• Create a standard term for every atomic data element • Remove the context from the term• Derived from common functional name

• Do not include elements that describe the content of other elements (e.g. EDI qualifiers)

• Allow developers to add qualifiers for term clarity• Include required metadata for each element • Use agreed upon construct and rules (i.e.

CamelCase, maximum length of 30)• Route through approval process
