ORO urges Police tolaunch online FIR registration

Congress insistent ona ll-par ty meet on Mullaperiyar Dam

THIRUVANTHPURAM:Congress Kerala state unittoday maintained that an all-party meet should be calledto discuss the matter on theMullaperiyar dam issue, aday after Kerala Chief Min-ister, Pinarayi Vijayan re-jected the opposition UDF'sdemand to convene an all-party meeting.

KPCC President VM Sudheeran said the ChiefMinister was still continuingto take a stand that wouldharm the interest of the stateon the issue of the dam,

which is a bone of conten-tion between Kerala andTamil Nadu.

"The new issue isthat CM has deviated fromthe essence of the resolutionspassed by the state assem-bly on the matter," he said,referring to Vijayan's remarkthat there was no need foran all-party meeting as therewas no new development onthe matter.

Sudheeran in astatement here said an all-party meeting has be con-vened to make Kerala's stand

clear on the subject.Vijayan had yester-

day stated that there was nochange in Kerala's stand thata new dam was the need ofthe hour. But that cannot beachieved without the supportfrom Tamil Nadu and theCentre's consent.

While Tamil Nadubelieved the dam was strong,Kerala's argument was thatthe century-old dam was in adilapidated state and weak, hesaid."Both Tamil Nadu and theSupreme Court have notagreed to our argument. Thatis why we want an Interna-tionally acclaimed panel of ex-perts to study the dam'sstrength," he had said.

UDF had sought anall-party meeting to discussthe Mullaperiyar issue in viewof the 'confusion' over theCM's remarks over the safetyof the dam during his recentNew Delhi visit.

As per report theBus went off the road whilegiving way to a STS bus, com-

ing from opposite direction.Unconfirmed report says thatthe driver had already told allthe passengers just five min-utes back that the bus hassuffered a brake fail.

Reports say that onepassenger suffered serious in-juries in both legs while the

conductor suffered injury inone leg.

People presentnearby and those who werecrossing later helped all pas-sengers to come out of thebus. The Police Team laterreached the spot. Further in-juries are on.

SC, govt can' t agreeon HC judge selection norms

NEW DELHI: The SupremeCourt and the governmenthaven't been able to findcommon ground on a proposalby the latter for wider con-sultations on the selection ofhigh court judges, among vari-ous other issues.

The government hadsuggested in the revisedmemorandum of procedure(MoP) that a high court chiefjustice consult all judges of

the court along with the ad-vocate general of the stateand the attorney general be-fore recommending names.

SC directs Bar Council to keepadvocate-on-record out of its verification drive

NEW DELHI: The SupremeCourt on Friday directed the BarCouncil of India to keep topcourts' advocate-on-record(AOR) out of its verifica-tion drive to examine certificatesand credentials of around 17lakh lawyers across the coun-try.

A lawyer can be regis-tered as an advocate-on-recordif he or she qualifies the exami-nation conducted by the Su-preme Court. As per rules, nolawyer other than an advocate-on-record is entitled to file anappearance or act for a litigantin the apex court. The BCI haslaunched the verification driveamidst the allegation that thereare many people practising lawin courts across the countrywithout having a valid law de-gree.

Appearing before a

bench of Justices P C Ghose andAmitava Roy, senior advocateAmrendra Sharan, appearing forthe association said that AORshould not be forced to submittheir certificate before the BCIlike other lawyers as they wereregistered only after cracking theexams conducted by the Su-preme Court itself.

He told the bench thatdesignated senior advocatesand AOR were earlier exemptedfrom verification process but thecouncil amended the rule ille-gally in December last year andbrought AOR in the category ofcommon lawyer by doing awaywith the exemption.

Prima facie satisfiedwith Sharan's plea, the benchagreed to examine whether theamendment brought by the BCIwas in conformity with the lawor not. Meanwhile, it directed

the council to exempt AOR fromits verification drive.

The council had lastyear framed rules to undertakeverification process to weed outfake advocates among 17 lakhlawyers practising in the coun-try. The process involves verifi-cation of all the academic certifi-cates of advocates and they wereasked to submit their certificatesto the BCI and state bar coun-cils.

Emphasising the needfor verification of lawyers' certifi-cate, BCI chairman Manan KumarMishra had said that over 30%lawyers have fake degrees. BCICertificate and Place of Practice(Verification) Rules 2015 makesit mandatory for all lawyers to re-register in a new format wherethey have to compulsorily sub-mit all their certificates startingclass X board results.

