You know with over 35,000Knights in the Louisiana Jurisdiction,we could, with the help of Jesus, doso much more for the Catholics ofthe State. Our Order could do moreeven for their own families.

At our meetings and conven-tions, the Knights are ready to go outand transform their own CatholicChurches. You must get out and tellthose Catholic men who are notKnights what they are missing, en-courage them to join your Councils.You all must fight for the sanctity ofmarriage, for all for human rights,and especially for the right to lifefrom birth to death.

The late Pope Paul VI was rightwhen he told us we were the righthand of the Church. We say we areco-workers in the renewal of theChurch. The late Pope John Paul IIpreached and visited many countries,now our present Pope Benedict XVIis asking us to continue to follow histeaching.

When Mother Angelica startedEWTN who could believe it wouldbe heard over all the world!

Catholics all over the world areliving their faith better because ofwhat they see and hear, the teachingsof the Church explained to them.This is why our Supreme Chaplain,

Our fraternal year is comingto an end. Now is the time to re-view what we have done this pastyear. Have we been able to serveand help our Pastor and Church,provide aid for our Communities,assist and guide our Youth, pro-vide for our Families and guideour Councils? Now is the time toask ourselves are we doing all thatwe can.

What can we do betweennow and the end of the Fraternalyear to make this a successful yearfor our Council. We still have timeto recruit the needed Candidatesto make your Councils Quota.New members can have some newideas for making the Council bet-ter. With the economy beingdown, our Communities need ourhelp more than ever - help a neigh-bor, provide transportation for asick or elderly person, feed thepoor and so on. With the summercoming up, help with the YouthsSummer Leagues, help with thelocal Scout Troup, and give guid-ance to the local students. OurChurches can always need somehelp with repairs and maintenanceduring the spring. Don’t forget our

Families during this time. What agreat time for a picnic, have a ballgame, have a cook-out, we all loveto eat. The main thing is for theCouncil to stay active in theChurch and Community.

With Council elections com-ing in a couple months, we havethe chance to elect outstandingleaders for the next year. Theseleaders should be responsible forestablishing and maintaining theprograms and activities for theCouncil this next year.

Our Nation is facing many is-sues that affect us as Catholics. Wemust be strong and let our voicesbe heard on such issues as Abor-tion and Embryo and Cloning is-sues. Being the Right Arm of theChurch, the Knights of Columbusneeds to stand strong and beheard. The future culture of ourlives can be affected.

Yes, our Councils with somethoughtful planning can be theLeaders in our Communities. Wecan make a difference. Review ourPrograms and Activities that wenow do and see if we can improvethem. See what new Programs andActivities we can start that willhelp our Church, Community,Youth and Families.

This is our Future and wecan make a difference, and it isup to you.

Bishop William Lori desires that allKnights of Columbus chaplains con-tinue to teach his writings and ex-plain our faith to you Knights.

Pope Benedict said, accordingto Cardinal Bertone, the Secretary ofState in Rome, that he urges theKnights to strengthen “the bonds offaith and fraternity, uniting through-out the world,” because we must ad-dress the challenges facing theChurch and society. Our presentHoly Father is grateful for the tire-less efforts of our Order to promotethe culture of life, to defend the fam-ily, and continue to encourage voca-tions to the priesthood and conse-crated life.

Cardinal Edward Egan of NewYork said the Pope coming to theWhite House and New York made apowerful impact on the Church andcountry.

One will notice that a lot haschanged since the last article that Iwrote regarding our progress towardour Y.E.P. goal this Columbian year.We have made substantial progresstoward our goal in the past threemonths, but we are still falling fartoo short.

A vast majority of our in-crease in collected funds occurred inJanuary. What a wonderful turnoutwe had at “Grand Knight’s Day,” andthe attendance at that meeting wasreflected in the ‘Parade of Councils’where many councils presented theirdonation for the Youth ExpansionProgram. I enjoyed the opportunityto personally see each of the present-ers as they brought their council’sdonation up to our State Deputy andme. At that one event, we collectedjust over $80,000.

I would like to thank, onceagain, all of the councils throughoutthe state that presented their dona-tion that day as well as all of thecouncils who have supported Y.E.P.this year by mailing me your dona-tions. What a great commitment bythese councils to the youth programsin the state! Without council dona-

The Worthy State Deputy, BenDavidson asked me to let you knowthat the hotels are filling up, if youhave not made your reservations yetplease do so asap. At last check theHilton Hotel had just about filled ourblock, but there are still rooms avail-able at Holiday Inn and Best West-ern Suites downtown, both are fineproperties and are awaiting your res-ervation call.

