Key Events and Findings
• The single largest marijuana seizure occurred in the RGV Sector where USBP Agents seized
11,803.65 lbs of marijuana at the Falfurrias, TX, BP Checkpoint from a hopper trailer. The bundles
were covered in cotton seed hulls.
• On 21 JUL 2011, CBP/OFO Officers and USBP Agents working OPERATION COOPERATION at
Gateway to Americas Bridge POE I, Laredo, TX, initiated a secondary inspection on a silver 2003
Nissan Altima with MX plates driven by a male Mexican National. The agents seized $574,700 USD
concealed in the driver‟s side rear panel in the trunk.
• Pleasanton PD seized 30.0 lbs of cocaine and $1,231 USD concealed inside a duffle bag in the back
seat of a 2007 GMC Yukon SUV traveling on US-287N from Pharr, TX, to Pleasanton, TX. All three
bundles were wrapped in sheets of lead in an attempt to elude X-rays and backscatter devices.
• The single largest seizure of cocaine occurred in the Laredo Sector where CBP/OFO Officers at the
Gateway to the Americas Bridge in Laredo, TX, seized 49.5 lbs of cocaine concealed within a
compartment behind the rear seat of a silver 2008 Hyundai Sonata.
• In the Laredo Sector, USBP Laredo North Agents seized 21.8 lbs of methamphetamine in the
dashboard area of a 2005 Ford Focus.
• Rio Grande City USBP Agents near Los Ebanos seized 1,093 lbs of marijuana from a vehicle after the
subjects threw homemade spikes (caltrops) at Agents and disabled one Border Patrol vehicle.
• On 22 JUL 2011, two Nuevo Leon state police officers, who were bodyguards to US Consulate
General Nace Crawford (Monterrey), were killed.
• On 20 JUL 2011, Mexican soldiers found a large, sophisticated methamphetamine lab built 11 ft below
ground in La Cruz de Elota, Sinaloa state.

Fifteen gang-related incidents were reported during this period involving eighteen arrests of
members from fifteen different gangs. There were eleven criminal arrests and five fugitive arrests.
The incidents involved: Possession of a Controlled Substance, Aggravated Assault with a Deadly
Weapon, Injury to the Elderly, Possession of Marijuana, Assault on a Public Servant, Theft, DWI,
and Family Violence.

Gang activity for the week of 21 JUL 2011 thru 27 JUL 2011
Tango is slang for hometown. The Tango originated in the Texas prison system as a protective group for prisoners from
smaller gangs against the larger more powerful ,established prison gangs. TANGO is an acronym used by Tango gang
members which stands for “Together Against National Gang Organizations.” The Tango Blast have the “Four
Horsemen” who are members from the Fort Worth, Dallas, Houston, and Austin areas. Tango Blast or Puro Tango Blast
will use PTB as their tags or a five point star. The numbers 16-20-2 will appear around the star representing the letters
PTP or Puro Tango Blast. The El Paso Police Department‟s gang data base shows approximately 22 confirmed Tango
Blast gang members in the El Paso area.
CONTROLLED UNCLASSIFIED INFORMATION – LAW ENFORCEMENT SENSITIVE
On 25 JUL 2011, Union Pacific Railroad Police Agents encountered two
subjects. Upon checking their identification, it was discovered that Victor
Villarreal, DOB 02/05/1957, AKA: Flaco, had an outstanding warrant issued
by the Texas Department of Criminal Justice. Further investigation revealed
that Villarreal had walked away from the West Texas Intermediate Sanction
Treatment Facility. Villarreal is a confirmed MEXICAN MAFIA gang
member through the TDCJ database. Villarreal was traveling with another
male. Both subjects have extensive criminal histories. Villarreal was taken
into custody, and the other subject was released.

In the summer of 2009, two males were stabbed and shot to death outside
of the A&M Bar in Socorro, TX. The murder is currently under investigation
by detectives of the Criminal Investigative Division of the El Paso Co SD.
Investigators have brought charges against another individual who was
sought for aiding in the murder of the two victims. Joe Ivan Alarcon, also
known as “Aracles,” is a confirmed BARRIO AZTECA gang member.
Alarcon was arrested as he was attempting to re-enter the US at one of the
Ports of Entry in El Paso, TX. He was taken into custody without incident.
One wanted suspect in the investigation remains at large, identified as
Ricardo Zuniga, also known as “Enano,” a confirmed BARRIO AZTECA
member. It is believed that Zuniga is Juarez, MX. Zuniga should be
considered armed and dangerous. Should anyone have information on the
whereabouts of Zuniga, please contact the El Paso Co SD (915) 546-2280.

On 22 JUL 2011, CBP-OFO Officers seized 33.82 lbs of marijuana during a final check prior to the sale
of a previously seized vehicle. The contraband was concealed within the back wall and right rear quarter
panel of a 1997 Dodge Ram. The vehicle was originally seized on 15 JUL 2011 at the Columbus, NM POE
and 288.81 lbs of marijuana was discovered within a false floor compartment and side panels of the cab
area of the vehicle.

On 17 JUL 2011, USBP Agents discovered an abandoned load of two makeshift burlap backpacks.
Each backpack contained two bundles of marijuana weighing 139.1 lbs. The backpacks were
discovered five miles southwest of Cloverdale, NM.
On 16 JUL 2011, USBP Agents discovered six abandoned burlap
backpacks. Each backpack containing two bundles of marijuana
weighing 303.25 lbs. The backpacks were discovered southwest of
Cloverdale, NM. Two bundles per burlap pack
Marijuana packaged in aluminum foil, wrapped
with tape, and sealed with plastic.

On 19 JUL 2011, El Paso PD Auto Theft Task Force (ATTF) Officers were called out to the Bridge
of the Americas POE (BOTA) in reference to two recovered stolen vehicles (two black 2011
Chevrolet Silverados). The vehicles were processed and released.
STOLEN VEHICLE RECOVERIES
On 19 JUL 2011, El Paso CID agents recovered 22 stolen vehicles from
Mexico. The property value of the vehicles recovered was set at $368,550.
For the week ending on 23 JUL 2011, the Border Auto Theft Information Center (BATIC) in El Paso
received 3,182 inquiries/callers requesting information on suspicious vehicles. The BATIC Specialists
responded affirmatively to 68 of the calls with stolen vehicle information being forwarded to the requesting
officers. For the week, 19 vehicles were returned back to the US with a property value calculated at
$189,450 USD.

On 22 JUL 2011, an El Paso Co SO Deputy conducted a
motorist assist on a vehicle stalled on the roadway in the
5600 blk of Frutas in El Paso, TX. Upon making contact with
the driver, the Deputy noticed the driver was exhibiting
indicators of criminal activity. The Deputy conducted a K-9
search of the vehicle, and the K-9 alerted to the odor of
narcotics at the rear of the vehicle. A further search of the
vehicle revealed approximately 16.5 kilograms (36.4 lbs) of
cocaine inside the subject‟s vehicle.

