Subject: Let there be no misunderstanding. Aloha Governor Ige, In my last letter to you, I provided you with an extensive discussion regarding the status of my government as the restored Kingdom of Hawai’i Government in conformance with international law, as agreed to by the United States in the Montevideo Convention. In looking forward, I raised the following possibility:

If you truly are not willing to engage in negotiations to settle this matter, I am contemplating the deployment of my Marshals to Mauna a Wākea and Haleakala to support and protect my people from unlawful arrest and harassments by State law enforcement officers under your authority or the authority of State agencies. My Royal Marshals are Federal Officers of the Kingdom sworn to uphold and protect the Kingdom Constitution and Laws and the Orders of their King. Their protective services would be called upon to respond to violations of Treaty Law, the Laws of Nations and International Law, and to enforce domestic Kingdom Law.

The Royal Marshals are professionals holding the authority and power issued by me to carry side arms and other weapons to enforce the laws of the Kingdom of Hawai’i. Enforcement includes making lawful arrests to which the arrestees will stand accountable to the proper jurisdiction within our Courts. Anyone acting in violation of treaty law will be subject to arrest and prosecution within the Kingdom.

I understand that these thoughts have created consternation among those who do not wish to see the Kingdom restored. There is no reason for undue concern, other than the harm that might be caused by those seeking to twist what I have said and turn the current stand off towards a confrontation.

First of all, when I say I am contemplating an action that means simply that I am thinking about whether the action is appropriate to the situation. I have made no decision about the situations on Mauna a Wākea and Haleakalā. While all seems quiet on Mauna a Wākea, bully tactics seem the order of the day on Haleakalā. Second, what nation do you know that lacks a law enforcement component? As I restore more and more of the Kingdom Government, I am putting into place institutions that are common to all nations. I have appointed a Chief Justice of the Kingdom Supreme Court, for example. Law enforcement is simply another institution, which I have every right under international law to establish and deploy. Third, part of my kuleana as King is to protect my people. While we may have different views as to what is going on, I trust you can respect the Hawaiian people enough to grant the legitimacy of their position that Mauna a Wākea is sacred in the traditional Hawaiian faith and that TMT represents desecration. From that point of view, those preventing the desecration are the true enforcers of the law – both Kingdom law as codified in my amendment to the Law of the Splintered Paddle and State of Hawaii law that forbids desecrating a sacred site. The burden of enforcing Kingdom law should not fall on the shoulders of young people, whom your law enforcement continues to subject to violence, arrest, and prosecution. A professional Kingdom law enforcement body is more appropriate to this task. Fourth, I am not waiting around for the United States and its subordinate governments, like the State of Hawai`i, to decide to cooperate in a transition process leading to a fully independent Kingdom. As the Kingdom Government is able to assume responsibility for governmental functions, the Kingdom will proceed to implement that capacity. Such actions are part of the ongoing process of demonstrating to the other nations of the world that the Kingdom exists and has a functioning, if impaired, government. I would also remind you that the Hawaiian Independence Movement is protected under the Constitution and laws of the United States and the State of Hawai’i. I have every right to engage in any legal action furthering that political goal. Any attempt to disrupt or suppress this movement would be subject to civil and criminal penalties within your nation. Fifth, and finally, I have made clear on numerous occasions that the Kingdom is a non-aligned nation offering peace-making (Ho’oponopono) services to other nations experiencing conflict. Our overall goals remain to achieve peace and reconciliation within the Human Family and peace and reconciliation between the Human Family and the Rest of the Natural World.

We cannot pursue those goals without our own house being in order. Maintaining the peace within our nation is our first responsibility, so we do not seek conflict with your government or any other subordinate agency of the United States. At the same time, Aloha does not mean tolerating the unacceptable. That you continue to arrest and prosecute people standing up for their suppressed faith and their suppressed sovereignty is not acceptable. Failing your taking any steps to correct your path, I am left to contemplate how best to respond. That is what I said in my last letter and that is all I said.
