Executive Summary:

Giesbrecht Excavating Ltd. is applying for a Dangerous Goods Handling and TransportationLicense for the proposed collection, hauling, storage and recycling of used oil and filters. Thishandling facility will be located at 469 Pembina Ave. East in Winkler Mb. and will service theWinkler, Morden and the surrounding municipalities.

Giesbrecht Excavating Ltd. is a CORcertified company who is involved primarily in aggregate

hauling and excavation. We operate a repair facility on the premises where we repair our fleet

of trucks and equipment. We have been a strong member of the community for over 20 years.

Introduction and Background:

According to the latest census reports the Pembina Valley is one of the fastest growing areas of

Mb. with a population of approximately 36,000 people. Winkler has had an increase of about

18% in 5 years while Morden has seen an 11% increase and the RM of Stanley and Rhineland

have seen increases of 8.2% and 3% respectively.

We are looking at expanding our business into oil and filter recycling. We have plans to set upan oil and filter recycling center and using the oil for diesel fuel production.

We would be using a Waste Oil Centrifuge for the cleaning process and then we would be

mixing the cleaned oil with a 20% mix of gas and a 80% mix of cleaned oil the resulting diesel

fuel would be used in our fleet of trucks and equipment.

Description 0/ Proposed Development:

The city zoning for the property is "MG" - Industrial GeneraL" The Winkler/Morden area is one

of the fastest growing areas of Manitoba with many new industries and small business opening

yearly. We see a need to provide a local service for the collection and handling of used oil &filters. This will also provide us with the ability to provide full time year round employment for

some of our employees.

The majority of the property is used f( • ,;tockpiling aggregates and soils. The office and shop are

located in the South East corner of t~ ;Jroperty. The property is bordered by several

businesses. To the North is Sun Line Pdving which used to be set up as an asphalt plant, West ofthe property is Grandeur Housing which manufactures RTM homes. East is a residence which

has been unoccupied for over a year now, also east of the vacant house is Midwest Sales which

is an oil sales depot. There is a vacant lot to the North East of the property ..

Our cleaning operation if approved will be located in our existing shop on the North East cornerof our Property. To begin we would be using a Waste Oil Centrifuge for the oil cleaning process.The sludge that is collected would be stored in metal drums until such time that we had asufficient amount of waste to be hauled to Millar Environmental. We would be starting with

two 1000 gallon (4500 L) double walled tanks that would be used for our main storage of the

waste oil. At this point we would be doing local collection. Our plans are to service the Winkler,

Morden and the surrounding municipalities. We would be providing 1000 litre plastic totes for

oil storage and metal drums for filter storage, to various clients in the area.

Description of Existing Environment in the Project Area:

The climate of south central Manitoba is classic continental with dry cold winters and hot, dry

summers.• Average January temperature -15.6 Celsius• Average July temperature 20 Celsius• Average annual precipitation 416mm with 119.7 em of snow

• Frost-free period 125 days

The property is a gravel lot that consists mostly of stockpiled aggregates and soil, for this reason

there is very little chance for the development to have any effects on vegetation or wildlife.

There is a city ditch on the South side of the property along Pembina Ave. East.

There are no known threatened or endangered species in the area.

There are no waterbodies, municipal, provincial or federal parks, First Nation lands, schools or

heritage sites located on or adjacent to the site. The vacant lot located to the north east of the

property was an existing farm yard which has been recently sold and is now being subdivided

for development. There is no residential zoning in the area.

Description of Environment and Human Health Effects of the ProposedDevelopment:

There is the potential for an oil spill to occur on the property, and increased emissionsproduced from the operation of oil recycling. Those emissions include those that may be

generated from the facility heating system and those generated by the increased truck traffic.

Used oil will be collected from 1000 litre plastic totes and hauled to our yard where it will be

transferred to our storage tanks. We would be starting with two 1000 gallon (4500 L) double

walled tanks for our main storage of the waste oil.

It is anticipated that the potential effects to the environment will be negligible.

Follow-up Plans:

Giesbrecht Excavating will ensure that all government regulations are adhered to in regards to

the hauling, storage and monitoring of used oil, and waste produced from the cleaning process.

