BACKGROUND
The event started as a Lions Club fundraiser in 2011 Still in its early stages this event has slowly become the destination of choice for families looking for a local Labour Day long weekend attraction in Brampton
In 2013 the Event helped raise $10000 for the Peel Memorial Hospital Foundation
On June 26 2014 the City of Brampton received a letter of request from the Chinguacousy Lions Club related to the 4th Annual WingFest Event (see Appendix 1)
City staff met with WingFest organizer Jerome Dawson to review the Event requirements and the Citys Event Grant approval process

The Grant request is related to the waiver of fees for the use of municipal assets and related labour costs The impact is as follows
1 $1482790 Waiver of Fees This in-kind contribution will impact the City of Brampton in the form of unrealized revenue in the 2014 budget
A copy of the 2013 and 2014 Event Budget Statements is attached to the letter of request dated June 26 2014
Governance
Chinguacousy Lions Club is the event owner manager and promoter and is responsible for every aspect of the event including but not limited to its promotion marketing audience development sponsorship program vendor relationship management planning organization implementation and delivery Participating vendors shall be required to operate in Chinguacousy Park during the hours of operation Vendors shall sign an agreement including a requirement to provide a certificate of liability insurance
The municipal Grant shall be governed and administered by an Agreement Staff has recommended in this report that Council authorize the Mayor and City Clerk to sign an Agreement between the City of Brampton and the Chinguacousy Lions Club non-profit service club that outlines the respective obligations of each party terms and conditions related to the event in Brampton
Prior to executing the Agreement by the Mayor and Clerk its content shall be satisfactory to the Chief Operating Officer The legal form of this Agreement shall be satisfactory to the City Solicitor
Communication
The designated contact for the purpose of developing and implementing a communication and marketing plan including media enquiries is the Chingacousy
Lions Club
For media enquiries related to the Citys support of the Event the designated contact is the Media Communications Section City of Brampton
The Citys designated contact in relation to the administration of the Agreement between the Chinguacousy Lions Club and the City is the Director Strategic and Enterprise Services and the Manager of the Festivals and Special Events Office Chingacousy Lions Club representatives shall be in attendance at the Council meeting of August 62014 to announce the Event

In conclusion this report provided City Council with information and recommendations related to the 4th Annual Chinguacousy Lions Club WingFest on August 29th amp30th 2014
In its first years in Brampton the WingFest Event generated a positive acceptance and served to help raise awareness of the need for a new downtown hospital along with supporting a strong vibrant and engaged multi-cultural community this event continues to grow in association with other City supported events such as the Rotary Rib n Roll it has the potential to become a major summer event further benefiting the local and regional economies
In its fourth year the event will feature local restaurants such as Turtle Jacks Muskoka
Grill Spot 1 Catering and Oscars Roadhouse all well known for their delicious wings they will be serving tasty honey garlic bbq jerk and hot amp spicy chicken wings for the prestigious designation of having Bramptons Best Wings
Proceeds from this years WingFest will once again be donated to the redevelopment of the former Peel Memorial Hospital grounds into the new Peel Memorial Centre for Integrated Health amp Wellness

For many years the Chinguacousy Lions have been strong supporters of our local Brampton Civic Hospital and have engaged in another opportunity to partner with city businesses and the community in the redevelopment of the former Peel Memorial Hospital grounds into the new Peel Memorial Centre for Integrated Health amp Wellness
The Chinguacousy Lions is proud to host Bramptons 4th Annual Wingfest for which we are seeking your financial support Your support is essential to ensuring that this community affair becomes a signature event to raise funds which will provide Bramptonians with more health care options preventative medicine to keep healthy and to provide quality treatment using advancements in medicine
In 2011 Brampton Wingfest held its 1st festival and was able to attract over 2300 people in 2012 nearly 5800 people and in 2013 approximately 5000 Bad weather kept most people away but still a strong showing of support However we expect record crowds this year
The 4th Annual Brampton Wingfest is scheduled to be held at Chinguacousy Park on Friday August 29th (4pm shy11pm) and Saturday August 30th 2014 (12 noon - 11pm)
Brampton Wingfest is more than just raising funds for charitable purposes its all about supporting a strong vibrant and engaged community Brampton Wingfest provides for free a few vendor sites to agencies that support our beliefs We have provided space for health care advocates Visual Arts Brampton the Rotary Club of Brampton the Brampton Beast hockey team and the Brampton As basketball team
I2-2- Funds raised will not only contribute to the development of a new downtown hospital but to the vitality of the downtown It will also support the goals of the Flower City strategy to promote economic prosperity within the City and help foster a strong sense of community
The objective of Brampton Wingfest is to generate a tourist attraction for the City and to create an economic development opportunity for Brampton businesses The Brampton Wingfest is listed in the Ontario Festival and Events Guide for 2014 as well as local and regional publications along with other special event publications and newspapers Our goal is to attract local residents to a great Labour Day event but also those that live outside of Bramptons borders We want to attract people to come and enjoy a unique event such as the Brampton Wingfest and to see what the City of Brampton has to offer
Local restaurants food vendors and small entrepreneurs are able to promote their businesses at this highly visible multicultural event to local residents and out of town visitors
Brampton Wingfest objectives are bull To raise funds for charitable purposes bull To promote local businesses bull To provide sponsorship opportunities for companies bull To increase the number of tourists in attendance and to extend the tourism season
bull To promote the Citys ethnic diversity bull To be a City to live work and play bull To bmore
All proceeds from the Wingfest 2014 are placed in a separate account and earmarked for future festival funding and support for the new downtown hospital Last year the Brampton Wingfest - Chinguacousy Lions donated $10k dollars to the hospital foundation Unaudited financial statements are attached
Brampton Wingfest organizers are kindly requesting to be identified as a Municipally Significant Event and to receive in-kind support of equipment and services which include
Equipment (fencing picnic tables folding chairs amp tables and tents) Portable washrooms and hand wash stations
Staff for set up operations dismantling and clean up Staging (metal one-part) folding chairs amp tables Garbage receptacles Costs associated with park permit fees and overnight security services
The request of In-Kind contribution totals $1482790 (as per outdoor Sport FacilityRental Agreement)

