After its rout in Delhi inthe last Lok Sabha elec-tions, the party was notonly hit by a series ofdesertions of leaders likeShazia Ilmi but questionswere raised within theparty from senior leaderslike Yogendra Yadav.Despite the odds, the AAPchief sailed through theturbulence and rebuilt theparty.

The party first decided tofocus on Delhi and notcontest upcoming Haryanaand Maharashtra elections,despite opposition fromsenior party leaders and

workers from the twostates.

Restructuring the organi-

sation and also involvingits MLAs and other work-ers in party work, the partyformed various frontalorganisations like AAP'syouth, student's andwomen wings, ST cell,Grameen Morcha, traderscell to tap and connect withvoters.

It also decided to workon assembly seats where ithad lost by a narrow mar-gin in the last assemblyelection and regions like

Outer Delhi where it hadfared badly.

After the Delhi

Assembly was dissolved,the party came up with anelaborate plan and chalkedout a well-crafted cam-paign strategy withKejriwal himself leadingfrom the front.

Party sources say thatsince December last year,Kejriwal addressed morethan 110 rallies.

The AAP chief pickedthe right issues at the righttime, especially the issueof electricity and water and

inflation.In Parliament, party MPs

regularly raised issuesrelated to the national cap-ital. Before the Assemblywas dissolved, AAPensured that none of itslegislators defected.Having learnt its lessonsfrom the Lok Sabha deba-cle, AAP worked hard toshed the tag of a "dharna"party" and reinvent itselfand come up with a "posi-tive" agenda.

It came up with DelhiDialouge, through which itconnected with people ofdifferent stratas of society.It initially came up withYouth Dialouge in whichKejriwal promised a freewi-fi in the city.

"The response was over-whelming, so we decidedto do more Delhi Dialougeon women, in which wetouched the aspect of secu-rity of women andinstalling CCTV cameras.This was backed by a well-planned print and radio adcampaigns," said a partyleader associated withDelhi Dialouge. It had sim-ilar dialougues on health,electricity and water.

The social networkingteam was also played amajor role in spreading theparty's agenda.

"Over 6 million peopleconnected with us onFacebook during ouronline campaign," saidAbhinav Buddhiraja, whois a part of AAP's socialnetworking team.

On the candidates front,barring a few, the partyreplaced almost all its for-mer MLAs, and gavechance to new faces. Manyof them were from withinthe organisation, especial-ly, the frontal organisation.It did not hesitate to givetickets to people who shift-ed their allegiance to AAP.Of the 67 MLAs AAP has,six MLAs are formerlyfrom BJP while some fromother parties.

The party's campaigncommittee gave regularfeedback to its volunteersabout the campaign work.

To back the campaignwith finances, the partyundertook innovative and aseries of funding cam-paigns like "Dinner withKejriwal" and "Selfieswith Kejriwal".

"Can`t say if his (Modi`s)popularity has waned, but themyth of invincibility has sud-denly been shattered. The ideaof a juggernaut that would roll

By political possibilities,Yadav said, "the completesense of invincibility (aroundModi) has been removed.

Now I suspect that BJP lead-ers would be able to say a fewthings to the BJP, and the kindof pressure on the mediawould be relaxed a bit".

ernment having virtually noopposition in the assembly, heacknowledged that there wasthe "danger of hubris" (exces-sive pride or self-confidence).

"I am shattered by the disappoint-ing performance of the party. I couldnot gauge the mood of the people,"AICC in- charge for Delhi P CChacko said in his missive toCongress President Sonia Gandhiand Vice President Rahul Gandhi ashe offered his resignation owningmoral responsibility.

He also said that he was ready forany sacrifice to rebuild the party"even without any post" under theirleadership.

Halting the Narendra Modi jugger-naut in its tracks, the Aam AadmiParty (AAP) today scored a landslidevictory by winning as many as 67 ofthe 70 seats leaving BJP with onlythree and completely decimatingCongress which drew a blank.

Congress lost the eight seats it hadwon last time. These were the seats, itwas winning for last three elections.

The party did not have any greathopes from these elections but didnot imagine that it would score aduck. "This is a big embarrassment, abig shock. The results are far belowour expectations. Congress lost deposit in most of theseats and its veterans were pushed tothird position with the contest largelyremaining a bi-polar one betweenAAP and BJP.

What has been a major concern forCongress is that its vote percentageshowed a constant decline fromaround 24 per cent in 2013 Assemblypolls and around 15 per cent in 2014Lok Sabha polls to nearly 10 per centthis time, a senior AICC functionarysaid.

The leader said that with this result,there will be great difficulty inrebuilding the party and it should alsobrace for the eventuality of someleaders deserting it.

The pre-vious 49-day Aam AadmiParty government hadresigned over the failure tointroduce the anti-graft JanLokpal bill. The party haswon 67 of the 70 seats in theDelhi assembly. "Lokpaland Swaraj (self-rule) are asimportant as electricity andwater," a senior AAP leadersaid.

He, however, did not givean outline of the bills.

Besides, fulfilling theirother promises like building20 new colleges, two lakhpublic toilets and 47 fast-track courts and providingWiFi across Delhi will notbe easy since the land own-ing agency comes under thecentral government. On theissue of slashing powerrates, the party will treadcautiously and take a deci-sion only after analyzing theaudit report of the powerdiscoms, a party source said.

Though in its last stint theparty had halved the powerrates by providing subsidywithin three days of comingto power in 2013, theexperts had criticized themove saying the subsidywould cost the exchequerhugely.

Victory margin of over50K at six seats, lowestat NajafgarhNEW DELHI, FEB 10

As many as six AAP candidates today came outvictorious defeating their nearest rivals by over50,000 votes with the highest margin of 77,665 votesrecorded by the party's Vikaspuri candidateMahinder Yadav.

The narrowest margin was recorded at Najafgarhwhere AAP's Kailash Gahlot defeated his nearestINLD rival by a mere 1,555 votes.

In four seats, the victory margin was less than5,000 votes.

In Vikaspuri, Yadav won by the highest marginover his nearest BJP rival Sanjay Singh. AAP'sSanjay Jha triumphed over BJP contestant Gopal Jhaby a huge margin of 67,950 votes in Burari.

Okhla, Deoli, Sultanpur Majra and Bawana wereother constituencies where the margin of victory wasover 50,000 votes.

