    Summary of Major Findings

    1. Transport and traffic issues are viewed as serious in medium-sized cities and large cities—ranking at the top 3;2. Equipment, key documents, and references to aid cities in

    traffic and transport planning are generally wanting; insufficientdata needed for a scientific analysis;3. Much of budget is spent on personnel—presumably trafficenforcers— very little left for any substantive measures to beundertaken;

Replace the UVVRP with a more

effective Traffic Restraint Scheme Description of the Existing Scheme

    - Cars, buses and jeepneys with plate numbers ending

    in 1 & 2 not allowed on Mondays, 3 &4 on Tuesdays, 5& 6 on Wednesdays, 7 & 8 on Thursdays and 9 & 0 onFridays.

    Description of UVVRP Current Application:

    - Scheme operated between 7 am and 7 pm, with window hours from 10 am to 3 pm

    - City specific schemes:Makati City & Las Pinas City – No window hours

Pasig City – Window hours from 9 am to 4 pm

Marikina City & Taguig City – Scheme not appliedParanaque City – No window hours & along certain

    roads only

Pasay City – Not implemented along certain roads

  • 8/19/2019 06 National Policy for Sustainable Urban Transport Cal

    19/34

Research Findings on the Scheme 77 % of other cars were bought as alternative cars

    during coding days.

45% of car owners own more than 1 car.

Those who own a single car, 76% intend to buy a newcar

On coding day, 33 % used an alternative car; others

(17%) traveled within the window hours.

  • 8/19/2019 06 National Policy for Sustainable Urban Transport Cal

    20/34

Analysis of the Scheme If alternative car is used twice a week, UVVRP would

only reduce 1.8% of car volume.

If alternative car is used thrice a week, UVVRP wouldincrease 2.4 % of car volume.

If half of those who intend to buy a new car did buyone and use it at least once a week, UVVRP would

    result in increased car volume.
