Every radio station wants more lis-teners, but Virginia Voice wants a special kind of listener, the kind the organiza-

tion is uniquely set up to serve.Founded in 1978, Virginia Voice

serves visually handicapped listeners as well as others with disabilities that make it impossible for them to read.

“Our biggest challenge is to get the word out about our availability,” said Executive Director Nick Morgan. “The people who need us have limited abil-ity to hear about us. They can’t find us

New charges against Pet Rescue Foundation

Pet Rescue Foundation operator Annette Thompson of Hadensville faces new charges after 13 more complaints of animal neglect were filed against her earlier this month.

Thompson had been scheduled

to stand trial April 12 on the one remaining Class IV misdemeanor animal neglect charge facing her.

After Thompson’s attorney Darvin Satterwhite asked for a continuance, a trial on the misde-meanor and the newly filed charges is now scheduled for May 24 in Goochland General District Court.

Supervisors vote against higher taxes

Goochland’s Board of Supervisors voted not to raise taxes this year, despite County Administrator Rebecca Dickson’s recommendation that a four cent tax increase would balance the 2011 budget.

The tax rate remains at 53 cents per $100 of assessed real estate value for next year.

“We will be pressed to make the budget this year,” said Dickson.

The adopted 2011 budget is $40

million, or 8.3 percent lower than last year’s budget of $43.7 million.

Dickson had said earlier that rev-enue generated from higher tax rates would prevent the county from mak-ing deeper cuts to a recommended budget of $40.5 million.

The county administrator’s recom-mended rate of 57 cents was defeated by a vote of 3-2, as Supervisors Ned S. Creasey, Malvern “Rudy” Butler and James W. Eads voted against Andrew Pryor and William E. Quarles Jr.

Supervisors then unanimously voted to maintain the current rate.

“We’re going to have to go back to the drawing board,” said Quarles.

“When people say they don’t want to raise taxes, the next question should be, what are you going to cut? Something is going to have to go.”

The board voted to use $800,000 from the county’s fund bal-ance reserves to help balance the revised budget. The fund balance is currently at $14.4 million, but Dickson warned that the county is already facing about $2 million in challenges for next year’s budget.

“Under the proposal of a zero cent increase, if we were to pull $800,000 and (then) $2 million over the next two years, then the numbers (in fund balance) go down to $11 million,” said Dickson.

School will need to cut an additional $317,000 from a $23 mil-lion budget, down from $26 million last year.

Schools had earlier proposed cuts for next year that include the elimination of the Tender Tots Program, the Virginia Preschool Initiative, the summer governor’s school, the literacy and math-ematics specialists and at least 12 teachers. There will be no salary increase for employees and all staff contracted for 200 or more days will be subject to a four-day furlough.

The county will make reductions totaling $200,000, after hav-ing identified the following reductions to next year’s budget: the elimination of four part-time positions and the reduction of two department head positions-- the county assessor and the purchas-ing agent-- to part-time status without benefits. Administrative and support staffing are scheduled to be cut and county employees will be subjected to unpaid three-day furloughs during the upcoming fiscal year.

The schools and the county will detail these cuts on June 1, said Dickson.

The board also voted to raise the connection fee for residential water customers from $3,000 to $4,000, and for sewer connections, from $4,000 to $6,000.

The additional tax rate for Tuckahoe Creek Service District

customers was increased from 23 cents per $100 of assessed value to 27 cents.

These fees are the same for both county and TCSD customers.Higher rates in the TCSD would help pay off the county’s debt

for the $63 million water and sewer system. Right now, neither the principal nor the interest on $27.54 million capital appre-ciation bonds is being paid, and incremental debt service starts in 2012.

“We can’t cut our way out of it, we can’t tax our way out of it, we have to start developing the TCSD,” said Butler.

Capital investment planSupervisors passed the five year C totals around $20 mil-

lion. School and county projects make up nearly $17 million of that, while utility projects will cost $3.3 million.

The county and school category includes money to replace the county’s radio communication system, renovate the old Goochland Middle School, improve and maintain county facilities and grounds, acquiring land for county use and replacing ambulances for the Fire-Rescue department.

Utility projects include the completion of a countywide utility master plan and the expansion of utility service to the Courthouse Village and Eastern Goochland.

The plan will be reviewed annually and under its provi-sions debt service payments will not exceed 12 percent. Dickson said the county’s debt was at 10.6 percent as of June 2009.

Financial policy standardsThe board unanimously voted to adopt a set of financial

policy standards that will implement a best practices policy for the county.

The county administrator has said that these guidelines will promote long term financial stability for the county and will provide a framework for measuring the fiscal impact of government services.

The guidelines establish limits for responsible debt man-agement and recommend that budgets be considered two years in advance, with two-year projections.

group of animal welfare advocates led to two original charges being filed on February 27, one a Class I misdemean-or charge in the death of a horse later determined to have been euthanized at the foundation.

That charge was reduced to a Class IV misdemeanor and then later dis-missed when it was determined that the one year statute of limitations had run out.