The golf scramble will be heldat Crooked Hollow Golf Club, start-ing at 8:00am Friday, May 1st, 2009.There is plenty of room to get in onthe action and enjoy a round of golfat this excellent facility. If you need

Our Mental Disability FundDrive Campaign started April 1,2008 and for this FraternalColumbian Year it will end on March31, 2009 for your council to receivethe 10 points in the State Standings.As of this writing 87 Councils havedonated $273,493.26. And we stillhave 43 Councils that ordered candyand aprons for their fund drive thathave not sent in their fund drives. Wecan make a big splash and help manyCitizens with Mental Disabilities ifonly the balance of our councilswould take the time to have a funddrive. And remember it is never tolate to have a fund drive. What doyou say Brothers, will you stand upand be counted as a Council that didnot turn your back on these Citizenswith Mental Disability in your areaat a time when they really need allthe help they can muster. We allknow that times are bad, whichmakes the need more real. Lookaround your area and check in on theschool, or organization that helpsCitizens with Mental Disability andsee how a fund drive could help, thengo back to your Council and get themembership involved by having afund drive to help them. As I men-tioned in my e-mail the other day if

you don’t have a school or agency inyour area for your Beneficiary thenalways remember there is SaintMary’s Residential Training Facility.

It is now that time of year thatour MDF Campaign is coming to aclose for this fraternal year. If yourCouncil had a fund drive, Your Coun-cil membership can then take pridein what your council has done inhelping God’s Special Citizens.

Notre Dame Seminary in New Or-leans.

Acompano is an introductorymissionary experience that offersseminarians real exposure to socialinjustice and third world poverty.Acompano allows seminarians towalk with the poor of Granada, Nica-ragua. It is the philosophy ofAcompano that missionaryevangelizaton is at its best when it isoffered within the context of inter-personal relationships. Acompanoand its participants visit Nicaraguahoping to observe and learn as muchas they hope to work and assist.

The proceeds from ourAcompano Raffle help to fund theAcompano program. Ticket pricesremain at $5 per ticket. With over30,000 Knights in Louisiana, wehope each Brother Knight takes thisopportunity to purchase a ticket andshow that we are “In Solidarity WithOur Future Priests”. This wouldguaranty a sell out of tickets.

Time is running out to sell thesetickets as the deadline for ticket salesis April 15. All money, tickets stubsand unsold tickets should be sent toStephen Hart, 123 Iroquois Dr., AbitaSprings, LA 70420 no later thanApril 15. The drawings will be heldat the State Convention on Saturday,May 2, 2009. Remember, WinnerNeed Not be Present, but purchase isnecessary.

I’m sure most of you have heardabout the recent changes in the StateActivity Grading Forms for Pro-Life.There are actually three questions,each worth ten points. Previously, itseems that a Council could do any-thing Pro-Life no matter how insig-nificant or how ineffective and wouldget their thirty points. We just werenot making a very fruitful impact inthe Pro-Life arena. After reviewinga few of the forms that were com-pleted in prior years, we decided thata change needed to be made in orderto encourage substantial, proactiveactivities that had a true, positiveimpact to the Pro-Life cause. Wedeveloped some suggested changes,presented them to the State Deputy

tions, many youth programs may notbe funded or their funding reduced.What a tragedy that would be! Howwould that reflect on our dedicationto investing in our future by aidingour youth?

To date this 2008-2009Columbian year, 113 councils havedonated a total of $109,515. That isonly about one-third of the councilsin Louisiana. I have to wonder whatis keeping the remaining councilswho do not plan on donating fromgiving. Is it a lack of understandingof the programs Y.E.P. funds and theirimportance? It is hard for me to un-derstand what would prevent a coun-cil from donating to this effort evenif they cannot reach their quota.

The rest of the funds reflectedin our total have been brought in fromother sources such as the 50/50raffles, mass collections, etc.

Please remember that it is nottoo late to give. Also, please remindyourself of the programs that thesefunds provide such as the CYLAAwards, Free Throw Competition,Scouting Awards, and UniversityCenters, to name a few.

As always, if you ever have anyquestions about this program, wouldlike information that can be used inyour council’s discussions, or wouldlike me to attend a meeting in orderto discuss this program, please do nothesitate to contact me.

