In 2011, Germany’s Federal Ministry of the Environment launched its action programme to implement the energy transition at regional level: Masterplan: Giving 100% to combat climate change
Targets on climate change by 2050
Greenhouse gas emissions 95% reduction compared with 1990 level Energy consumption 50% reduction compared with 1990 level
These goals have already become policy (June 2012)

Masterplan 100 % for Climate Protection
With the ‘Masterplan: Giving 100% to combat climate change’, both City and Region are pressing ahead with the goal of taking appropriate long-term ecological and economic action to reduce greenhouse gases by 95%.
They will do this by:exploiting potential for enhancing energy efficiency, saving energy and developing a sustainable lifestyle;
using renewable energy, especially from regional sources; and
closing material cycles.

Energy generation from wind, solar power and sustainable bioenergy – ‘visible’ at local level on a daily basis, and without nuclear-generated power
Heating and cooling for buildings: only a minimum needed, generated with optimum use of primary-energy sources
Energy system: strongly fluctuating energy production must be compensated for (grids, storage, power stations as backup)
Control/Organisation: market design determined by energy system, intelligent management, electricity will become central form of energy

Education is self-directed, voluntary, creative and relevant to life
Energy supply is ‘visible’ at local level on a daily basis, nuclear-free and affordable
Housing: community space; flexible; green recreational areas; multi-generational; area covered by roads has fallen, creating more green space
Food is regional; organic; canteens are meat-free
Leisure opportunities are close at hand, not far away
Getting around is easy, with short journeys to school, work, the shops, and public-transport stops and stations
