The Awards ProcessThe prestigious Best IT Implementation Awards have completed a decade, and it gives us immense pleasure to announce the winners of this year. But before that, presented here is the awards process and an introduction to our esteemed jury this year.
IntroductionNobody can deny the relevance of IT for enabling business growth today. It has become a crucial part of every organization today. However, leveraging IT in the right manner to bring benefits to the organization is a fairly complex task requiring visionary thinking, selfless drive to innovate, a lot of passion for technology, sleepless nights, and of course fire in the belly. While the organization enjoys the benefits of technology, the IT project heads, CIOs who’re behind those implementations in the right fashion go unnoticed. They remain the unsung heroes.
To give credit where it’s due, PCQuest instituted the Best IT Implementation Awards ten years ago. They were created with the sole objective of setting up a platform for recognizing the gut-crunching efforts put up by IT heads and their teams across organizations in the country. In the first year, we received only 11 valid project nominations. Though the number was low, the nominations were from some of the most prestigious organizations in India. From thereon, there was a steady rise in the number of project nominations every year. Today, we receive 250+ IT project nominations, out of which we end up evaluating about half of them. So far, we’ve evaluated 2000+ IT projects from all types and sizes of organizations in India, be it the SME segment or large enterprises, public sector, or the Indian govt. This speaks volumes about how the Indian IT industry has grown, and not to mention the recognition of the Best IT Implementation awards as a key platform to honor the efforts of the project heads.
The Call for NominationsTo kick start this year’s awards process, we started seeking public nominations of IT implementation projects in organizations; projects that people think are worthy of winning an award. We sought the public nominations through various mediums and avenues – mailers, advertisements in the magazine and all sister publications of CyberMedia, banners on our network of CyberMedia websites, special invitation to the previous years’ participants, various SME associations, all reputed IT products and service providers, PR firms, etc. At the
end of this exercise, we received about 200 nominations this year. We were thrilled to see the variety of IT projects implemented this year, and knew it right from the outset that choosing winners this year will be a challenging task.
Short-listing of Eligible ProjectsSoon after we closed the public nominations, our team took up the task of vetting out ineligible projects. In other words, the projects that did not meet the Nomination Rules (Read: http://bit.ly/BestITrules) had to be knocked off. These included redundant or incomplete entries, projects deployed for other countries, etc. At the end of this process, about 25 projects were knocked off, and we were left with 175 projects that moved to the next round.
New CategoriesOne key criteria this time was that the project should have completed its implementation in 2012 and should have been delivering results for at least 6 months ending March 31, 2013. However, we noticed that there were quite a few interesting projects that finished implementation at the borderline of our criteria. Hence, this time, we decided to include them and evaluate them separately under a new award category of ‘Promising Projects’.
We also noticed quite a few entries on enterprise mobility related projects, and given that it is a hot area today, we decided to identify the Best Mobility Project this time.
Lastly, this time, we have also introduced a special award category to recognize companies for the overall number of IT projects and the types of projects that they’ve deployed, to recognition their IT leadership and vision. These are applicable for companies that have deployed more than one project.
Apart from these, we had our regular set of awards for Max Business Impact, Social Impact, Ingenuity, Scale, E-Gov, and of course the Overall Best IT Projects.

Socio-economic Development of Rural India through Financial InclusionThe project aims at providing easy access to affordable financial services to those who are deprived of it so far thereby bringing the unbanked and under banked villages into the formal financial stream.

Rural areas around the country needed to be served at the doorstep as they do not have access to modern banking facilities.
What was deployed
The bank has come up with a model that incorporates biometric signatures, where executives carry Point of Service (POS) devices for villagers to carry out transactions on the spot and in real time.
After deployment
Since the implementation of the project, over 1000 villages have been covered in the Financial Inclusion drive by the bank in just a couple of months. Moreover, the bank has allotted over 700 more villages to be covered under this project. Other impressive impacts of the project include statistics such as nearly 2.4 lakh new accounts have been opened within a year.

Company Scenario
The socio economic development of rural India is stalled due to the lack of sustainable Information &
communication technology channels to bring them micro financing options. Such rural areas need to be served on the doorstep as they do not have access to modern banking facilities. It was decided that technology needs to be used to reach out to rural areas where brick-and-mortar banking is not possible.
Thus, Bank of Baroda, under the initiatives taken for Financial Inclusion (FI), started looking for a cost-effective technology solution to be implemented in rural areas and amongst low income groups. For this, they wanted to partner with an IT vendor who could provide a secured smartcard based
solution that could be easily integrated with the bank’s existing core banking systems and also had provision to sup-port cash deposits/withdrawal, loan, funds transfer, mini statements, balance enquiries and other third party products such as Insurance, Pension etc.
The Deployed Solution The bank has come up with a model that incorporates biometric signatures, where executives carry Point of Service (POS) devices for villagers to carry out transactions on the spot and in real time. The bank’s implementation part-ner, HCL, provided each BC (Business Correspondents) with supporting tech-nology that provided “financial services in a box” – a small point-of-sale terminal that included smartcard read/write
capability, biometric customer authenti-cation, a printer, and a speaker. These work through using GRPS technology. Also, mobile vans which are connected to the banking system through CDMA technology service selected villages, where citizens can perform any online banking through the hardware hooked

Before deploymentThe PAOs(Pay and Accounts Offices) of the department of expenditure (ministry of finance) were having a tough time trying to integrate data collected from multiple standalone sources. This affected the speed in making decisions and policy changes because not enough information was available for analysis.
What was deployedA payment gateway was set up that would act as middleware between the CBS of banks and the accounting core application used by the PAOs. Security was addressed using digital signatures and hardware tokens. The whole system was designed to be efficient and process online payments smoothly across a large number of users.
After deploymentA lot of time and efforts that had to be spent in the manual cheque-based mode of payment are now eliminated. The payment cycle itself has reduced in terms of the average number of days and crores of Rupees are saved by doing away with paper cheques. SMS alerts are generated for banks when PAOs submit e-payment advices on GePG and SMS alerts are sent to beneficiaries when credit information is uploaded by accredited banks.

The earlier processes of making payments were not completely integrated –payment and report-
ing systems were separate. They had complex validation requirements and multiple control points. There was multiplicity of data entry – scrolls, put through, etc. As a result, there was limited data available which could have been used for analysis. The reporting systems were rigid. Because of the decentralized information/database, the required information had to be called for from field databases. This impacted the completeness and transparency of the accounting process as a whole and also gave rise to standalone ap-plications, complicating maintenance issues.
The ImplementationGePG is a key enabler to the success-ful delivery of payment services from Pay and Accounts Offices (PAOs) of
the government for online payment transactions. The GePG serves as middleware between the COMPACT application at PAOs and the Core Banking Solution (CBS) of the banks that process the payments on behalf of the RBI. COMPACT is the core application at the PAOs. It automates payment and receipts systems as well as accounting processes.
The ImpactSignificant benefits have been achieved with the introduction of e-payments. Primary among them are as follows:1. Savings in time and efforts due to
online fund transfers using digitally signed unique e-authorization IDs.
2. Secured mode of payment. The digital signature-based payment system is security compliant.
3. Transparency in payment proce-dures. It is a tool for good gover-nance and reduction of corruption. 4. Elimination of physical cheques
and their manual processing. It helps environmental protection by eliminating paper-based physical payment instruments and scrolls.
