Minutes of the Meeting of the Programme Approval Board for Mid-Day Meal (PAB-MDM)
held on 26th
February, 2016 to consider the Annual Work Plan & Budget-2016-17 of Manipur.
The meeting of the Programme Approval Board (PAB) for Mid-Day-Meal (MDM) Scheme
was held in New Delhi on 26th February, 2016 under the Chairmanship of Dr. Subhash
Chandra Khuntia, Secretary, Department of School Education and Literacy (SE&L),
Government of India. The agenda before the PAB-MDM were:
a) To review the status and progress of the implementation of Mid-Day Meal (MDM) Scheme
for the State of Manipur; and
b) To consider the Annual Work Plan and Budget (AWP&B) 2016-17 proposal of Manipur for
MDM Scheme.
2. The list of participants of the meeting is at Annexure-I.
3. Secretary (SE&L), Government of India welcomed the members of PAB-MDM and other
participants.
4. Shri H Deleep Singh, Commissioner, School Education, Govt. of Manipur made a
presentation on the performance of MDM Scheme in the State and the initiatives taken by
the State Government to improve its effectiveness during the first three quarters of 2015-
16. He informed that the issue of shortage of funds is being addressed through opening of
a corpus fund account at the State Government level exclusively for the MDM scheme by
maintaining a ceiling of Rs. 10.00 crore. He also informed about the initiative of testing of
food samples by State Health Department and surprise inspections conducted by the State
teams in randomly selected 200 schools in the districts. Shri Gaya Prasad, Director
(MDM), Department of SE&L, Government of India presented an analysis of the
performance of the State in the implementation of MDM Scheme during the first three
quarters of the year 2015-16 i.e. April to December, 2015.

5. Performance of the Scheme during last three years – score card

It is evident from the charts that the performance of State has improved in terms of coverage of
children, fund flow, payment of honorarium to cook-cum-helpers, school health, construction of
kitchen-cum-stores, utilization of transport assistance and inspection during 2015-16 as
compared to 2014-15. On the other hand, the performance has gone down on the parameters
like coverage of institutions, coverage of working days, utilization of food grains, utilization of
cooking cost, utilization of MME fund etc. Secretary (SE&L) requested the officials of State
Government to take corrective measures on the poorly performing indicators for improving the
performance of the scheme.
5. Areas of concern as per appraisal
a) Less coverage of working days till 31.12.2015
b) Construction work of 2,305 units of the allocated kitchen-cum- stores is still in progress.
c) Poor implementation of School Health Programme (health check- ups conducted only for
45% of the enrolled children)
d) Not a single school covered through LPG connection under MDMS.
6. Issues discussed in the meeting:
i) Less coverage of working days
Secretary (SE&L), Govt. of India observed that the coverage of working days is less than
PAB MDM approval till 31.12.2015. Commissioner, School Education, Govt. of Manipur
informed that due to local disturbances, coverage of working days is less than the
approval.
ii) Lower coverage of children
Secretary (SE&L), Govt. of India observed that 82% of the enrolled children have been
covered upto 31.12.2015 both in primary and upper primary level. Director (GP),
Department of SE&L, Government of India stated about low coverage of children
(compared to State average coverage of children) especially in the districts like Imphal
West, Imphal East and Chandel. Commissioner, School Education, Govt. of Manipur
informed that in some areas children are bringing foods from home. He added that due to
less coverage of working days, the average coverage of children has also dropped during
this period.

iii) Less coverage of Institutions
Director (GP), Department of SE&L, Government of India informed that 378 and 75
numbers of Institutions in Primary and Upper Primary respectively were not serving MDM
till 31.12.2015. Commissioner, School Education, Govt. of Manipur informed that a large
number of schools are still under construction and few schools have nil enrolment. As a
result, these schools could not be covered under MDMS till 31.12.2015. He assured that
all these schools will be covered under MDMS during the next financial year.
iv) Provision of LPG in the schools
Secretary (SE&L) observed that as per information provided by the State Government, not a
single school is covered through LPG under MDMS. Commissioner, School Education,
Govt. of Manipur informed that due to transportation problem, usage of LPG could not be
introduced in any of the schools. Secretary (SE&L) advised the State Government to take
immediate corrective measures for providing LPG connections to the schools. Commissioner,
School Education, Govt. of Manipur assured that 10% of the schools will be covered
through LPG during 2016-17.
v) Slow progress of construction of Kitchen-cum-stores
Director (GP), Department of SE&L, Govt. of India mentioned that as on 31.12.2015
construction work of 2,305 units of the allocated kitchen-cum-stores was still in progress.
Commissioner, School Education, Govt. of Manipur informed that due to some problem at
the State level, there is a delay in start of construction of kitchen-cum-stores. He also
added that the State Government has already taken corrective measures to solve this
issue and construction work of 2,305 units is in progress. He further assured that
construction of 1,792 units of kitchen-cum-stores will be completed by June, 2016 and the
rest will be completed by September, 2016.
vi) Rashtriya Bal Swasthya Karyakram (RBSK)
Director (GP), Department of SE&L, Govt. of India informed that coverage of children under
RBSK is very low and health check-ups have been carried out only for 45% of the enrolled
children. He added that IFA, Vitamin A and deworming medicine were distributed among 34%,
8.2% and 47% children only. Secretary (SE&L) expressed his concern over the issue of less

