This is the time every south Florida racing fan waits for. It's something that local businesses have looked forward to since the tourist sea- son began. It's Florida Derby Weekend! Those three words put more smiles on faces than anything could do in this econ- omy. This is a gift to the City of Hallandale Beach. This is where 25,000 plus fans - and more if you include Friday and Sunday as well - will eat, drink, spend money and will make this a win/win - any way you look at. While the critics will say that the only peo- ple who benefit are those on the Gulf- stream property, I would defend that the spillover - coming and going to the facility - makes everyone a winner. From restaurants and drinking estab- lishments to fast-food and other needs such as gas, pharmacies and other businesses that line Hallandale Beach Blvd. and along U.S. 1, it would appear that everyone is getting a piece of that pie. This is our marquee event. This is our Doral Golf Tourna- ment, our Home- stead/Miami Speedway arcing weekend, our Key Biscayne tennis event. This is frankly the time when as resi- dents, we head out to see something that is not just about the greatest thorough- breds on earth. What we have cre- ated in this day of simulcasting, slot ma- chines, poker games, restaurants and spe- cialty shops is a "mixed-use" environ- ment. You remember, 10 years ago, when we began hearing that mixed usage word when talking about developing properties. No longer was horse racing enough to at- tract crowds. When casinos were ap- proved, it gave every party a major shot in the arm - including the Sport of Kings, which had dwindled to minor league attention. From racing and casi- nos, the property ex- panded to add shops and some of the bet- ter restaurants around. While things have been slow, the economy is to blame more than anything else. While there are those who never bought into the mixed usage idea, I am not one of them. Over the past years Ihave continued to worktowards true pension re-form along with theCommission and Staff.Management employeeswere moved from a De-fined Benefit plan to aDefined Contributionplan. We negotiatedwith the general employ-ees to provide that allnew employees moveinto a 401 defined con-tribution plan. Employ-ees in the existingpension remained.Cities must continue toretired employees’ bene-fits and must insure thepension plan is funded.While the pension stillrequires contributions,the long term unfundedliabilities have been ad-dressed by replacingDefined Benefits withDefined Contributions.

Since 2009 manycities and other govern-ment agencies havebeen faced with ad-dressing large unfundedpension liabilities. Whenthe markets fell therewas never relief to pen-sion systems. Hallan-dale Beach has beenfortunate to have re-serve funds to get usthrough the tough econ-omy. The current trend

is not sustainable andover the past years con-tributions have beenwell over 10 million an-nually. That is why wehave focused on reform.Many individuals havebeen moving towardsDC plans for all employ-ees. Our Commissionagrees that pension re-form is necessary, butthat reform must be rea-sonable.

The past two years wehave been working withthe Police Union to-wards reasonable pen-sion reform. Thenegotiations s involvedgive and take from bothsides. The contractagreement reached wasculminations of workingwith an actuary to effec-tuate changes that will lcreate a sustainablepension system. Thetotal saving as a resultof these reforms are 2.8million dollars annually.

The following is the of-ficial press notificationthat was provided to allCommissioners to sharewith the press. In orderto be clear I wanted toshare the document inits entirety. Pensionfunding and planningare complex and all toooften they are not cov-ered fully in the regularpress. We hope that ourcollaboration will be-come a model for otheragencies.

Contract Period: Oc-tober 1, 2012 – Sep-tember 30, 2015

The City and the PBA

negotiation team havenegotiated a collectivebargaining agreementwhich focused on threemajor issues. The mostimportant one is PEN-SION REFORM. PENSION REFORM

- The City hired an actu-arial consultant to helpdetermine meaningfulpension reforms that willensure plan sustainabil-ity. According to thestudies that were made,the actuary identifiedfour areas that will pro-vide substantial pensionsavings for the City aswell as provide sustain-ability of the plan. Thetotal savings for imple-menting these changesare estimated to be$2.938M annually.

The first of the agreedupon pension reformchanges involves the in-troduction of a $95,000cap on the lifetime pen-sion benefit that a re-tiree will receive.

The second agreedupon pension reformchange takes away thepension cost of living al-lowance (COLA) that anemployee would havereceived while in the De-ferred Retirement Op-tion Plan (DROP).

The third agreed uponpension reform changesintroduces a second tierpension plan for employ-ees hired after March20th, 2013. This secondtier pension plan offers areduced annual multi-plier (3% versus 3.2%),different final averagecompensation (average

of the last five (5) yearsof work, versus the aver-age of the last (2) yearsof work), no COLA forthe pension (2% annu-ally), and no DROP pro-gram (five (5) yearprogram).