On 20 JUL 2011, El Paso Co Strike Team Officers made several arrests with the assistance of El
Paso Co SO Special Weapons & Tactic members and a USBP K-9 unit after receiving tips on
suspicious activity observed at a local residence. Several traffic stops were made in connection
with the operation, resulting in arrests for Possession of Marijuana. A search warrant was obtained
for the residence after a traffic stop lead to the arrest of Juan Carlos Silva Jr, who was in
possession of 16 lbs of marijuana and $2,198 USD. Additional traffic stops lead to the arrests of
Jacob Chavez and Charlie Martinez. The search warrant was executed at the residence lead to the
arrest of: Shem Prieto, Michael Carlos and Daniel Gutierrez, suspected of renting rooms and
dealing from within the residence. Numerous items of drug paraphernalia were seized, along with a

On 25 JUL 2011, El Paso Fire EMS units and El Paso PD units responded to the Ysleta
Port of Entry in reference to a subject with a gunshot wound to the shoulder who
walked to the Port of Entry from Mexico. EMS personnel transported the victim, Juan
C. Granados, to Del Sol Medical Center. Granados was interviewed by EPPD Officers
and reported that he had crossed over to Juarez, MX, on foot to change some US
currency to Mexican currency at a business near the bridge. Granados stated that after
he changed his currency and began to return to the US, he was approached by an
unknown subject who demanded his watch and wallet. Granados stated he refused, at
which point the subject pulled out a handgun and shot him once in the right shoulder
and took his watch and wallet containing approximately $800 USD. Granados stated
that the subject entered a vehicle and drove off in an unknown direction. Granados
stated that he walked to Mexican military personnel near the bridge seeking help but
was refused. He then walked to the Ysleta Port of Entry Bridge and was assisted by
bridge security personnel. Granados has a criminal history which includes theft of
property and trafficking of marijuana.

City-wide index crime continues to show a decreased
rate of 8% as compared to the same timeframe last
year. There is a noted 1,300% increase (14) in
murders, a 28% increase (29) in sexual assaults, a
2% decrease (5) in robberies, a 3% decrease (214) in
assaults, a 10% decrease (103) in burglary, a 12%
decrease (908) in larceny, a 16% decrease (152) in
vehicle theft, and a 4% (55) decrease in vehicle
burglary.

The El Paso Sector experienced an increase in the seizure of marijuana, cocaine, assorted pills, and
currency. There was a decrease in the seizure of heroin, and no reported seizure of methamphetamine
during this reporting period. There was an increase in the number of reported stolen vehicles, and twenty-
six recovered stolen vehicles, as reported by the El Paso PD and/or El Paso Co SO.
Of the total 2,648 lbs of marijuana seized at the POEs, 1,317 lbs was seized at the Bridge of the Americas
(BOTA) POE, 37 lbs at the Ysleta POE, 628 lbs at the Paso Del Norte POE, 10 lbs at the Fabens POE,
and 654 lbs in the Lordsburg area. There were 18 reported marijuana seizures across the POEs, and one
cocaine seizure at Bridge of the Americas POE totaling 27.73 lbs.
The predominate concealment methods during this reporting period were the use of firewalls (2),
backseats (2), truck beds (2), tires (2), and one each of the following; vehicle doors, dashboard, quarter
panel, bumper, rocker panel. Large loads were located in two Mercedes tour buses, and one rail car.
The El Paso PD reported 12 marijuana seizures totaling 1.3 lbs, and 9 cocaine seizures totaling 0.0728
kilos. The El Paso CO SO reported one marijuana seizure totaling 16 lbs, and two cocaine seizures
totaling 16.5006 kg (36.377 lbs).
El Paso JOIC’s Sector Assessment
During this reporting period, 164 IAs were
apprehended. IA apprehensions decreased by 22
from the previous week‟s 186. Total reported IA
apprehensions within the El Paso Sector from 5 JAN
through 12 JUL 2011 were 6667, with 439 being

On 23 JUL 2011, Marfa USBP Agents seized 67.3 lbs of marijuana and
apprehended one USC at the US-67 Checkpoint. The subject and marijuana
were referred to DEA for federal prosecution.
Presidio USBP Agents located 23.05 lbs of abandoned marijuana at the bus station in Presidio,
TX. The marijuana was released to DEA.
Sierra Blanca USBP Agents seized 3.0 lbs of promethazine and apprehended one USC on a
commercial bus at the IH-10 Checkpoint. The subject and narcotics were referred to Hudspeth
Co SO for state prosecution.
Sierra Blanca USBP Agents seized 3.76 lbs of marijuana and apprehended two USCs at the
IH-10 checkpoint. The subjects and marijuana were referred to Hudspeth Co SO for state
prosecution.
Sierra Blanca USBP Agents seized 1.48 lbs of marijuana and apprehended two USCs at the
IH-10 Checkpoint. The subjects and marijuana were referred to Hudspeth Co SO for state prosecution.
Sierra Blanca USBP Agents seized 2.39 lbs of marijuana abandoned on a commercial bus at the
IH-10 Checkpoint. The marijuana was released to Hudspeth Co SO for state prosecution.

Marfa Unified Command Sector Assessment
Total weight of marijuana seized increased significantly this week compared to last week.
The largest seizure of marijuana was 385.3 lbs on the Holmes Ranch south of Marfa in
Presidio Co. The second largest seizure was 218.8 lbs on US-90, west of Valentine in Jeff
Davis Co. The third largest seizure was 67.3 lbs at the US-67 Checkpoint in Presidio Co.
There was 0.01 lbs of cocaine seized this week.
There were seizures of 5 Hydrocodone pills, 46 Xanax Pills, 2 Ecstasy Pills, 1 Adderal Pill,
2 Peyote Pills, 0.02 lbs Morphine, 3 lbs Promethazine/Codeine, and 0.27 lbs Hashish, at
the IH-10 Checkpoint in Hudspeth Co.
Presidio USBP Agents found the body of a deceased IA north of Redford, TX, in Presidio
Co. This is the third body of an IA located in the area within a two month period. With the
river levels being at record lows in the western portion of the sector, crossing the border
does not present the obstacle normally encountered.
IA apprehensions were down this week with 19 arrests. This is a decrease over last
week‟s 26. Criminal arrests were up this week with 117 arrests, an increase over last
week‟s 67.
Eight weapons were seized at the IH-10 Checkpoint in Hudspeth Co compared to three
weapons last week.

