Nkandla Municipality hereby invites proposals from suitable and reputable service providers to render Project Management Unit, Detailed specifications are contained in the tender document that will be available at the Nkandla Local Municipality Office’s cashier point at a non- refundable fee of R710.00 as from 09h00 Monday 24 August 2020 to Thursday 27 August 2020. Main Scope of Work: Co-ordination of the Project Identification Process between municipalities served by the PMU, in terms of the relevant IDPs, Co-ordination of the Project Feasibility Process, with involvement of other municipal departments where appropriate, in terms of the relevant IDPs, Establishment and approval of contracts with contractors and consultants for each project, including feasibility studies, project management, including ensuring that projects meet planning objectives, Co-ordination of project-based capacity building and development objectives are met, and Management of monitoring database and preparation of all necessary reports (including Implementation plans, non-financial reports and close out report as required). Projects feasibility study and capturing MIG-MIS, monitoring and attending to any queries relating to projects registration until they are registered. Monitor the implementation of MIG projects’ service providers (project managers and contractors) and provide monthly reports based on their performance. Comply with all the requirements of MIG PMU as provided in DPLG (DCOG’s) MIG guidelines Mandatory Documents to be submitted: Valid Tax Clearance Certificate/SARS Pin, Company Founding documents/CK, Company Profile, Certified B-BBEE certificate, Proof of Registration on the NT Central Supplier Database, MBD4, 6.1, 7.2, 8, and 9 must be submitted with the proposals. The Nkandla Municipality SCM Policy will apply. Evaluation Criteria: Nkandla Municipality subscribes to the preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). The 80/20 preference point system shall be applicable during the evaluation and adjudication of bids. The amended PPPFA regulation. First Stage: Functionality, 100% (Minimum threshold of 70%) being 50% for Experience & 50 % for capacity. Second Stage: Preferential Points System (80/20); 80 for Price and 20 for BBBEE Contribution. Only bidders who pass the first stage with a minimum of 70% will then be evaluated further in the second stage. NB: 1. Appointment will strictly be based on the relevant experience on all the above conditions, and any consideration for appointment will be through a thorough reference check and vetting.

2. Service Providers that will be found to have provided the misleading information will be automatically disqualified.

3. Fees will be limited to 5% of the municipal annual DoRA allocation Submission of proposals Documents Tenders should be submitted in a sealed envelope, clearly marked with the tender number and description, and must be placed in the tender box at the Nkandla local Municipality Offices, Main Building by no later than 12:00 on Monday 21 September 2020, when all tenders will be opened in public at the Municipal Boardroom. Bidders should take note of the following conditions:

The Nkandla Local Municipality Supply Chain Management Policy will apply. Late tenders, telegraphic tenders or tenders sent by fax or email will not be considered. The Nkandla Local Municipality does not bind itself to accept the lowest bid or any

other bid and reserves the right to accept the whole or part of the bid. Tenders shall remain valid for a period of 90 days from the closing date (21
