Pakistan has recently stepped in the international market of wheat export. In dre present year we
have exported wheat to Afghanistan, lraq, Sudan, Dubai, Kenya, Somalia and many others. The
shipments to many other countries are in the pipeline. It is estimated that this year the total surpluswith public sector agencies will be around 2.0 million tons, around L0 million tons during 2002.
The main wheat exporters in the international market are USA, Canada and Australia. These
countries are involved in wheht and wheat products exports. They possess the most advanced
technologies and the availability of trained manpower to develop a monopoly in this business. In
thc intcrrrational opcn nrarkct Pakistan will havc to compctc with thcm in ordcr to kccp its
existence. IThere is no doubt that Pakistan produces wheat quality of "A" grade, However due to a variety oftechnical reasons we are not able to create an impact in the international market. One of the
fundamental rcquircrnent in this context irrcludes thc quality assessment assurance of our produce
so as to market it properly. At the moment there is not a single fully equipped grain quality testing
laboratory where all the fundamental testing can take place under one roof. It is therefore desired

10.2 Space: Space is available rvith both the research institutions, However a lab is required
to be constructed at TARC, PARC, Karachi. The details of the available space is
as under:
o TARC. PARC. Karachi. It is located in University ,of Karachi Campus,
karachi. TARC has several laboratories and poisess the basic infra-
structure to accommodate the project. The TARC already has physical
quality, irrspection, fumigation and Pesticide residue labs at its sites. The
labs lor Ccrcal tcsting, lhcology and a lraining hall ctc., shall have to be
constt'rtctod.
o NARC. PARC. Islarnabad possess all the basic infra-structure required to
unOirtaie research. The programme has enough space to accommodate the
proposed project.
11. . Description of Project:
11.1 Brief historY:
The proposed project focuses on shengthening the grain quality testing facilities at two research
establishments i.e. NARC, Islamabad and TARC, PARC, Karaihi. These centres were equipped in
late 80's by various donor agencies and thereafter due to the unavailability of funds, spare parts,
maintenance most of the equipments have gone out of order.
ll.2 Proposcdfacilities:The two sites shall be provided advanced laboratory equipntent to enhance their capabilitics in
following areas:
. physical testing of grains, viz., grading, moisture, foreign matter, test weight, determination of
defects, ttc.etc. ,
. Ccreal cBernistry of grains viz., protein, gluten, ash, fiber and rheological testing features etc.
o Contaminant testing in cercals viz., pesticide residues, aflatoxins and mycotoxins, heavy
tnctals etc.
. lcjcntification and management of grain diseases viz., Karnal bunt, loose smut, ergot etc'' etc.

I1.3 Justification:since much of these fircilities are not available at any one center most of the testing is based onmanual methods that doesn't comply rvith Intemational Standard orlanization requi"rements. 'l'ltc cstablishttrcnt ol'ilrcsc labs is a prc-rcquisitc to WTO ccrtification that rcquircsquality assurances of all the agricultural expofts. The TRIPS deletion programme expiregon Deccmber 200 | and is at the rnost extendable upto December 2003.
Presently wheat is being exported by pASSCo and punjab Food Department. The Gophas also allowed private sector to undertake exports. The project is iesigned to providetechnitcal support to.public and private sector agencies in undertakingf ttr" quutitutlu"resrlng teadrng to quality exports of agricultural cereals from pakistan.
The project shall provide an opportunity to the scientists of various establishments forincreasing their capabilities relating to grain testing and also undertaking research on
cereal technology.

r A modular approach has been adopted so that the financial input gives immediateresults rather than dissipating the resources all over.
o Area of strengthening grain quality testing has been identified for augmenting theavailablc rcsourccs for bcttcr output.

to add/replace equipment out of their normilbudgetordevelopmentgrantsduetoresourceconstraints.
Details of administrative structure for implementing:
The project shall be coordinated by PARC. Whereas Directors of the two institutesrequired to be strengthened shall be declared as the Project Directors with all theexecutional powers. The procurement of equipment and training of manpower shall beananged by PARC, Islamabad. The respective PDs of the units shall strengthen theirlaboratories and research capabilities so as to provide service to the exporters and also toundertake research.
ll.6 Population of the area to be served:
Food is the basic need of man. Entire population of the country including 14.5 millionpeople from all age groups and income levels will be served as the result ofimplementation of this project. The public and private sector dealing in wheat and wheatproducts will be bencfited by gcrting feed back from the project.