The constituencies which witnessed close contestsinclude Krishna Nagar, Shakur Basti and LaxmiNagar.

In Krishna Nagar, AAP's SK Bagga defeated BJP'schief ministerial candidate Kiran Bedi by a low mar-gin of 2,277 votes.

managed to secure a place inthe 70-member DelhiAssembly, a meagre eight percent even as fairer sex accountsfor almost 45 per cent of thepopulation in the national capi-tal. While as many as 66women candidates were in fray,all the six winners, who havemade it to the Assembly, belongto the Aam Aadmi Party. Theyare Rakhi Birla, BandnaKumari, Saritha Singh, AlkaLambha, Pramila Tokas andBhavna Gaur.

Interestingly, the threewomen candidates elected tothe Delhi Assembly in 2013polls were also from AAP -Birla, Bandana Kumari andVeena Anand.

Birla, who was the Cabinetminister for Women and Child,Social Welfare and Languagesin Delhi during AAP's 49-dayregime, contested from MangolPuri constituency in West Delhi

and defeated Congress' RajKumar Chauhan by 22,699votes. Elected as an MLA fromthe Shalimar Bagh constituencyin the 2013 Assembly polls,Bandana Kumari emerged vic-torious by defeating anotherwoman candidate, BJP's RekhaGupta. Alka Lamba, a formerleader of Congress-affiliatedNational Students Union ofIndia (NSUI) who had joinedAAP in 2013, won fromChandni Chowk constituency,defeating yet another womencandidate of BJP, SumanKumar Gupta, by more than18,000 votes.

Another women whoemerged victorious wasParmila Tokas, an independentmunicipal councillor. She wasfielded from RK Puram con-stituency, where the party hadpitted Shazia Ilmi in the lastelections. Ilmi left AAP lastyear and ultimately joinedhands with BJP just before theDelhi elections.

Delhi Election Results...bit late, AAP and its CM candidate,

Kejriwal, had been campaigning in fullswing in the national capital couple ofmonths back.

hey had been going door to door with ahost of promise for the people, with Kejriwalrepeatedly apologising to the people of thenational capital for quitting the governmentin just 49 days. He addressed over 110 meet-ings in just two months, as per reports.

The AAP had won 28 seats in 2013 DelhiAssembly election and had formed the gov-ernment with the support of the Congress.However, Kejriwal, who was the CM, quitthe post in 49 days on the issue of the LokpalBill.

He had then fought the 2014 Lok Sabhapolls against Narendra Modi from Varanasiwhich he subsequently lost. AAP had con-tested more than 400 seats in the GeneralElections but won only four. Later, Kejriwalwas accused of leaving the CM post to fulfilthe ambitions of becoming the PM of India.

Meanwhile, Delhi had been underPresident's rule for the past one year. Now,with the humongous win today, life seems tohave turned a full circle for AAP and hischief.

Having probably learnt from its past mis-takes, AAP decided to focus on Delhi and notcontest Haryana and Maharashtra elections,despite opposition from senior party leadersand workers from the two states.

In an interview to Zee Media, Kejriwal hadrevealed that he was not too keen on contest-ing the Lok Sabha polls as AAP did not havea well-oiled cadres and adequate infrastruc-ture to go national but had been forced by hisparty to do so.

As for the BJP, they refused that the Delhiresults were in any way a referendum forPrime Minister Narendra Modi and his gov-ernment. Modi did hold six rallies in Delhiand a battery of BJP MPs and UnionMinisters were out on the streets campaign-ing for the party. The BJP did level a host ofallegations on AAP, including taking illegalmoney through hawala.

And though there may be couple of factorsfor the loss of the BJP, the gamble of bring-ing in rank outsider Kiran Bedi, a former IPSofficer and an erstwhile associate of Kejriwalin the anti-corruption movement, is said tohave backfired hugely.

The saffron party had won all the sevenseats in the 2014 Lok Sabha polls, riding onthe so-called Modi-wave.

To be noted is the fact that the AAP's featwas rarely achieved in any state in the past.Only once in 1989, the Sikkim SangramParishad had won all the 32 seats in theAssembly.

46-year-old-former Revenue Service offi-cial, Kejriwal, was later elected leader of theAAP Legislature Party after which he stakedclaim to form government.

Lt Governor Najeeb Jung conveyed toKejriwal that he will send a report to thePresident, a formality enabling governmentformation.

Kejriwal won the prestigious New Delhiseat by a margin of over 31,500 votes defeat-ing the nearest BJP rival Nupur Sharma, apolitical novice. Former minister andCongress veteran Kiran Walia came a poorthird with 4,700 votes and lost her deposit.

Congress' CM candidate Ajay Maken alsosuffered a crushing defeat by a margin ofover 50,000 votes at the hands of AAP SomDutt in Sadar Bazar constituency and lost hisdeposit. Maken resigned as CongressGeneral Secretary taking responsibility forthe debacle.

Post victory, Kejriwal asked party workersnot to get carried away by the mandate andnot become 'arrogant'. "You have done awonder. When you are on the path of truth,all the forces of universe come together tohelp you. I salute the people of Delhi. It's avictory of truth," he said, adding, “I wouldlike to urge all of you not to be arrogant.Otherwise we will meet the same fate fiveyears down the line. We have to serve peopleof Delhi as they have given such a massivemandate to us and we are grateful to them.”

After the stupendous victory, PM Modicongratulated Kejriwal on phone and assuredhim of Centre's support in running Delhi. Ontheir part, AAP has said today that theywould invite the PM for Kejriwal's swearing-in ceremony, which is likely to be held onNovember 14 at Ramlila Maidan, exactly ayear after he had quit the CM's chair.

AAP gets...primary reason behind the massive rise in

the party's vote share from 29.49 per centduring the 2013 Assembly polls to 54.2 percent in this election, could be attributed toCongress' worst ever debacle in Delhi.

Congress which had bagged eight seatswith a vote share of 24.55 per cent couldmanage to get only 9.7 per cent of the totalvote share.

While BJP's vote share dropped only byone percentage point from 33.07 per cent in2013 to 32.2 per cent this time, the party'sseat count went down from 31 to a paltry 3.

The 25 per cent rise in AAP's vote sharehas resulted in increase of 39 seats as theparty got 67.