Gang activityOn 21 JUL 2011, USBP Agents observed a white 2001 Chevrolet Silverado entering Uvalde,
TX, on US-83 from the south. The truck appeared heavily laden, and several subjects could be
seen trying to conceal themselves in the truck bed. The vehicle entered the parking lot of a
local grocery store where the driver and one subject absconded. Ten IA subjects were
apprehended. The truck was registered to the owner of an auto sales firm in Eagle Pass, and
was not reported stolen. After a search of the area, the driver and one additional subject were
apprehended. The driver, also an IA, stated that he entered the US illegally and was guided to
an Eagle Pass store by a ZETA member. He stated that he was given $8,000 USD to purchase
the truck, and to transport 11 IAs to San Antonio, TX. The purchase price of the truck was
$4,400 USD; the driver was allowed to keep the remaining $3,600 USD. The driver also stated
that the ZETA member left with the truck, and returned sometime later with the rear seat
removed, and several IAs in the truck. He was then told to pick up the remaining IAs, and take
them to San Antonio, TX. The driver was charged with Alien Smuggling.
On 23 JUL 2011, Uvalde PD Officers responded to a large
gang fight at Memorial Park in Uvalde, TX. One Officer was given the
description of a fleeing subject, and caught him running from the scene.
Upon apprehending the subject, the Officer noticed several tattoos.
After questioning the subject about the tattoos, the subject admitted to
being a member of the MEXICAN KLAN LOCOS 13. This gang was
recently identified in the Uvalde area, and the subject stated that he
was the only member. The gang originated in Arlington, TX, which is
where the subject stated he was from.
On 21 JUL 2011, a Dimmit Co Deputy Constable made a traffic stop at the intersection
of US-83 and Nopal Street in Carrizo Springs, TX. The subject had multiple tattoos on both
arms, his neck and his left eye, and admitted to an affiliation with OREJON dating back
to when he was serving time in Dominguez Prison. He was issued a citation and released.

On 26 JUL 2011, Dimmit Co Deputy Constables attempted to conduct a traffic stop
on a black 2005 Dodge 1500 on SH-85, 5 miles E of FM-468 in Dimmit Co. As the
Deputy approached the truck it sped off and a short pursuit ensued. The driver
attempted to drive through a fence but high centered on the fence. The driver
bailed out, but the Deputy Constable apprehended him. The subject had
numerous tattoos all over his body, indicating he is a member of the TANGO
BLAST gang. The ignition of the truck was broken and the pliers were inside on
the floor board. There were approximately 8 rds of ammo in the center console.
The truck was stolen out of Houston, TX.

On 21 JUL 2011, a Dimmit Co Deputy Constable performed a traffic stop on a white 2001 Cadillac 4-dr
sedan, on SH-85, five miles east of Carrizo Springs. The subject had multiple gang-related tattoos on his
arms and left leg, consistent with TANGO BLAST. He was cited for the traffic violation and released.
On 21 JUL 2011, a Val Verde Co SO conducted a traffic stop on a gray 1998 Ford Mustang. The
subject had an outstanding warrant with the Val Verde Co SO for Assault Causing Bodily
Injury/Family Violence. The subject admitted to being a member of the Partido Revolucionario
Mexicanos (PRM) gang, also known as the BORRACHOS. The subject was arrested.ANALYST NOTE: Borrachos is Spanish for “drunkards.”

On 21 JUL 2011, a Val Verde Co SO Deputy conducted a traffic stop on a black 1990 BMW
Sedan on US-90E in Del Rio, TX. The Deputy noticed a large tattoo on the subject's neck
that said „TEJANO.‟ The Deputy conducted a records check which revealed that the
subject had two outstanding warrants from the Val Verde Co SO; the warrants were for
Burglary of a Vehicle and Criminal Mischief. The subject was taken into custody and found
to be a confirmed TEXAS SYNDICATE gang member. The subject later admitted that he
frequently traveled to Sonora, MX, to work.

BDU in Ford Ranger
On 26 JUL 2011, USBP Agents observed a white Ford Explorer and gold
Ford Ranger traveling south on FM-481. Approximately an hour later, they
were observed traveling in tandem through the USBP Eagle Pass
Checkpoint on US-57 with only one person in each vehicle. USBP Agents
on FM-481 attempted to stop the gold Ford Ranger which initiated a
pursuit. USBP Air Operations observed the vehicle crash through a fence
and three subjects bailed out. Agents apprehended all three subjects. Two
subjects admitted that they were in the country illegally. Their fee for
being smuggled to Austin, TX, was to bring marijuana into the US. Agents
found 72.7 lbs of marijuana in military style duffel bags inside the extended
cab of the Ford Ranger. The white Ford Explorer was followed into Uvalde
and the driver was taken into custody after stopping at her residence. After
questioning all subjects involved, they were arrested, the drugs were seized,
and the vehicles were impounded. The principle smuggler in the Ford
Ranger was identified as a gang member of WEST TEXAS TANGO
BLAST.

On 24 JUL 2011, a Uvalde PD Officer assisted the USBP with a traffic stop on a white 1997 Ford Explorer
at the intersection of Royal Lane and East Main Street in Uvalde. The driver took responsibility for 0.01
lbs of marijuana found in the vehicle. The subject admitted to being a gang member of WEST TEXAS
TANGO BLAST, and said that he had joined while he was in federal prison. The subject was also on
federal probation for previous smuggling charges. He was arrested and the vehicle was released to the
passenger.

On 25 JUL 2011, CBP-OFO Officers at the Eagle Pass POE Bridge 1, encountered a white/blue 1987
Ford F-150. There was visible tampering on both gas tanks, a K-9 alerted to the undercarriage of the
vehicle, and VACIS showed anomalies. A search revealed 133.2 lbs of marijuana concealed in the gas
tank. ICE took custody of the driver. The Maverick Co SO took custody of the passenger for an active
warrant out of San Antonio, TX.

On 21 JUL 2011, USBP Agents near Del Rio Blvd in Eagle Pass, TX, were
advised by camera operators that five individuals were observed making illegal
entry into the US, and that the subjects appeared to be dragging large bundles.
The subjects abandoned the bundles at Rio St, and then ran back towards the
Rio Grande. Agents observed a white 2001 Chevrolet Suburban leaving the
area, and performed a traffic stop. Four military style duffel bags, closed with
brown cellophane tape, were plainly visible on the rear seat. The duffel bags
contained 264 lbs (132 bricks) of marijuana. The driver, contraband, and
vehicle were turned over to the DEA.ANALYST NOTE: In last week’s
BOSA, an analyst note
referencing the PAISAS gang
and indicated that HECHO EN
MEXICO tattoos have been
associated with the PASIAS
gang, although, not all people
with this tattoo have gang
affiliations. At this time it is
unknown if the driver had gang
affiliations.
ANALYST NOTE: On 11 APR 2011, this subject (left) was part of a
group of three subjects apprehended smuggling 374 lbs of
marijuana in the Hebbronville, TX, area. At the time of his arrest,
he was wearing an Army Combat Uniform (ACU) and a
Tetragramaton pendant. The subject had a “Hecho En Mexico”
tattoo on his left forearm. The tetragramaton pendant has also
been found on dead members of Los Zetas Cartel after a shootout
with the Mexican military on 03/25/2011 in Nuevo Laredo and has
been located on other identified Zetas.

