7 Steps to Sustainable Transport
1. Understand the issues facing stakeholders.
2. Involve stakeholders in devising solutions.
3. Rank solutions according to their practicality.
4. Target segments most susceptible to changing behaviour.
5. Group solutions into packages that enhance strengths while mitigating the weaknesses.
6. Introduce easiest measures first.
7. Encourage winners to participate in next round.

2. Select suitable stakeholders,
3. Select sensible solutions,
4. Segment susceptible sectors,
5. Set salient strategy,
6. Systematically start schemes, and
7. Steadily swell support,