Today’s youth, the leaders oftomorrow are looking for a chal-lenge, for responsibility and to buildtheir faith. Yet despite their commit-ments and dedication, the youth ofthe world are often condemned be-cause of uncontrolled actions of aminority of young people. AsKnights of Columbus it is our re-sponsibility to provide our youthwith the means and the opportunitiesto become great.

We have strived to promote ouryouth through programs such as Sub-stance Abuse poster contest, youthcamp activities, family nights and ourSquires program. Each of these pro-grams are youth driven and faithbased and building upon the founda-tion of our Catholic heritage. Oneother program that seeks to acknowl-edge our youth and provide recogni-tion to graduating Catholic SeniorBoys and Girls is the CATHOLICYOUTH LEADERSHIP PRO-GRAM.

By participating in this programyour Council has offered an oppor-tunity to the youth of our State to berecognized as one of the best Catho-

lic students in their respectiveschools and Area. You have set a veryvaluable example to the youth of ourState that the Knights of Columbustruly cares about the Catholic valuesthey possess. With your support ofthe CYLA program these studentsknow how valuable they are to ourChurch, Schools and Community.

They are the future of ourChurch. We thank God for the giftsand talents that they share with us.And we look forward to a brighterfuture because of them.

On April 19th, 2009 in Lafayettethe State CYLA finals will be held.The CYLA committee along with theState Officers and State Family mem-bers will get to meet 24 outstandingCatholic Seniors, each of them hav-ing been declared their Area Boy orGirl winner. At the end of the day 1Girl and 1 Boy will be declared the2009 CYLA winners for our State.Your participation in the program hasnot only allowed us to recognizethese 24 winners but Catholic Boyand Girl winners throughout ourState. Thank you for your support ofthe CYLA program and your supportof our next generation of Catholicleaders.

The first question is numberseven on the Church Activity Reportand asks, “Did the Council sponsora Pro-Life activity, which is bothsubstantial & proactive? Explain &provide total man-hours expended &dollars collected or spent.”

This is the “big one”. We’relooking for a single activity, whichreally has an impact on the Pro-Lifecause. As officers and delegates prepare to depart for this year's State Convention, we urge them toread the following resume of rules that will be applicable for business sessions of the annual meet-ing. It may be a good idea to bring this article with you.

THE STATE COUNCILWhat makes up the State Council? The State Council consists of the Grand Knight and a past

Grand Knight, referred to as delegates, from each subordinate council in good standing in the state;the elected State Officers and the State Chaplain; the immediate Past State Deputy. All of theseBrother Knights have both a voice and a vote at the State Council Meeting (Convention).

ATTENDANCE AT STATE CONVENTIONWho attends State Council Meetings (Convention)? All members of State Council and all

members of State Family are expected to attend. The State Council has been defined above. TheState Family consists of State Officers, the Past State Deputies, the State Chairmen, District Depu-ties, Diocesan Chaplains, Chapter Presidents, General Insurance Agents, President of Financial Sec-retaries Association and the State Office Administrator. The State Officers and delegates as definedabove have both a voice and vote in the State Council Meeting. Past State Deputies, other than thelast living Past State Deputy, and District Deputies, shall be permitted the privilege of membershipin State Council, but without the right to vote therein.

WHO MAY SPEAK AT CONVENTIONState Chairmen, who are not otherwise members of said State Council, have the right to speak

on questions pertaining to the functions of their particular committees, but without the right to votetherein. The Financial Secretaries of all Councils are expected to attend the State Convention as themeeting of the State Financial Secretaries Association is held during the Convention. The FinancialSecretaries have neither voice nor vote in the State Council Meeting. Any Third Degree member isentitled to attend the State Convention as a visitor, but has neither voice nor vote in State CouncilMeetings. The State Council, can, on request, however, grant the privileges of the floor to a ThirdDegree member of the Order.

SEATING ARRANGEMENTSIn order that business of the State Council may be efficiently conducted, these rules are to be

followed. All delegates and State Family sit in designated sections of meeting hall. The StateFamily sits in one section and the delegates sit in District groups with their respective District Depu-ties. All visitors sit in rear of these groups.

ELECTIONS & ROLL CALLThe State Council elects the State Officers and delegates to the Supreme Council (Conven-

tion) annually. To expedite this election, the reading of a permanent roll of the State Council and theelection are combined in one operation whenever possible.