On 25 JUL 2011, Kinney Co SO Deputies were assisted by USBP Agents on a traffic
stop on a red 2002 Dodge Ram on RM-2523 and RM-3008, in Kinney Co. The Deputy
observed a blanket covering the rear seat of the vehicle which appeared to cover
something, but the driver had refused consent for an interior search. Deputies
requested a K-9, and upon arrival of the USBP K-9 unit, the driver consented to a
search. The K-9 alerted to the rear area of the vehicle. Five packages were found in the
back seat, and beneath the tool box. The packages contained 353.6 lbs of marijuana.
The driver was placed under arrest.

On 23 JUL 2011, USBP Agents working
the USBP Del Rio Checkpoint on US-277,
in Val Verde Co, referred a light blue 1996
Plymouth Voyager to secondary inspection
after a K-9 alert. The driver appeared to be
nervous, the vehicle appeared to be
freshly cleaned, and there was a single
key in the ignition. The vehicle contained a
male driver, and three minor children.
Forty-nine bricks of marijuana were
discovered, totaling 53.9 lb, hidden
within the rear seats and in the rear
quarter panels. The marijuana and subject
were turned over to ICE. The three
children were released to a relative.
On 26 JUL 2011, USBP Agents patrolling off FM-1021 one mile south of El Indio, TX,
observed tracks leading away from the Rio Grande toward the road. The Agents
followed the tracks into the brush and located several subjects hiding. The three
subjects absconded into the brush in an attempt to evade the Agents. One subject was
caught hiding with two military-style duffle bags, and a third bundle was found nearby.
The subject freely admitted to carrying narcotics into the country. The three duffle bags
contained a total of 197 lbs of marijuana (197 bricks wrapped in brown cellophane
tape). The narcotics and subject were turned over to the DEA.

On 25 JUL 2011, USBP Agents referred a white tour/passenger van to secondary inspection at the
Checkpoint on US-57 NE of Eagle Pass. Two female passengers were wearing dark clothing on a
hot day, and appeared very nervous. One of the subjects was asked if she was pregnant. She said
she was and flicked her stomach with her index finger, at which time, the Agent noticed an audible
but abnormal sound. The subject was asked if she was carrying contraband. She admitted that she
was, but that she did not know what kind. The two subjects had 13.38 lbs (five bricks) of cocaine
concealed on their bodies under tightly wrapped ace bandages and spandex. The subjects traveled
from Piedras Negras, MX, in a 1994 Chevrolet Van, parked it, and bought tickets to San Antonio,
TX, at the Travel Van Co in Eagle Pass, TX. DPS-CID took custody of the subjects and contraband.

Del Rio Sector Unified Command Sector Assessment
This reporting period, there were decreases in the major categories. There were slight increases in
criminal arrests, fugitive arrests, and scouts/decoys. The Unified Command continues to submit
information and photos in reference to gang members encountered. Most of the gang members
observed by the Unified Command are in the Uvalde Co/Dimmit Co areas of the sector.
This reporting period, there were nine incidents that resulted in the seizure of the 1,299.84 lbs of
marijuana. The concealment and transportation method of the cocaine this reporting period was
different than in the recent past; body carry to simulate pregnancy. The subjects were traveling in a
commercial van from Eagle Pass, TX, to San Antonio, TX. Both of the subjects were US Citizens
from Eagle Pass, TX. The body carry concealment method runs in cycles, however traveling in the
van has not been often observed.
The stolen vehicle recoveries continue to be somewhat lower than this same time period last year.
For the month of JUL 2011, there have been eight recovered stolen vehicles reported, as compared
to 12 recovered JUL 2010.

Southbound Operations
On 21 JUL 2011, CBP/OFO Officers and USBP Agents working OPERATION COOPERATION at
Gateway to Americas Bridge POE I, Laredo, TX, initiated a secondary inspection on a silver 2003
Nissan Altima with MX plates driven by a male Mexican National. The agents seized $574,700 USD
concealed in the driver‟s side rear panel in the trunk. Subject, currency, and the vehicle were turned
over to ICE.
Gang Activity
On 15 JUL 2011, Laredo PD Officers arrested a male subject, identified as a LATIN KING gang
member, in the 500 blk of Convent in Laredo, TX. The subject was charged with Robbery and
officers recovered a fake handgun at the scene. The subject was remanded to Webb Co Jail.
On 23 JUL 2011, USBP Laredo North Agents working at the IH-35 Checkpoint apprehended a
SURENO-13 gang member with an extensive criminal history and in the US illegally. The subject
will be processed for return back to MX.
Additional information
On 14 July, Webb Co Deputy initiated a traffic stop on a green 2000
Dodge Durango traveling southbound on IH-35, in Laredo, TX.
Subsequent search of the vehicle revealed 33 handgun magazines,
13 boxes of ammo, one suspected handgun silencer and four
semi-auto handguns. The contraband was concealed under the hood
and within the firewall of the vehicle. The male driver was arrested.
On 18 July, Webb Co Deputy located a grey 2000 Chevrolet Monte Carlo that was
reported stolen out of Laredo, TX. The case is still under investigation.

On 17 JUL 2011, Laredo PD Officers arrested three male subjects at the intersection
of Bencha St and Bob Bullock Loop in Laredo, TX. The subjects were charged with
Unlawful Carrying of Weapon, Unlawful Possession of a Weapon by Felon and
Possession of Control Substance. Officers recovered two handguns at the scene.
All three subjects were remanded to Webb Co Jail.
On 21 JUL 2011, Laredo PD Officers arrested a male subject at the intersection of
Hendricks St and Okane St in Laredo, TX. The subject was charged with
Possession of Control Substance after officers recovered 32 doses of cocaine with
a total weight of 0.03 lbs. The Subject was booked and later remanded to Webb
Co Jail.
On 19 JUL 2011, Laredo PD Officers arrested two male subjects in the 3000 blk of
Wooster St in Laredo, TX. Officers recovered 40 lbs of marijuana at the scene.
Both subjects were remanded to Webb Co. Jail.
On 18 JUL 2011, CBP/OFO Officers seized 49.5 lbs of cocaine at the Gateway to the Americas
Bridge in Laredo, TX. The cocaine was concealed within a compartment behind the rear seat of a
silver 2008 Hyundai Sonata. The female driver was arrested, the vehicle and the narcotics were
seized.

