BRIEF OVERVIEW:

The County participates in the Community Rating System (CRS), which is administered as a part of the National Flood Insurance Program. Each year the County is recertified so that our activities in the program can receive proper credit. These activities result in flood insurance premium reductions for all citizens that own structures that comply with flood protection regulations .

The County is currently rated as a Class 7 Community, which entitles the citizens to a 15% reduction. Staff received a memo from representatives from the Insurance Services Office (ISO) that Citrus County has been approved as a Class 6 Community effective October 1 , 2011 . This means that citizens will receive a 20% discount, which results in a savings of $922,924.00.

Property losses due to flooding are not covered by standard homeowner's policies, but insurance can be obtained through the National Flood Insurance Program (NFIP) for your home and contents. Flood insurance policies are available to homeowners, condo owners, apartment owners, renters and business owners alike.

The NFIP is a federal program that offers flood insurance at reasonable rates. The participating community utilizes flood manage­ment measures to help protect life and property from future flooding. The NFIP is administered by the Federal Emergency Management Agency through the Federal Insurance Administration. Citrus County is a participating community.

For more information about flood insurance, contact your local insurance agent. There is generally a 30-day waiting period before a flood insurance policy can take effect, so don't Wait until a storm threatens to try to secure the flood coverage you need. Flood claims are paid even if the President doesn't declare a disaster.

Flood insurance reimburses policyholders for direct physical foss from floods, including limited coverage for services such as debris removal, moving insured property that is endangered by flooding and sandbags to protect endangered

property from flood waters (subject to terms of policy).

Citrus County Flood Facts

Citrus County is subject to flooding in the coastal areas generally described as west of US 19 as well as along the Withlacoochee River to the east and north. Depending on the duration and severity of the weather event, flooding will often occur outside of the Floodplain due to poor drainage, soil saturation or debris-filled ditches and culverts.

You can protect yourself from flood hazards by taking measures to ensure your life and property are protected before, during, and after a flood occurs.

Copy your most important documents (mortgage papers, deed, bank information, passport, etc.) and keep the originals in a secure place such as a bank safe deposit box.

Take photos of your most valued possessions and store with your original paperwork.

TURN AROUND- DON'T DROWN.

Do not drive through floodwaters. More people drown in their cars than anywhere else. It only takes 2 feet or less of water to sweep your vehicle off of the road- even SUV's.

Do not drive around barriers. The road or bridge may be· washed out.

NNING FOR HURRICANES The Tampa Bay Hurricane of 1921

the 90th anniversary of the Tampa Bay Hurricane of 1921 and it will have been 90 years since Tampa Bay has experienced the landfall of a major hurricane; although Hurricane Easy (1950) made . landfall in Homosassa with winds of 125 mph in Cedar Key. The Tampa Bay Hurricane

was the third hurricane, second major hurricane, and final storm of an inactive 1921 Atlantic hurricane season. The storm took a typical path for an October Atlantic hurricane, forming in the Caribbean, brushing past Cuba, strengthening in the warm waters of the Gulf of Mexico before making the turn northeast toward the west coast of Florida.

The devastating category three hurricane made landfall in Tarpon Springs packing winds of 120 miles an hour. As it moved inland, its counter-clockwise winds pushed a 1 0- to 12-foot wall of water into . Tampa Bay, keeping most of the city ofTampa under water. A total of ten people were killed in the hurricane but only three were recovered.

most destructive storm of the season, causing around $10 million (1921 USD, $92 million (2005 USD) in damage statewide. Today, it is estimated the losses would reach $30 billion in Tampa Bay alone. On the morning of the event, a small column on the front page ofthe Tampa Times was dedicated to warning the public of the impending

disaster. The final statement given by Meteorologist W. J. Bennett at 11:30 on October 24, 1921 was that, "we are apparently in the apparent path of the storm, but in the past in practically identical circumstances, similar storms have always veered either to the north or the south of us, and probably this one will do likewise:' It did not.

According to all the experts, the region is not"protected"from hurricanes. We have merely been extraordinarily lucky. Your local emergency management agency wants you to prepare yourselves, your family and your business for the inevitable strike of a hurricane. Use this guide to determine your vulnerability to the deadly storm surge, make your plans and know how to secure your homes and businesses to cut your fosses. What is the old saying? Advice for Seniors .rida, we are particularly vulnerable to severe weather like hurricanes and elders are especially susceptible to their effects. Those who live alone, or are without the support of family or friends, must take special precautions in the event of an emergency situation. People who are frail or disabled (either mentally or physically) may need special assistance from family members, friends or social service agencies.

