 0.8 lux for good picture0.4 lux for exploitable
picture
• Lens connection : C-CS mount
• Automatic black light compensation
• Automatic black level adjustment

3. Cameras shall be approved.
4. Lenses
• Focal length: to be determined by the contractor, depending of the field to cover

• Lenses shall be approved.
5. Housing and Bracket: For outdoor use, housings will be anodized aluminum with reinforced thermoplastic end cap, weatherproof standard IP66, fitted out with thermostatically controlled heater. For indoor use, no housing is required. Bracket shall make the assembly insensitive to wind. The housing shall be also protected from sunlight by a
second metal covering painted in a light color. Shall be approved.
6. All perimeter cameras shall be installed on 4m high poles installed all along with the fence, or as shown in drawings. In order to prevent excessive heat release, the power
supplies of the cameras shall be grouped in sealed boxes. Picture shall be available at
the control location indicated on Drawings.
B. Monitors: Monitors will have the following characteristics:
• EIA standard
• Screen size: 17"
• B/W monitors
• 19" rack housing
• Resolution: 500 lines (at center)

• Controls shall include brightness, contrast, vertical and horizontal hold.
C. Video Tape Recorder (VTR): Shall have following specifications:
• Front loading

• Time of alarm memory and recall
• Electronic security lockout
• Fast forward/rewind, stop, record, audio dib, time select, still frame, reverse/play filed advance and auto rewind at the end of video tape.
• Audio and video channels shall have automatic gain control
• Power: 220V 60Hz
D. Sequential Switches
1. The following two types will be used:
- Sequential and spot operation.
- Sequential operation.
E. CCTV Concentration Systems: The whole CCTV system shall be managed from the controllocationsindicated on Drawings. Each access shall also include control terminals for the access zone controlling the mobile cameras of the access concerned. The cameras shall be connected to the central system on point to point link by means of cables.
F. Particular specifications
1. Priority for video keyboard between camera and control room should be done.

2. One specific b/w video printer should be provided.
3. VTR
- The VTR should always record on low speed. The speed should be defined by the procedure.
- The VTR should shift to normal speed (30 picture/s) in case of alarm.

2.02 Walkthrough Metal Detector System: Metal detector shall be installed in required locations. The system shall meets NILECJ standard 0601.00 level 1-5 and F.A.A. Microprocessor computer controlled circuitry with 12 digit membrane keypad entry control, provided with the
following main requirements:
A. Uniform detection sensitivity over the entire walk through area
B. Detection of any metal object regardless of orientation in the gate
C. Adjustable sensitivity
D. Low false alarm rate

2.03 ACCESS CONTROL SYSTEMS
A. General: Access control system
The functions of the access control system is to monitor and record personnel entry to
and exit from the required areas and also to restrict staff entry in some areas. Microcomputer based access control system shall be provided featuring
expandable modular design, networking capability, user definable access and
reporting functions. The system shall provide

grow. B. Keypad Access Control System
1. Keypad access control system shall be capable to offer for the users to enter only their personal numerical code to gain access and have capability for cut down user errors by reducing the number of attempts required for a
successful number and system shall be provided with the following main requirements:
- Vandal and impact resistant
- Weather, dust and water proof
- No exposed moving parts
- Heavy duty construction
- LED power indicator
- Intrinsically safe to allow use in explosive environment
- System to be approved.
2. The system shall be centralized controlled through the control location indicated on Drawings.
C. Card Reader Access Control System.
1. Card reader shall be capable of reading both swipe and insert card formats and have bi-directional reading capability for convenience of installation and operation and cut down user errors by reducing the number of attempts required for a successful read and the system shall
be provided with the following main requirements:
- Vandal and impact resistant
- Weather, dust and water proof
- No exposed moving parts
- Heavy duty construction
- LED power indicator
- Intrinsically safe to allow use in explosive environment

2. Card reader shall contain and check the following information:
- Facility code and card number.
- Check character to ensure validity of the card information.
- Electric door strikes shall be provided on the door through with the access is to be controlled and these shall be supplied complete with rectifier and transformer as necessary.
3. The system shall be centralized controlled through the control location indicated on drawings.
D. Video Doorphone Access Control System
1. Video doorphone access control audio visual system shall be fixed in locations shown in drawings and shall be capable to offer
access only for the authorized personal and system shall be provided
with the following main requirements:

2.04 Detention Audio/Visual System: Detention audio/visual system shall be standard product of an approved specialist manufacturer and shall be provided in locations shown in drawings. System shall consist of, but not limited to the following:
A. Microphone (sound monitor), ceiling mounted, shall be located in lighting fixtures of detention areas as shown on Drawings.
B. Head set loud speaker.
C. Pre-amplifier.
D. Switching console for 15 microphones.
E. audio/video camera.
F. Video Cassette Tape recorder.
G. 14" Monitor.
H. Detention area sound system Rack (DSR).
2.05 Photo ID Database System: Provide photo identification (ID) database system for the
automatic production and storage of criminal files. The system shall consist of photograph I.D
camera, computer unit, system software programs including all cable
connections, necessary fittings, supports and fixings as required for a fully operational database system. System shall be located on locations shown on drawings. System shall consist of, but not limited to the following:
A. Photograph I.D camera: Shall be heavy duty professional type with all features required for the intended use.
B. Computer unit: Shall be from high-end models available at the time of purchase and Shall be complete unite with full components and accessories.