Laredo Unified Command Sector Assessment
The Laredo Unified Command had a significant decrease in marijuana seizures this
reporting period. Cocaine seizures increased for the second consecutive week.
Methamphetamine increased significantly this week with two separate seizures.
Southbound “Operation Cooperation” yielded a $574,700 USD currency seizure.
Alien apprehensions decreased significantly in overall apprehensions, Unified Command referrals
and OTMs. The largest decrease was in Guatemalan apprehensions from 76 to 38.
No stolen vehicles were reported this week and only one stolen vehicle recovered.
The largest single marijuana seizure this week was 1,373.2 lbs, seized by USBP Laredo West
Agents. CBP/OFO seized 13.1 lbs of cocaine, concealed within the intake manifold of a 2000
Dodge Dakota.
Weapon seizures increased this week, totaling six. One handgun was equipped with a suspected
silencer.

outbound operations at the Hidalgo POE with the seizure of $18,056 USD from a male
USC walking southbound into MX. The subject was released.
Edinburg PD K-9 Officer conducted a random check of out-going packages at a local mail
delivery service. Upon arrival Officer and K-9 began a free air search of packages ready to
be shipped out. K-9 alerted to a medium brown box as positive for narcotics. Officer obtain
a search warrant and opened the box. Officer found 5 lbs of marijuana in one bundle
inside the box.

Harlingen PD Special Investigations Unit (SIU) were conducting drug interdiction at a
local delivery service. A K-9 Officer conducted a free air search of suspicious
packages and positively alerted to narcotics. The packages were opened and
revealed a total of 84.55 lbs of marijuana.

La Joya PD conducted a traffic stop on a white Volvo. Officer made contact with the
female driver and received conflicting stories from the passengers. Officer observed
damp clothing on the passengers. Officer determined the passengers were in the country
illegally. USBP Agents were notified and assumed custody of four IAs, driver and
vehicle.
La Joya PD conducted a traffic stop on a white Chevrolet Cavalier. Officer made contact
with the driver and three passengers. Officer received conflicting stories from the driver
and passengers and determined the passengers were undocumented aliens. USBP
Agents were notified and took custody of the three IAs. The driver was issued a
citation for no driver‟s license.
Mission PD Officer received information in reference to possible undocumented subjects
being loaded in a green Chevrolet Suburban and traveling northbound on Conway from
the Madero area. Officer attempted to conduct a traffic stop on the vehicle. The driver
refused to stop and a pursuit ensued. The driver continued to evade arrest and made an
abrupt turn into a parking lot where he struck a moving vehicle. The driver and
approximately 15 - 20 subjects bailed out and ran into a wooded area. The Officer
notified USBP Agents who assisted in apprehending the driver and seven IAs.
Mission PD assisted USBP Agents in locating several undocumented subjects at
a local mobile home park. Officers made entry into the mobile home and located
61 undocumented subjects. The Agents assumed custody of all 61 UAs.

Rio Grande City PD Officer attempted to conduct a traffic stop on a 1996 Chevrolet
Suburban. The driver refused to stop and a short pursuit ensued. The driver and three
other subjects bailed out and absconded. Officers conducted a search of the vehicle
and located 9 undocumented aliens and 10 OTMs from El Salvador. USBP Agents
were contacted and assumed custody of all 19 subjects. The vehicle was seized.
Rio Grande City PD Officers attempted to
conduct a traffic stop on a 2004 GMC Yukon on
US-83 and Trophy St in Rio Grande City. The
vehicle refused to stop and a pursuit ensued.
The vehicle ended up by the Rio Grande
riverbank where one male subject bailed out
and jumped into the river escaping back to
Mexico. Officers discovered 346 lbs of
marijuana in 4 bundles inside the vehicle.
Officers discovered the vehicle was stolen out
of Weslaco, TX.
Mercedes PD received information in reference to two subjects that had escaped from a
residence on Minnesota Rd in Alamo, TX, where they were being detained against their
will by unknown persons. The subjects stated they were held against their will for 20
days and that the captors were demanding more money from them while they were in
captivity. Subjects reported that about 40 more illegal immigrants were still being held
against their will at the residence. Officers assisted by USBP and ICE located the
residence and debriefed the "ring leader.” Officers also checked another residence in
Edinburg and located 10 more IAs. All illegal immigrants were turned over to USBP
Agents.

Pharr PD K-9 Officer responded to

Officers with a traffic stop. The
Officer conducted a traffic stop on a
brown Lexus LS 300 on N. I Rd,
Pharr, TX. A search of the vehicle
revealed 11.02 lbs of cocaine and
a handgun. The two male USC
subjects were arrested.
Pharr PD K-9 Officer responded to assist Victoria Co SO and ATF in the execution of a
search warrant at a residence in Donna, TX. K-9 conducted an open air search of the
residence and alerted positive for narcotics. Deputies and Agents arrested one male
subject and seized 35 lbs of marijuana and a point blank interceptor ballistic vest.
Texas Parks and Wildlife Game Wardens patrolling Falcon Lake
observed a Mexican Military helicopter as it crossed into the US just
northwest of Zapata, TX, in the Chipote Cove of Falcon Lake. The
helicopter entered US airspace and flew over the area where the game
wardens were and then returned to Mexico after spending a few minutes
on the Texas-side of the lake. Officials reported the incident to the
Zapata Co SO but game wardens were unable to determine why the
Mexican military helicopter crossed the lake. Officials state that game
wardens routinely see military helicopters conducting operations on the
Mexican-side of the lake.

Four Mexican Military Humvees crossed into the US without authorization at the Donna-Rio
Bravo International Bridge. CBP Field of Operation Officers from the Donna POE confirmed that 29
soldiers including a Major, armed with FN FAL rifles, crossed the international boundary and
entered the Donna POE. Homeland Security Investigators questioned several of the soldiers who
stated that they were from the 8th Military District HQ and were previously stationed near Mexico
City prior to the border detail. They further stated that they thought they could make a U-turn before
they got to the POE, but found that they could not. Homeland Security Investigators then contacted
their Commanding General who stated he would take the appropriate action. The Mexican soldiers
were very professional, courteous and cooperative.

DPS assisted by Rio Grande City USBP Agents, USBP Air and Marine, Starr Co HIDTA, and Starr
Co SO executed a search warrant at La Prieta Ranch after receiving information from HIDTA in
reference to the ranch being used as a staging area to load vehicle with narcotics. Agents and
Deputies discovered two bunkers being used to conceal narcotics within a metal barn and seized
6,933 lbs of marijuana in 356 bundles from inside the bunkers. One subject was arrested. DPS
assumed custody of the subject, vehicle and narcotics.

Brownsville PD received a tip in reference to narcotics at a residence. Agents set up
surveillance and developed probable cause to enter the residence. At the same time,
agents conducted a traffic stop on a gray Chevrolet van that had just left the residence.
During the investigation, agents discovered 16 Ecstasy pills, 501 Roche pills, and 49
Xanax pills. Three females and two males were arrested at the residence.

