A release issued by MP office today said that fol- lowing request from the Member of Parliament, Mr. Bishnu Pada Ray, allotment of MBBS seats from the Cen- tral Pool to A&N Islands, was enhanced from 15 to 18 in 2003 by the NDA Govt. lead by Mr. Atal Bihari Vajpayee and most of the MBBS seats were allotted in the reputed colleges at main- land. Subsequently, during the UPA Govt, the allocation of MBBS seat was gradually decreased from 18 to 15 in 2012 and 13 seats in the year of 2013. Bhim Raj death case, LG directs DHS to conduct Inquiry Port Blair, July 15: On July 07, 2014, Mr. Bhim Raj, a 38 year old youth working in Port Blair Municipal Council had died at Sisty Nagar due to al- leged negligence of Ambu- lance Drivers. The driver had allegedly refused to extend any help to pick up the pa- tient, which caused delay and subsequently death of the pa- tient. Now it has been learnt from DHS sources that taking serious note of the news the Lt. Governor has directed the DHS to conduct an inquiry in this regard. For now, according to reports the Driver has been placed under suspension. Further details are awaited. Vikram Aditya Sheekha News Service Argument over fitness of MV Chowra, leaves 239 passengers stranded Port Blair, July 15: As many as 239 passengers were stranded inside MV Chowra today for more than 10 hours because of dispute over fit- ness of the vessel among a few crew members of the vessel and officials. According to reports MV Chowra, a passenger ves- sel, owned by Shipping Ser- vices but managed by Ship- ping Corporation of India (SCI), was about to sail for Nicobar District from Haddo Port at 8.00 AM today for which passengers had boarded the ship by 7.00 AM but just before sailing some crew members raised objec- tions over fitness of the ship and refused to sail. Port Blair, July 15: As manyas 239 passengers werestranded inside MV Chowratoday for more than 10 hoursbecause of dispute over fit-ness of the vessel among a fewcrew members of the vesseland officials.

According to reportsMV Chowra, a passenger ves-sel, owned by Shipping Ser-vices but managed by Ship-ping Corporation of India(SCI), was about to sail forNicobar District from HaddoPort at 8.00 AM today forwhich passengers hadboarded the ship by 7.00 AMbut just before sailing somecrew members raised objec-tions over fitness of the shipand refused to sail.

NEW DELHI: The row overthe meeting of journalist VedPratap Vaidik with 26/11 ter-ror mastermind Hafiz Saeedon Tuesday stalled Parliamentfor the second consecutiveday, with government statingit has nothing to do with it. Ittermed it as “diplomatic mis-adventure of a private indi-vidual”.

Lok Sabha and RajyaSabha saw disruptions assoon as the two houses metfor the day, with oppositionCongress seeking suspensionof Question Hour to getgovernment’s response overthe “serious” matter.

Both houses wereagain disrupted during theZero Hour with Congressmembers expressing concernover the meeting and enter-ing the well raising slogans.

Finance ministerArun Jaitley told Rajya Sabhathat the government has noth-ing to do with either the visitor the meeting between VedPratap Vaidik and Saeed. “Itis a diplomatic misadventureof a private individual,” hesaid. In Lok Sabha, externalaffairs minister SushmaSwaraj said government hasnothing to do with the jour-nalist meeting Hafiz Saeed inPakistan recently.

“Categorically andunequivocally, through yourmedium, I would like to statethat the government has noth-ing to do with Ved PratapVaidik’s trip to Pakistan or hismeeting Hafiz Saeed there,”Swaraj said in the Lok Sabha.

“Neither before go-ing to Pakistan nor afterreaching there did he (Vaidik)inform us that he is meetingSaeed... It was purely a pri-vate trip and a personal meet-ing. And here, to blame thathe went as someone’s emis-sary or that the governmentfacilitated the meet is untrue,baseless and unfortunate,”she added.

Jaitley said in theUpper House that the con-cerns of the leader of the op-position are also the concernsof the entire country.

“Yesterday, I clearlysaid in unambiguous termsthat government of India hasnothing to do with either hisvisit or his meeting with some-one whom we regard as a ter-rorist,” he said. “The personor his views has nothing to dowith either the government or

Mahajan asked themembers not to disturb Ques-tion Hour and warned the PDPmembers not to show placardsas it was against the parlia-mentary rules.

Earlier, home ministerRajnath Singh and parliamen-tary affairs minister MVenkaiah Naidu said govern-ment would make a statementon the issue of journalist meet-ing Saeed only when the chairallowed. Suspension of Ques-tion Hour is not done. Ques-tion Hour is for all the mem-bers. If you do not want theQuestion Hour, drop it. I do nothave any objection. But do notmake it (disruption) a prece-dent,” she said.