Bedi’s loss...officer campaigned extensively in the con-

stituency, unlike Aam Aadmi Party convenerArvind Kejriwal, who was tied outside hisNew Delhi seat being the star campaigner forhis party.

While BJP insiders ruled out sabotage fromparty workers, Ms. Bedi’s “arrogant” work-ing style might have affected her prospects.In the last leg of the campaigning, the elec-tion assistant in her constituency, NarendraTandon, resigned after accusing her of being“dictatorial”.

Mr. Tandon withdrew his resignation afterthe Central leadership intervened.

“Dr. Vardhan was by her side while shewas campaigning in the constituency. Also,she spent considerable time in her con-stituency even on the polling day, so sabo-tage at the ground level seems difficult. Theonly possible reason that one can conclude isthat she could not beat the outsider tag,”another senior BJP leader added.

Delhi polls ...Babarpur recorded the lowest number of

the NOTA votes at 290 while highest wasrecorded at Matiala at 1102.

AAP chief Arvind Kejriwal's New Delhiconstituency saw 465 votes being polled asNOTA, while losing BJP's chief ministerialcandidate Kiran Bedi's Krishna Nagar seatsaw 358.

Among those constituencies recording aNOTA of over 800 were -- Bawana (870),Karwal Nagar (888) and Kirari (840).

A record 67.14 per cent turnout was regis-tered on February 7 in the fiercely foughtAssembly polls, where a spirited AAP oblit-erated BJP, reducing its share in the 70-mem-ber House to just 3.

After the SC order in September 2013, ECadded the NOTA button on the ElectronicVoting Machines as the last option on thevoting panel.

Prior to the apex court order, those notinclined to vote for any candidate had theoption of filling what is popularly called'form 49-O'. But filling the form at thepolling station under Rule 49-O of theConduct of Elections Rules, 1961, compro-mised the secrecy of the voter.

Supreme Court had, however, refused todirect the Election Commission to hold freshpolls if the majority of the electorate exercis-es the NOTA option while voting.

Sadhavi said the VHP would also continueits movement to ensure increase in the popu-lation of Hindus in India which had beensteadily declining compared to others.

"I and BJP MP Sakshi Maharaj are receiv-ing threats but we are not scared and wouldcontinue working for the rights of the Hinducommunity," she said.

The VHP also announced that it wouldlaunch a movement for renaming Aligarh as'Harigarh' which, the organisation claimed,was the city's original name.

US hopeful...the understanding on the policy hurdles

were reached after three rounds of discus-sions between the Indo-US Nuclear ContactGroup, which met last in London, just threedays before President Barack Obama visitedNew Delhi on January 25.

"As we said on the trip (US PresidentBarack Obama's recent India visit), compa-nies are going to make their own judgments.They're going to look at the liability pool;they're going to look at India's clarificationsof its laws," said Rhodes, who accompaniedObama on his trip to India last month.

"I think this is a sign of an effort to contin-ue to move forward and using the break-through to try to open the space to resolve theconcerns of US businesses so that they canparticipate in the Indian nuclear industry," hesaid.

Rhodes, who is considered close to the USPresident, said after returning from India, theAdministration has briefed American compa-

nies on the new understanding they reachedwith the Indian Government on issue.

The resolution between the two govern-ments on the civil nuclear issue was a keypart of the successful Obama visit to India,he said.

Rhodes said that the US had encouragedthe Indian Government to make informationavailable about the nature of the understand-ings as part of its ongoing engagement withcompanies "so that people could have a clearunderstanding of what the way forward is".

"We have also been able to consult with ourcompanies and brief them on the ongoingdiscussions that we've had through the con-tact group with India," Rhodes told reporters.

Sena, which is part of the BJP-led govern-ment in Maharashtra, is also a constituent ofthe ruling coalition at the Centre.

Both saffron parties had gone through abitter break- up just ahead of MaharashtraAssembly poll, but patched up later as BJPfailed to get a majority in the October elec-tion.

However, despite his party being part ofthe Governments in Maharashtra and at theCentre, Uddhav has been making criticalcomments against BJP.

The defeat in Delhi Assembly polls hascome for BJP nearly a fortnight before theBudget Session of Parliament is to com-mence on February 23.

Halting the Modi juggernaut in its tracks,the Aam Aadmi Party (AAP) today scored alandslide victory in the Delhi election bywinning 67 of the 70 seats leaving BJP withonly three and completely decimatingCongress which drew a blank.

In an election that was billed as a referen-dum on the Prime Minister, the AAP tornadothrew veterans of both BJP and Congress intothe electoral dustbin in their traditional bas-tions.

BJP leaders accepted that the defeat as a"setback" but dismissed suggestions that itwas against the Modi government's perform-ance.

Speaking separately before the Cabinetmeeting, Water Resources Minister UmaBharati tried to put up a brave face anddownplayed the BJP debacle, saying thatexpecting BJP to win every election in Indiais an expression of "feudal mindset".

"In democracy this (losing) happens. Thisis feudal mentality if we think that every-where we have to win. This is feudal mind-set. In democratic mindset, this happens.Anybody can form government in any state.In democratic system, any one can be defeat-ed anywhere and one should accept it grace-fully," she said.

Asked what went wrong with BJP in theelection, she said, "This is not the correctplatform to discuss our shortcomings."

Telecom Minister Ravishankar Prasad ear-lier said, "We have lost badly. We accept ourdefeat with all humility. We will seriouslylook into the reasons. We probably feel wehave faulted in gauging the mood of the peo-ple of Delhi. We will seriously think about itand take a comprehensive review of the rea-sons that led to this defeat."

He said that the Modi government treatseveryone equally without any political dis-crimination and the same principle will applyin Delhi.

"We will work as a constructive oppositionand will oppose whereever required," hesaid.

AAP’s victory ...congratulated him. This is a win over pride;

the pride of Modi and his party. EvenAmerican President said that division is notgood. This is the win of a secular thinkingand our support is with them. This is a land-mark victory," said Yadav.

In a major setback for the Bharatiya JanataParty (BJP) and the Congress, the AAP wonthe elections with 67 of the 70 Assemblyseats up for grabs.