Bombay high court dismissesPurohit’s bail plea, asks him to move trial court

MUMBAI: The Bombay highcourt on Thursday dismissed anappeal filed by Lt Col ShrikantPurohit , one of the main ac-cused in the 2008 Malegaonblast case, against the trialcourt's order refusing him bail.

A division bench,headed by Justice Naresh Patil,asked Purohit to approach thetrial court with a fresh bail plea.The trial court should hear it ex-peditiously, if possible within sixweeks, the bench said.

The judges also askedthe lower court to consider thesupplementary chargesheetfiled by National InvestigationAgency where it has dropped

the charges under stringentMaharashtra Control of Orga-nized Crime Act (MCOCA).

The "new material" inthe supplementary chargesheetshould be taken into account bythe trial court while hearing thebail plea, the HC said.

Purohit had arguedthat he was in jail for more thanseven years and as NIA hadconcluded the investigation, heshould be set free on bail.

The trial court hasconsistently refused bail toPurohit since 2010. His last bailplea was rejected in October lastyear, following which he movedthe High Court.

Among other things,Purohit's appeal claimed that thetrial court should have appreci-ated the fact that he has "an out-standing meritorious record andthat he risked his life to fightagainst terrorism across thecountry."He had been framed, itsaid.On May 13, NIA filed asupplementary chargesheet giv-ing a clean chit to six accused,including Sadhvi Pragya SinghThakur. It also said MaharashtraControl of Organised Crime Actwas not applicable in the case.

Six people were killed ina blast at Malegaon, a Muslim-major ity town in northMaharashtra, in September 2008.

80-year-old man starts Rs 4lakh Monthly Income Scheme for poor

KOLKATA: An 80-plus-year-old man cement dealer inChapra has opened a Rs 4 lakhMonthly Income Scheme (MIS)for as many as 200 poor peoplewho come to his shop beggingfor alms.ikhil Saha used to givethem small change everyday for6 years and after his wife's sug-gestion, he started giving thema consolidated amount at theend of the week.Soon, the oc-togenarian started mainting aledger book and started givingall the 200 people who came tohim, Rs 10 at the end of the

month.Still, Saha soon startedto worry and wondered whatwould happen to the poorpeople - who now rely on him- when he dies.

That 's when hedecidde to start an MIS forthem. He also wants to set upa committee consisting thatwill manage the funds and dis-tr ibute money to the 200people after his death.

To make it easy toidentify them, Saha has alsomade photo IDs for all 200people.

P P Thankachansends legal notice to Jomon

PuthenpurakkalTHIRUVANANTHAPURAM:UDF convenor P PThankachan has sent legalnotice seeking Rs 1 crore toactivist Jomon Puthenpurakal,who raised allegation that thesenior Congress leader wasinvolved in the controversialJisha murder case.

In a press statement,Thankachan said that therewasn't an iota of truth in thestatement of Puthenpurakkaland it was meant to tarnishhis image through social me-dia.

He askedPuthenpurakkal to retract hisstatement. Thankachan saidthat Puthenpurakkal will haveto face civil and cr iminalcases, if he failed to retractstatement and issue an apol-ogy.

Last month,Puthenpurakkal had submitteda petition to chief minister

Pinarayi Vijayan alleging thata senior Congress leader wasinvolved in the murder ofJisha. He, however, did notname Thankachan in the pe-tition. Later, Thankachan'sname surfaced in social me-dia. Puthenpurakkal had al-leged that Jisha's mother wasa domestic help at the Con-gress leader's house for 20years, which was denied byThankachan. Jisha's motherRajeshwari too denied the al-legation of Puthenpurakkalas baseless.

Meanwhile, Jisha'sfather Pappu has filed a pe-ti t ion to chief ministerPinarayi Vijayan seeking ac-tion against the police offi-cials who initially inquiredthe case.

Dalit law studentsJisha was murdered at herhouse in April 28. Police isyet to find the culprit.

West Bengal CM Mamata Banerjeereadies plan to enter Left bastion of Tripura

KOLKATA: With West Bengalfirmly in her grip, MamataBanerjee's Trinamool Congresswill now go the whole hog to tryand wrest Tripura from the rul-ing Communist party. At present,it is taking every possible effortto displace the Opposition Con-gress as the main alternative. Ap-parently, Didi's party is now plan-ning to go national, at least inher sole aim of making the Leftirrelevant in national politics.