“We’re grateful for the 13 additional warrants for animal abuse that were issued by the magistrate against Ms. Thompson,” said Eileen McAfee, who

investigated the foundation. “For years, so many animals have suffered from her lack of proper care for them. Hopefully, this will be the beginning of the end for the Pet Rescue Foundation.”

However, McAfee said she worries about animals still at the Thompson site.

“We’re very concerned about the animals who are still suffering on her premises, some of whom are noted in the veterinary records attached to Animal Control’s Investigation Report of 3/5/10 posted on the Goochland Gazette’s Web site,” McAfee said. “So even more than a month after being served with the two initial complaints for abuse, Ms. Thompson continues

to provide inadequate care to her ani-mals. Thankfully, Goochland Animal Control Officers obtained veterinary care for them”

The new charges, filed by four indi-viduals, allege neglect of a number of dogs adopted from the facility, and focus primarily on a lack of proper veterinary care.

One adopted dog was later eutha-nized and another died several months after adoption. Heartworm infections and Lyme disease were among the ail-ments suffered by the animals, accord-ing to the charges.

“We are investigating the charges and preparing for trial,” said Satterwhite when contacted Monday.

Goochland doctor’s license suspended

The Virginia Board of Medicine has summarily suspended the license of Manakin-Sabot based family prac-titioner Dr. Ralph D. Hellams Jr.

The suspension, dated March 23 in a letter to Hellams, sets a hearing date of April 30 to hear evidence on allega-tions of unprofessional conduct.

Ina Statement of Particulars attached to the letter, Hellams is alleged to have entered into a romantic and sexual relation-ship in 2008 with a female patient whom he has served as primary care physician for approximately 11 years.

In addition, Hellams is alleged to have treated the patient’s hus-

band after the initiation of the inappropriate relationship with the female patient, thus possibly adversely affecting his care.

A third allegation concerns the possible improper use of narcot-ics in the treatment of the female patient’s chronic back pain.

Hellams could not be reached for comment.

What to do on a Saturday?Goochlanders won’t be hurting

for options about how to spend their time on April 24.

There’s an early morning 5K fundraising run for CASA at West Creek, an all day Garden Fest at J. Sargeant Reynolds and a beauty pageant fundraiser at Goochland High School in the afternoon for Goochland Free Clinic and Family Services.

said this is the second year for the Goochland CASA 5K Home Run fundraiser. Last year they had 140 runners.

“This year we’re shooting for 200,” she said.

CASA is an acronym for the Court Appointed Special Advocates program, where volunteers work with abused and neglected youth. Like many programs, CASA is fac-ing funding challenges.

The agency faces deep budget cuts but Venable said the case load is increasing.

“Services for families have dwin-dled,” said Venable. “Where we used to be able to intervene early we can’t now.”

Entry fees are $20 for ages 13 and up by midnight April 22. Under 13 - $15. Race day sign up is $25. There will be cash awards for the top three male and female runners.

Little Miss GoochlandSponsored by two local business-

es, the first Little Miss Goochland pageant will be held Saturday April 24 in the Goochland High School auditorium. It’s open to girl’s aged six weeks to 12 years old in three divisions: Wee Miss for six weeks to 2 years old, Little Miss Tiny Tot

for ages 3 to 6 and Little Miss Goochland for 7 – 12-year-olds.

Contestants pay a $25 entry fee.Admission to the event is $5, with

all proceeds going to Goochland Free Clinic and Family Services.

“It’s all about raising money for the food bank,” said Tammy Roberts, owner of Goochland Flowers, who has teamed up with Jennifer McClung of Photista Images to stage the event.

The pair said they came up with the idea about two months ago. They have signed up about 20 spon-sors and 40 contestants so far.

Winners will get a crown, sash, trophy and a $100 Savings Bond.

Spring Garden FestFor those who want to make

their thumb a little greener, there’s the sixth annual Spring Garden Fest, sponsored by the Goochland/Powhatan Master Gardeners, the

Virginia Cooperative Extension Office and J. Sargeant Reynolds.

The event starts at 8:30 in the

morning and runs until 4 p.m. More than 20 classes are offered, ranging from Flowering Shrubs to

a Rain Barrel building work-shop.

Horticultural Program Associate Eric Evans of the Virginia Cooperative Extension calls the event “a great opportunity to learn a lot in one day.”

Ten bucks gets you regis-tered in advance and eligible to take three classes, except for those with additional fees.

Some classes are already filled up, but most will still have space on April 24, said Evans. Last year about 100 students attended, with another couple hundred vis-iting to see the displays and buy from the vendors, he said.

“We concentrate on current printed material,” said Program Director Rebecca Emmett.

“We want our listeners to have access to the same things their friends and family are read-ing,” said Emmett.

Sources of articles are The Richmond Times-Dispatch, Readers Digest, Style Weekly, the New York Times, Forbes and much more.

The Goochland Gazette is part of the community news programming offered Thursday evenings from 7 to 7:30 p.m.