ELECTION OF OFFICERS & DELEGATESState Council Officers are, in their order of precedence: The State Deputy, State Secretary,

State Treasurer, State Advocate, and State Warden. The Immediate Past State Deputy is anex-officioofficer and these men select the State Chaplain. Our Jurisdiction is large enough in membership tobe entitled to maximum representation at the Supreme Council Meetings - five (5) insurance del-egates and five (5) associate delegates.

ELECTION OF ALTERNATES AS WELLOur State Council Meetings will elect four (4) insurance and four (4) associate delegates. The

State Deputy is ex-officio an insurance delegate and the Immediate Past State Deputy is ex-officio anassociate delegate. The State Council also elects five (5) alternates for the insurance delegates andfive (5) alternates for the associate delegates. In electing delegates and alternates no majority of thevotes cast is necessary. They are elected according to their plurality of votes. Section 4, subdivision7 (c) of the Charter, Constitution and the Laws of the Order provides that “Vacancies created by theinability of representatives to attend the Supreme Council Meeting shall be filled by the alternate inthe order of the precedence, according to the vote electing them, provided that only insurance alter-nates shall fill vacancies for insurance representatives.” In case of a tie vote, the State Deputy shalldesignate which one shall serve. If the alternate above provided for is not present, the next in orderwho is present may fill the vacancy. Names on the ballot are printed in alphabetical order.

MUST SUBMIT WRITTEN INFO ON NOMINEEWhen making a nomination for a State Office or Supreme Council delegate or alternate, the

nominator must submit A WRITTEN NOMINATION on the nominee listing his full name (no nick-names), KC membership number, mailing address with zip code, and KC Insurance Certificate num-ber is being nominated for State Deputy or Insurance Delegate or Insurance Alternate. This writtennomination must be submitted to State Secretary or his designate at the time the nomination is madeon the floor.

5) Qualifies for Orphan Benefit:If the father is in good standing withhis local council and at least one of theparents is insured with the Knights by apolicy of at least $5,000 permanent cov-erage (minimum coverage required maybe higher for new plans) or $150 annualpremium, each insured child would re-ceive a monthly benefit of $80 to age 19(age 23 if they attend college) if bothparents were to die.

Brothers, the end of the StateColumbian year rapidly approachesus. There is so much going on in allof our councils that many of us haveforgotten to do or report some of thebasics. Lets begin with my favoritesubject. MEMBERSHIP. On theSupreme website they have providedme with a list of 125 councils whohave not, repeat NOT recruited onenew member. There is a list of 44councils who have not sent in theirForm 185. This is a list of the newlyelected officers as of July 1, 2008.There is yet another list of thosecouncils who have not sent in theiractivity directors names. It is re-ported as 101 councils not havingcompleted this form. Most impor-tant, is that year to date there are 101councils who are delinquent on com-pleting their semi-annual audit.

In order to maintain our tax ex-empt status this report must be com-pleted timely.

The Supreme Columbian yearhas another quarter of the year be-fore its completion. This means thatthe 125 councils not having recruitedONE new brother knight still has anopportunity to be removed from thislist. I would like you to use everyopportunity to display the literatureprovided. I would like you to in-volve your Pastor in KC activities.If any council is having extreme dif-ficulty in the area of recruiting pleasecall me. If available I will eitherattend or have another State Familymember attend your meeting. Iwould really like some feed backfrom those councils who have notparticipated in the Membership Pro-gram this year. How about somefirst things first.

As I write this news article forthe Louisiana Knight there is muchexcitement in the Louisiana SquireCircle and activities are beingplanned to finish up the FraternalYear. In April, the Youngsville Circleand the Broussard Circle will sponsera retreat and a squires fun day. Thisyear the State Squires Conventionwill be sponsered by HammondCircle on June 6-7. pay one hotel room for four delegatesfor one night?

The state Circle would like tothank the following Knights of Co-lumbus Councils; Oberlin, BayouBlack, Kolin, Leesville, Bossier City,and Monroe for working on startinga Squires Circle. As this article is be-ing written we are working in theNew Orleans area with three Catho-lic High Schools on starting a schoolbased circle.

A new Membership Campaignwill begin on March 20th and willrun to June 30th. This campaign willbe known as “ Spring into Member-ship”. T-shirts will be given to anySquire who recuits three or moremembers.

