What we’ve been up to since we last met

• CMS approved the Operational Protocol on July 12th• Hiring MFP Staff – MassHealth and MRC• Implementing the operations for Phase 1 – Existing

Waivers:• Developing processes and procedures, consent form, and

status change data sets• Designing Quality of Life (QoL) survey process• Determining procurement plan• Preparing IT systems - MassHealth eligibility and claiming• Establishing housing support framework

MFP Housing Activities • Develop a strong working relationship with DHCD to leverage

state housing opportunities

• Work with local housing agencies to leverage priority status

• Assist participants in searching for housing• Help MFP participants apply for subsidies• Address issues adapting housing to meet participants’ needs

New CMS Housing Grant Opportunity and MFP

CMS Real Choice Systems Change Grant – Building Sustainable Partnerships for Housing

• For State Medicaid Agencies to develop sustainable partnerships with State Housing Agencies

• On August 15, 2011, the Office of Medicaid/EOHHS applied for the grant with support from the Department of Housing and Community Development (DHCD)• Maximum grant award $330,000 • For one year (Sept. 30, 2011 through Sept. 29, 2012)• States encouraged to engage Medicaid populations including MFP

participants and others using home and community based services

• Received broad support from state and community agencies 11

Housing Strategies in Grant Application• Capitalizing on New Opportunities in HUD’s Section 811 Program

• Purpose: to create a formal partnership between the State Health and Human Services/Medicaid Agency and State Housing Agencies in order to:

• develop specific strategies to propose in applying for upcoming HUD Section 811 funding

• create new high quality and integrated supportive housing units for Medicaid-eligible persons with disabilities receiving community–based supportive services

• Creation of a Housing Choice Voucher (HCV) Preference• Purpose: to improve access to HCVs by people with disabilities

receiving Medicaid services and supports in the community

Grant activities will support MFP goals

• The new CMS grant opportunity will support the MFP Demonstration goals by establishing a system that can more effectively serve the housing needs and preferences of the target population

• Consumer involvement established for MFP will provide a solid base to ensure consumer involvement in the Real Choice grant activities

• The grant provides the opportunity to target MFP participants, Medicaid members that use home and community based waiver services, and Medicaid members that use Medicaid State Plan services for behavioral health and other conditions 13
