Rough Weather Recovery (Manual)

• The Rough Weather Recovery provides guidelines and information that will help make preparations to minimize recovery time after a major site event such as a hurricane.

Hurricane Plan -- What does it include?

• Hurricane information• Lists:

– Hurricane Duty Personnel: help secure facilities and the first group back on site to do initial damage assessments

– Early Returnees: employees essential in support of plant operations

• Storm categories– Category 1: 74-95 MPH winds, 4-5 ft storm surge– Category 2: 96-110 MPH winds, 6-8 ft storm surge– Category 3: 111-130 MPH winds, 9-12 ft storm surge– Category 4: 131-155 MPH winds, 13-18 ft storm surge– Category 5: 156+ MPH winds, 19+ ft storm surge

Hurricane Plan -- What does it include?

• Pre-season preparation– All personnel complete TXO Hurricane

Awareness training on MyLearning and review department plan

– All personnel receive hurricane chart, area map, wallet card information

– Update all department lists– Verify all department vehicles, equipment,

and radios are in good operating condition– Be prepared for drills

Hurricane Plan -- What does it include?

• Hurricane Timeline:– Surveillance begins when hurricane enters

the Gulf of Mexico– Watch begins when the Weather Service

declares a Hurricane Watch that includes the Brazosport Area

– Warning begins 24 hours before expected arrival of hurricane force winds (74 mph)

– Final Alert begins 12 hours before expected arrival of hurricane force winds (74 mph)

Hurricane Plan -- What does it include?

• Return to work– After the storm has passed employees are

responsible for contacting their department contact for instructions

• Start up activities– Inspect areas for damage, report any to

supervision– Clean up debris from storm– Remove any plywood and place back in storage– Uncover files, computers, and office equip– Be careful of storm hazards like snakes, fire ants,

electrical wires, contaminated water, etc.

• Requirements• Cold alert levels – Heat alert levels• Links to important documents and checklists• Review the site’s plans.

Security Threats & Response -- What does it include?

• All employees are responsible for reporting incidents of perceived violence or threats

• Threat assessment– Threats received by the site are assessed by Site

ES&S– Threats received by the department – the dept

should complete the Site Bomb Threat report and immediately call Site ES&S (x2112)

• How to conduct a plant or block sweep:– Best performed by teams of 2– Go section by section– Use Barrier Tape to mark sections after search is

completed

• Terroristic Threats– Telephone

• Keep caller on line as long as possible• Fill out Bomb Threat Checklist• Stay calm, listen, and let them hang up• Immediately call Site ES&S (x2112)

– Mail bombs• Take no chances or worry about embarrassment• Do not open the package• Isolate the package and evacuate the immediate area• Contact ES&S (x2112)

• Individual building plans are part of the Contract Labor Services.

• Accountability lists are posted at the assembly points.

• As part of emergency planning, all employees are required to sign in/out of buildings.

RESPONSIBILITY FOR INITIATION OF THE EMERGENCY THAT OCCURS IN YOUR AREA

Any person directly involved in or observance of any event that causes the emergency or potential emergency.

– Activate the building emergency notification system– Dial 66666, or 2112 to report the emergency– Notify MGL or backup– Direct emergency team if necessary

• Why train on pandemic response?– Over the last several years, a highly virulent new

strain of avian flu (H5N1) has become endemic in the poultry population in Southeast Asia.

– This particular flu strain causes significant mortality (~50%) in humans that have been infected.

– The World Health Organization (WHO) and Centers for Disease Control and Prevention (CDC) have since expressed major concern about the potential for this virus to mutate into a form that could cause a global pandemic outbreak of human disease.