The BJP, which was relying heavily onPrime Minister Narendra Modi's popularityand had also brought in former IPS officerKiran Bedi as its chief ministerial candidateto counter Kejriwal, managed to secure justthree seats.

The Congress, which had ruled the nation-al capital for 15 years up to 2013 and was try-ing to rebuild its lost ground in Delhi, haslost in all seats.

to resign as the Chief Minister in the wake ofthe drubbing faced by JD(U) in the generalelection last year, though his decision inchoosing his successor went wrong.

"I had taken the decision to appoint him(Manjhi) with good intention at that point oftime, though after eight months it has beenproved wrong," Kumar, flanked by stateJD(U) President Basistha Narayan Singh andsenior party leaders Vijay Chaudhary andShyam Rajak, said.

He, however, refused to comment onManjhi's allegations that he was 'power hun-gry'. "Do not take me to that level when Ihave to answer on such things coming fromsuch a person."

Kumar said after two to three months ofinstalling Manjhi, he started getting informa-tion from people and party workers about'sinister designs' (of Manjhi and his support-ers).

"But when it became clear that governanceon the basis of which Bihar was brought backon the track and being recognised in theworld was being compromised, I had nochoice but to accept the request of party lead-ers and workers to take leadership onceagain," he said.

"Now since I have taken a decision to re-take leadership there is no looking back and Iwill be the leader from the front to ensurethat BJP never succeeds in its design (to winpower in Bihar)," he said.

ed AAP for its win in the Delhi Assemblypolls, Sayeed said the elections have assertedIndia's diversity and asked Prime MinisterNarendra Modi to take the lead in disciplin-ing "divisive elements".

"If there ever was a need for course correc-tion for BJP the voters of Delhi have broughtit home to them loud and clear," he said in astatement.

"BJP must not ignore the message of thevoters in Delhi. The Delhi elections haveasserted the diversity of our country and theneed to respect it."

On AAP's resounding victory, he said theyoungest party deserves the heartiest con-gratulations and best wishes from every citi-zen of the country.

The Mufti said BJP which has emerged asthe most prominent force in the country inthe last general elections needs to introspectand absorb the message from Delhi elec-torate with sublimity.

"While it was heartening to see the peoplebelonging to different sections of the societyclosing their ranks to give democracy a push,the BJP would do well to rein in the elementsthat had started feeling free to indulge in adivisive language and actions," he said.

He said the results in Delhi were areminder of the fact that India is a country ofdiverse religious and cultural strains and thepeople of the capital have restated that fact inthe most emphatic way.

"Prime Minister Narendra Modi must takelead in disciplining these elements who hadstarted conveying a different idea of India sothat the country forges ahead along its ethosof tolerance, diversity and communal harmo-ny," said Mufti.

BJP and PDP are in talks over formation ofa coalition government in Jammu andKashmir.

had earlier reserved the order for February 11on framing of charges against Kejriwal,Manish Sisodia and Yogendra Yadav, whowere released on bail after they had appearedin the court on June 4 last year in pursuanceto summons against them.

The summons were issued on the com-plaint of advocate Surender Kumar Sharmaunder sections 499, 500 (defamation) and 34(common intention) of the IPC, with thecourt saying there was prima facie material tosummon the accused.

"The press release published in newspapersas well as testimonies of witnesses reflectthat defamatory remarks were published inthe newspaper which affected the reputationof the complainant in the society and loweredhis reputation in the eyes of other membersof the society," the court had said.

However, the court had rejected the com-plainant's plea that AAP leaders had con-spired and cheated him, saying in the absenceof the very element of deception, there wasno prima facie material against any of theaccused for the offence of cheating and crim-inal conspiracy.

Sharma had alleged that in 2013 he wasapproached by volunteers of AAP who hadasked him to contest Delhi Assembly elec-tion on a party ticket saying Kejriwal waspleased with his social services.

He filled up the application form to contestthe polls after being told by Sisodia and

Yadav that AAP's Political AffairsCommittee of the party had decided to givehim the ticket. However, it was later deniedto him.

The training module is being conducted forofficers from different law enforcementagencies of 11 African nations with a specialimpetus on investigation of economicoffences and cyber crimes.

Sinha said that the transnational and multi-jurisdictional nature of economic and cybercrimes has emerged as one of the major chal-lenges for law enforcement agencies acrossthe world.

He also stressed on the need to have jointinvestigations to tackle organised crime net-work of human trafficking across the globe.

The CBI chief asked the officers participat-ing in the training to reach out to their inter-national counterparts and domain experts inthe relevant areas in order to break the exist-ing boundaries of thought and bring newunderstanding into practice.

The topics expected to be discussed duringthe programme include criminal intelligencein financial fraud, frauds in financial sector,wildlife crimes, collection and analysis ofmobile phone data, including freeware andcommercial software, forensic accountingand its use in detecting economic crimes,counterfeit currency and forgery of docu-ments.

Also to be taken up is the examination offraudulent travel documents, e-banking fraudand online financial frauds, combating drugtrafficking, chit-fund fraud and e-marketingfrauds, analysis of CDR and cell sites andinvestigation of money laundering and for-eign exchange-related cases.

Alleging that the Returning Officer was notacting neutral, she said that the Yatri Nivas inSrirangam, which was meant to host pil-grims, is being used for electioneering byAIADMK in Tamil Nadu.

While Muslims rightly resentbeing called upon to con-demn every act of Muslim

extremism by arguing why the com-munity should be held accountablefor the actions of individual mem-bers, the Shirin Dalvi case is aboutstanding up for a fellow Muslimbeing intimidated by the communi-ty’s own lunatic fringe

A Muslim woman is accused ofblasphemy, sacked by her employers,dragged through police stations andcourts, and is forced to go under-ground in the face of a vicious hatecampaign, including death threats.

This is not a story from the bad-lands of Waziristan, and her tormen-tors are not the sharia-enforcingTaliban. It is happening right in theheart of modern India — in cosmo-politan Mumbai, to be precise —with our own Taliban leading theshow.

The victim is a respected Muslimwoman journalist, Shirin Dalvi whoedited a Mumbai-based Urdu daily,Avadhnama, until she got the sack afew weeks ago for allegedly hurtingMuslim sentiments. On the basis ofcomplaints by local Muslim groups,she was arrested, and multiple caseswere registered against her for “out-raging religious feelings … withmalicious intent.” She faces a jailsentence, if convicted.