Older adLJits who are also caregivers may require outside assistance. Excessive stress and anxiety can contribute to increased episodes of illness, particularly for persons with heart disease and other illnesses. If an older adult lives in a nursing home, assisted living facility (ALF) or boarding home, the administrator should be contacted to learn about .isaster plan for that facility.

T TO EXPECT AFTER THE STORM~ As we have learned, after a tropical storm or hurricane strike, you may be without power and .------------­

many of the services you rely on (water, sewer, phone, cell phone, and businesses). Remember gas stations, supermarkets, restaurants, and government agencies just went through the same storm

you did and there will be an interruption in services while repairs are made. Immediate response may not be possible, so everyone must be prepared to be self-reliant.

~RE-ENTRY 1 BE PATIENT. Even though the winds have stopped blowing, you won't be able to return to your home until search and rescue operations are complete and safety hazards, such as downed power lines, are cleared. It may take time for emergency crews to reach your neighborhood.

V' Have valid ID. Access to affected areas will be controlled by security checkpoints. Valid identification with your current local address will be required (current photo ID and a power, water or telephone bill). _

~ V' Avoid driving, especially through water, regardless of depth or speed. Roads will have debris which can puncture your tires!

V' Walk around your home from the outside first to survey damage. V' Enter your home with caution. Open I!Vindows and doors to

ventilate and dry your home. V' If you suspect a gas leak, leave immediately and notify the Fire

V' Keep grills and generators outdoors in a well-ventilated area. Carbon Monoxide poisoning is a frequent killer after a storm passes.

V' Avoid candles. Use battery-operated flashlights and lanterns instead.

V' Stay tuned to your local radio or television for up-to-date emergency information.

V' Avoid driving and phone use. Keep lanes and lines open for emergency workers.

V' Avoid downed or dangling pbwer lines. Be especially careful when clearing fallen trees.

V' Always supervise children-DO NOT WADE IN FLOOD WATERS! V' Be aware of snakes, .insects, alligators or animals driven to higher

ground by floods. V' Be extremely careful with a chain saw and follow all safety

precautions. V' Call professionals to remove large, uprooted trees, etc. You can

become seriously injured trying to remove heavy trees from your property.

Always use proper safety equipment such as heavy gloves, safety goggles, heavy boots, light- colored long-sleeve shirts and long pants. Tie back long hair, wear a hat and sunscreen.

V' Drink plenty of fluids, rest and ask for help when you need it. I V' Don't burn trash.

dates and payment terms in the contract. Do not pay in full befor work begins and do not pay the final balance until the work is completed to your satisfaction. NEVER pay with cash!

V' Don't pull the permits for the contractor. If they make this reques it may be an indication they are not properly licensed.

GENERATORS Generators can provide power to your home or business in case of a power outage or shortage. When it comes to selecting a generator, you have a wide variety of features and options to choose from. Prices rang• from less than $500 for a small portable generator to more than $1 0,001 for an installed stationary generator. Wattage of the generator, as well a number, voltage and amperage of outlets determine which equipment can be powered. 1. Determine the appliance or equipment you want to use. 2. Determine if a portable or stationary generator is required. 3. Determine if you will need multiple outlets or multiple types of

outlets on your generator. V' NEVER connect a portable generator to building wiring! There is

an extreme danger of generator back-feed for the general public (downed wires etc.) and utility workers. Plug appliances, etc., directly into the generator.

V' Place generator outdoors and away from doors, windows, and · vents that could allow carbon monoxide (CO) to come indoors. Exhaust fumes are deadly. If you start to feel sick, dizzy or weak while using a generator, get fresh air right away. DO NOT DELAY!

V' Before refueling your generator, turn it off and let it cool down. Don't forget to check the oil every time you add gas. Keep the generator dry.

V' Conserve fuel by alternating appliances. For example, refrigerate can be kept cool by supplying power eight hours a day.

V' Store fuel safely outside in properly labeled approved storage containers.

CERT is ac­tive in over 30 Florida coun-ties, and Citrus County offers CERT training through the Sheriff's Office.