Even though,Trinamool Congress succeededin opening its account in northeast states like Tripura andManipur, her targets have beenthe states where communists stillhave considerable presence.

With her attempts toforay into Tripura, one of the twored bastions in the country, TMCleaders are not ruling out possi-bility of making efforts to makean inroad into Kerala.

Speaking to ET, TMC'snational vice president MukulRoy said, "We are determined tooust the CPM government from

Tripura in 2018 assembly election.Our party supremo would be ad-dressing a couple of public meet-ings in the state on June 14th and15th." Meanwhile, Mamata'spointsman, Roy has managed tohave six defections from the Con-gress, the principal Oppositionin Tripura, to the TrinamoolCongress.Explaining Trinamool'spolitical expansion to the North-East, Roy said, "In Tripura, soilis ready. There is enough anti-incumbency and people do notnow see Congress as an alterna-tive. So, people are now lookingup to Mamata Banerjee andTrimaool would soon grow there.2018 assembly election is crucialfor us. And we are sure to gaingrounds in Tripura. Tripura has 60 seats ofwhich 50 are with CPM's ManikSarkar, the chief minister of thestate while Congress won in 10seats. Sarkar is now continuing

with his fifth consecutive term.A couple of days back, six ofthe 10 Congress MLAs de-fected to Trinamool Con-gress.

S i g n i f i c a n t l y,Trinamool Congress per-formed well in the ManipurAssembly Election in 2012,grabbing 7 seats. Speakingabout party's position inManipur, Roy said that TMCdid well in Manipur in lastelection and it would makethings better in the north-east-ern state.

The green partyfrom Bengal tried to make in-road in Kerala too. Banerjeebefore election said that shewould travel to the southernstate and expose the CPM-Congress who had an alliancein Bengal and were fightingeach other in Kerala. However,Mamata's plans for Kerala didnot take off this time. "We willenter Kerala soon. But now weare focusing on Tripura now,"added Rory.

Centre to invest Rs 75,000crore to augment road infrastructure in UP

NEW DELHI: The Centre will in-vest about Rs 75,000 crore in aug-menting highway infrastructurein Uttar Pradesh over the nexttwo years.

"Ministry of road trans-port and highways through Na-tional Highways Authority ofIndia and State Public WorksDepartment shall invest approxi-mately an amount of Rs 74,794crore in the state in next twoyears," road transport and high-ways ministry said in a statement.

There are 60 nationalhighways with a total length of8,483km in Uttar Pradesh, out ofwhich 4,529km are with NHAI and3,143km with the state PWD;

while no objection certificate isawaited for 10 highways totalling811km.Eight major projects worthRs 6,218 crore having a length of865km were completed in thestate in the last two years."Thirtyone major projects are ongoingwith a total length of 2,156km withtotal project cost (TPC) of Rs19,436 crore. Twenty four majorprojects were awarded during2014-15 and 2015-16, with a totallength of 1,293km and TPC of Rs16,949 crore," the statement said.

It said 15 projects arelikely to be awarded in the next12 months with a length of 840kmwith TPC of Rs 6,790 crore.

Besides 1,400km of na-

tional highways are underDPR (detailed project report)stage and civil constructionwork is likely to be awarded inthe next two years for aboutRs 14,000 crore.

"Under CRF (centralroad fund) and schemes a to-tal number of 79 Projects havebeen sanctioned amounting toRs 3,035 crore during 2015-16and 2016-17 ... Thirty five na-tional highways with 2,591kmlength have been approvedin-principle. MORTH shall in-vest an amount of about Rs25,910 crore to develop thesenational highways," the state-ment said.

India has maintainedthat UNMOGIP has outlived itsutility and is irrelevant after theSimla Agreement and the con-sequent establishment of theLine of Control (LoC).

With a military careerin the Swedish Army beginning

in 1978, Major General Lodinmost recently held the positionof Director of Procurementand Logistics for the SwedishArmed Forces.

Previous to this, hewas the Deputy Director of theNational Armaments for Swe-den and Deputy Chief of Staffat the Swedish Armed Forces.

According to the Se-curity Council mandate givenin Resolution 307 of 1971,UNMOGIP observes and re-ports on ceasefire violationsalong and across the Line ofControl and the workingboundary between the nuclear-armed South Asian neighboursin Jammu and Kashmir, as wellas reports developments thatcould lead to ceasefireviolations.As of March 31 thisyear, UNMOGIP has 44 mili-tary observers, 25 internationalcivilian personnel and 47 localcivilian staff.The observer group is financedby the United Nations regularbudget and appropriations forbiennium 2014 — 2015 are19.64 million dollars.