Congress leaderKharge said they tried to raisethe issue on Monday at leasttwice but in vain as there wasno response from the govern-ment which forced them tostage protest on Tuesday.

PBMC sanctions Rs. 300 to workers forrescue operation during LEHAR CyclonePort Blair, July 15: The PortBlair Municipal council in itsmeeting held on 29.11.2013adopted a resolution to sanc-tion Rs. 300/- each as incen-tive to its workers who imme-diately swung into rescue op-eration following the devastat-ing cyclone “LEHAR” thatpassed the Island on25.11.2013 and caused damagein Port Blair.

He claimed thatthe Puducherry governmenthad misled him and sup-pressed important facts in thecase.

“They (the officials)never told me the case pertainsto Sankaracharya. Even if they

had told me I would have noother alternative as the decisionwas approved by the chief min-ister, chief secretary, law secre-tary and Tamil Nadu publicprosecutor and others. Whatoption I have got?”

He pointed out thatthe note submitted to him aboutthe case had no mention aboutSankaracharya. “I was told itis only a case where an ac-cused under Section 302 of theIPC has been acquitted and weare going for an appeal, whichis a normal thing. See, how theytrying to trap me. What optionI have after chief minister, chiefsecretary, law secretary and TNpublic prosecutor signs thefile? I have to give valid reasonif I differ,” he said.

Hope our Lt. Governorwill leave a mark inPuducherry UT also as he didin Andaman and Nicobar Is-lands towards ensuring totaltransparency but presence ofan assembly may bring somechallenges for him. However,Andaman Sheekha is sure thatour General will overcomethese challenges very easily.

Gulf dreams, Indian nightmaresOn July 4, the extremist group Is-lamic State of Iraq and Syria released46 Indian nurses they held captivefor over a fortnight in Iraq. This endedthe ordeal of Indian nurses fromKerala, but added another woefulchapter to the history of Indian mi-grant workers in the Middle East. Itis a matter of speculation if theMiddle East dream is officially anIndian nightmare.

The fate of our nurses heldthe imagination because they foundthemselves in a setting vitiated overpolitical control of northern Iraq.And therein lay the rub: once again,the Indian worker in the Middle Eastcame into the limelight only becauseof something else — a hostage situ-ation.

Indian authorities and thepublic need no further evidence ofhow below the radar we have keptthe human rights matters of Indiansin the Gulf. Indeed, if you took thedetention of our nurses away thestory of our workers in the MiddleEast may well have escaped our at-tention. Like ants, our workers havebeen industrious in the nation-build-ing process of Middle East countries.Like ants, they have been easilycrushed.It is odd. Indian migrantworkers in the Middle East outnum-ber those in the US and UK. SaudiArabia, UAE, Bahrain, Oman,Qatar and Kuwait count more Indi-ans working there than people ofIndian origin in the US or the UK.

Yet, the perspective Indianauthorities have differs markedly infavour of those residing in the West.When an Indian woman living in Ire-land is denied an abortion and dies,it gains un-relenting public attentionin India. Indeed, it even instigates achange in the law over abortion inIreland. By contrast the horrors In-

dian masons, plumbers, pipe-fitters,au pairs and construction sites per-sonnel confront in the Middle East,elicits perhaps a sigh. This is strangefor a country with major interests inthe region.

A cable released byWikiLeaks in 2011 captured this in-difference and revealed how Ameri-can diplomats viewed India’spolicymaking towards the MiddleEast. “While India had major inter-ests in the Middle East (energy,trade, expatriate workers and reli-gious ties), it has historically hadlacklustre relations in the area,” of-ficials said.

This lackadaisical approachis bothersome. Macro-levellacklustre policymaking makes foragonising micro-level experiences.Indian workers in the Middle Easthave endured Kafkaesque trials.Consider a few.

In 2009, Habib Hussain, aman from a village outsideMoradabad in UP escaped in thetoilet of a plane from Saudi Arabiato India. Six months earlier, Hussainhad sold his land to an ‘agent’ in hisvillage and was promised a job inSaudi Arabia. In return, he was keptunder house arrest in a room at theairports in Jeddah and Medina formonths. He cleaned toilets and wasfed two meals a day and was neverpaid a salary. Till Indian authoritiesdon’t put the lives of our migrantworkers in the Middle East on thetop of the agenda, what happenedin Iraq will continue in differentforms. Indian workers will continueto suffer even as they help in thenational construction of other coun-tries and the econo-mic consolida-tion of their own country. Cause of mysterious foodallergy discovered: It is genes

Cause of mysterious food al-lergy has finally been discov-ered. Experts say it is genesthat is to be blamed.

A new study claimedto have found the reason be-hind an inexplicable food al-lergy and claimed to have anew therapy that can cure it.