The RGV Unified Command agencies were responsible for the seizure of over 33,000 lbs of marijuana.
This is a 89% increase from last week. Cocaine seizures decreased from 309.7 lbs reported last week to
26.17 lbs this week. There were no methamphetamine or heroin seizures reported this week. Currency
decreased to a total of $18,056 USD. The US Border Patrol, CBP OFO, DPS Aviation, DPS THP and CID,
Texas Rangers, Texas Parks and Wildlife, Mission PD, La Joya PD, Edinburg PD, Starr Co SO, Hidalgo
Co SO, Pharr PD, Rio Grande City PD, Brownsville PD, Mercedes PD, Palmview PD, Palmhurst PD, and
Harlingen PD contributed significantly to the narcotic seizures. Three significant seizures occurred this
week: 6,933 lbs of marijuana in a bunker, 11,803.65 lbs of marijuana from a tractor-trailer hopper, and
3,762.5 lbs of marijuana co-mingled with a load of merchandise in a tractor-trailer.
Illegal Alien apprehensions decreased for the reporting period down from 1,124 to 930 this week. The
OTM count increased from last week to a total of 581.
The Gulf Cartel and Zetas engaged in extensive firefights this past week in the cities of Matamoros,
Reynosa and Valle Hermoso, MX. The Mexican Military deployed assets to the shooting scenes and
managed to suppress the violence, but not before experiencing heavy gunfire. Two DTO members were
killed and one soldier and one civilian were injured. The cartels continue to employ blockade tactics
utilizing buses. The violent encounters are expected to continue as the Zetas attempt to gain a foothold in
the territory. Effective coordination continues between the USBP International Liaison Unit and the
Mexican Military that has resulted in the dispatch of a Mexican Army helicopter and ground units to
locations near the Rio Grande. Texas Military Forces NG Aviation deployed two helicopters to the RGV
AOR and worked in conjunction with USBP ILU and Mexican Military to locate smuggling routes and
target DTO activity.
As reported in last week‟s BOSA Assessment, a US Deputy Marshal had a bullet proof vest, wind breaker
and baseball cap (all with the US Marshal‟s insignia) stolen from his vehicle in McAllen, TX. Less than 24
hrs later, the stolen items were recovered. One subject was arrested.

Texas Syndicate 1Known gang-type apprehensions this reporting week
US Coast Guard conducted a safety inspection on a 78-ft fishing vessel outside of
Matagorda Bay. During the inspection, it was found that three of the five crew
members were illegal aliens and one was a member of the TEXAS SYNDICATE
gang. The vessel, whose home port is in Port Lavaca, TX, was issued eight citations
by the USCG.
Additional informationUS Coast Guard conducted a safety inspection on a 84-ft fishing vessel in the Gulf of
Mexico. During the inspection, it was found that one of the five crew members was an
illegal alien. The vessel, whose home port is in Palacios, TX, was issued five citations
by the USCG.
Kingsville Special Crimes and Narcotics Taskforce seized $35,840 USD concealed inside a tool box
in the bed and in a cooler in the front seat of a 2000 Ford F-350 pickup during a traffic stop. The
male driver was traveling to an unknown destination. The Task Force was working from information
supplied by DPS/CID Corpus Christi.

DPS/CID Corpus Christi working in Nueces Co seized 19.84 lbs of cocaine concealed in
the back seat of a 2006 Ford Mustang. The male driver and male passenger were
detained as part of an ongoing investigation.
Additional information
THP Kleberg Co seized 82.4 lbs of marijuana concealed in the seat and
trunk of a 1997 Pontiac Grand Prix. The male driver and male passenger
were traveling on US-77N from Edinburg, TX, to Dallas, TX.
George West PD assisted by Live Oak Co SO seized 153 lbs of marijuana concealed
inside a 1998 Chevrolet Suburban SUV. The male driver was traveling on US-287N.
The subject‟s point of origin and destination are not reported.

Coastal Bend JOIC’s Sector AssessmentMarijuana seizures increased in the Coastal Bend Sector over the last reporting period from
237.176 lbs to 483.47 lbs. There was an increase in cocaine seizures from 19.83 lbs to 49.88 lbs.
Additionally, small amounts of heroin and methamphetamine were also reported seized this week.
Two currency seizures totaling $37,071 USD was a decrease from $154,338 USD reported last
week. IA referrals and pursuits increased this period while OTM referrals, absconds and gang
related arrests decreased this period. US-77 N/S, US-59N, US-281N and
US-287N were the locations of narcotic and currency seizures.
A review of the Falfurrias Checkpoint on US-281N indicated that between 21-27 JUL 2011 there
was 16,881.84 lbs of marijuana and no cocaine seized. This is an increase from last week‟s total of
547.06 lbs of marijuana and a decrease from 253.2 lbs of cocaine seized. The Falfurrias
Checkpoint reports indicate that two tractor trailers were seized attempting to conceal marijuana
loads totaling 15,566 lbs. No commercial buses were found to conceal contraband materials at the
Falfurrias Checkpoint during this reporting period.
A review of the Sarita Checkpoint on US-77N indicated 414.2 lbs of marijuana and no cocaine
reported as seized. This was a slight decrease from last week‟s total of 475.6 lbs of marijuana and
trace amount of cocaine seized. No tractor trailer or commercial buses were found to conceal
contraband materials at the Sarita Checkpoint during this reporting period.
Tractor/trailer combinations continue to be seen in the Coastal Bend Sector smuggling very large
loads of marijuana along US-281N.

Drug Smuggling via the Gulf of Mexico
The US Coast Guard has been tracking lanchas (smallpassenger motorboats) encountered in the Gulf ofMexico. Often boats leave the Playa Baghdad, Mexico,area and make their way north into the Texas waters.Some lanchas participate in drug smuggling, aliensmuggling and/or illegal fishing.
Narcotics smuggling offload areas are typicallyobserved along the beaches of South Padre Island, aswell as Boca Chica Beach, south of the BrownsvilleShip Channel. A lancha will land on the beach, unloadthe contraband into a vehicle or bury it at adesignated location, and then retreat back to sea.Most of the loads that are seized during this type ofsmuggling operation are large loads with 1,500+ lbs ofmarijuana.
“Wash-ups” are bundles of narcotics possibly droppedoff a boat, planned or accidental, dropped from boatsvia transfer at sea, floated into shore oncurrent/waves/tide from a sunken ship, or othermethods unknown at this time. Criminals then drivealong the beach attempting to locate the bundles.

