 August is good time to checkon your child’s vaccinations

Back-to-school time is fast ap-proaching and state health offi-cials are reminding parents to makesure their children have the ben-efit of being fully vaccinatedagainst an array of potentially se-rious childhood diseases. Now isthe time to check with your healthcare provider to make sure your

child is up to date on the vaccineshe or she needs to start school.

New data released by the Cen-ters for Disease Control and Pre-vention (CDC) reaffirms that thevast majority of children in Min-nesota enter kindergarten fullyvaccinated. In 2012-13, 96.1 per-cent of all kindergarteners hadreceived all of the immunizationsrequired by Minnesota’s schoolimmunization law to protect themagainst vaccine-preventable dis-eases. The percent of children whoentered kindergarten fully vacci-nated has remained steady at about96 percent since 2005, accordingto data from the CDC and the Min-nesota Department of Health(MDH).

In the 2012-13 school year, 1.6percent of students entering kin-dergarten in Minnesota were ex-empt from all vaccines. “It’s a smallgroup compared to those who are

vaccinated, but it still leaves thedoor open for a vaccine-prevent-able disease to sneak in and makea child very sick or worse,” saidKris Ehresmann, director of theInfectious Disease Epidemiology,Prevention and Control Divisionat MDH. “We’re always strivingfor 100 percent vaccination cov-

erage.”The remaining 2.3 percent of 

children were partially vaccinatedat the time schools reported com-pliance with the requirements.Some of these children likely wenton to be vaccinated after the datewhen the data were collected, orthey obtained a legal exemptionto some, but not all vaccines.

The importance of childhoodvaccines can be highlighted withthe resurgence of pertussis (whoop-ing cough). High vaccination rateswith DTaP, the pediatric vaccinethat provides pertussis protection,plays an important role in keep-ing levels of pertussis down in acommunity. This past year, over80 cases of pertussis were reportedin a small Minnesota community.The outbreak started with a youthmission trip and then movedthroughout the community and intothe schools, affecting mostly ado-

lescents. Even with this signifi-cant increase in pertussis disease,the high rates of vaccination inyoung children prevented spreadto the younger age groups.

The Minnesota Department of Natural Resources (DNR) is mov-ing forward with two projects di-rected by recent silica sand legis-lation: the silica sand trout streamsetback permit and rulemaking onthe reclamation of silica sand minesand facilities.

Several laws were passed in the2013 legislative session to addresspotential environmental and health

concerns related to silica sandmining and processing.

The DNR was directed to cre-ate a new permit for silica sandfacilities within an ecological re-gion called the Paleozoic Plateau,which encompasses the southeast-ern portion of the state where silicasand bedrock is exposed at or nearthe surface.

The area also hosts pristinewatersheds that provide criticalcold water habitat for trout. Pro-posed silica sand facilities within1 mile from designated troutstreams must now apply for a DNRtrout stream setback permit.

The rulemaking process for silicasand mining reclamation was ini-tiated July 22 with the publicationof request for comments in theState Register. The considered rulesare intended to control possibleadverse environmental effects of silica sand mining, protect natu-ral resources and encourage plan-ning of future land use.

The rules may also address otherreclamation issues that come upduring the rulemaking process.“Silica sand is an important issueto Minnesotans,” said Jess

Richards, director of DNR’s Landsand Minerals Division, “one thathas grass roots beginnings, sopublic and stakeholder involve-ment is a vital component of therulemaking process.”

DNR announces duck and goose seasonsMinnesota’s waterfowl season

will open a half-hour before sun-rise on September 21 and con-tinue for 60 days under a north,central and southern zone struc-ture with different season datesfor each zone, according to theMinnesota Department of Natu-ral Resources (DNR).

This is the same structure theDNR used for the first time lastyear. The opener is one day ear-lier than last year and the earliestsince 1945.

“Hunters had a good waterfowl

season last year,” said PaulTelander, DNR wildlife sectionchief. “We heard positive reportsso we maintained the same sea-son structure.”

The daily bag limit remains atsix ducks per day. The mallardbag limit remains at four per day,including two hen mallards. Thewood duck bag limit will remainat three per day. The only bag limitchanges from last year are the dailylimit for scaup which drops fromfour to three per day and the can-vasback limit increases from oneto two per day.

Telander said the other notablechange is possession limits haveincreased from two times the dailybag limit to three times the dailybag limit for all migratory birds.The U.S. Fish and Wildlife Ser-vice offered the increase to allstates. Telander also noted thisyear’s opening date is based on afederal framework that enablesMississippi Flyway states to opentheir season on the Saturday near-est Sept. 24 each year. Next year’sseason could open no earlier thanSept. 27.

Mallard abundance from a con-tinental spring survey, includingMinnesota, is used to determineoverall duck season length. Thisyear’s estimate was 10.4 million

mallards, which was similar to lastyear’s estimate of 10.6 millionmallards and 36 percent above thelong-term average.

Steve Cordts, DNR waterfowlspecialist, said breeding duck num-bers were good for mallards andall other duck species this yearand wetland conditions in the majorwaterfowl breeding areas were alsofavorable.

“In Minnesota, the populationindex of resident breeding mal-lards was also good, with an esti-mated 293,000 mallards in oursurvey area, Cordts said. “That’s30 percent above the long-termaverage.”

Duck harvest in Minnesota lastfall was up 19 percent from 2011,from 621,000 ducks in 2011 to749,000 ducks in 2012. Most of the increase was due to increasedharvest of blue-winged teal andwood ducks. “We’ve made somechanges with duck hunting regu-lations the past few years to in-crease harvest opportunity, par-ticularly early in the season,”Cordts said. “These changes seemto have worked as we have seenincreased harvest of early migrat-ing species like teal and woodducks.”DUCK SEASON

On theMississippi River south of Hastings, with the exception of Lake Pepin, hunters must remainwithin 100 feet of shoreline, in-cluding islands. This matches theWisconsin regulations on this por-tion of the river. Hunters shouldconsult the 2013 Waterfowl Regu-lations for additional information.

Maj. Phil Meier, DNR enforce-ment operations manager, saidthese new open water huntingopportunities will require extra

safety precautions. “Hunters shouldwear their life jackets not just havethem aboard,” Meier advised, not-ing this type of hunting involvessmall shallow boats and some of Minnesota’s largest and most wind-swept lakes. “They’ll also have tobe on the lookout for recreationalboaters, large waves from bargesand other commercial traffic andunfavorable changes in theweather. It’s a different type of hunting; it takes a different safetymindset.”GOOSE SEASONS
