    A conclusion of the Doha @ound negotiations, consistent .ith thedevelopmental mandate agreed at Doha in ##$, could provide a basis

    for improving the development prospects of the .orldFs poorestcountries, many of .hich are African9 Correcting the profound imbalancesin agricultural trade is a central element of this ob?ective, but it alsoreEuires e;panding real mar'et access for industrial products of e;portinterest to developing countries, as .ell as the policy space to supportand implement industrial policies9 Special and dierential treatment in

    favour of developing and least8developed countries must underpin theDoha @ound negotiations and be operationalised eectively9 >t is alsoimportant to ensure that any benets from the @ound are shared evenly,and that should African countries bear costs, mechanisms are put inplace to cushion those9