Virginia Voice currently serves about 1,400 people in the Central Virginia area and another 1,000 in Hampton Roads. Eighty-five percent of listeners are blind or visually impaired, and 15 percent suffer from a physical disability that prevents them from reading.

Central to the operation are the volunteers who read the news and other articles; it takes 100 readers to handle one week of Virginia Voice programming.

Most of the programs are recorded for broadcast but the morning reading of the Times-Dispatch is live.

The service broadcasts twen-ty-four hours a day, Monday through Friday, signing off on Saturday morning at 2 a.m.

The station resumes broad-casting Saturday morning from 9 a.m. to midnight. Sunday broad-casts are from 2 p.m. to 8 p.m.

Roger Weinberg, who has been reading for Virginia Voice for 30 years, is the longest serving volunteer.

“This is something I try never to miss,” said Weinberg of his weekly half-hour stint. “It’s a great service.”

Weinberg reads one of the News in Perspective segments, a half-hour program of op-ed pieces from news sources around the country.

“I try to be balanced,” said Weinberg. “I like reading a diverse amount of material.”

Real estate broker Birck Turnbull has been volunteering one hour a week for the last seven years.

“I like the mission that the service provides,” said Turnbull, whose grandparents had sight disabilities.

Goochlander Alex Childress is studio manager at Virginia Voice. Occasionally he pitches to read in the mornings when there aren’t enough volunteers.

“It’s more than a job,” said Childress. “It’s a vital service.”

Seventy percent of Virginia Voice’s revenue consists of

contributions from individu-als, churches, service and civic groups, and corporations and foundations.

But Morgan said meeting the budget these days is a challenge for Virginia Voice, just as it is for many other non-profit organiza-tions.

“Things are a good bit tighter. Corporate funding is harder to

get and understandably so,” he said.

Virginia Voice currently has no listeners in Goochland County, said Emmett. She’s pretty sure there are some out there who would appreciate the service.

“We’d like to find the folks who need us in Goochland,” said Emmett.

Funding the balance

Proud of Goochland County

For the first time in many years, I am proud to be a cit-izen of Goochland County.

I am proudest of the fact that “new faces” spoke out against a real estate tax increase at both the hear-ing held at Goochland High School and at the regular Board of Supervisors meet-ing on April 6. These citizens made a statement and it was heard loud and clear - no tax increase! I cannot thank them enough for making

their voices heard.Perhaps the message from

these citizens would have been different had not so much of their monies been squandered in mismanage-ment and packages being given as rewards for poor performance. They, as well as most of the citizens of this county, want the mess cleaned up and they want accountability. Until that is done, don’t ask for more money out of citizens’ pock-ets.

Goochland now has the chance to roll up its sleeves,

work smarter and come together as a team to put this county on the right track. We need to get down to brass tacks, stop the whining and get the job done.

While some changes have been made, and some have not been popular, there is still much to be done. It is hard to teach an old dog new tricks and if the dogs are not willing or unable to cooper-ate to clean up the mess we’re in, then there are plenty of well-qualified people wait-ing in the wings who would

Last week, Michael Carter stood to say to our supervisors, “Additional taxes and fees… continue to put a noose around the necks of the people of Goochland.”

These words were affecting, as were those spoken by others who agreed that there are many in this county who simply cannot bear a heavier tax burden.

These fears were eased as supervisors voted to retain the current tax rate.

These mercurial economic times have taken their toll on many of us; nerves are raw and bills are mounting, and relief seems far away.

The bad news, according to County Administrator Rebecca Dickson, is that we are right to be concerned: Our county’s economic future won’t fully brighten for years.

And now that Goochland’s revenues will not be replenished by higher real estate taxes, where will we get the money needed for services and facilities?

Board Chairman William E. Quarles Jr. asked Dickson, “How do we recoup the monies that you remove… how would fund balance look for items that may be required?”

Dickson said there are two ways that fund balance is built up: Spending below budgeted revenue or budgeting additions to the fund.

And, she added, considering how low revenues have been, “We won’t be adding to fund balance this year, and I don’t think we’ll be adding to fund balance in 2011. I don’t expect we’ll be adding to fund balance in the next two years.”

But we will be taking from it—after voting against a tax increase, supervisors approved using $800,000 from fund bal-ance to address next year’s deficits. Dickson anticipates that the county will have to use $2 million more from fund balance over the next two years.

Such deductions would take fund balance

from about $14 million down to $11 million, she said.

Dickson said that fund balance is the only source of funds for unanticipated costs: “That scenario could put us in jeopardy.”

Supervisor James W. Eads said at last week’s meeting that he is opposed to taking money out of fund balance to balance the budget.

“That is as good as burning furniture in your house to keep warm,” he said.

So how are we going to pay our bills?If the county cannot rely on increased reve-

nues or a growing fund balance to cover its costs, then it will have to slash those costs deeply.

Figuring out where to wield those cuts is likely going to be a bloody task, one that Dickson said that the county will accomplish by June 1.