A campaign of intimidation

Her crime? While writing about theCharlie Hebdo controversy, shedecided to reproduce the magazine’scover carrying a cartoon of ProphetMohammad to illustrate the report.But she was also quick to recogniseher “mistake”, and immediatelymade amends for it by publishing anunconditional front page apology.This, however, has not satisfied theself-appointed custodians of Islamwho continue to hound her through acampaign of intimidation and vilifi-cation.

Dalvi has claimed that the sameimage was printed in some othermedia outlets but she is being “sin-

gled out” because she is a woman.

Her life, she says, has become a liv-ing hell. Apart from having to do therounds of police thanas and courts,she fears for her life after receivinganonymous threatening telephone

calls. Someone reportedly sent amessage through WhatsApp warningher, “Maafi nahin milegi (You won’tget forgiveness)”. Dalvi has taken towearing a burqa to escape attention,and she doesn’t live with her familyany more lest any harm should cometo them because of her.

Meanwhile, attempts are beingmade in sections of the Urdu press totarnish her reputation and undermineher credibility. It is being alleged thatshe has joined the RSS women’swing and is a “follower’’ of TaslimaNasreen. There have been reportsclaiming that she took the decision toprint the cartoon despite attempts bya colleague to dissuade her. But it hasemerged that the said colleague wasnot even in office that day havingresigned a few days ago.

A senior Urdu newspaper editorhas admitted that elements of theUrdu Patrakar Sangh, which repre-sents Urdu journalists, are involvedin the cases filed against Dalvi.Sarfaraz Arzoo, editor of the Urdudaily, Hindustan, is reported as say-ing that only “one individual” and notthe entire Sangh is “against her”. Ifso, why doesn’t the rest of the Sangh

dissociate itself from that individualand throw its weight behind Dalvi, afellow member of the Sangh?

“Why am I being harassed evenafter publishing a front-page apolo-gy? Facing the community again has

become a great concern for me asthere is still a lot of unrest. I haveavoided showing my face in Muslim-populated pockets. I have not goneback to my house since the proteststarted. Our house has been locked.Both my daughter and son are livingwith relatives. They haven’t beenable to get their books, and theyhaven’t attended college in the lasttwo weeks,’’ she told one newspaper.

Surprisingly, her case appears tohave gone largely unnoticed by civilrights groups and free speech cam-paigners. And, barring a few isolatedprotests, Dalvi has been left to fendfor herself. The only strong statementI have seen is from the Mumbai-based Hum Azaadiyon Ke Haq Meindemanding that she be provided pro-tection and appealing to those whohave filed cases against her “toaccept her clarification in the rightspirit with which it has been givenand to withdraw all the cases againsther”.

“The manner in which she is beinghounded bodes ill for free debate anddiscussion and for peaceful resolu-tion of controversy. Besides, the inci-dent is also being used as a pretext to

ratchet [up] public opinion, which isa dangerous game and detrimental tofreedom of speech and expression ina democratic society, besides causingimmense personal harm and a threatto her life and safety,” it said.

Absence of the liberal voice

But where are the liberal Muslimvoices apart from a few who signedthe Mumbai statement?

Muslims rightly resent being calledupon to condemn every act ofMuslim extremism by arguing whythe entire community should be heldaccountable for the actions of its indi-vidual members. After all, the sametest of accountability is not applied toother communities.

But the Dalvi case is about standingup for a fellow Muslim who is beingintimidated by our own lunatic fringewhich, if allowed to go unchallenged,could well turn against us tomorrow.It is our fight and we need to fight itin our own interest.

Moreover, the issue is no longerwhether what Dalvi did was right orwrong. She has already admitted shemade a mistake and has uncondition-ally apologised for it. She has lost herjob and is facing due legal processeswith which she is fully cooperating.What else do her detractors want?Shouldn't liberal Muslims be protest-ing against her continued harassment,

and putting pressure on the police tomake sure that such acts of thuggerystop?

If there’s a law against “outraging”religious sentiments, there’s also alaw against harassment and makingdeath threats. Dalvi may not havemade a formal complaint for fear ofreprisal, but nothing prevents othersfrom filing a report against those shehas accused of hounding her.

There are many brilliant, liberal,Muslim legal activists, progressiveMuslim journalists, writers andwomen’s groups but they all havepreferred to remain silent. Some havebeen reported as saying that they aredeeply concerned but fear about theconsequences of speaking out on a“sensitive” religious issue. And thisis the really worrying bit: the liberalMuslim intelligentsia’s “fear” of put-ting its head above the parapet and itsreluctance to come out of its cosycomfort zone of silence.

Quite understandably, nobody likesto mess with thugs but a point comeswhen the alternative to not standingup to them is to be dragged down bythem. We only need to cast a glanceacross the border to see what happenswhen such elements are allowed togo unchallenged because we think itis safe not to mess with them. What’shappening to Shirin Dalvi should be awake-up call for all of us liberalMuslims. We can ignore it only at ourown peril.

Legitimising intolerance

But while we leave Muslims toponder over this, the case has thrownup another disturbing trend that needsa wider debate. And it is this: whileIndia has no specific anti-blasphemylaw, certain provisions of the IndianPenal Code (IPC) outlawing hatespeech are being increasingly abusedto legitimise intolerance. Section295A of the IPC, which comes clos-est to the notion of blasphemy, pun-ishes any speech, writings, signs orany other visible representationintended to “outrage religious feel-ings’’ of any class of citizens with“deliberate and malicious intention”.

Its sweeping provisions havebecome a licence to gag free speech.At the first hint of trouble, nervouslaw enforcement agencies — invok-ing a threat to law and order —promptly seek recourse to it, and setout to “punish’’ the accused as is hap-pening with Dalvi. Even if theaccused is finally let off by courts,given the delays in the Indian legalsystem, the person concernedremains effectively condemned foryears simply at someone’s say-so.

The key question, which is invari-ably ignored, is the intention of theperson accused of hate speech. Theindividual must be shown to have setout with “deliberate and maliciousintention” to hurt someone’s reli-gious feelings. It is the definition of“deliberate and malicious intention”that is often problematic. Courts havetended to devise a rule of thumbwhereby any perceived insult of fig-ures venerated by a religious group isgenerally deemed to have been com-mitted with malicious intent.

