There is a registered Residents’ Trust Board followed by ward committees. Council maintains a profile register for all stakeholders with whom consultations are regularly made

Participation• The two women councillors dominate
the chairing of all consultative meetings in the wards as a way of bridging the gap.
• They make one stop shop to address gender issues of 50/50 HIV/AIDS & GBV awareness.
• Both men and women are informed of the gender imbalance in the council as displayed during introductions & are urged to take courage and address the
position in the forthcoming elections.

and the female A/District Administrator initiated the urban farming policy that benefited 200 women.Beneficiaries grow ground cover such as legumes, cowpeas that are recommended for good health They feed on the farm produce as well as cash up from selling surplus produce.

• in partnership with ISLO an NGO, council trained 40/50 women beneficiaries of a pro poor project as builders and carpenters and they built their own houses. men

given equal opportunity to compete at the same level.
• There is council policy that all uniforms are supplied by Chegutu clothing factories dominated by women.
• There are 5/7 are women who were awarded the 2012 uniform supply contract.N

Climate change and sustainable development
Every Head of department spear heads the council priority areas in line with policies in place. Tangible results are;-
• Installation of a 300 000 dollar dedicated power line
- upgrading of the water treatment plant which provides portable water to stakeholders
- -Completion of a sewer treatment plant that render services to 800 households that did not have water for 10 years.
• -Free health services that will ensure zero maternal mortality rate through the (RBF) project
• The construction and completion of a state of the art primary school in the middle of pro-poor housing schemes.

• Below, the town clerk gives cleanup volunteers accolade and Encourages them to pass on the sense of responsibility and ownership.

within all council departments for in put. Its targeted at correcting the gender gap on property ownership.
• Women are considered in their individual capacity.
• Joint ownership is inscribed in the policy regardless of marital status.
• Title deeds have family security close inscribed for protection from selfish siblings after parents die

Land and housing women benefited 320/600 stands allocated at no cost to co-operatives to service and construct own houses – Pro-poor projectCouncil donated land for a school in same the high density areaThe woman in the picture is a beneficiary and her children also benefit from the primary school.
The school enrols less privileged children. Catholic sisters subsidise the school requirements for the children. Poverty is no barrier
Water and sanitationThe Engineer visited Japan on a learning expedition of the new technological water and sewer reticulation services.
Town Clerk and the Chamber Secretary visited Ghana and Sweden on a programme for community engagement of Stakeholder participation in policy formulation, implementation and review (STRAP)
Gender based planning is the requisite for a council to be selected on such programs
• There are 24 boreholes in the 12 wards as water source back-up. At first the committees were chaired by men, but due to rampant vandalism experienced,
• Council resolved that the ward committees be taken up by women who are more caring.

Environmental health There are 6 community based workers on council
pay roll who monitor TB patients and possible victims.
Door to door visits are done and brought for health care attention.
Disaggregated statistics of ailments are reported on a monthly basis.
The mortality of people living with HIV/AIDs is reduced because of they survive like others.
Statistics show that from 2011 to date Chegutu has been 99% free from cholera.

• Senior managers are gender agents at department level .
• Gender champion is Melania Mandeya - PROFILE [email protected]
• 2002 – 2005 Provincial Internal Audit Team Leader, ward councillor and a member of the WLGF EXECUTIVE COMMITTEE instrumental in the formulation of the gender tool kit for women aspiring to join the political arena at the same studying for degree in Bsc in counselling.
• 2006- to date- joined Chegutu council, as the Director of housing and Community services . Influenced the intake of students on attachment to be 50/50 every year it is now a council policy.
• 2010 Appointed Member of the Local Government Board that approves appointments and dismissal of senior management personnel in all local authorities in Zimbabwe.
• Have so far influenced the employment of 4 women in decision making posts with local authorities in Zimbabwe.
• Studying for a Master of Science Degree in Strategic Management to ensure gender issues are tackled from a transformational dimension and graduating this year 2012.
