Belgrade Climate Change InitiativeThe Belgrade Initiative on Climate Change will foster the cooperation at sub-regional, regional and international level having in mind the goals of the UNFCCC, particularly its Nairobi Work Programme related to impacts, vulnerability and adaptation to climate change. The aim of the Initiative will be achieved through the following recommendations:

1. Recommendation 1: Developing SEE Climate Change Framework Action Plan (SEE/CCFAP) for the implementation of the UNFCCC Capacity Building Framework and Article 5 and Article 6 of the Convention, together with its Nairobi Work Programme;

2. Recommendation 2: Establishment of a Sub-regional Virtual Climate Change Centre in Belgrade for Research and Systematic Observation, Education, Training and Public Awareness, and Capacity Building, in order to support the coordination of activities under the SEE Regional Climate Change Framework Action Plan; and

3. Recommendation 3: Developing partnerships with relevant regional and international organisations and conventions in undertaking activities specified in the Recommendations 1 and 2.

Follow up to the Initiative

• CCFAP Project financed by the Ministry of Foreign Affairs of Norway;• Kick-off meeting “Preparation of the Climate Change Framework Action Plan for the SEE Region (SEE/CCFAP)”,

Belgrade, 17-18 April 2008.

Summary of Discussions

1. Participants at the meeting have accepted the draft outline of the Framework Climate Change Action Plan for SEE (SEE/CCFAP) – strategic focus, priority actions and programs (Framework for Climate Change Policy Action Plan);

2. The following recommendation has been adopted: the representatives of the competent institutions of the countries participating at the initial meeting in Belgrade 17-18 Aril 2008 (National Focal Point for UNFCCC, representatives of national hydrometeorological services and the Team Leader for vulnerability and adaptation studies), should within a month prepare their contribution with the view to finalizing the Action Plan CCFAP laid down under item 1. These activities will be implemented within the funds available donated by the Kingdom of Norway and through the Regional Environmental Centre – REC.

3. The recommendation has been approved related to preparation of a draft cross-border project aimed at developing a detailed Regional Climate Change Action Plan for SEE including draft measures, a list of priority projects, dynamics of their implementation, as well as estimate of funds required for their implementation;

4. The suggestion of the Ministry of Environmental Protection of the Republic of Serbia has been accepted, to prepare the draft cross-border project laid down in par. 3 as soon as possible and distribute it to the participants for their consideration and comments/suggestions. The draft project will be presented at the REReP meeting in Brussels in May 2008 by a representative from the Republic of Serbia.

5. The recommentation related to national focal points has been adopted – namely that the NFPs of the participating countries should meet twice a year in the course of UNFCCC sessions, for consultations concerning the preparation and implementation of CCFAP, programmes, projects and other subregional activities in the area of climate change. Also, another proposal has been accepted that the representatives of hydrometeorological services of the CCFAP participating countries should regularly meet twice a year in order to monitor the implementation of the common activities in the area of climate change.

6. The suggestion that the participants in the kick-off meeting in Belgrade, 17-18 April 2008, perform the function of an Interim International Council of the «Subregional, Virtual Climate Change Related Centre for Research and Systematic Observation, Education, Training, Public Awareness and Capacity Building» has been adopted; this will continue until the adoption of the Statute and the Rules of procedures of the Centre.

Regional and cross-border projects in climate change/energy

At the April meeting, participating countries concluded that it is necessary to provide additional funds in order to create detailed Action Plan for strategic programme focuses with proposed measures and projects. In that context, the meeting adopted the conclusion that a new cross-border project should be formulated and presented to potential donors at the REReP session in Brusselles, 22-23 May 2008. Therefore, this Project Concept on Development of detailed Regional Climate Change Action Plan for SEE (CCFAP) with prioritised adaptation measures, was made as a result of the conclusions of participating countries at the mentioned kick-off meeting held in Belgrade in April 2008.Proposal:Project title: “Development of Regional Climate Change Action Plan for SEE (CCFAP) with prioritised adaptation measures”

Objectives:• The primary objective of this project is to assist the SEE countries in

Development of detailed Regional Climate Change Action Plan for SEE (CCFAP) with prioritised adaptation measures that can help countries and communities in addressing adaptation to climate change. Employing extensive participatory approach in its drafting, this Action Plan will include a prioritization of adaptation measures and projects proposal and provide a sustainable path forward for beneficiary SEE countries.

• To assist the Ministries of Environment in setting up priorities in adaptation to climate change thorough regional cross-border project endorsed by the countries in the REReP and its implementation in the framework of the REReP;

• To maintain donors coordination in implementation of the REReP regional projects in the field of climate change.

Project Outputs:

• Agreed framework for collaboration in a form of detailed Regional Climate Change Action Plan, outlining medium- and long-term priorities of the SEE countries in adaptation (including a regional adaptation investment strategy) aimed at increasing economic resilience and reducing reliance on vulnerable economic and other sectors;

• Enhanced capacity at regional, national, sectoral and local levels to further identify and understand impacts, vulnerability, and adaptation responses, and to select and implement practical, effective and high priority adaptation actions;

• Enhanced development, dissemination and use of knowledge from practical adaptation activities;

• Enhanced cooperation among countries, relevant organizations, business, civil society, and decision makers, aimed at enhancing their ability to manage climate change risks; and

• enhanced integration of actions to adapt to climate change with sustainable development.