Bombay high court verdict onwomen’s entry in Haji Ali on June 28

MUMBAI: The Bombayhigh court on Thursday saidit would pronounce on June28 its verdict on a petitionfiled by a women's groupchallenging ban on entry ofwomen inside the sanctumsanctorum of Haji Ali dargahin the city.

A division bench ofjustices VM Kanade andRevati Mohite-Dhere askedthe petitioner and trust offi-cials to submit orders, if any,passed by the SupremeCourt and the Bombay highcourt in similar places, in-cluding Sabrimala andShanisingnapur temples,where entry of woman hadbeen banned.

The bench said itwould study the cases andpass an order accordingly.

The court has re-served its judgment on theplea filed by two women,Zakia Soman and NoorjehanNiaz, challenging the ban onwomen's entry in the sanc-tum sanctorum of the dargah.The PIL states that genderjustice is inherent in Quranand the decision contra-venes the Hadith, whichproves that there is no pro-hibition on women visitinggraves.

The Maharashtragovernment has told thecourt that women should bebarred from entering the in-

ner sanctorum of Haji Alidargah only if it is so en-shrined in the Quran.

The ban on women'sentry cannot be justified if itis on the basis of an expert'sinterpretation of the Quran,the then Maharashtra advo-cate general Shrihari Aneyhad argued. On whether thecourt can interfere in the cus-toms and traditions of a reli-gion, Aney had said, "If thereligion (Islam) is going to fallif women are allowed entry,then the ban should prevailover fundamental rights."

The dargah trust haddefended its stand saying thatit is referred in Quran that al-lowing women close proxim-ity to the dargah of a malesaint is a grievous sin.

Advocate ShoaibMemon had said, "Womenare not allowed insidemosques in Saudi Arabia.They are given a separateplace to pray. We (trust) havenot barred women. It is sim-ply regulated for their safety.The trust not only administersthe Dargah but also managesthe affairs of religion."

Gulbarg Case: Sentencing of24 convicts scheduled for Monday

AHMEDABAD: The spe-cial SIT court hearing the2002 Gulbarg Society mas-sacre is expected on Mon-day to fix the date for pro-nouncing the quantum of pun-ishment for 24 convicted inconnection with the killing of69 people including formerCongress MP Ehsan Jafri.

After arguments onthe quantum of sentencecame to an end with the fi-nal submission by prosecu-tion today, the special SITcourt Judge P B Desai ad-journed the hearing to June13, when he is expected tofix the date for handing outthe quantum ofpunishment.During argu-ments, special public pros-ecutor and SIT counsel R CKodekar submitted variousGovernment Resolutions re-garding the compensation tobe given to the survivors andrelatives of vict ims ofGulbarg.However, the courtwas not fully convinced withthe submissions and said thatthere exists no straightjacket formula to decideabout the compensation insuch cases.

"Compensation towhom ? on what basis? towhat extent ? It's not assimple as you are demand-ing. How long we will dragthis case ?" asked the judge.

Demanding harsherpunishment, Kodekar toldthe court that the case fallsin the category of "rarest ofrare" and the quantum ofpunishment should serve asa message to the society thatsuch acts will not be toler-ated.

Earlier on Monday,prosecution had soughtdeath penalty for all the 24people convicted for thegruesome killings. The de-fence lawyers had howeversought lenient punishmentfor the guilty.

Today, the prosecu-tion was given a chance tocounter arguments put up bythe defence counsel.

To emphasise hisview about giving stricterpunishment, Kodekar toldthe court that those involvedin the ghastly act of killingthe residents of Gulbergwere either known to themor their neighbours, not ter-

Yakub Memon,Afzal Guru and Kasab wereeither terrorists or supportersof an alien country's notions.In this case, I can say that'Bhai ne bhai ko mara'(brother killed his brother).They were friends andneighbours of the victims,"said Kodekar.

Though the court hadalready ruled out the con-spiracy angle in its earlierjudgement, Kodekar main-tained that the convicts haddecided to kill the minoritycommunity residents ofGulbarg "from the very firstmoment".

"Witnesses said thatthe mob were chanting twoslogans "Jai Shri Ram and"Kill Muslims". They sur-rounded the society from allsides. It shows that they havealready made up their mindsto kill Muslims" submittedKodekar, who urged the courtto award punishment of lifeuntil death, if not the capitalpunishment, to the convicts.