The fourth change wasdiscussed during a jointpension workshop withthe City and the policeand fire labor unionsand involved changingan outdated actuarialcost method that theCity’s pension board hasadopted many yearsago. This change wasNOT a subject of collec-tive bargaining butrather was a changethat was advocated forby the city and unionrepresentatives on thepension board and ulti-mately implemented. 401A PLAN – As a

means to continue withpension reform and tointroduce a hybrid optionthat provides an addi-tional retirement saving

option at no long termrisk to the city, a 401aDefined Contributionplan option was negoti-ated. This provides anopportunity for bargain-ing members that wishto save additionalmoney for retirement tovoluntarily participate ina 401a Defined Contri-bution plan. The City willcontribute a match of1%, 2%, or 3% basedon the employee selec-tion. (estimated to cost$173k per year startingFiscal Year 2013/2014)

WAGES – For wages,the City and the Unionagreed on the followingcost of living al-lowances:Effective upon ratifica-tion, current City PoliceOfficers will receive a3% wage increase totheir base salary, andwithin 30 days of con-tract ratification, currentCity Police Officers willreceive a lump sum pay-ment equal to 3% of the

base hourly wages, plusovertime, they respec-tively earned from Octo-ber 1, 2011 to the dateof ratification. Effectiveupon ratification, currentCity Police Sergeantswill receive a 2% wageincrease to their basesalary, and within 30days of contract ratifica-tion, current City PoliceSergeants will receive alump sum paymentequal to 2% of the basehourly wages, plus over-time, they respectivelyearned from October 1,2011 to the date of ratifi-cation. (estimated tocost $241k)

Effective October 1,2013, all bargaining unitmembers will receive a2.5% wage increase.(estimated to cost$152k)

Kingsley is humbledwith this latest accoladegiving kudos to his ac-complished staff memberslike Stacie Conner whowas recognized asTeacher of the Year atGulfstream Middle Schoolfor her exceptional workas a peer counselor teach-ing students to resolveproblems in an amicablefashion rather thanthrough violence and amember of the S.T.E.M.Academy and DesireeFelder who was awardedSchool related employeeof the year as an adminis-trative assistant and fi-nally, Steven Carlo whoalso teaches at theS.T.E.M. Academy at theschool while also educat-ing the children in Ameri-can and World History. Mr.Carlo is extremely altruis-tic serving as the Chair forthe Hallandale BeachRelay for Life to benefitthe American Cancer Soci-ety for three years.

Principal Kingsleybrought the S.T.E.M. (Sci-ence, Technology, Engi-neering and Mathematics)program to his school ashe is a visionary realizingthat many future employ-ment opportunities will beafforded to those withthese skills. One hundredfifty children are enrolledin this program and at arecent STEM Day at Hal-landale High School, hisstudents displayed robotsthat they constructed

which will assist seniorcitizens among othertasks.

Hallandale Beach is nostranger for hiring out-standing faculty for theirschools as Tony Dutra, areading teacher at theHallandale Adult Commu-nity Center was bestowedBroward County Teacherof the Year honors in 2010and Davien FernandesJones, an educator of so-cial science at HallandaleHigh School was a finalistfor the same recognition

in 2009.Brian Kingsley gradu-

ated from PennsylvaniaState University and com-pleted his Master’s Degreeat Florida Atlantic Univer-sity with a concentrationin Educational Leadership.Kingsley’s achievementspermeate throughout thecommunity and not justwithin the classroom.

On any given morning,Brian can be found outsidethe school as children ar-rive directing traffic andensuring that the studentsget to class. He was cred-ited with organizing a verysuccessful and visible antibullying campaign thatconcluded with a huge as-sembly at Hallandale HighSchool with speechesfrom school resource offi-cers like Officer Vera andOfficer McKenzie from theHallandale Beach PoliceDepartment on the meritsof staying in school andclear from gangs conclud-ing with 300 people

marching through the citywith signs promoting theirissues.

Kingsley credits StacieConner (whose mother isa very well-known volun-teer in the communitynamed Barbara South-wick) with developing ananti-bullying curriculumthat is used throughoutBroward County with thetheme “Kindness is price-less.”

Each year HallandaleBeach Commissioner BillJulian organizes a fooddrive to support the Hal-landale Beach Food Pantryand lays down the gaunt-let among Hallandale Ele-mentary, Hallandale High

School, Hallandale AdultCommunity Center andGulfstream Middle for theschool that collects themost food. Rallied by Prin-cipal Kingsley, GulfstreamMiddle School has beenchampion for the past twoyears.

