Always a busy and devotedpriest, he will continue his ap­ostolate at Sacred Heart, NewBedford.

Father Cornelius O'Neill, pas­tor of St. James, New Bedford,will be placed on sick leave. Fr.O'Neill, a native of Fall River,has been a priest of the diocesefor 27 years. He has served inmany parishes of the dioceseand was named pastor of St.John's, Central Village, in 1971.Fr. O'Neill has been involved inmany diocesan positions servingas judge on the marriage trib­unal and chairman of the Com­mission for Christian Unity aswell as a member of the Com­mission for Divine Worship.

The new pastor of St. James'New Bedford, will be FatherArmando Annunziato. For thepast three years Father Annun­ziato has been the Director ofSt. Vincent's Home, Fall River,as well as administrator of St.Bernard's, Assonet. Previous tothese assignments, he was ad­ministrator of St. Francis, NewBedford, and director of St.Mary's Home in that city.

Father Daniel Gamache willbe the new pastor of St. Jo­seph's, New Bedford. For thepast eight years he has beenpastor of St. Jean's Fall River.The new pastor of this parishwill be 'Father Rene Gauthierwho presently is the pastor ofSt. Theresa's, New Bedford. Anative of Fatl River, Fath~r

St. Roch's Fall River, and pre­viously was an assistant in vari­ous New Bedford parishes for22 years.

Father Joseph .Martineau willreturn to New Bedford where heserved for 25 years as an assis­tant in St. Joseph's parish. Since1969 he has been pastor of St.Michael's, Ocean Grove.

NEW YORK (NC) - The U.'S.Catholic population increased by443,880 during 1976 to a totalof 49,325,752, but the numberof Religious personnel contin­ued to decline.

The population increase wasthe largest in recent years, al­though the. numbers of infantBaptisms and converts decreas­ed during the period. Nearly 23percent of the U.S. populationis Catholic, a slight increase over1976. There were 18,572 Cath­olic parishes, a record number.

The figures were released bythe 1977 Official Catholic Direc­tory (OOD) published by P. J.Kenedy and Sons and reflect thestatus of the Church of Jan. 1,1977.

The directory reported in­creases in the number of bish­ops, students enrolled in Cath­olic colleges, public school stu­dents receiving religious instruc­tion, 'Brothers, Religious orderseminaries, patients treated inCatholic hospitals, students inCatholic nursing schools, chil­dren cared for in orphanages,homes for the aged, parishes,

eight years. ·For many years heserved as assistant in variousparishes of the Fall River areaas well as Fall River Directorof the Catholic Guild for theBlind.

With these new changes, fiveassociate pastors will now be­come administrators of parishes.Father Clement Dufour, who hasbeen at St. Anthony's, New Bed­ford, for the past 10 years willnow administer the parish ofSt. Michael, Ocean Grove. Agraduate of Msgr. Prevost High,

and Catholic deaths.It reported declines in the

number of clergy and Sisters,seminarians, Catholic education­al institutions, full time teach­ings staffs, students in Catholicelementary and secondaryschools, Catholic colleges,youths receiving religious educa­tion, Catholic hospitals, depen­dent children, converts andBaptisms.

OCD reported that while thenumber of bishops increased by13 in 1976 to a total of 334, thenumber of clergy continued todrbp, with a decrease of 546priests to 58,30I. Diocesanpriests decreased by 271 to 35,904 and religious order priestsby 275, to 22,397.

For the first time the directoryreported the number of perman­ent deacons, putting their num­ber at 1,900.

The number of Brothers in­creased by 182 to 8,745, whilethe number of Sisters continued

. to drop, decreasing by 191 to130,804. The number of Brothersand Sisters's at the lowestlevel in 20 years.

The new administrator of St.Mary's, Norton, will be FatherJohn Magnani. Coming fromFalmouth, where he has servedsince 1971, he once more willreturn to the greater Attleboroarea where he attended gram­mar and high school. Ordainedin 1959. Father Magnani has al­so served in St. Mary's, SouthDartmouth.

Presently an assistant at Im­maculate Conception, Fall River,Father Lucio Phillipino will bethe new administrator of St.Bernard's, Assonet. For 11 yearsFather Phillipino served at HolyName, New Bedford, beforecoming to Fall River to assistin the work of the DiocesanHomes for the Aged.