And while Goochland is celebrating a flat tax rate, there are those that are already think-ing of how reductions could affect the county’s well-being.

“We have been working with the school system a long time trying to get up to top-notch, and our sheriff’s department and fire-rescue is second to none,” said Supervisor Andrew Pryor. “I can’t see cutting public safety and schools.”

But if the revenue isn’t there, and fund bal-ance disappears, such cuts may be inevitable.

Goochland’s fund balance has long been misunderstood, and has, among other things, been referred to as a “rainy day fund.”

Dickson, who has been widely praised for her fiscal acumen, has offered several strategies for salvaging and strengthening the county’s fund balance, but it doesn’t yet seem that the county is heeding these.

And until it does, the education of Goochland’s children and the safety of its citi-zens may well, over the next few years, endure an escalating storm.

love to have their jobs.No one likes to have to

take the bull-by-the-horns, but we’re at the point where it becomes necessary to get the job done. We’ve been too lax for far too long.

I commend Becky Dickson, county administra-tor, for the splendid job she has done since taking office. She has had, and continues to have, the monstrous task of cleaning up this coun-ty’s government, and I am impressed with what I have seen.

She brought on John Wack to be assistant admin-istrator for finance. John has his work cut out for him, but I am confident, with the assistance of those employ-ees in finance, that we’ll have a first class finance depart-ment.

Since citizens have become involved in the process here in Goochland, please con-tinue to be aware of what is going on in your county by attending meetings and tell-ing your supervisors how you feel on issues. They are, after all, accountable to you.

Clearing up misperceptions

After attending the Board of Supervisors’ public hear-ing on March 30th and listen-ing to citizens express their thoughts and opinions, I came away feeling there may be some misperceptions.

First, there were a cou-ple comments about the two new, highly paid people

that have been hired by the County Administrator. The truth is that only one of those people is new, the Deputy Administrator for Financial Services. Anyone who ques-tions the need for a highly qualified individual in that position need only read the recent report from KPMG, the external auditor.

As to the other position, Deputy Administrator for Community Development; that was a move by the County Administrator to consolidate various depart-ments and put Don Charles at the helm. Anyone who has attended the BOS meetings since the discovery of the fias-co in the utilities department and the problems at Hidden Rock Park, should be very familiar with Mr. Charles. He stepped into a hornet’s nest, and immediately went to work to uncover the truth and clean up the mess.

Two positions are being eliminated, namely Economic Development and Planning, which will be under Mr. Charles’ direction, as are Utilities, Buildings and Grounds and the Convenience Centers. I can’t say what fair wages are for the various County positions, but I can say that Mr. Charles has been a key component in trying to repair the damage, and he is superb at gathering informa-tion and communicating it in a clear, succinct manner.

Another thing that was repeated by several citizens, was the feeling that the County Administrator and her Staff had been irresponsi-ble and haphazard in the way they prepared their budget. I think that is grossly unfair.

Again, while it’s under-standable that many citizens don’t have the time to attend BOS meetings, especially

those during the day, if you had attended I think you’d feel very differently.

Each department obvi-ously spent hours discussing, analyzing and preparing their budgets, and gave thoughtful presentations to the public. Ms. Dickson had them follow a consistent format, starting with an explanation of what services they provide to the public and the difficulties and intricacies of providing these services. They discussed their accomplishments and initia-tives, followed by a presenta-tion of the specifics of their budget and cuts to personnel, supplies etc.

Each department worked with Ms. Dickson to find ways to re-structure , con-solidate and become more efficient and cost-effective. After reviewing these presen-tations which are still avail-able on the website, you may not agree with every line item in their budgets, but I think you will have a better appre-ciation of the effort made to trim and save.

The County Staff now makes it easy for you to stay informed. All you need to do is download the Agenda Packet for the meeting and you can read the information that will be presented. Rarely is something presented that is not in the packet. Better than that, download the audio recording of the meet-ing now on the County web-site and listen to the audio while following along read-ing the packet documents. If you don’t have Internet access Administration is always will-ing to supply a CD with the agenda packet or the audio of a meeting for 60 cents. That’s hard to beat!!

The only person who I feel has not been responsible in their budget development

is the Superintendent of Schools. After taking a close look at her budget, I found no evidence that hours were spent analyzing, discussing or evaluating and trying to find ways to make budget cuts which would minimally impact our children’s edu-cation. I requested docu-ments such as notes, minutes or spreadsheets that would give some insight into Dr. Underwood’s budget devel-opment and was told there were none. Disturbing, espe-cially considering this is a $24 million budget.

Rather she cut teachers, assistant teachers, gifted and other instructional programs and supplies. GEPA, a group of concerned parents and other concerned citizens, have spent endless hours and incredible effort attempting to understand the budget decisions and actions taken by Dr. Underwood and offer alternative budgetary sugges-tions, but she has remained defiantly resistant to any sin-cere effort to offer clarifica-tion or explanation and have an open dialogue.