Brian leads by exampledisplaying the importanceof giving back to the com-munity as he is a boardmember for the HallandaleBeach Police AthleticLeague and a member ofthe Kiwanis Club of Hal-landale Beach. This nationally cele-brated week is a brilliantopportunity to provide acommunitywide educa-tional forum regardingthe benefits of this fund-ing while celebrating theCity’s accomplishmentsin supporting housingand economic develop-ment initiatives.

Elected officials ortheir designees, andrepresentatives of theCommunity Develop-

ment Advisory Board,the Hollywood HousingAuthority and theBroward Alliance forNeighborhood Develop-ment will tour some ofthe City’s housing andeconomic developmentprojects on Tuesday,April 2. They also willparticipate in a show-case at City Hall illus-trating the benefits ofthe funding as it relatesto public services, hous-ing and economic devel-opment initiatives.

On Wednesday, April3, Mayor Peter Boberand the City Commis-sion will issue a procla-mation supporting theCommunity Develop-ment Block Grant(CDBG) Program, theHOME Investment Part-nerships Program(HOME) and StateHousing Initiative Part-nership (SHIP) Program.Additionally, several ofthe City’s community

partners will showcasethe benefit of theiragency’s services andthere will be displaysthroughout the week inthe second floor lobby ofCity Hall for the public toview.

Enacted into law in1974, the CDBG is theprincipal federal pro-gram that providesgrants to states, cities,and counties to deviseneighborhood ap-proaches that will im-prove the physical,economic and socialconditions in communi-ties. It is administerednationally by the U.S.Department of Housingand Urban Development(HUD). The HOME pro-gram provides grants tostates, cities, and coun-ties to create safe, sani-tary, and affordablehousing conditions incommunities nationwide.SHIP funds have beenused to finance emer-

gency repairs, new con-struction, home rehabili-tation, down paymentand closing cost assis-tance, acquisition ofproperty for affordablehousing, and housingcounseling.

2013 marks the 39thanniversary of theCDBG program and the22nd anniversary of theHOME program. Bothprograms have facedsignificant cuts in thepast two years, withCDBG experiencing a26 percent reductionand HOME a 48 percentcut since FY2010. InFY2010, CDBG wasfunded nationally at $3.9billion and HOME wasfunded at $1.8 billion.CDBG is now funded at$2.9 billion nationallyand HOME at $1 billion.SHIP funding has beencut by the State ofFlorida. However, theLegislature is consider-ing distributing SHIPfunds for the 2013-2014fiscal years. These pro-grams are needed morethan ever to help ourmost vulnerable citizensand improve the overallcondition of our neigh-borhoods. NationalCommunity Develop-ment Week will be anexciting way to celebratesuccesses and encour-age the continued fund-ing of these necessaryprograms.

Many accidents arepreventable though, andyou can take simplemeasures to enhanceyour safety as you age.

IN YOUR HOMEFalls are one of the

greatest age-relatedrisks inside the home.One in three adults olderthan 65 falls each year,and the risk of injuryrises with age, accord-ing to the NationalSafety Council. Manyfalls are caused by haz-ards that are easy toavoid if you know whatto look for.

To prevent tripping,eliminate clutter onfloors, remove throwrugs or tack them downwith double-sided tape,and make sure electricaland phone cords arekept out of the way. Youmight need to rearrangesome of your furnitureas well, to ensure thatthere are unobstructedpathways into and out ofevery room.

In the bathroom, usea nonslip rubber mat orstick nonslip adhesivestrips to the bottom ofthe bathtub or shower.You may also want toconsider installing grabbars. Keep a night lighton in the bathroom atnight, and remove anyobstacles in the pathfrom the bedroom to thebathroom.

If your house hasstairs, make sure theyhave good lighting (withlight switches at both thetop and bottom of thestaircase) and sturdyhandrails (preferably onboth sides). Attachingnonslip rubber treads isa good idea if the stepsare potentially slippery.

Reinforce the Flu Shot With AHCC Mushrooms Says New Study(NewsUSA) - As the flu pandemic rages throughout the U.S., the question on everyone's mind

is what they can do to protect themselves. The flu shot is usually on top of the list, but even thosewho have been vaccinated are susceptible. So, what else can you do that has been clinicallyproven to work? Some experts are now turning to an unexpected source: Japanese medicinalmushrooms.

