Project Assistant for Civil Registration and Vital Statistics
(Special Services Agreement)
A) Overall objective:The overall objective is to carry-out a comprehensive assessment of the civil registration and vital statistics system in order to formulate a results-oriented national action plan to accelerate the development of civil registration and vital statistics systems in Lao PDR.
B) Timeline: 15 October to 23 November 2012 (6 weeks)
C) Duties:1. Plan and prepare the pre-assessment workshop and assist in the design
of the assessment methodology, work processes and tools taken into consideration (observing Steering Committee suggestions and needs as well as terminologies that are applicable to the context of Lao PDR).
2. Assist in the collection of primary data from actors in the fi eld, assist in arranging and facilitating FGDs, interviews, observations and consultations, including with district registry offi cers, families, teachers, and school principals.
3. Assist the WHO team and international consultant in preparing the situation assessment report providing an overview of civil registration practices in Lao PDR.
4. Assist in organizing a consultation meeting with relevant stakeholders and document key recommendations and inputs from participants.
5. Provide assistance in liaising with relevant line ministries to incorporate inputs and suggestions from partner agencies into the fi nal report.
D) RequirementsEducation:• University degree in the fi eld of Law, Public Health, Social Sciences,
Statistics, or a related science.
Knowledge & skills:• Exposure to Civil Registration Laws, Policies, and Procedures, • Application of Information Technology in Civil Registration systems in the
Asia- Pacifi c region will be a distinctive advantage.
Experience:• At least 5 years relevant work experience in research.• Work experience with Government of Lao PDR, especially in the area of
policy and research, would be a strong asset (Familiarity with Government protocols, processes and procedures);
• Experience in working with one of the current line ministry information systems such as the Heath management Information system (HMIS), Education Management Information system (EMIS) or other similar systems essential.