Local restaurants food vendors and small entrepreneurs are able to promote their businesses at this highly visible multicultural event to local residents and out of town visitors

Equipment (fencing picnic tables folding chairs amp tables and tents) Portable washrooms and hand wash stations
Staff for set up operations dismantling and clean up Staging (metal one-part) folding chairs amp tables Garbage receptacles Costs associated with park permit fees and overnight security services
The request of In-Kind contribution totals $1482790 (as per outdoor Sport FacilityRental Agreement)

Using the Tourism Regional Economic Impact Model (TREIM) the economic impact is a potential $14 million dollars into the local community
Financial and Budget Analysis
The Grant request is related to the waiver of fees for the use of municipal assets and related labour costs The impact is as follows
1 $1482790 Waiver of Fees This in-kind contribution will impact the City of Brampton in the form of unrealized revenue in the 2014 budget
A copy of the 2013 and 2014 Event Budget Statements is attached to the letter of request dated June 26 2014
Governance
Chinguacousy Lions Club is the event owner manager and promoter and is responsible for every aspect of the event including but not limited to its promotion marketing audience development sponsorship program vendor relationship management planning organization implementation and delivery Participating vendors shall be required to operate in Chinguacousy Park during the hours of operation Vendors shall sign an agreement including a requirement to provide a certificate of liability insurance
The municipal Grant shall be governed and administered by an Agreement Staff has recommended in this report that Council authorize the Mayor and City Clerk to sign an Agreement between the City of Brampton and the Chinguacousy Lions Club non-profit service club that outlines the respective obligations of each party terms and conditions related to the event in Brampton
Prior to executing the Agreement by the Mayor and Clerk its content shall be satisfactory to the Chief Operating Officer The legal form of this Agreement shall be satisfactory to the City Solicitor
Communication
The designated contact for the purpose of developing and implementing a communication and marketing plan including media enquiries is the Chingacousy

Brampton Wingfest is more than just raising funds for charitable purposes its all about supporting a strong vibrant and engaged community Brampton Wingfest provides for free a few vendor sites to agencies that support our beliefs We have provided space for health care advocates Visual Arts Brampton the Rotary Club of Brampton the Brampton Beast hockey team and the Brampton As basketball team

The objective of Brampton Wingfest is to generate a tourist attraction for the City and to create an economic development opportunity for Brampton businesses The Brampton Wingfest is listed in the Ontario Festival and Events Guide for 2014 as well as local and regional publications along with other special event publications and newspapers Our goal is to attract local residents to a great Labour Day event but also those that live outside of Bramptons borders We want to attract people to come and enjoy a unique event such as the Brampton Wingfest and to see what the City of Brampton has to offer
Local restaurants food vendors and small entrepreneurs are able to promote their businesses at this highly visible multicultural event to local residents and out of town visitors
Brampton Wingfest objectives are bull To raise funds for charitable purposes bull To promote local businesses bull To provide sponsorship opportunities for companies bull To increase the number of tourists in attendance and to extend the tourism season

Equipment (fencing picnic tables folding chairs amp tables and tents) Portable washrooms and hand wash stations
Staff for set up operations dismantling and clean up Staging (metal one-part) folding chairs amp tables Garbage receptacles Costs associated with park permit fees and overnight security services