It is inconceivable that these cuts to Instructional personnel, programs and items like textbooks were the only places she could find to trim her budget. This whole process has been an embar-rassment.

I’m not trying to convince anyone that they should be jumping up and down for joy to have their taxes raised, but I do feel that with the excep-tion of the Schools, real effort and thought has gone into this year’s budget develop-ment. I don’t want to see the quality of our County services suffer and I don’t want to see our “rainy day” fund depleted

to cover the shortfall. For the majority of us a 4 cent tax hike, after reduced assessments, will leave us paying about the same as last year.

Our County has suffered from bad leadership, lack of discipline and vision for years, and irresponsible decisions have left us deeply in debt. Our current administration cannot fix this overnight. New trans-parency and diligence are in place, and Ms. Dickson and her Staff have achieved an incred-ible amount in a short period of time. We should continue to demand nothing less, but I also hope we can support and encourage our new County Administrator and Staff as they face enormous problems and obstacles ahead.

I also fervently hope that the School Superintendent will go back and take another look at her budget and re-con-sider damaging cuts made to Instruction. Even after the bot-tom line budget is voted on by the BOS on April 6th, she can still make changes in her budget, re-allocate funds and make cuts elsewhere. Admitting mistakes and rectifying them would be courageous and bold leadership we could all rally behind.

Affirming our supervisors

The Goochland Gazette headlined an article which appeared in last week’s edi-tion, “Goochland School Superintendent Underwood

unfazed by GEPA opposition,” and “Nero fiddled while Rome burned.”

Earlier last month, I filed a Freedom of Information Act (FOIA) request to Goochland County Public Schools (GCPS). The FOIA is very clear about the legal time frames which the recipient of an FOIA request must follow, and what penalties exist for disobedience. Using e-mail to provide time-stamped proof of my request, I also copied the members of GCPS’s board to make them aware of my request. Since my request included, as a reminder, the legal time frames for both acknowledgment and reply, the school board was fully aware of any penalties for not complying with the law.

My request was ignored within the legal time frames set forth for acknowledgment and/or compliance.

When I re-sent my request, with a strong reminder of Ms. Underwood’s legal ignorance, I was initially “stonewalled” by her legal (counsel), Andrea Erard. After standing my ground, claim-ing knowledgeable existence of the requested information, and demanding its release, Ms. Erard voluminously inundated my in-box with the requested informa-tion.

Wilfull violation of the open records law can result in a fine of up to $2,500, for which Ms. Underwood can be held personally liable. Filing such a suit in General District Court requires no legal exper-tise and an approximate $50 fee. The Virginia Coalition for Open Government’s web site can generate the form needed to begin a FOIA case in district court. For a $50 investment, I can expect a

Elise Eugenia Bowles Hammack, 85, of Richmond, died April 9, 2010 at The Hermitage at Cedarfield. Few words can

describe Elise but she will be fondly remembered for her com-passion, wit, humor and intel-ligence. She was born at home in Jordan Mines, Virginia, the daughter of Dr. Eugene Knight and Eleanor Taylor Bowles, the sixth of their seven children. She was predeceased by her husband, Robert Ellis Hammack, a son, John Knight Hammack, sisters, Dorothy Sarto and Ellen Knight Bowles, and brothers, Joel and Cabell Bowles. Prior to marrying on April 6, 1946, she attended Richmond Polytechnic Institute. For over 15 years, Elise worked in the Richmond City School System at Chandler, Henderson and Albert Hill Middle Schools. Survivors include her children; Elissa Penn (Alan) of Glen Allen, Robert E. Hammack, Jr. of Palm Springs, CA and Eleanor Harris (Jeff) of Goochland County; grandchildren, Melissa Penn, Emily Harris and Robert Clay Harris; sister, Sarah Kelly and brother, Edward Bowles. A memorial service will be held at Three Chopt Presbyterian Church on Friday, April 16, 2010 at 2 p.m.

Getting serious, who would pay Ms. Underwood’s legal defence fees for her wilfull disobedience? My neighbors would, from our already bureaucratically bloated GCPS budget! This is but another example of Ms. Underwood’s unbridled arrogance towards, as she is so wont to say during school bored meetings, “the coun-ty!” Even more deafening, is the silence of our school bored members, as evidenced when they were made aware of the legal ramifications of not complying with an FOIA request, and by not exercising responsible over-sight to ensure lawful com-

pliance by their appointed “stupor”intendent!

Our voices for fiscal sobriety are being heard. Prompted by citizenry outcry at last week’s county budgetary public hear-ings, our Board of Supervisors finally showed some slight movement in the right direc-tion by agreeing to request GCPS provide line item budget transparency, as already shown in Goochland’s non-school budget proposal.

Chinese philosopher Lao-tzu tells us, “A journey of a thousand miles begins with a single step.” I affirm our Board of Supervisors for taking a step of the right direction.