With the police clamping down ongrounds of law and order and courtsrelying on the inviolability or sacred-ness of religious beliefs, we haveended up effectively with an anti-blasphemy regime through the back-door. It is time to take a fresh look ata colonial law, enacted in wholly dif-ferent circumstances to prevent dis-cord among different communities,to bring it in line with the demands ofa more open and argumentative soci-ety.

In an ideal situation, we wouldn’tneed laws to regulate what, ultimate-ly, boils down to a question ofcivilised behaviour by making surenot to maliciously cause offence toothers. But if we must need a law, itshould be more nuanced and its inter-pretation less laissez-faire so as not toencourage the likes of Dalvi’s tor-mentors.

The Indian ScienceCongress would usuallypass every year after elic-

iting as much interest as theMajor League Baseball but thistime it succeeded in drummingup heat and dust comparable tothe Indian Premier League. As athriller writer interested in thehistory and philosophy of sci-ence, one of the themes my workexplores is the connections andcorrelations between ancient andmodern science. I was naturallypiqued by the topics taken up atthe Science Congress and thesharp reactions they haveevoked. One group of peoplenearly had me shading my eyesand scanning the skies for space-craft returning home after com-pleting its 9,000-year-long inter-galactic voyage; whereas anoth-er set of people almost made mewonder if yoga was invented byAmericans who hold the patentsand copyrights to their name andwhether I should start payingroyalty each time I sit cross-legged on the floor.

History of science

The history of science is amuch more complex, unwieldyand colourful beast that cannotbe confined in a cartographiccage of any kind. Scientificideas and their developmentover the millennia transcendgeographic boundaries andbeautifully defy any such dog-matism. And there was no elec-tric fence separating science andreligion or even superstition.Science and religion confrontedand even collided with eachother, but they did not shy awayfrom each other; they alwaysmaintained a malleable andporous boundary between themand kept seeping into each other.We need to look no further thanthe life and work of SrinivasaRamanujan to see much of thisin evidence.

The short, snappy equationsthat Ramanujan scribbled out on

scrap papers have professionalmathematicians scratching theirheads to this day, almost a centu-ry after his premature death. Theequations are as rational andlogical as modern science wouldlike to have it. However,Ramanujan himself claimed thatan equation held no meaning forhim unless it expressed thethought of God. He even went a

step further and said that it wasthe Goddess of Namagiri whoappeared in his dreams andrevealed those equations to him.How do we think aboutRamanujan’s equations withoutalso wondering about what hethought of them and where theycame from?

On the flip side, what wouldhave become of the ultra-ortho-dox Vaishnavite Brahmin inIndia if he had chosen to remainso and not cut off his kudumiand set sail for England? Or ifthe rational, atheist EnglishmanG.H. Hardy in imperial Britainhadn’t seen the spark in the raw,unschooled colonial clerk andtaken him under his wings?

If the Gods were willing to giftRamanujan with theorems, theJapanese reversed the flow,offering theorems to the Gods. Itwas a religious custom thatflourished between the 17th and19th centuries in the Edo periodwhen Japan secluded itself fromthe rest of the world, sort of likeNorth Korea now. Geometric

theorems were colourfullyetched on wooden tablets calledsangaku and hung as offerings inShinto and Buddhist shrinesaround the country.

Frederick Soddy, a British sci-entist who had won the NobelPrize for Chemistry, discovereda peculiar geometric phenome-non involving six spheres, in the1930s. Soddy’s hexlet, as theidea became known, now hasapplications in computer graph-ics. Much to the surprise ofmathematicians, the same hexletwas found etched on an old san-gaku tablet in an ancient Shintoshrine in the outskirts of Tokyo.

Japanese were not the only

people who portrayed mathe-matical phenomena in places ofworship. The intricate artworkon the walls and ceilings ofmedieval mosques and madras-sas in the Islamic world house atreasure trove of geometric pat-terns that are now beinganalysed by modern mathemati-cians. One such place is theDarb-e-Imam shrine in Iran.

Completed in the 15th century,Darb-e-Iman’s shrine’s marvel-lous girih designs display a near-perfect replica of what mathe-maticians call an aperiodic pat-tern, something that becamepopular in the late 20th century:Penrose tiling.

Unlike Persian artisans of old,Roger Penrose was able topatent and copyright his discov-eries. That served him in goodstead when Kimberly-Clark tookthe market by storm by emboss-ing the same aperiodic patternson their brand of toilet papers;Penrose was able to sue andmake them withdraw the rollsfrom the shelves.

Encryption by substitution

Back home, divine sanctionmay or may not have been grant-ed to the Devadasi system, butDevadasis happened to be someof the most learned people inancient India. They were thecustodians of the 64 arts throughthe generations. One of thosearts was mlechita-kutarka-vikalpa, which roughly meansthe art of communicating illogi-cally or incomprehensibly like aforeigner. This art came inhandy to Devadasis when theywrote love letters that they want-ed only the designated patron tounderstand. The Kama Sutra, inone of its less popular portions,provides a nice description ofthis communication technique.Modern cryptographers call thismethod encryption by substitu-tion.

Substitution ciphers werewidely used in the ancient worldfor military communications.They remained uncracked for along time, but not forever. Latein the 9th century, Abu Yusuf Al-Kindi, an Arab scholar fromBasra in Iraq, published a tech-nique for cracking substitutionciphers. Based on what is knownas frequency analysis in modernstatistics, Al-Kindi presented thefirst PoC (Proof-of-Concept) foranother buzzword doing therounds these days: analytics.

The victim is a respected Muslim woman journalist,Shirin Dalvi who edited a Mumbai-based Urdu daily,Avadhnama, until she got the sack a few weeks agofor allegedly hurting Muslim sentiments. On the basisof complaints by local Muslim groups, she was arrest-ed, and multiple cases were registered against her for“outraging religious feelings … with malicious intent.”

She faces a jail sentence, if convicted.