A new human clinical study published in the journal "Nutrition Research" says that "AHCC" -- anatural extract from the roots of Japanese medicinal mushrooms -- can boost the effectiveness ofthe flu shot.

The researchers followed 30 healthy adults receiving the flu shot, half of whom took AHCC inaddition to getting vaccinated. Three weeks later, the group taking the AHCC supplement werefound to have higher levels of infection-fighting white blood cells than the vaccine-only group.AHCC users also had significantly improved antibody titers-- a measurement of how much antibody an organism has produced -- to the influenza B virus.Since stimulating antibody production is the main purpose of the vaccination, the study demon-strated that AHCC worked synergistically with the flu shot.

"This collection data is promising as it suggests that supplementing with AHCC can help boostimmunity and help make the vaccine more effective," says Elizabeth Gardner of Michigan StateUniversity, who was the paper's lead author.

These findings are consistent with the previous study, conducted at Yale Medical School, whichshowed that AHCC improved immune response in healthy elderly subjects. Pre-clinical researchhas demonstrated that AHCC is effective against a wide variety of viral infections, including theH1N1 influenza virus (common flu), the H5N1 avian influenza (bird flu), the West Nile virus andseveral types of hospital-borne infections, such as MRSA.

While some traitsare obvious, like havingred hair or blue eyes,some shared traits arenot as obvious, such asthe risk for developing acommon medical condi-tion, like high choles-terol, or a rare disease.

A rare disease is onethat affects fewer than200,000 people, andabout 30 million Ameri-cans have one of 7,000known rare diseases.Because about 80 per-cent of rare diseasesare genetic in origin,knowing one's familyhistory is an essentialpart of the recognitionand diagnosis of theseconditions.

Unfortunately, it's notuncommon for familymembers of someonediagnosed with a raredisease to go untested,which could delay get-ting an accurate diagno-sis and potentiallyappropriate medical at-tention. Families shouldkeep an open line ofcommunication about

diseases that may begenetic and if appropri-ate, encourage their rel-atives to seek evaluationby a knowledgeablemedical professional.Nikia, 32, who is livingwith a rare swelling dis-ease called hereditaryangioedema (HAE),knows firsthand the im-portance of familial test-ing.

HAE is a genetic dis-ease that affects about6,000 people in theUnited States. The dis-ease causes repeatedswelling attacks that canoccur anywhere in thebody, including arms,legs, hands, feet, stom-ach, genitals, face andthroat. HAE attacks canbe unpredictable,painful, debilitating anddisfiguring. The averageHAE patient enduresabout 10 years of re-peated misdiagnosesbefore the disease is ac-curately identified. Alongwith a blood testing, acomprehensive familyhistory can help accu-rately diagnosis HAE.Often, people who arediagnosed with HAE re-port having relativeswho suffered their whole

lives from severe stom-ach aches or unex-plained episodes ofswelling, or even rela-tives who died unex-pectedly due to throatswelling, who likely hadHAE but were never ac-curately diagnosed.

Nikia was first diag-nosed with HAE whenshe was just 5 years old,after experiencing se-vere swelling all overher body. Nikia's motherhad also suffered frombouts of unexplainedswelling throughout herlife, but because her at-tacks were less severeand only occurred in herfeet, she never soughtmedical attention. It wasNikia's cousin who even-tually encouraged hermother to get tested forHAE, and three yearsafter Nikia was diag-nosed, her mother'stesting indicated thatshe also had HAE. Be-cause of her cousin'spersistence, Nikia'smother was finally ableto understand the causeof her own unexplainedswelling episodes andreceived medical atten-tion that helped hermanage her attacks.

Understanding thelikelihood that she couldpass HAE on to her chil-dren, Nikia had both ofher children evaluatedfor the disease. Al-though her daughterwas not diagnosed withthe condition, her soneventually was. WhenNikia's son was about 3years old, he was fre-quently being sent homefrom school for nauseaand vomiting. Nikia, whohad experienced similarsymptoms as a child,recognized the likeli-hood that it could be dueto HAE. Testing con-firmed that her son did,indeed, have the dis-

ease."When my son was di-

agnosed with HAE, Iwasn't afraid or sad,"says Nikia. "It gave methe spirit to further edu-cate myself and otherhealth care providers sothat they could poten-tially help someone elseby getting an earlier di-agnosis. I learned asmuch as I could aboutthe HAE landscape sothat I could be the bestadvocate for my son.