No. 3 ranked Cougarsdon caps in memory of Raymond Straus

When the Collegiate boys’ tennis team

traveled to St. Christopher’s last Friday, they were sporting a new item for their uniform – a white baseball cap.—

—Or at least to the casual observer, it might have looked like little more than a white baseball cap with a Cougar logo. On the back, however, the ini-tials “RS” suggested something more than team spirit influ-enced the wardrobe selection.

For one of the Collegiate team members, Brady Straus, it represented something much more important.

“RS” are the initials for Straus’ father, Raymond, who passed away on March 6 – shortly before the team’s first match this season.

“This is the first match we’ve worn them for. We just got them yesterday,” said Collegiate coach Chris Conquest. “I’ve been amazed at how strong Brady’s been – strong and posi-tive through it all. The team has been a good support for him as well.”

Getting the hats was the team’s idea. Straus said they are a nice memorial to his father.

Freshman Brady Straus finds strength in loss “It’s great to have a memory

of him and it’s great that they thought of that,” Straus said. “He was a great dad – always supported the team. It’s good that he’s here with us on the hats. I like that.”

The loss of his father is something that gives Brady even more motivation to do as well as he can this season– He certainly did well on Friday, winning his singles match and helping win his doubles match to lead the Cougars to a 6-3 vic-tory against the Saints.

Straus, a freshman, is the No. 2 singles player and is on the No. 1 doubles team with Max Schnur. He defeated St. Christopher’s Jack Scherger 6-1, 6-1 in singles. He and Schnur defeated Scherger and Will Halladay 8-2 in their doubles match.

Conquest said Straus has not lost a singles match all year.

“He hasn’t missed a beat on the court,” Conquest said. “I think that it helps him focus and keep his mind on stuff. It’s kind of nice to have the tennis as a fallback.”

Straus agreed.“When I play tennis or any

other sport, like soccer, just to get my mind off of it, it’s real-ly helped the past couple of weeks,” Straus said. “Getting out there and not thinking about him, just thinking about tennis – that’s what he would have wanted.”

Both Conquest and Straus said it was nice to defeat the Saints on their home court.

“Especially for me. I used to go to St. Christopher’s,” Conquest said. “It’s a friendly rivalry. It’s definitely a rivalry, but when we go to the Prep League tournament, we’re root-ing for each other. If Collegiate’s not going to win the Prep League, we root for St. Chris to bring the title to Richmond and vice versa.”

Collegiate, currently ranked No. 3 in the TD Top-10 Poll, won the Prep League title last year – the first time in the school’s history that they brought the championship home. Now both the Cougars (5-3) and the Saints (2-3) are in something of rebuilding years – more so for St. Christopher’s than for Collegiate.

“I think we played pretty well. I think we had our chanc-es,” said St. Christopher’s coach Richard Peyton. “We could have won that last doubles match. … In our No. 3 singles, we had a couple of match points that could have gone either way. So, as matches are, you win some and you lose some. We have a young team. I think they are improving rapidly.”

Schnur defeated Harris Blair in the No. 1 singles, 6-0, 6-1. Collegiate also won the No. 3 singles when Turner Willett defeated Halladay 6-2, 7-6 (10-8) and the No. 6 singles when

Gordon Gunn defeated Holt Walker 6-0, 6-4.

The Saints won two grueling matches in the No. 4 and No. 5 singles. The Saints’ Andrew Gnapp defeated Cole Phillips 6-7 (7-5), 6-3, 7-6 (10-6) in the fourth match and Trevor Hall defeated Andrew Elliott 6-7 (9-7), 7-5, 7-6 (10-1).

Cadets have up and down week in North/South

A week earlier, Lee-Davis sophomore pitcher Jacob Perks was beside himself over a dis-mal outing against Varina.

by it,” said Confederates head coach Kenny Lewis. “He just had one of those days when he couldn’t throw a strike.”

But in the opening game of the North-South Spring Break Tournament agaisnt Benedictine it was a different story for Perks as the right-hander pitched five innings of near perfect baseball against Cadets.

The C-Feds, ranked No. 7 in this week’s TD poll, took advantage of effective hit-ting with some aggressive base running to complement Perks’ peak performance and recorded a 13-2 victory over the Cadets.

Lee-Davis (5-2) pushed a run across in the first inning, but the Cadets fired back in the top of the third, scoring two

runs. Colton Konricka scored on a Chris Hogan sacrifice fly to give the Cadets a 2-1 advan-tage.

But the C-feds mounted a two-out rally in the bottom of the third to gain the lead and never looked back. Billy Steel belted a double down the left field line and Will Connerly drove him in with a single. Connerley scored on a Jordan

Boze hit and the C-Feds were up 3-2.

Perks sat the Cadets down in order in the top of the fourth, clearing the way for a 10-run explosion by the C-feds in the bottom half of the inning. That rally also began with two outs and didn’t end until the home team batted around.

“I’m not sure it was as much what we did in that

inning or what they did,” said Benedictine head coach Sean Ryan. “They had one of those innings where the floodgates seemed to open up.