25 JUL 2011: THP Corsicana conducted a traffic stop on a 2009 Chevrolet
Malibu, bearing IN registration. A consent to search was denied and DPS K-9
was called to the scene. Following a positive alert, a probable cause search
revealed two large bundles wrapped in green cellophane, containing a total of
34 lbs of marijuana, in the trunk of the vehicle. The marijuana was
traveling from Houston, TX to an undisclosed destination.
20 JUL 2011: THP Brenham conducted a traffic stop on a
rented 2010 Chevrolet Malibu, bearing FL registration. During
initial interview, the Trooper learned that the individual who
rented the vehicle was not present. In addition, numerous
criminal indicators were observed from all three occupants. A
consent to search was given and the vehicle and subjects
were escorted to the DPS office. A total of $7,183 USD was discovered in the socks of one of the passengers. The
cash was traveling from Dallas, TX, to Del Rio, TX.

Yukon, bearing TX registration. A consent to search revealed four

total of 30 lbs of cocaine was seized as well as an additional

include Texas, Alabama, Georgia, Tennessee, Florida and Michigan. As a result of the
year-long investigation, there was a 21-count Federal Indictment charging 35
individuals with Possession and Intent to Deliver Methamphetamine and Cocaine, and
Conspiracy to Launder Monetary Instruments. The majority of the arrests were made in
Austin, while the others were either arrested in Foley, AL, or were already in custody.
The Jaimes-Maldonado Castrejon DTO has been linked to the La Familia Michoacana
Drug Cartel through the Project Delirium.

CD. JUÁREZ – On 25 JUL 2011, an armed fight between rival gangs began inside the Municipal CERESO
prison when three armed inmates took over an area of the prison reserved for prisoners who have not yet
been sentenced. Initially, the incident was reported as a breakout attempt. Seventeen inmates were killed
and two others were seriously injured. Among those killed were two inmates whom Juárez city officials
identified as USCs. Luis Adrian Estrada Pérez was being held under kidnapping charges, and Nicolas
Frias Salas, had been charged with homicide and possession of illegal weapons. The prison violence was
the first major incident inside CERESO since the beginning of the city's current administration. Federal
police officers entered CERESO to regain control, and the municipal police and the Mexican army also
responded, closing off the streets outside the prison.

The Rio Grande Valley Sector Border Intelligence Center (RGVBIC) received information regarding a gun
battle that took place in Matamoros, Tamaulipas, Mexico, across from the RGV‟s eastern corridor.
Information indicates that the gun battle was between a Transnational Criminal Organization (TCO) and
the Mexican Military. The gun battle took place on Calle Sexta and Agapito Gonzalez (approximately 3.5
miles south of B&M POE in Brownsville, TX). There were no reports of injuries or deaths.
NUEVO LEON - Mexican soldiers on patrol in the town of Benito
Juarez, Nuevo Leon, observed a suspicious vehicle that accelerated
when they were spotted. The vehicle was intercepted and the three
occupants questioned. One of the occupants was a former police
officer. The military conducted a search of the vehicle and in the trunk
they found two dead men that had signs of being tortured and had
their hands taped behind their backs.

NUEVO LEON - Police on patrol found two bodies of a man and a
woman who had been killed in the city of Montemorelos, Nuevo
Leon. Both victims were approximately 20 years of age and were left
on Ricardo Rodríguez Street, not far from a major highway. Both had
the letter Z marked on their backs and were found with a poster
signed by Los Zetas, where they also sent threats to members of the
Gulf Cartel. It appeared that both victims were brutally tortured andappeared to have been killed by blunt trauma. Neither victim has been identified. At the same time, in the
town of Allende, police found the dismembered body of an unidentified man. Authorities are not certain if
the two cases are related.

GUADALUPE – On 22 JUL 2011, two Nuevo Leon state police
officers, who were bodyguards to US Consulate General
Nace Crawford (Monterrey), were killed while off duty. The two
officers were gunned down while driving down Morones Prieto
Avenue in the Monterrey suburb of Guadalupe. The area has
been the scene of frequent drug-gang related executions and
several police killings. Officer Rolando Ábrego González, was
pronounced dead at the scene of the crime and Officer Arturo
Gerardo Zavala Ramos, later died in a nearby hospital. The US
Consulate in Monterrey suffered its first attack on 12 OCT 2008,
when unknown persons fired weapons and threw a grenade
against the front of the building. Last AUG, the US government
obligated staff to remove their minor children from the city after
an attack outside an elite private school.
INGUALA - On 20 JUL 2011, the decapitated bodies of the Regional
Ministerial Police Coordinator, Clemente Antonio Casarrubias, and the
Ministerial Police Chief, Mario Florez Zarate, were recovered along the
Iguala-Teloloapan highway (near Lomas del Coyote) in Iguala, Guerrero.
Two narco messages left at the scene:
Message one: “This will happen to all the police commanders that support
Los Caballeros Templarios because La FM (Familia Michoacana) is now in
Altamirano. Sincerely, El 28”.

Significant events in Mexico (cont) ACAPULCO - La Barredora and El Cartel Independiente de Acapulco (CIDA), the two local groups
responsible for the violence in Acapulco, are former members of the Beltran Leyva organization. CIDA is
led by Antonio Barragan "el Melon," Moises Montero “el Coreano," "el Cholo," Victor Aguirre and Eden
Parra. La Barredora is led by Heber Jair Sosa "el Cremas," Christrian Hernandez "el Cris," and Victor
Galeana "el Gordo". After Edgar Valdez Villarreal, aka "La Barbie,” and his father-in-law, Carlos
Montemayor, aka "El Charro" were arrested, the low level members broke into smaller local groups that
are at war with each other. Both groups make a living mostly from extortion, kidnappings and control of the
local drug market. They fight for control of organized crime in Acapulco, and to keep other groups out.
These two groups use of extreme violence against enemies and federal police and military personnel to
terrorize the local population. On 22 JUL 2011, two heads were hung from the Bicentenario overpass and
the bodies of victims, accused of being associates of CIDA, left on the roadway, covered in tarps by La
Barredora. Messages left at the site were addressed to leaders of CIDA, pointing to the rival La Barredora
as the perpetrators. The torsos were abandoned and the heads hung in public view of passing motorists.
On 19 JUL 2011, two other heads were hung on a pedestrian overpass with the dismembered bodies left
on the roadway below, with a similar message also left at that site.