Father Roger J. Levesque, thenew administrator of St. Eliza­beth's, Edgartown, is presentlyDiocesan Director of ScoutingPrograms as well as assistant atSt. Joseph's, New Bedford. Anative of Fall River, he was or­dained in 1959 and for a num­ber of years was stationed atSt. Ann's, New Bedford.

All assignments are effectiveon the 1st of June save thoseof Father Shovelton, and FatherMayhew, which will take effecton June 15th.

In 1934, Msgr. Considine wentto Rome to work and study inthe Office of the Propagationof the Faith, where his brother,Father John Considine of Mary­knoll was a consultor. For thenext 17 years he resided at theBishop's House as secretary tothe late Bishop Cassidy. In1951 he was appointed pastor ofSt. William's Church, FallRiver.

Msgr. Considine has especi­ally given himself in a uniqueministry of service to all thepeople of this diocese in a most

. selfless way. From its foundingin the diocese, he has been Di­rector of the Propagation ofthe Faith. He began the Cath­olic Charities Appeal, serving asExecutive Director for manyyears. From the placing of thefirst brick, he has directed andadministered the DiocesanHomes for the Aged.

For his services to the Dio­cese he was created a DomesticPrelate in 1959 and in 1966 hewas raised to the honor of anApostolic Protonotary.

Despite his busy activity onthe diocesan level, he loved par­ish work. .He is a man whoknows all his parishioners byname. His priestly concern forpeople has been notably reflectedin his concern for his brotherpriests. From young to old, hehas tried to be a good listenerto their problems and a friendin their needs. For this reasonhe has chosen the. CatholicMemorial Home in Fall River ashis retirement residence withhis brothers in Christ.

The Pope also counseled Cath­olics to pray the rosary "to'come to a higher understandingof the mystery of redemption, toa more intimate union with Godand to a prompter fulfillment ofChristian duties."

VATICAN CITY (NC) - In aLatin letter to Cardinal Humber­to Medeiros of Boston, PopePaul VI said he hopes that Mar­ian devotion will increase andthat Catholics will pray the ros­ary .more.

The letter authorizes CardinalMedeiros to be the Pope's per­sonal representative at the 60thanniversary celebration tomor­row of the apparition of Mary atFatima, Portugal.

The Pope told the cardinalthat he hopes "that Marian de­votion will increase more andmore, according to the wish ofthe Virgin herself, so that inthis way the faithful will knowmore accurately and love ,moreardently her Son."

themoorin~Taking a New Look at Old Problems

There can be little doubt that all newspapers are facingdifficult times. This is as true of the Catholic as of thesecular press. The problems are varied. Postage and print­ing rates have soared; labor costs have had a noted increase;circulation and advertising have remained constant or de­clined. Thus every now and then, one must sit back andtake a long hard look at present press policies, searchingfor new ideas while at the same time attempting to berealistic.

A Catholic newspaper just isn't put together by someunique magical formula. It takes people, office staff, re­porters and printers working together, trying to use thismedium as a catalyst to bring the Good News to modernman. It also takes a great deal of time, effort and money.

Ideally,.a paper should make and pay its own way. Forsome Catholic papers this is impossible; for others it meansrolling up the sleeves and finding new ways to meet thechallenges that will rescue them from the shame of sub­sidy.

At the recent national Catholic Press Association con­vention many of the workshops attempted to discuss someof the difficulties that a diocesan press faces day in andday out.

One of the more basic shared ideas that had over­whelming approval was that a local diocesan press was nota house organ. It was indicated that many papers now re­ceiving subsidy were freely giving valuable space to variousdiocesan departments that should in fact be buying ad­vertising .space. In some instances, it was pointed out,Church agencies will pay for space in a secular news­paper while expecting a "freebie'" in their own diocesanpaper.

What has been suggested is that instead of handingover a subsidy to keep a 'newspaper going, this moneyshould be used to buy advertising in the paper. Amongother suggestions offered was the idea that each diocesandepartment have a promotional budget; that papers shouldencourage coupon ads; that instead of each departmentprinting and mailing its own newsletters, it should print thesame in ad form in its local diocesan press. Papers wereencouraged to find support for special inserts; for example,marriage, educational or vocational inserts with the re­lization that ads in such specialized sections will sell.In this regard weekly newspapers have a special positionsince they have a tendency to remain longer in a .house­hold than a daily paper.