The Louisiana State Circle is onthe radio once a month with a pro-gram. We are on Radio Maria on thefourth Saturday of every month at1:00 P.M. On the program we speakabout why we need Squires, the ben-efits of the program, and how to starta circle. Radio Maria is 580 AM andwe would like to thank Father DuaneStenzel for having us.

Worthy Grand Knight, if yourcouncil sponsors a circle we thankyou and we ask you to please encour-age the young men. The third question is similar tothe second question, but instead of“support” we are requiring “promo-tion” of Pro-Life. Question numberten on the Family Life Activity Re-port reads, “How did the Councilpromote the Pro-Life cause?” Likethe previous question, two smalleractivities, worth five points each arerequired that promote Pro-Life.These could include: (1) letter writ-ing campaigns to public officials, (2)distribution of Pro-Life materials bythe Council, (2) Campaigns, whichinclude media advertisements, bill-boards, bumper stickers, signs, &other promotional materials, (4) par-ticipation in activities such as a Pro-Life walk, prayer service, or a videoor speakers program, & (5) periodicpromotion through monthly newslet-ters or speakers programs at Coun-cil meetings.

To those Councils looking foran organization to support or to as-sist with promotion, I would stronglyrecommend first that you assist yourlocal pregnancy resource center.These organizations work “on thefront lines” and deserve our primaryfocus. On the State level, I wouldrecommend the Louisiana Right toLife Federation. You can send thema check from your Council funds tomeet one of your two “support” re-quirements in question #9 (FamilyLife). You can also sign up for theirperiodic newsletters that are sent viae-mail by visiting their website. Bysharing the information from their

newsletters at your monthly meetings(try to do it every month) your Coun-cil can meet one of the two “promo-tion” requirements in #10 (FamilyLife). Monthly “talking points” foryour Council can also be found atother Pro-Life websites such aspriestsforlife.org, lifesitenews.com,lifenews.com, hli.org (human lifeinternational) or one of several othernational sites available on theInternet.

Remember, as your Pro-LifeChair Couple, we can talk about Pro-Life issues “until we’re blue in theface”, but unless we get our indi-vidual Councils’ members to dosomething that makes a true impacton the Pro-Life cause, what have weaccomplished?

During the months of Januaryand February Councils and AreaCoordinators throughout the statehave conducted their Council andArea Knights of Columbus Sub-stance Abuse Poster Contests. Thisyear there are reports of many Coun-cils getting over 100 participants inthis program by trying to conduct thisprogram through their local Catho-lic Schools. On the first weekend ofMarch the Knights of ColumbusSubstance Abuse State Poster Con-test was conducted in Lafayette. Thisprogram continues to grow everyyear and Councils are starting to getmany more boys and girls involvedin this program.

During these months Councils,District Deputies and Area Coordi-nators were very busy schedulingand conducting their Council, Dis-trict and Area Free Throw Contests.During the second weekend ofMarch the State Free Throw Contestwas conducted in Lafayette. Thescores of our State Free Throw Win-ners will be forwarded to the Su-preme Council to be a part of the In-ternational Free Throw Contest.

Recently Councils and AreaCoordinators have been conductingtheir Council and Area CYLA Com-

petitions. Now we anxiously awaitthe State CYLA Finals that will beheld on April 19, 2009 in Lafayette.

Knights of Columbus Councils,please do not forget the Knights ofColumbus has an outstanding youthprogram called the “ColumbianSquires- the Official youth organiza-tion of our Order. It only takes 10young catholic men between the agesof 10-18 years old to start a SquiresCircle. There are men throughout theState that can assist Councils in start-ing a Squires Circle.

urged to support the Youth Expan-sion Program. It is the financial sup-port that we receive every year fromCouncils and Brother Knights thathelp make it possible for us to be ableto conduct our State Youth Programssuch as CYLA, Soccer Challenge,Free Throw, Donations to our Catho-lic Students Centers and many otheryouth Programs. If your Council cannot afford to give its YEP Quota,please consider donating as muchmoney as your Council can afford todonate to this worthwhile youth pro-gram.

Knights of Columbus Councils throughout the State continue to sup-port and participate in the Substance Abuse and Awareness Poster Con-test. Eleven of the twelve Areas submitted four Winning Poster in theState Contest.

All of the First Place winning Posters will be awarded a chance toparticipate in the Knights of Columbus International Poster Contest. Lastyear our State enjoyed a First Place and Second Place winner in the Inter-national Contest. Again this year some of our winning posters show a lotof potential to excel in the International Contest.