Outgrowing, even undercutting one’s politicalmentor is nothing unusual among politicians. Tocite contemporary examples, Narendra Modi and

Arvind Kejriwal had to walk out of the shadows of theirrespective mentors, L.K. Advani and Anna Hazare, toestablish themselves as figures of political authority.Bihar Chief Minister Jitan Ram Manjhi’s revolt againsthis former mentor and Janata Dal (United) leader, NitishKumar, is however in many ways one of its kind. Forone, it was Mr. Kumar who won the mandate in 2010. Hehad made it for a second consecutive term riding a pop-ularity wave he had created on account of two featuresthat defined his politics — good governance and socialempowerment. Mr. Manjhi was an accidental inheritor ofthat mandate, when Mr. Kumar decided to step asideafter the setback his party suffered in the 2014 LokSabha elections. Mr. Manjhi had not earned what he nowclaims to be his — the Chief Minister’s chair. Mr.Manjhi began to dissociate himself from Mr. Kumarsoon after becoming Chief Minister, and sounded thebugle of revolt in an interview to The Hindu on January6, 2015, where he declared that his achievements insocial empowerment were better than Mr. Kumar’s, andthat the next Chief Minister of the State should be aMahadalit, the lowest section of the Dalit communitythat he belongs to. From then on, Mr. Kumar had nooption but to replace Mr. Manjhi, whose rebellious reac-tion has complicated the matrix of caste politics in Bihar.Mr. Kumar’s attempts to build a broad social coalitionahead of the Assembly elections in the State, due inOctober, by bringing together the backward communi-ties, Dalits and Muslims, in an alliance with the RJD, theCongress and the Left, will now have to be fine-tuned.The BJP, with which Mr. Kumar split in 2013 after a 17-year-long coalition arrangement, opposing Mr. Modi’sprojection as Prime Minister, is hungering to bid forpower in the State. Attracting a good chunk of Dalitvotes has been a component of the BJP’s winning strate-gy in Maharashtra and Haryana recently. The party isusing the chance to widen the gulf between Dalits andthe backwards to its own benefit, yet is wary of gettingtoo closely identified with the unremarkable track recordof Mr. Manjhi in governance, often marred by allega-tions of impropriety and corruption. The ability of theregrouped factions of the erstwhile Janata Party to resistthe Modi-led BJP will also be tested in the crucial Statethat elects 40 Lok Sabha members. It is going to be anuphill task for Mr. Kumar to recover the ground, but thisis a fight he cannot avoid, and it will have national reso-nance.

science would like to have it. However,Ramanujan himself claimed that an equation held

ance, the Jitan Ram Manjhigovernment on Tuesday took ahost of populist measures likereducing the mandatory atten-dance in schools to 55 percentfrom 75 per cent for SC/ST stu-dents to avail benefits like uni-form, bicycles and free textbooks.

At a cabinet meeting chairedby the Chief Minister Jitan RamManjhi, the state governmentreduced mandatory attendancefor SC/ST students to 55 percent and 60 per cent for generalcategory students to make themeligible for benefits like uni-form, bicycle, free text book,Principal Secretary (CabinetSecretariat) B Pradhan toldreporters. The relaxation ofattendance norms existing at 75percent had earlier met strongresistance from former financeminister Bijendra Prasad Yadavand other ministers to whichManjhi had publicly takenexception to on a number ofoccasions recently.

In a bonanza to contractorsbelonging to the SC/ST catego-ry, the state government relaxed

norms under PWD Code 163under which the contractors ofDalit community will get pref-erence in award of contracts incase of their bids matching withcounterparts from general cate-gory, he said.

The relaxed rules benefitingthe contractors of SC/ST cate-gory will be applicable to ten-der bids up to a value of Rs 1crore, Pradhan said, adding,earlier such contracts wereawarded by lottery in case of tieof tender bids in terms of value.

The Manjhi government alsosought to woo upper castes byapproving a proposal for settingup a three-member expert com-mittee to look into viability ofproviding reservation in jobs toeconomically weaker peoplefrom the upper castes, Pradhansaid, adding that the committeewill be asked to submit itsreport within three months toenable the state government totake a decision on implementa-tion of its report.

In another significant deci-sion, the state governmentapproved a proposal to coverdestitute persons and widowsup to 45 years of age under the

Food Security Act, he said,adding that the financial impli-

cation of this measure will beworked out in due course oftime.

The Manjhi government alsosought to woo the media byapproving construction of PressClub buildings in 36 districtsbarring Patna and Sitamarhi,

the Principal Secretary (CabinetSecretariat) said, adding that

the allotment of a Press Clubbuilding in the state capital wasunder consideration, while sucha club already exists inSitamarhi district.

The construction of eachPress Club in districts will costRs 77.12 lakh each, he said.

The state government hasapproved construction ofoffice-cum-residential build-ings in 19 blocks at a cost of Rs12.15 crore each, Pradhan said,adding that the administrationconsent has also been grantedfor construction of a degree col-lege at Madhuban in EastChamparan district.

A Home department proposalfor creation of 20 posts for cre-ation of a police station inDarihara Bhual police outpostunder Dariyapur police stationin Saran district and another 11posts for creation of a policeoutpost in Dr Jagannath MishraCollege in Muzaffarpur districtwas also cleared by the stategovernment, he said.

Barring Manjhi, other minis-ters like Narendra Singh,Brishen Patel, Bhim Singh,Shahid Ali Khan, NitishMishra, Vinay Behari andSamrat Chaudhary attended thecabinet meeting whileMahachandra Prasad Singh wasabsent for unspecified reasons.

Production Transit (PT)warrant directing the Tiharjail authorities to produceAizaz Saeed Shaik, analleged Indian Mujahideen(IM) operative, in connec-tion with his alleged role inFebruary 2013Dilsukhnagar twin blastscase.

27-year-old Shaik, a res-ident of Pune, is consid-ered a technical expert andan alleged key member ofIndian Mujahideen and ahawala operator.

National InvestigationAgency (NIA), which isprobing the Dilsukhnagartwin blasts case, had filed apetition in the court ofFirst AdditionalMetropolitan SessionsJudge, seeking directions

to produce Shaik beforethe court, who has beennamed as an accused in thecase, for the purpose offurther investigation.

The court recentlyallowed NIA's petition andissued PT warrant to TiharJail authorities for produc-tion of Shaik in connectionwith the twin blasts on orbefore February 15.

Eighteen persons werekilled and 131 injured inthe twin explosions thatwere triggered by powerfulIEDs planted near Konarkand Venkatadiri theatres inDilsukhnagar, a crowdedshopping area in the city,on February 21, 2013.

