Allison Project
Overview
Teck Coal Ltd. and Neptune Bulk Terminals Ltd. (NBT), intend to improve coal handlingoperations by installing a second, parallel railcar dumper at Neptune Bulk Terminals inNorth Vancouver, BC.
Coal operations at NBT currently include one dedicated rail track, Track 1, one rotaryrailcar dumper, one coal stockyard with a single stacker-reclaimer machine, one surgebin, and a dual-quadrant shiploader serving one berth. A parallel yard conveyor and areplacement stacker-reclaimer machine are currently under construction.
Project Permit - Scope
The rotary railcar dumper will be located on the inbound rail track at the north-eastcorner of the property. NBT’s intention is to split incoming trains into two strings to beunloaded simultaneously, at the existing dumper and at the proposed new dumper. Anelevated conveyor, included in the project, moves coal from the new dumper to theexisting stockyard. Benefits of the new dumper include faster train turnaround time andfewer train shunting movements on site.
The maximum height of the dumper building will be consistent with the existing dumperat 12m above grade. The maximum excavation depth will be 21.5m below grade, to topof slab.
An extract of the general arrangement drawing for the site is included below to showthe locations of the proposed infrastructure improvements.

As part of ongoing upgrades and infrastructure improvements, Neptune Terminals is proposing to moveforward with a project to enhance the terminal’s steelmaking coal handling capabilities. Like otherrecent terminal improvement projects, the upgrades will be within Neptune’s existing footprint.
Neptune is seeking a project permit from Port Metro Vancouver for a second railcar dumper to belocated on the inbound rail track at the north-east corner of the property and related elevated conveyorto move steelmaking coal from the second dumper to the existing storage area.
Currently Neptune’s existing continuous loop track and direct link from the rail bridge (with no at-graderail crossings and related whistles) minimizes rail noise on the terminal. The addition of the secondrailcar dumper will provide the added benefits of faster train turnaround times and less railcarswitching.
This project builds on the continuous terminal improvements at Neptune that include the upgrades tothe potash system, the new phosphate rock handling equipment and other steelmaking coal systemimprovements: rail track optimization and replacement of mobile equipment (new stacker reclaimer andsh iploaders).
Using the template of the recent community engagement activities for Project Craig, Neptune willundertake a measured and proactive approach that ensures that stakeholders are notified about theupgrades and provided with easily accessible mechanisms to seek information and ask questions, whilealso ensuring that the regulatory approvals process proceeds without unnecessary delays. Neptune isalso committed to sharing additional information as the project proceeds.
To meet these objectives, Neptune recommends providing information on all aspects of the project,including:
• Overview of Neptune’s terminal operations and other recent improvements• Details on each component of the proposed project• Anticipated impact on the community — during construction and operations• Anticipated project timeline
• Where people can get more information, and submit questions or comments