This editor goes on record for such new ideas and newapproaches. If we plan to do a good job of truly keepingThe Anchor a newspaper, then we have to think alongthese lines. It is imperative for this paper to cover thenews, keep readers updated in Church affairs and be an im­portant element in building diocesan community. Thiscannot be accomplished if we look upon this paper as"something for nothing."

Hopefully, as attempts are made to bring a new andrefreshing look to The Anchor, our fellow workers in thevineyard will give us their support, encouragement and ads.Social Security Support

Supporting legislation that will ensure the continuanceof Social Security is not only politically feasible but alsoof absolute necessity. When one considers the growingnumbers of "senior citizens" in relation to the zero growthrate, it is obvious that mere circumstances indicate thatthe present system of Social Security is just going to runout of money. More is going out than is being taken in tokeep the program funded for another 10 years.

Since so many people in this country depend fortheir very survival on their monthly Social Security check,then every effort must be made to ensure that this pro­gram continues in .sound financial condition.

Current efforts before Congress should indeed be in­vestigated .as well as supported so that the millions ofAm~ricans who now enjoy the benefits of the Socialsecurity system will be able to continue to live in decencyand dignity.

It is important to note thatwhile the lifting of the excom­munication is a limited legalmove, the Bishops see their voteas an invitation to those whoare divorced and remarried toseek possible annulments of pre­vious marriages through theTribunal. It is also a message tothose who are divorced and re­

.married that says, "You belong."

Father Daniel Hoye's state­ment on the present status ofdivorced and remarried Catho­lics follows:

The recent decision of theBishops of the United States tolife the automatic excommuni­cation which was imposed dur­ing the 1884 Baltimore Council,while a welcomed action, willhave little real effect on the di­vorived and remarried.

It is important to state whatthe change will NOT mean: (1)It does not mean that the Churchno longer teaches that sacra­mental marriages are indissolu­ble; (2) It does not mean thatall those who are remarried aft­er divorce have a right to theSacraments of Penance and Eu­charist.

Confusion concerning the ef­fects of the Bishops' action iscaused by a misunderstauding ofthe word, excommunication.This is a very technical term inChurch law that describes a cen­sure that is placed on a personwhich separates him from cer­tain public worship and mayprohibit him from being promot­ed to certain offices in theChurch. We can say that allthose who are excommunicateddo not ordinarily have a r.ight

A fifth agenda action itemwhich would have decided thefuture of the Campaign for Hu­man Development was broughtbefore the bishops late in themeeting, when many had al­ready left to make connectionshome. With no quorum present,the body could take no action.

Ballots will be mailed to thenation's bishops on the questionof whether or not to continuethe Church's domestic anti-pov­erty effort. In a historic demon­stration, coverage of the meet­ing was transmitted by satelliteto cable television systemsthroughout the United States.

A spokeman for the bishopssaid at least 105 cable televisionsystems in 54 dioceses involving27 states and serving almost 1.5million persons carried the pro­gram.

It was the first nationwide in­stitutional use of a satellitetransmission to cable and micro­wave television systems.

other rule provides that if absentmembers are sufficient to swingthe outcome, their votes will besolicited by mail.

One source told NC News thatCommunion in the hand came upfour votes short in the May 4ballot, while another source in­dicated that five votes werelacking.

If those figures are accurate,Communion in the hand will bean option in the near future.

Perhaps because of the incon­clusive outcome of that issueduring the actual meeting, otherissues seemed to capture thelimelight and many of thosecovering the meeting seemedmost interested in the questionof automatically excommunica­ting divorced and remarriedCatholics. "Obviously the law isa problem." On May 4, in aclosed session, the bishops voted231. to 8 to seek Vatican per­mission to abrogate the law.

Although widely trumpeted asa major depllrture from tradi­tion, the change in the law doesnot mean that the divorced andremarried may -receive the sac­raments: it means that they arenot formally excluded from theChurch's prayer life. "The lift­ing of the excommunication willencourage Catholics who haveexperienced divorctl to knowthat they are not lepers," saidBishop Cletus O'Donnell ofMadison, Wis.