Shaik was arrested bythe Delhi Police's specialcell near Saharanpur rail-way station in UttarPradesh in September last

year and is now under judi-cial custody and lodged inTihar Jail.

"He (Shaik) wasinvolved in several terrorcases including the JamaMasjid attack," police hadearlier claimed.

NIA had on March 14last year filed its firstcharge sheet in theDilsukhnagar twin blastscase against IM co-founderYasin Bhatkal andAsadullah Akhtar aliasHaddi who were earlierarrested on the Indo-Nepalborder. A second chargesheet was filed by NIA onSeptember 16 last yearagainst Riyaz Bhatkal andtwo other IM operatives--Zia-ur-Rahman aliasWaqas, a Pakistani nation-al, and Tahaseen Akhtaralias Monu.

College of Architecture,Bombay, and was the winner inan open competition forHyderabad government’s schol-arship to study architecture atA.A. School (Architectural

Association School ofArchitecture) in London,England. He briefly worked inthe London County Council withDr. Leslie C. Martin, chief archi-tect and city planner of LondonCounty Council. His class fel-lows were well known architectsMaxwell Fry and Jane Drew, whowere members of the design teamfor the capital city of Chandigarhin Punjab under the leadership ofLe Corbusier of France.

In the year 1934, he returned toIndia to take up a job in hisnative city of Hyderabad Deccanand joined the Nizam’s govern-ment in the Local Fund depart-ment as a town planner underchief engineer Ahmed Mirza. Hecompleted the Regional, MasterPlanning and Town Planning forGreater Hyderabad in 1942, thefirst such undertaking in India.He was subsequently invited to

develop Regional, Master andCity Plans for Jamshedpur,Udaipur, Bhopal and Bikaner.

threatened him with an iron-rod andknife. They attacked Devraj and triedto dismantle the lower part of the

machine, where thecash is loaded. Theywere unsuccessful indismantling andended up damagingthe lower part of themachine.

Sensing troublefrom passers-by, theyfled the spot on abike. Since the menwere masked, theirfaces were not visibleon the CCTV camera,even though thewhole activity wasrecorded.

Guwahati-based defence spokespersonLt Col Suneet Newton said a huge cacheof arms and ammunition were recoveredfrom the slain militant -- identified asUrga of the National Democratic Frontof Bodoland (NDFB) who underwenttraining in Myanmar.

He was killed during a joint operationby the army`s Red Horns division andAssam Police in the Prabatjhora reserveforest in Kokrajhar district Mondaynight. The militant was looking to carryout recruitment drives, particularly afterthe arrest of many NDFB cadres, thespokesperson said.

Kirti Azadon Tuesday hitout at Ishant Sharma andexpressed concerns at theteam's thin bowling option,saying it may "hamper itschances" of retaining thetitle in the upcoming WorldCup.

"Closer to the WorldCup, if you are carrying somany injuries to your keybowlers in the side and nottelling the team manage-ment about it clearly, it islike cheating the people ofthe country. I am shocked,"Azad, a member of 1983cricket World Cup winningIndian team, said in aninterview.

"Unless we have a setbowling standard, we haveno chance of doing well inthe World Cup or for thatmatter any series," the 56-year-old Azad said.

India are all set to open

their World Cup campaignon February 15 in Adelaideagainst arch-rivalsPakistan, a team againstwhom they have never losta match in the mega-event.

Criticising Indian bowl-ing spearhead Ishant forhiding injuries, Azad raisedquestions over the pacer'soverall fitness.

"Ishant Sharma does well

in one match and then hegets injured for the rest ofthe season. Then what isthe point in having him asthe main bowler for India,"asked Azad.

"Even after making acomeback following arehabilitation, he plays acouple of matches and thengets injured again.

It's difficult to under-

The former playertermed it "strange" thatdespite the BCCI spendinghuge amount of money onimproving the game in thecountry, the team is notproducing desired results.

"Despite BCCI spendingso much on coaches,including bowling coaches,video analysts, cricketacademies, the Indiancricket team has failed togive the results expected ofthem in the field. I reallyfind it strange," he said.

People voted over thelast week for the differentcomponents of the teamfrom a list of players nom-inated by the Test MatchSpecial team, the BBCreported.

The only criterion setwas that the players musthave appeared in an ODI,with World Cup perform-ances carrying no extraweight.

But despite of sucha good career, she wasstruck by mental illness.Now a whole new dimen-sion has been added to thisnew story. According tolatest reports, Deepika’slover boy Ranveer Singhwas also suffering fromdepression around thesame time.

Deepika had explainedto the media how she wassuffering from depressionduring the shooting of‘Happy New Year’, “Everymorning, it was a struggleto wake up, and shoot forHappy New Year's cli-max... Most of HNY wasshot through this phase.But before starting mynext with Shoojit Sircar, Itook a two-month break torecover mentally andphysically. I spent timewith my family inBengaluru and was soonbetter. But, when Ireturned to Mumbai, Iheard about a friend com-mitting suicide due to anx-iety and depression. It wasa huge blow.”

Now it has been revealedthat the friend Deepikawas talking about was

none other than Ranveer’sfriend. Ranveer’s friendhad put up a Facebook sta-tus, saying that he wassoon going to commit sui-cide. Before any family orfriend could help him, itwas too late and he hadshot himself. This had adeep impact on Ranveerand he suffered frommixed feelings of sadnessand guilt.

A source told the media,“Ranveer doesn't like toshow his emotions in pub-lic, but people close tohim, especially Deepikaknew that this tragedy hadhit him hard.” Followingthis incident, Ranveer suf-fered from feelings of guiltand sadness. It is even saidthat he went to a therapistfor help.

Yet another twist in thestory is Ranveer’s latestclaims.

He retorted back on themorning of 10th Februaryand denied all theserumours of his depression.He targeted a leading dailysaying, “Yo @dna@ T u s h a r r J o s h i@SaritaTanwar ... Thatwas uncool, uncalled forand an outright disrespect-ful imposition.” This wasfollowed by a long post inwhich Ranveer expressedhis disappointment. Thepost ended with,“Appallingly unethical!Classic case of utterlyIRRESPONSIBLE JOUR-NALISM. Is there anyaccountability? Or is thepower of the pen now theterror of the pen?”