“I was disappointed with the pitching today,” Ryan said. “We just couldn’t get that third strike in many key situations, and couldn’t get that final out

in their big inning,” he added. “We just couldn’t make a qual-ity pitch in a two-strike situ-ation.”

Zach Joseph got the start for the first game of the tour-nament and pitchers Sam Dodson and lefty Brooks Snead also saw action late in the game.

“We really didn’t want to use that many pitchers in the first game, but we’ll deal with it and see what happens later in the tournament,” Ryan said.

Ryan said playing in tourna-ments like the Spring Break is a great opportunity for his team, and he welcomes the chance to play local public schools.

“We’re excited to play in a tournament like this,” Ryan said. “We like this tournament because we always get to see quality teams and we like to play the best in the area,” he added.

The Cadets bounced back to win the night cap at Atlee, 17-0. Benedictine scored 15 runs in the first three innings and were led by a threee-run homer from David Geary.

picking up right where she left off last season.

Last year’s Times Dispatch Player of the Year scored five goals last week against visit-ing Pope John Paul the Great as the No. 2 ranked Cougars recorded a 10-1 victory upping their record 7-1.

Remarkably, Patton notched that tally in less than a half of soccer and an injured teammate actually contrib-uted to Patton reaching the unusually high mark.

Cougar girls soccer finds familiar spot at the topAnna Davis. Play was stopped for several minutes, while trainers and school officials tended to her injured leg.

“Usually I pull a player when they’ve had three goals,” said Cougar coach Bill Rider. “Following the injury, I couldn’t get the subs warmed up before (Patton) had scored two more,” he added. “She did a great job and we were reading how to get the ball behind their backs, and there was some real creative play by her teammates.”

Rider was pleased with his team’s overall play. “I was impressed with the way we played today because we didn’t know what to expect from our opponent, but they were actually very solid,” Rider said. “We moved the ball around and the kids fin-ished well.

“Meredith Donahue con-

trolled the middle of the field exceptionally well. She’s com-ing off a major ACL injury and showed she has regained her confidence,” Rider said.

Midfileder Jenny Sroba also had an excellent game against Pope. “She was just tearing them up from the left side,” Rider said.

Senior co-captain Ally Koonce recorded a number of assists and Rider said that’s her usual style of play. “She always has creative play and a number of our goals came off her assists.”

Pope coach George Forsythe said his team is young at a school has only been in existence for two years. “We don’t have any upper classmen on the team, so we’re playing with sopho-mores and freshmen and it’s a big challenge for us,” he said.

However, according to

Forsythe, playing teams like Collegiate will only improve their skills. “This team today was the best,” he said. “They do everything well, they are well disciplined and loaded with talent.”

Collegiate’s only loss was 0-1 at No. 1 ranked Mills E. Godwin, with whom they have a rematch at home on April 30.

“We had a good match with Godwin early on and both teams had a chance to win,” Rider said. “We’ll be see-ing them again in a couple of weeks.”

A meeting with NASCAR stars

Last Wednesday, race fans got the opportunity to meet with NASCAR drivers Jason Leffl er, above left, and Justin Allgaier, center, at the Kroger in Mechanicsville. Gooch-land’s Kim Howe was on hand to get autographs from the two drivers. Leffl er and Allgaier were at Kroger as part of a promotion for the BUBBA Burger 250 Nationwide race which will take place at Richmond International Raceway on April 30. The two drivers joined local celebrities in a “Signature BUBBA Burger” competition in which each created their own version of the burger for a panel of judges. Allgaier won the competition on a fan vote after the judeges came back tied.

At least one, but not more than three, representatives of each candidate on the ballot of the canvass must be present at all times during the voting and while counting the ballots. No electioneering will be allowed inside the polling place or within 50 feet of the entrance to the polling place.

Provisions for the Filing of a Single Candidate: If only one person fi les as a candidate for each offi ce by the fi ling deadline, the Canvass will not be held and those people submitting the Declaration of Candidacy for each offi ce will be de-clared the offi cer for those Goochland County Republican Committee positions.If one or more offi ces are contested by one or more candidates, the Canvass will be held in accordance with the rules and this call.

Provisions for Membership Filing: If fewer membership applications are re-ceived than the maximum allowed under the State Party Plan, the Canvass for membership will not be held and those people submitting the Membership Ap-plication and dues will be declared mem-bers.

Fees for Participation by Voters: No fee will be required of any voter in order to participate in this canvass.

Pramod C. P. C. Amin and Neil Amin of Shamin Hotels have been named as winners of the 2010 Henrico Business Leader of the Year Award.

Presented by the Henrico Business Council of the Greater Richmond Chamber, the award recognizes an individual or organization who demonstrates excellence in fostering partnerships resulting in business growth or retention, enhanced edu-cational opportunities, service to the community; exhibits enthusiasm for Henrico County; and has made a difference in the community.