'Call to Action'The bishops' response to last

October's Call to Action atwhich 1,300 delegates passed avariety of resolutions, drew con­siderable interest - and con­sumed more of the bishops'time than any other item on theagenda.

,Bishop Rausch, the formergeneral secretary of the NCCB­USCC, criticized the responsedocument as "too negative intone" toward the Call to Action.The document had been revisedthrough seven drafts beforereaching the bishops for theirvote.

On May 5, just before themeeting ended, the bishops vo­ted 179 to 7 to approve the doc­ument, but an amendment byArchbishop Peter Gerety of New­ark and 19 cosponsors had givenit new overtones.

The amendment directed thepresident of the NCCB-USCC toestablish a committee to developthe five-year plan drafted bythe Detroit conference. Approv­al of Archbishop Gerety'samendment was seen as a boostto the Detroit conference's pres­tige, and a hint that many Callto Action recommendationscould be taken seriously by thehierarchy.

In all, the bishops had fiveitems requiring action on theiragenda. Four were approved:Call to Action resolutions whichassigned to appropriate bishops'committees the topics which em­erged from the Detroit meeting;a statement on American Indi­ans; another statement on hu­man rights in Eastern Europe;and creation of an NCCB Com-

She said the meeting reflecteda pastoral theology of thechurch as "the people of God,missioned to serve the kingdom,"and noted that such a theologymakes each person "unique andirreplacable. <If I do not fulfillmy vision of Christ, somethingwill be missing forever in thekingdom of heaven."

School curriculums, said Sis­ter Mary, should reflect thisawareness of the uniqueness ofeach person.

.Noting that "a baptized girlis as important as a' baptizedboy," she said that the "malevocabulary" of many prayers andrituals makes women non·per­sons in the church. She calledfor adjustment in such matters,declaring that "change of lang­uage builds change of attitude,"and she also maintained thatwomen should have equal accessto authority roles in the church.

Sister Dooley reminded theteachers that they should com­municate Third World needs totheir students and affirmed that"all members of the Catholiccommunity should live simplyso that others can simply live."

Robert N. Lynch, chairman ofa symposium held in San Fran­cisco last year in response to theAndrew Greeley study of Cath­olic education, discussed needsof Catholic schools, listing in­volvement of parents and betterpublic relations and use of me­dia as priQrity issues.

"Perhaps it is time to reointroduce our students to theold-fashioned notion of virtue,"he said, stressing also that qual·ity education has to do with thequality of teachers, not the"newness of machines."

Principals, he added, should'see themselves as the chief reoligious educators in their institu­tions, not chiefly as administra·tors.

'Lynch said that teachet;s' uni·ons are a need in Catholic edu­cation but that he does not liketo see teachers affiliating witheither the AFL-eIO or NationalEducation Association, both or·ganizations with a record of op­posing aid to non-public schools.Instead, he said, bishops' com­mittees should meet with educa­tion officials to arrive at theirown agreements in the light ofpapal teachings on social justice.

SEATTLE (NC) - Archbish­op Raymond Hunthausen of Se­attle has urged archdiocesanPriests to support President Jim­my Carter and Secretary ofState Cyrus Vance in their ef­forts to reach an arms limita­tion agreement with the Rus­sians.

"I believe the time is ripe forus to support them in this non­violent stance," he said in aletter to all archdiocesan priests.

Archbishop Hunthausen "alsoattacked the Trident Submarineprogram, which is based inWashington State, as an "ag­gressiv.e" weapons.

'~It seems to me that the Tri­dent program is' saying, 'It isbetter that many die . . " " hesaid. "With its first strike capa­bility, the U.S. changes its posi­tion from a defensive posturer(retaliating only if attacked) toan aggressive posture (to strikethe first and final blow).

"That blow is beyond descrip­tion. Each Trident submarinewill carry 408 nuclear warheadseach .capable' ·of an explosivepower five times as devastatingas the bombing' of Hiroshima.

"With Russia inevitably takinga similar stance," he said, "wehave two aggressors capable ofannihilating millions. .Thoughtis trigger to our actions. An ag­gressive intention to use a weap­on will surely ·lead to active useof it,"
