To each cell 1 primary scrambling code has to be assigned

Difference between the two strategies depends mainly on UE implementation
Recommendation of SC planing:
• Isolation between cells assigned the same scrambling code should be maximized
• UE should never simultaneously receive the same scrambling code from more than 1 cell
• UE should never receives a scrambling code from one cell while expecting to receive the
same scrambling code from second cell
• Scrambling code planning should be completed in conjunction with
• Neighbor list planning
• Neighbor list audits
• Coordination at international borders
• Specific scrambling codes should be excluded from the plan to allow for future network expansion
• If two (or more) RF carries serve the same coverage area, the same scrambling code should be assigned to each of them (although scrambling codes can be assigned carrier independent)
