Assembling the 6 GeV Plan: Process to Date

• Planning approach discussed on multiple occasions with our User’s Group Board of Directors, and at Annual User Meetings and the PAC since 2006

• CD-3 (9/15/08) triggered the new mode of scheduling

• PAC33 (1/08) accepted the “last” 6 GeV proposals, reviewed a large fraction of the remaining program and helped us make some hard choices on scientific priorities

• The Preliminary Draft Schedule – Posted (8/27/08) for public review– Discussed at an open meeting (9/18/08)

• Planning process and draft schedule reviewed by JSA Science Council (9/24/08)• A slightly revised draft schedule incorporating input received at those meetings was

posted on 10/1/08 w/ an invitation to comment and a reminder of our intention to have the plan reviewed by PAC34

• PAC34 (1/26-30/2009) received a number of written comments, and both a public and an executive session were held to discuss the plan. In its published report, the PAC “endorses the proposed scheduling, with a few caveats, as the best possible attempt to meet the Approved physics goals of the program within the currently known constraints. If further funding becomes available……, then we comment on where we see the priorities for additional running.”

• “The Plan” was then adopted as a broad guide to the science we will do, budgets permitting, between now and the final 12 GeV shutdown

• Progress and plans were reviewed at PAC35 and will be reviewed again at PAC36

Priorities Driving the Initial Plan

= commitments already on the books = Scientific priorities that fixed the accelerator energies; Highest quality compatible physics scheduled for the other halls; installations grouped

Status as of Today

= Successful FY09 runs (all but g1d; polarized target failure, beamtime used for SANE)

= Equipment funding uncertainties remain for FY11-FY12Note: Beamtime available in FY11-12 still depends on uncertain future budgets

Some compromises along the way:•SANE target failure g1

Known Near-Term Issues

• We recently adjusted the near-term schedule, sliding the 2010 Summer Down by 3 weeks to accommodate PREx vacuum problems and Qweak Installation delays

• This will reduce the beam time available in 2011 by 3 weeks as the 12 GeV 6 month down cannot be shortened

• More Changes are Coming:

–Hall B program as planned for 2011-12 must be revised as HDIce is not ready for installation this summer – reviewing PRIMEx-II and TPE status and impact

–Detailed decisions in about a month when we expect to release the remaining 2010 Schedule and the first six months of 2011 as firm

–Detailed review of budget situation at lab and prospects will also take place on that tiimescale, resulting in a decision on g2

p (and the related GE

p) experiment in Hall A

Longer Term Issues

• Depending on the details of both the Hall B plan and the g2p decision in

Hall A, we may have some beamtime available in Hall A and/or B in 2012.

–If so, we will accept proposals at PAC37 for experiments that are compatible with available beam energies and require minimal hardware investments

• While delivering the full weeks of beam operation outlined in the long-range plan is a very high priority for the lab, we will, nevertheless, be forced to live within the budgets provided for FY11 and FY12

Science for 12 GeV: the PAC Process and Plans

As It is Progressing:• 12 GeV PACs for the first few years were charged to:

­ Identify physics “appropriate for the first 5 years of 12 GeV Operations”

­ Initially consider only proposals associated with User commitments to the Upgrade Construction (PAC30 and PAC32)

­ Consider proposals that include non-base equipment at later PACs (PAC 34 and 35)

•More recently we “raised the bar” for approval­ Starting with PAC34 we charged to PAC to recommend only

experiments that would have a scientific priority “in the top half of approved proposals for the first 5 years of 12 GeV operations”

The 12 GeV PAC Process (cont.)

The Assignment of Scientific Priorities:

• At PAC35 we began the process of assigning scientific priorities

• The first step was to organize the approved experiments into six scientific “categories” grouping experiments with similar direct goals to permit a coherent review of the program, element by element

• Experiments in the first category (“The Transverse structure of the Hadrons”) were prioritized at PAC35

• Prioritization of experiments in three more categories will be the sole business of PAC36 this summer (notice already out)

• At PAC35, we had experiment collaborations:• Provide a written update to their proposal• Make a 3 VG presentation to the PAC

• At PAC36 we are enhancing this process by adding a “raporteur” who will review the science of the category and the role of each of the approved experiments in advancing that science

The 12 GeV PAC Process (cont.)

Planning the Initial Operation in Each Hall:

Following the model used for the initial CEBAF program, ~2-3 years before the start of 12 GeV operation hall-by-hall:

• Each hall will provide for PAC review and comment (and potential improvement) a “commissioning and early running” plan

• It will represent the collaboration’s tradeoff between the best possible science and the realities of commissioning equipment

• 3 years after the start of physics in each hall, jeopardy will begin