number of children getting health check- ups, IFA, Vitamin A and Deworming medicine. He
suggested the State Government for better convergence with Health Department of the State
for proper implementation of RBSK in schools.
vii) Qualitative Initiatives
a) Testing of food Samples by Accredited Labs Commissioner, School Education, Govt. of Manipur informed that testing of food samples has
been initiated through State Health Department and the report is still awaited. He added that
due to non-availability of NABL accredited labs in North-East region, it is not possible to
engage accredited labs for this purpose.
b) Capacity Building Commissioner, School Education, Govt. of Manipur informed that Capacity building of Head
Masters/Mistresses in 5(five) zones has already been conducted.
viii) Monitoring of the Scheme
a) Technological Intervention
Secretary (SE&L) emphasized upon the use of technology for monitoring and supervision
purposes and raised his concern over the issue of mismatch in data for few components
entered in MDM-MIS portal and manual data submitted through AWP&B. Commissioner,
School Education, Govt. of Manipur assured to look in to the matter and take necessary
corrective measures.
b) Social Audit of the Scheme
Commissioner, School Education, Govt. of Manipur informed that the State Government is
planning to conduct social audit of the MDM scheme during next financial year.
ix) Tasting of meals by parents
Joint Secretary (EE-I), Department of SE&L, Government of India informed that this
Department has already issued an instructions regarding presence of parents for
supervision and tasting of the quality of the meals. Commissioner, School Education, Govt.
of Manipur informed that meals are tasted by the School authority, Cooks and community

people before serving to the children. He added that registers for keeping records for tasting
of meals have recently been started in the State.
x) Hand washing
Secretary (SE&L) advised the State officials to make efforts for universalizing the hand
washing facilities in the schools. Commissioner, School Education, Govt. of Manipur assured
to take necessary actions in this regard.
7. PAB-MDM approvals for the year 2016-17
Director (GP), Department of SE&L, Govt. of India informed that the State has proposed to
cover 1.6 lakh children in primary and 0.42 lakh children in upper primary. Secretary (SE&L)
observed that average coverage in the State is 1.48 lakh in primary and 0.38 lakh in upper
primary. After discussions with State officials and based on the achievements during 2015-16,
the PAB-MDM approved the following number of children, number of school days etc. for
quantifying the Central assistance for Manipur during 2016-17:

* During 2016-17, 7487 cook-cum-helpers were approved. The State has proposed to restrict to the same number of cook-
cum-helper as was approved in 2015-16.
**Total no. of schools in the State is 3822 as on 31.12.2015. A total of 3107 units of Kitchen Devices were sanctioned till
2015-16. Therefore there is a gap of 715 units. PAB MDM has already approved for procurement of 190 and 342 new units
during 2014-15 and 2015-16 respectively. Therefore the actual gap comes to (715-190-342) = 183 units.
8. Submission of proposals for additional requirement of funds for covering children
over and above PAB-MDM approval for 2016-17
It was clarified that the quantification of resources is only an estimate for release of Central
assistance during 2016-17 under the MDM Scheme. The MDMS provides that every child
attending the eligible institution is to be covered under the Scheme and shall be served
mid-day meal on all school days. In case, the State Govt. finds that the average number
of children availing mid-day meal and the working days are more than the approved
numbers by PAB-MDM, they may approach the GOI at any time with justification for
additional Central assistance.
9. Dissemination of the approvals by State Government
The State is advised to disseminate the approvals of the resources to all the field
functionaries in the State and districts, so as to enable all the eligible institutions to ensure
that every child attending the eligible school must be served hot cooked mid-day meal on
all school days irrespective of the approvals of PAB-MDM.

10. Admissible Allocation of resources
Total outlay of Rs. 2771.80 Lakh (Central Share) for Manipur for Financial Year 2016-17
has been worked out on the basis of number of children and number of working days
approved by the PAB-MDM. The Component-wise approval of funds for 2016-17 is at
Annexure-II.