Conclusion:

As a result of the project location (MG - Industrial General Zone), and adherence to the

contingency plans (including emergency response policy and emergency procedures) we feel

there will be a limited environmental effects as a result of the proposed project.

Safe Work Procedure:Oil spill Containment and Clean up

This is a minimum requirement, assess the situation. If additional PPE is required it will besupplied as needed.

Clean up Materials and Tools: (Assess the spill and use appropriate tools and materials needed)

Depending on the size and location of the spill additional clean up equipment may be needed.

Action Plan:);> Assess the situation.);> Stop all work and shut down all unnecessary equipment.);> Stop the flow of the product. (ff safe to do so));> Refer to SOS for appropriate safety procedures and PPE requirements.);> Follow the site emergency response plan.~ After the site is secured and deemed safe begin containment and clean-up.~ Ensure that the product does not enter any waterways, ditches, storm sewers etc.» Contain the spill by using straw bales, absorbent socks/pads, sand, gravel, etc.);> Clean up the contaminated material (straw bales, absorbent socks/pads, sand, gravel, etc.) and

store in appropriate containers until it can be transported to the appropriate Hazardous WasteManagement facility.

Incidental oil Spill:

An incidental spill is a manageable spill that poses low risk to safety and health and is not likely toadversely impact the environment.

Safe Work Procedure:Oil spill Containment and Clean up

Emergency oil Spill:

)'- The spill is greater than 100 Liters.)'- The spill has entered a sanitary or storm sewer.)'- The spill has entered ground or surface water.)'- The spill cannot be contained or stopped.)'- The spill poses a fire/explosion risk.)'- Additional spill equipment is needed but is not immediately available.

In the case of an emergency spill the person discovering it should contact emergency responders bydialing 911 and remain on site to direct emergency personal, if safe to do so.

SECTION 11. EMERGENCY PREPAREDNESS

EMERGENCY PREPAREDNESS POLICY

Giesbrecht Excavating Ltd. will prepare formalized emergency procedures for eachworksite. These procedures will include emergency response, care of injured workers,reporting requirements, and corrective follow-up for all injuries and serious accidents.These procedures will be made available through the supervisory personnel. Theprocedures will be developed bearing in mind that no job is immune to the possibility ofa catastrophe at any time. The procedures will be thoroughly outlined, made known toall workers and enforced.

Always Remember: No matter how complete a health and safety program is orhow careful we are, there is always a risk of an emergency_

This emergency preparedness and response information is provided to preventconfusion during an emergency situation, so both supervisors and workers are awareof the various procedures to follow on each job site should an incident occur. Allworkers are to be aware of the action required, but should follow the instructions set bytheir supervisor or lead man.

The expected response to emergencies, such as injuries, fires or spills of hazardousproducts, severe storms, will be reviewed with workers during their orientation and attoolbox talks as required. The expected response is outlined in the emergencyresponse plans for the abovementioned situations.

Our policy is to ensure that supervisors and workers shall, at all times, know thelocation of emergency response supplies such as fire extinguishers/fire-fightingdevices, first aid supplies and spill kits. The correct size and classes of charged fireextinguishers will be available at worksites. First aid kits will be adequate for the sitesand will be kept supplied. Our employees will be properly trained in how to operate theextinguishers and devices in order to respond to fires, apply first aid and CPR. We willensure the proper equipment is available for workers to respond to injuries, fires, andspills of hazardous substances at our workshop and worksites

Giesbrecht Excavating Ltd. site supervisory personnel will ensure that theseemergency procedures are known and understood by the personnel they supervise.

EMERGENCY PROCEDURES

Emergency Assistance ProcedureSupervisors/foremen must respond to and participate in any emergencies that mayoccur. The first-aid personnel's main responsibility is to respond to the call foremergency.During an emergency all telephone and radio communications will be dedicated to theemergency.