Shamin Hotels, founded in 1979 by P. C. Amin and B. N. Shah, cur-rently owns and operates 37 hotels in the region (32 in Richmond), making the Amin family the largest hotelier in central Virginia.

They have invested $178 million in the area, with a regional employ-ment contribution level of more than 550 employees.

In December 2009, Shamin Hotels opened its newest prop-erty, the $48 million Richmond Hotel & Spa near Short Pump in Henrico County, keeping an entre-preneurial eye on the future..

P. C. and Neil Amin also recognize the importance of investing in the community through their service to other organizations. P. C. Amin is the founder and chairman of the Cultural Center of India and a mem-ber of the board of First Capital Bank. Neil Amin serves as a Trustee for the First Freedom Center and serves on the boards of the Richmond Metropolitan and Visitors Bureau and the Better Housing Coalition.

Denise Kranich, Executive Director of the Innsbrook Foundation, has been named the 2010 Henrico County Community Leader of the Year.

The award honors unsung heroes who show an unwavering support for Henrico County and, through hard work and dedication, have made a significant difference in their community.

Kranich serves as the Executive Director of the Innsbrook Foundation, a 501 (c) 3 busi-ness trade association. Under her leadership, Denise raised aware-ness for community program such Innsbrook After Hours, InnsBiz at Innsbrook and the Go Green initiatives, among many others.

Need a hand with something? How about several helping hands and a mentor or two? That’s what you’ll find at Tuckahoe Middle School in the mentor pro-gram known as H.A.N.D.S. (Helping And Nurturing Dynamic Students). Funded by a Henrico Heroes grant, the program serves students who come to Tuckahoe who are two or more years older than their peers.

Teachers Tia Brown and Nicole Wilcox started the group to help students in the classroom by firstly tar-geting their self esteems.

“We want to help them want to be here at school,”

said Brown. “You can’t chart self-esteem. It’s not mea-surable.”

Seventh- and eighth-graders are paired with a men-tor, such as a student volunteer from VCU. Sixth-grad-ers work in groups with peer helpers and members of the Tuckahoe Middle School SCA and Freeman High School FEA (Future Educators of America). Twice a month, the groups take on new skills and experi-ences. To learn about teamwork and cooperation, they traveled to Peak Experiences Indoor Rock Climbing Center.

They’ve also been bowling and visited Maymont Park. About 24 students have joined the group.

Although the students often face lan-

guage barriers, it didn’t stop them from enjoying a visit from Rob Ukrop, for-mer professional soccer player with the Richmond Kickers. Complete with soc-cer balls and traffic cones, Ukrop set up a course for the students and mentors to partner up and learn to work together.

Through the program, Brown has seen signs of increased attendance, improved discipline, and higher grades. Student receive incentives such as lunch parties

when they meet their long-term and short-term goals.

“Many of these students are trying out for sports now,” she said. “It’s been a really good thing for the kids, and for us.”

Outside of her involvement in the Innsbrook area, Kranich is a volunteer for the American Cancer Society’s Cure by Design Fashion Show.

As a breast cancer survi-vor, she focuses her efforts in helping others devastated by cancer. She also serves as Vice President of Womens Health Virginia, a non-profit organi-zation enhancing the health and well being of women and girls in Virginia.

Kranich and her Leadership Metro Richmond team are developing eight community gardens designed to engage students and the community in the creation, maintenance, and harvesting of produce and to educate others on nutri-tion and wellness.

Henrico Area Mental Health Prevention Services and the Too Smart 2 Start Coalition will hold a “Think! Don’t Drink” town hall meeting to address teenage drinking on Tuesday, April 20, from 7-8:30 p.m. at L. Douglas Wilder Middle School, 6900 Wilkinson Road.

The town hall meeting, which is part of the Too Smart 2 Start Coalition’s “Parents Who Host Lose the Most” underage-drinking prevention cam-paign, will focus on teen alcohol consumption during traditional spring activities such as spring break, prom season and beach week.

“Think! Don’t Drink” will offer separate ses-sions for adults and youth led by representatives of the Virginia Department of Alcoholic Beverage

Control and Henrico Area Mental Health & Developmental Services’ Community Outreach program.

Participants will receive information on laws regarding adults and underage drinking as well as tips for hosting and overseeing parties for teenagers.

Dinner will be provided, free of charge, and there will be door prizes as well. The town hall is open to the public; families are encouraged to attend together.

Area residents can learn to build and use a rain barrel at a workshop offered by the Henricopolis Soil and Water Conservation District (SWCD) from 6-8 p.m. on Wednesday, May 12 at the Human Services Building, 8600 Dixon Powers Drive.

The SWCD workshop will provide materials and hands-on instruction to help participants construct their barrels, which can help homeowners conserve

water by maintaining a supply of fresh water for outdoor use.

Built from recycled food-grade plastic, the rain barrels also divert runoff from storm drains, pro-tecting the water quality of the Chesapeake Bay and its watershed.

The workshop costs $45, including materials. Pre-registration is required. To register or for more information, contact Henricopolis SWCD at 501-5175.