SINALOA - On 20 JUL 2011, Mexican soldiers found a large methamphetamine lab built 11 ft below
ground in La Cruz de Elota, Sinaloa state. According to Mexico's Secretariat of National Defense
(SEDENA), the underground space was about 2,153 sq ft with a tunnel that was 5 ft wide and 115 ft long
leading to the lab from the surface. The entrance to the tunnel was concealed under a large pile of
shredded wood, similar to garden mulch. Beneath the ground, the walls and ceiling appear to be made of
cinderblock (the ceiling probably is rebar-reinforced), and two of the rooms were reportedly still under
construction. A generator provided electricity and powered three complete production lines. SEDENA
reports indicate that the structure contained two forklifts, probably for moving large quantities of
precursors and finished product into and out of the lab via the tunnel. This second subterranean meth lab
is the second found in Sinaloa. The first was discovered 28 JUN 2011 in San Antonio, MX 146 miles
northwest of this latest find. The La Cruz de Elota lab appears to be more professionally constructed,
though the lab in San Antonio had two levels, including living space and a bathroom, and was equipped
with electricity, a ventilation system and air conditioning. Both labs were found in the home territory of the
Sinaloa cartel, which specializes in methamphetamine production and smuggling, and both were found in
inland towns that are near seaports and were apparently capable of producing large volumes of meth. The
Sinaloa cartel appears to be taking great pains to increase its methamphetamine production while
improving the security and concealment of its production facilities. The ownership of the land on which the
two labs were found is unknown, but it seems unlikely that facilities of such strategic value would be built
on land not owned by the cartel running the operation.

The military announced the seizure of more than 800 tons of precursor chemicals in central Mexico, a new
record in this crucial but under-reported front of the war on drugs. On 18 JUL 2011, Mexican armed forces
raided an industrial warehouse in the central state of Queretaro, seizing a 839.5 metric tons of material
used to make methamphetamine. It was stored in more than 30,000 sacks, each weighing about 25
kilograms. This is the largest seizure of precursor chemicals in the country's history. It dwarfed the
previous record, 200 tons of chemicals seized by Mexican Marines in AUG 2010. Except for marijuana, all
major drugs require chemical inputs, either to produce synthetic drugs, like methamphetamine, or to
process naturally occurring substances (coca plants, heroin poppies) and make them ready to consume.
Meth can be made a number of different ways, but its main precursor chemicals are pseudoephedrine and
ephedrine. The most common method of meth production involves the use of phosphorus (which is red),
ephedrine or pseudoephedrine (which is white), and iodine (which is blue or violet). This form of
production originated on a small scale in the Midwest and Southern US. When US law enforcement
officials cracked down on meth in the 1980s, production of the drug moved to Mexico where it has since
taken on a much more industrial form. Now it is frequently made in large “super labs,” with more complex
chemical reactions that require giant drug-producing reactors, such as the two labs recently discovered in
Sinaloa, MX. According to the US Drug Enforcement Administration‟s (DEA) 2010 National Drug Threat
Assessment, efforts by Mexican authorities to limit the import of vast amounts of methamphetamine
precursor chemicals have failed to cut production, and merely resulted in drug trafficking organizations
using “alternative, less efficient precursors.” Currently, the DEA reports that around 80% of the US's meth
is produced in Mexico. The fact that these chemicals all have legal farming or medical uses makes it
especially difficult for authorities to crack down on their sale.
ANALYST NOTE: Mexican DTOs smuggle ephedrine and pseudoephedrine (both prohibited in Mexico)
from source areas in China and India using indirect smuggling routes that include transit through Central
Africa, Europe, and South America. In addition, packages containing ephedrine and pseudoephedrine are
commonly mislabeled as other items during transit to avoid law enforcement inspection at air and seaports
in Mexico. The recent super labs discovered in Mexico can also produce MDMA (Ecstasy) using the same

All 3 bundles were wrapped in sheets of lead in an attempt to elude X-rays and backscatter devices at the
POEs. USBP Agents at the Checkpoint on US-57NE of Eagle Pass seized 13.38 lbs of cocaine concealed
on the bodies of two female subjects under tightly wrapped ace bandages and spandex. Body carriers
are commonly associated with marijuana and currency. The total estimated street value for reported
cocaine seizures totaled $6.4 million.

Mexico: Drug-Related Violence UpdateAssessment: High levels of drug-related violence in key trafficking states reflect traffickers’ ongoing efforts to gain controlover contested trafficking operations and territory, as well as the Mexican government’s inability to simultaneously disruptthe cartels and contain the violence. The prolonged cycle of violence is due to the cartels’ suffering the rapid andunexpected loss of leaders and the remaining leaderships’ aggressive efforts to gain more market share. Violence in thefirst quarter of 2011 remains elevated and is on pace to at least match 2010’s year-end total of 15,273 deaths, mostlyconcentrated in Chihuahua, Guerrero, and Sinaloa states and in the northeastern states of Tamaulipas and Nuevo Leon.Mexico acknowledges that its anti-cartel efforts have contributed to fracturing these once cohesive trafficking groups, and itexpects on-going aggressive operations will further exacerbate inter- and intra-cartel power struggles.

Inter-Cartel Violence:Gulf vs. Los Zetas: The on-going battle between these two former partners for control of northeast Mexico’s trafficking routes has caused homicides to increase eight-fold between 2009 and 2010. In mid-April, authorities discovered mass graves in Los Zetas-controlled territory of San Fernando, Tamaulipas.
Sinaloa vs. Tijuana: The Sinaloa Cartel’s ongoing takeover of the areas formerly controlled by the Tijuana Cartel, has likely contributed to reduced levels of drug-related violence in Baja California, previously one of Mexico’s most violent states.
Intra-Cartel Violence:Beltran Leyva Organization: The death of the organizations leader in December 2009 precipitated the fracturing of this group. Subsequent leadership losses in 2010 caused even more splintering, with rival factions fighting to control key cities, such as Acapulco, Guerrero.
Cartel de Jalisco Nueva Generacion v. La Resistencia (Sinaloa Cartel subgroups): Following the July 2010 death of Sinaloa Cartel principal, Ignacio “Nacho” Coronel Villarreal, fighting emerged within a subgroup, resulting in the creation of two rival factions: La Resistencia and the Cartel Jalisco Nueva Generacion. These groups are battling each other for control over the city of Guadalajara, causing violence to spike in Jalisco state.

Chihuahua. Since the end of 2010, drug-Related murders in the state—have fallen in the
past 5 months. However, it still remains the most violent state in 2011. The Ciudad Juarez
plaza remains a focal point of the battle between the Sinaloa Cartel and the Juarez Cartel.
Sinaloa. The Sinaloa Cartel is engaged in battles for local control in the urban areas of
Culiacan and Mazatlan with its rival, the Beltan Levya Organization.
Northeast (Tamaulipas and Nuevo Leon). Violence will increase as the Gulf Cartel
and its former ally, Los Zetas fight for control of formerly shared territory. Much of this
violence is concentrated in the border areas of Tamaulipas State and around Monterrey,
Nuevo Leon State.
Guerrero. Much of the brutal violence, such as decapitations, is due to remnants of the
Beltran Leyva Organization (BLO) fighting for control particularly around the key port city
of Acapulco. The BLO suffered major leadership losses since December 2009 including its
leader and kingpin, Arturo Beltran Leyva.