C. System software programs: System software programs shall be supplied and operated through an approved specialist
manufacturer with full required features and shall be compatible with the other security database systems.
2.06 SECURITY SYSTEM ACCESSORIES:
A. Security Door Position Indictor:
Where indicated on Drawings, security doors shall be provided with opening position indictor, the indictors shall be controlled through panel board to be located in the control location indicated on Drawings.
B. Tamper Protector:
Where indicated on drawings, Detention area elements shall be provided with tamper protectors, the sensors of the tamper protectors shall be controlled (audible and visual) through panel board to be located in the control location indicated on drawings.
C. Lighting Fixture Sound Monitor:
Where indicated on drawings,detention area lighting fixtures shall be provided with sound monitor, the
sound monitors shall be controlled through the control location indicated on drawings.
D. Security Door Buzzer Activated Indictor:
Where indicated on drawings, detention area security roll up shutter doors shall be provided with buzzer activated indictors to indicate opening position, the indictors shall be controlled through panel board to be located in the control location indicated on drawings.
2.07 CONTROL (ORERATION)ROOM EQUIPMENT
A. A free standing assembly system console shall be installed in the control location
indicated on drawings to support all keyboards, monitors, etc. of all security systems.
The console shall be modular designed suitable forthe area and location subject to
acceptance of the authorities.
2.08 UNINTERRUPTIBLE POWER SUPPLY
A. A UPS shall be provided. It consists of a constant voltage rectifier/charger, rechargeable storage

batteries, static inverter, transfer switch, by pass transformer, regulator, manual by-pass switch and associated accessories.
B. A UPS power shall be suitable for the total load connected to it, and for a 4 hours of mains power outage.
C. Main specifications
1. Output power: 220V +/-1% at power factor 1 and full load
2. The UPS shall have overloading ratings of 115% for
30 mm & 500% for 1/4 cycle.
3. The UPS shall be modular in design, it shall house rectifier/charger, inverter, transfer switch and auxiliaries.
4. The batteries shall be heavy duty life time: 7 years, maintenance free, sealed type.
5. Battery racks shall be constructed of welded structural steel frames.
6. Inverter shall be a static type, with the input voltage compatible with the
battery rectifier/charger output
7. Output voltage regulation shall be within 2% and frequency within +/- 0.5 Hz.
8. Static transfer switch shall be provided and shall be mounted integrally within the UPS
system enclosure. The transfer switchshall operate automatically upon
detection of UPS system trouble within 5 milliseconds. It shall operate in
conjunction with a synchronization circuit to ensure a smooth load transfer.
9. A manually operated bypass switch shall be provided to isolate the UPS from the load for maintenance purposes. A bypass isolation transformer shall be provided with a greater rating than the UPS, it will be housed in a separate enclosure from the UPS.
10. The UPS enclosure shall be equipped with all metering (voltage, current, etc.) and alarms. Indicating lights shall be provided in the front of the UPS cabinet: loss of input AC, ground

detection, static switch on bypass, low output voltage, battery
discharging, loss of cooling, abnormal output voltage, inverter non in sync with the bypass line.
11. Isolation breakers are to be provided at battery outlet, inverter inlet and outlet, rectifier outlet etc.
2.09 WIRE, CABLES AND HARDWARE
A. CCTV System and Data

- Produce color composite signals.
- Ambient temperatures- 10 Deg. C to + 50 Deg C.
- Pick up element ccd.

3. PART 3 - EX E CU T ION
3.01 INSTALLATION
A. The entire security system shall be installed by specialized sub-contractor approved by the Engineer. Installation of the system shall conform
to the equipment manufacturer's written instructions, National Electric Code and approved drawings.
B. Other electrical workrequirements shall be as specified in Section 16050 - BASIC MATERIALS AND METHODS. Coaxial cable and power cable for each camera shall be run in separate conduits.
C. Testing: The completed installation shall be tested in accordance with the equipment
manufacturer's written recommendation. Testing shall be conducted by manufacturer's authorized representative. The Engineer shall be
notified in advance to witness the test. Certified copies of test procedure and results shall be forwarded to the Engineer.