Today, Nikia dedicatesmuch of her time tostaying up to speed onnew information or med-ical advances in HAEand spreading aware-ness of the diseaseamongst her family,friends and community.She shares the new in-formation she learnswith her extended familyand encourages mem-bers of her family to getevaluated for the condi-tion. To date, she hasprompted two cousins toundergo testing for HAE.It is her hope that her

loved ones will alsospread knowledge aboutthe disease so that oth-ers may be properly di-agnosed without havingto endure years of un-told suffering.

"Even though some ofmy family membershave been tested forHAE and the resultscame back negative,they are now educatedabout this disease andcan help raise aware-ness among others,"says Nikia.

1 (3- to 4-pound)rack of lamb roast2 cloves of garlic,sliced1 tablespoon extra-virgin olive oil1/4 teaspoon redwine vinegar1/4 teaspoon soysauce1-1/2 teaspoonsblack pepper1-1/2 teaspoonsdried thyme2 tablespoonschopped fresh rose-mary2 tablespoonschopped fresh mar-joram

Directions:1. Preheat oven to400° F. Cut thin slits inthe roast and insertthe garlic slices. In asmall bowl combinethe oil, vinegar, soysauce, pepper andthyme. Rub the roastwith the oil mixture.Coat evenly with rose-mary and marjoram.Place the roast on theroasting rack in a shal-low pan. Place in theoven and reduce heatto 325° F. Roast 30minutes.2. Remove lamb from

1 (5 pound) fully-cooked bonelessham1 can (6 ounces)frozen pineapple-or-ange or pineapplejuice concentrate3 tablespoons maplesyrup3 tablespoons whitebalsamic vinegar1/4 teaspoon driedthyme, crushed1/3 cup finelychopped onion1 tablespoon butter1 1/4 cups water3/4 cup goldenraisins1/4 cup maple syrup1/2 teaspoon drymustard1/4 cup white bal-samic vinegar4 teaspoons corn-starch

Heat oven to 325 de-grees F. Place ham onrack in shallow roast-ing pan. Bake, uncov-ered, for 1 1/4 hours,

until internal tempera-ture (measured with ameat thermometer) is140 degrees F. (about15-18 minutes perpound.)In small saucepan,

combine half of thejuice concentrate, 3 ta-blespoons maplesyrup, 3 tablespoonsvinegar and thyme.Bring to a boil. Reduceheat to low, simmeruncovered, for 5-10minutes or until slightlythickened, stirring oc-casionally. Baste ham with glaze

the last 15-20 minutesof baking. Removeham from oven, sliceand serve with Pineap-ple-RaisinSauce.

Scrub potatoes; cutin halves or quarters.In a covered Dutchoven, cook potatoes ina small amount of boil-ing, lightly salted waterabout 10 minutes oruntil tender. Drain andreturn to pan. In medium saucepan,

saute onion in butterfor 4-5 minutes or untiltender. Stir in 1 table-spoon of flour and salt.Add chicken broth.Cook and stir untilthickened and bubbly. In a small bowl, stir

together sour cream,horseradish, mustardand remaining 1 table-spoon flour. Stir intobroth mixture. Cookand stir until heatedthrough. Pour sauceover potatoes; tosslightly to coat. Transferto a serving bowl.Sprinkle with chivesand cracked pepper-corns.

24 ounces ripe straw-berries (2 pints) hulledand sliced (reserve 6or so whole berries forgarnish)1/2 cup strawberry jam

8 ounces creamcheese or mascar-pone, softened1/3 cup plus 2 table-spoons confec-tioner's sugar6 tablespoons GrandMarnier or orangejuice2 cups heavy whip-ping cream1 angel food cake (6to 8-inch round)

For Double Straw-berry Sauce: Puree 11/4 cups of the sliced

strawberries with thestrawberry jam. Refrig-erate until servingtime. Beat together thecheese, 1/3 cup con-fectioner's sugar, 1tbsp. liqueur until wellblended and smooth.In a separate bowl,

beat cream, remaining2 tbsp sugar and 2tbsp liqueur until softpeaks form. Fold 1/2cup of this into thecheese mixture. With aserrated knife, cutcake in thirds horizon-tally. Drizzle eachlayer with 1 tbsp of theremaining liqueur.Spread bottom layer

with one third of thecheese filling; coverwith one third of thesliced strawberries.Top with middle cakelayer. Spread with halfof the remaining fillingand sliced strawber-ries. Add remainingcake layer; top with re-maining filling andsliced berries.Frost cake with re-

maining whippedcream. Refrigerate atleast 2 hours or up to24 hours before serv-ing.Cut cake with a ser-
