Stephanie is in the process of constructing ahome on the site and would be

constructing shelter for the horses as well if the conditional use is approvedThe site is somewhat overgrown but does have ample space for horses Code

would allow for up to 4 horses based on the acreage 1 horse per 2 acresA formal site plan has not been submitted but staff did visit the site and the

expected location for the main containment is located between the home and

the southern property line

Motion by VanRossum to recommend to the Village Board approval of the

conditional use with the following conditions

1 An appropriate shelter containment area shall be provided for the horses

2 Allwaste shall be contained and disposed ofin amanner that will not create

unsightly views or objectionable odors for surrounding properties3 Maximum of 4 horses

4 The Village reserves the right to review the Conditional Use permit for

violations of the conditions of approval and rescind if necessary

6 DISCUSSIONRECOMMENDATION Staff recommendation for changes to

the Zoning Code to allow for the production of crops on residentially zoned

propertiesStaffReport

At the September 10 2014 meeting the Commission received adocument

from aproperty owner protesting the use of the adjacent property for organicfarming The issue wasreferred to staffto address and report back at the

October 8th meeting Discussion from that meeting was

o Suamico was a farming community and has placed high importance on

continuing to support that The Rural atmosphere has been stressed at

meeting after meeting Maintaining that has been amajor discussion pointas staff has worked with residents in the Comp Plan update Ofthe 298

properties that received Ag use assessment last year 146 of them are not

zoned AG or AGFP4640 total acres with1300not zoned AG or

AGFP

o The use ofraw or liquid manure was aconcern

o Allowing the larger properties will help keep weeds brush and other

unwanted vegetation at bayo Staffwas directed to bring back language for possible code changes to

allow cropping of land on residentially zoned properties

Discussion

Farms historically fai7ned would be grandfathered in and the conditions would

not applyOnce it is platted it would not be able to be fairned

Motion by Thomson to recommend changes to the zoning code to allow the

production of crops onunplatted lands zoned for residential use as presentedsecond by Ward motion carried 70