All personnel working on the project are directed to the following steps should they needemergency assistance. They shall state the following by telephone or radio:

• The construction project location and area.• The nature of the emergency (be specific).• The emergency meeting point. An employee should be sent to meet the emergency

assistance personnel at this point.• Direct the emergency vehicle crew to the scene. If more than one emergency

vehicle is required, e.g., fire, police, ambulance, then ensures that enough personnelare sent out to meet and direct. If there is only onellimited amounts of employees,then that person must return to meet and direct the other emergency services asrequired.

Emergency EvacuationIn the event of an emergency the following procedures must be followed. All job-siteworkers may be informed of an evacuation by means of:

1.Word of mouth,2.Telephone or two-way radios (if available).3. Horn

All workers working on the project will be required to observe the following procedure inthe event of an evacuation;

1. All work to be stopped.2. Close all doors and windows.3. Turn on lights.4. Equipment and energy sources to be shut down.5. All workers to proceed to the deSignated meeting area.6. Workers to report to the supervisor/foreman for a name check-off.7. Site security measures to be established to keep non-essential people well back.8. Supervisor/foreman to contact superintendent or any office personnel with the details

of the emergency.9. Work to resume only under direction of the project Supervisor or governing agency

(Workplace Safety and Health).

TYPES OF EMERGENCIES

FIRE RESPONSE PLAN:Research has shown that if a fire is attempted to be put out in the first 30 seconds theattempt will be successful. However, the following are important:

1. The fire is to be evaluated in regards to controlling it.2. Necessary evacuation steps are to be taken.3. The evacuation procedure is to be carried out.4. Site security measures are to be established.

When directed to evacuate a building/site under the threat of fire, employees shouldobserve the following rules:

=> Lights are to be left on, doors and windows are to be closed but not locked.=> Employees to stay as low as possible to try an avoid smoke (possibly toxic).=> Should clothes catch fire, drop to the floor and roll.

THE CLASSIFICATIONS OF FIRE EXTINGUISHERS

Fire extinguishers have various classifications intended for the required use; it is animportant aspect of the emergency response plan that the correct extinguishers aresupplied for the required application:

1. Class A -this type of extinguisher is used for normal combustibles such as paper,wood, cloth, etc. Class A extinguishers contain pressurized water as anextinguishing agent

2. Class B -is used for combustible liquids such as oil, gasoline, solvents and tars.Class B extinguishers use a dry chemical (sodium bicarbonate or Purple K)extinguisher agents.

3. Class C -is used to extinguish fires that involve live electricity. Class C usesCarbon Dioxide (C02) or dry chemical as its extinguishing agent. Class C can beused to extinguish fire related Class A and B as well.

4. Class 0 -is used for flammable metals such as Magnesium and Titanium. ThisClass is very specific and not very common.

5. Halotron -is used for computer areas, airplanes and ships.

6. Class K -is used for commercial kitchens for grease fires only.

Along with the previously mentioned extinguishers there is a general-purposeclassification of ABC, which can be used on most fire types.

HOW TO USE FIRE· EXTINGUISHERS SAFELY ANDEFFECTIVEL Y

If the fire is small enough to put out with a portable fire extinguisher you should followthese steps:

1. Remove extinguisher from wall bracket and check gauge to make sure that it ischarged.

2. Place yourself between the fire and a safe fire exit, pull and break the tamper seal.Remember NOT to squeeze handles together, if you do, the pull pin will not be ableto be pulled out.

3. Remove nozzle from its holder and give the handle a quick squeeze to ensure properoperation of extinguisher.

4. Cautiously approach the fire to a distance of eight to fifteen feet, keeping low to avoidheat and smoke.

5. Aim nozzle at base of fire and squeeze handle.

6. With a slow sweeping motion apply extinguishing agent until the fire is out.

HAZARDOUS SUBSTANCE RELEASE or CHEMICAL SPILL

Immediately upon a release or spill, steps should be taken to implement the spill plan.The following are the basic steps of a spill plan:

• Material Safety Data Sheets must be referred to for detailed procedures.

• Stop the leak or contain the spill ONLY IF:

./ There is no threat of exposure to anyone involved .

./ There are provisions to safeguard the safety and health of anyone involved .

./' By shutting off the spill source the action is safe and reasonable to expect to bedone,

./ Containment is possible.
