• 31,000 miles of underground facilities- 17,000 miles of mains; 14,000 miles of service lines

• Customer base:- 1,118,000 customers—94% residential

• Underground Facility Damage Problem• Laclede & MGE facilities damaged

- Experience approximately 3 hits each workday for Laclede

- Experience approximately 4 hits each workday for MGE

• Concerns- Safety; Service; Reliability; Repair

• Examples of recent serious damages- 11/03/10 gas explosion in Readville, MA--$1 million damage;

- 10/08/10 gas explosion in Tioga, ND—contractor killed;

- 04/08/11 gas break & fire in Fort Meyers, FL—contractor burned over 50%.

• Participation is mandatory since 2005

• MO Attorney General’s Office monitoring activities

• Missouri One Call System (MOCS)• Operates 24/7; 1-800-DIG-RITE (1-800-344-7483) or 811

• Requests for locates are free to the excavator- www.mo1call.com

• One Call Notification Process• Call before you dig; 1-800-DIG-RITE (1-800-344-7483) or 811

- retain ticket serial # on job site for reference

• Wait the required time- 3 working days on routine tickets

• Respect the marks- 24” tolerance zone on either side of marked facilities

• Dig with care- Hand-dig around marks to confirm location of underground facilities

• Investigations• Perform on-site investigations of excavation damages

- Gather factual and relevant damage data

- Interview witnesses/participants to the damage

- Resolve as many damages as we can, ASAP

- Appear as witness in litigated cases for Claims as needed

• Identify root causes of damages- Alert appropriate Laclede departments to problems discovered and offer suggestions to

correct them

- Work with excavators to minimize damages

• Communication• Network with others that have an interest in underground facility safety

• Raise public awareness to underground facility damage- Participate at excavator safety meetings and at other venues

Specific Discussion Items

• Damaged a gas facility? … immediate action safety tips- Remove possible ignition sources

• If possible, turn off equipment and leave in place

• Get to a safe location immediately, then call for help

• Try to keep others away from the damage site

- Report ANY hits or damage to gas facilities (leaking or not) IMMEDIATELY to:• MOCS at 1-800-DIG-RITE or 811

• MGE’s 24 hour emergency number (800) 582-0000

• 911

- Do not touch or attempt to repair damaged facilities• Static electricity is a potential source of ignition on plastic gas pipes

• Never attempt to stop a leak

• Do not cover the leak with dirt or fill material

- Stay clear of damage until repairs are complete

• Tips for safer and more effective excavation• Encourage hand digging/pot hole facilities

• Call for clarification if ever in doubt

• Excavator’s name must be on the locate ticket

• Accurately describe dig area on ticket

• “White Line” dig area

• Call to refresh marks as needed

• Do not hook-on locate equipment to facilities

• Refrain from calling non-emergency “emergencies”

• If area not marked when you arrive, call MOCS to report a “no response”

• If marks are wrong, stop digging and call MOCS with “bad locate”