Eosinophillic esoph-agitis (EoE), a chronic inflam-matory disorder of theesophagus which is promptedby allergic hypersensitivity tosome foods and an over-ac-cretion in the esophagus ofwhite blood cells called eosi-nophils. EoE is responsiblefor various gastrointestinal ill-ness including reflux-likesymptoms, vomiting, difficultyswallowing, tissue scarring,fibrosis, the formation of stric-tures and other medical prob-lems.

Scientists at the Cin-cinnati Children’s HospitalMedical Center found that amolecular pathway explicit toepithelial tissue in the esopha-gus linking a gene calledCAPN14, which becomesconsiderably up-regulated in

the disease progression. Re-searchers claimed that whenthe epithelial cells were ex-posed to Interleukin 13 (IL-13), an immune hormone anda prominent molecular activa-tor of EoE, it led remarkableup-regulation of CAPN14.The scientists illustrated thisas an epigenetic hotspot forEoE on the cells’ chromo-somes.

“In a nutshell, wehave used cutting edge ge-nomic analysis of patientDNA as well as gene andprotein analysis to explainwhy people develop EoE,”explained Marc E.Rothenberg, MD, senior in-vestigator on the study anddirector of the Center for Eosi-nophilic Disorders at Cincin-nati Children’s. “This is a ma-jor breakthrough for this con-dition and gives us a new wayto develop therapeutic strate-gies by modifying the expres-sion of caplain14 and its ac-tivity. Our results are immedi-ately applicable to EoE andhave broad implications forunderstanding eosinophilic dis-

orders as well as allergies ingeneral.”

CAPN14 encodes anenzyme in the esophaguswhich is an element of the dis-ease process called calpain14.As this calpain14 can be regu-lated by drugs, scientists arelooking forward to new thera-peutic strategies in finding newtreatment for this disorder.

“The current studylinks allergic responses medi-ated through IL-13 with anesophageal specific pathway,and answers a long-standingquestion in the allergy field ofwhy people develop tissue spe-cific disease manifestations,”Rothenberg said. “We haveuncovered that this can beexplained by the interplay ofgenetic susceptibility elementsin allergic sensitization path-ways with the newly discov-ered esophageal specific path-way. Thus, two steps are nec-essary, one dictated by allergyand one dictated by calpain14in the esophagus.”The detailsof the study have been pub-lished in the journal NatureGenetics.

Though it is goodthat crew members raisedquestions over condition ofthe sick ship but the timingfor raising such objections

raise many questions andlead to inconvenience of pas-sengers.

“Even if there is somesafety issues the crew mem-bers must have complainedvia proper channel or inti-mate earlier. The ship was onport since last two days andin these two days no onepointed out about the prob-lems,” said a source.

Internal sources toldAndaman Sheekha that manycrew members are unwillingto sail for Nicobar District asthat sailing takes eight longdays to continue. It is afternearly one month MVChowra was sent to NicobarDistrict following heavy de-mand from business commu-nity of Campbell Bay for thevessels because of its cargocapacity.

“Perhaps the crewmembers thought by raisingobjections at the last momentthey will be able to cancel thissailing, which did not hap-pen,” sources added.

Govt considers toamend SC/ST Act

The Centre is considering toamend the Scheduled Castesand Scheduled Tribes (Pre-vention of Atrocities) Actand expand its presumptionssuch as punishment for ne-glect of duties by public ser-vants not belonging to SCsand STs, the Lok Sabha wastold today.

In a reply, Ministerof State for Social Justiceand EmpowermentSudharshan Bhagat said,based on the consultationprocess with all the stake-holders, amendments in thePrevention of Atrocities(PoA) have been consid-ered.

"Amendments toChapter II (Offences ofAtrocities) to include newdefinitions, to rephrase cer-tain existing sections and ex-pand the scope of presump-tions. This includes substitu-tion of Section 4 of the PoAAct, which relates to punish-ment for neglect of duties by

public servants not belong-ing to Scheduled Castes andScheduled Tribes as well astheir duties," he added.

Stating that the ob-jective of the proposedamendments in the PoA Actis to deliver greater justice toSCs and STs, Bhagat said,it would be an enhanced de-terrent to the offenders.

The ScheduledCastes and ScheduledTribes (Prevention of Atroci-ties) Bill, 2013, containingthe aforesaid amendments inthe PoA was introduced inthe Lok Sabha in 2013.However, it was not taken upby the house for consider-ation and passing.

The President pro-mulgated an ordinance in thematter on March 4 this year.

The Government onJuly 7 has approved intro-duction of the ScheduledCastes and ScheduledTribes (Prevention of Atroci-ties) Bill, 2014 in Parliament.
