that "an ounce of prevention is better

than a pound of cure." It is this adage

that guides the Department of the

Interior and Local Government, through

the Bureau of Fire Protection, as it seeks

to ensure your daily safety, particularly

from fire incidents. Hence, we partnered with the Department ofEducation to bring you this Junior Fire Marshal instructional

material. Through the instructional material, you will find useful tips

and information on how to prevent the occurrence of fire and

what you should do in case of fire incidents.

The Department of Education

has always given much importance

to fire prevention and safety tips.

We highlight this through our

partnership with the Junior Fire

Marshal project of the Departmentof Interior and Local Government. This will certainly help

develop the school children as role models for both their

peers and family in public safety.

PAANO GAGAMITIN ANG MODYUL?

Ang modyul na ito ay PARA SA GURO. Naniniwala ang lahat na angpinakamabisang pangkat ng propesyunal na makapagbabahagi ng mga kaalaman,kasanayan at attitude sa mga kabataan ay kayong mga GURO. Sa inyong mga kamaynakasalalay ang katatagan ng buhay ng susunod na henerasyon. Kung ganon, ganito ninyogagamitin ang modyul na ito.

Una: Batay ito sa 2002 BEC Learning Competencies. Ang mga aralin aymay karampatang point of entry. Pagdating sa akmang kasanayan,bibigyang diin ang tungkol sa araling nakatakda.

Ikalawa: Susundin ang mga hakbang na iminumungkahi upang mabisang matalakayang paksa.

Ikatlo: Ipinapaalala sa mga guro na hindi hihikayatin ang mga bata na makibahagi satuwirang pagsugpo ng apoy at pagliligtas ng buhay. Sa halip, linangin angmungkahing batayang kaisipan at mga paraang pangkaligtasan.

How Fire SafeIs YOUR Home?

Make fire safety a family business byinvolving the entire family in a fire safety inspection.Here is a comprehensive checklist to use as a guide.

Fire Hazards: Check for fire hazards in your home.Correct any problemsNOW.

Kitchen

Matches stored out of the reach of children

No overloaded outlets for extension cords.

No curtains or towel racks close to the stove.

Flammable liquids (cleaning fluids, contact adhesives, etc.) or aerosols

stored away from the stove or other heat source. (Remember, even a pilot

light can set vapors on fire.)

No attractive or frequently used items kept above the stove where someone

could get burned reaching for them (especially small children looking for

cookies or other goodies).

Wear close-fitting sleeves while coking. (No loose sleeves, shirts, blouses or

skirts that may catch fire)

Never leave cooking unattended.

Never play with matches or lighters.

Never use a gasoline to start a fire in the grill or add lighter fluid to an

already-started fire.

No smoking while fueling a vehicle or a boat or a gas powered tool like a

lawn mower.

No smoking in bed, or in a chair or on the sofa when tired, drinking or taking

medication.

Never spray aerosols while smoking or near a space heater, range or other

ignition source.

No worn or frayed appliance or extension cords.

Living Room, Family Room, Den, Bedrooms

Matches and lighters stored out of reach of children.

Use only large ashtrays. (Small ashtrays are too dangerous.)

Empty ashtrays frequently (when all sings of heat and burning are gone).

Fireplace kept screened and cleaned regularly.

Replace worn or strayed extension cords or other electrical cords.

No extension cords run under rugs or carpets or looped over nails or other

sharp objects that could cause them to fray.

Sufficient air space around TV, stereo and other electronic equipment to

avoid overheating.

Heating equipment kept three feet away from curtains, furniture and papers.

No overloaded outlets or extension cords.

Basement, Garage, Storage Areas

No newspaper or other rubbish stored near furnace, water heater or other

heat source.

No oily, greasy rags stored, except when kept in labeled and scaled non-

glass containers (preferably metal).

No gasoline stored in the house or basement (it should be stored away from

the house in an outbuilding and only in safe cans that have flame arresters

and pressure-relief valves).

No flammable liquids stored near workbench or pilot light or in anything other

than labeled, sealed metal containers. (This includes varnish, paint remover,

paint thinner, contact adhesives, cleaning fluids.)

No overloaded outlets or extension cords

All fuses of the correct size.

Hazards In The WorkplaceBackground Information

The Occupational Health and Safety Act and other federal and state lawsprovide many safeguards that protect workers on the job. However, workers willface many fire hazards:

HArson is the No. 1 cause of fires in many types of businesses.H As in homes, carelessness and ignorance about fire hazards are also

problems in the workplace. The fire hazards may be different than firehazards in the home.

H Industrial equipment, such as manufacturing and commercial kitchenequipment, present unique fire and burn hazards.

H Many businesses and industries rely on electrical and electronic equipment.This increases the risk of electrical shock and the possibility of electrical orappliance fires and burns.

H The large amount of combustible materials, especially in stores and offices,increases the fire hazard for workers.

Selected Safety Guidelines

Many people use their cars whileworking or drive cars or trucks fora living. Follow this checklist tokeep your auto fire safe.

Remember that gasoline is an explosive! Thats what makes it a good motor fuelwhen used safely. Gasoline produces a flammable vapor at low temperatures,and the vapors can burst into flame very easily. Treat gasoline with respect:

I Never use a match or carry a lit cigarette near gasoline, especiallyat service station.

I Carry gasoline only in approved metal containers with a pressure-relief, self-sealing cap. Never put gasoline in plastic or glasscontainers.

I Never carry gasoline or an empty gasoline can in your car.

I Immediately clean or remove any item on which gasoline spills.

Keep the car or truck in good repair. Follow the manufacturers recommendedschedule for maintenance, such as oil changes, radiator fluid changes or tune-ups.

Keep a fire extinguisher in the car or truck, and know how to use it. Keep a fireextinguisher near the drivers seat.

Remember that oil and other auto fluids are also combustible. Discard usedproducts safely at an approved disposal site or recycler. Never pour these liquidson the ground or in the trashcan. Not only does that create a fire hazard, it alsoharms the environment.

Be aware that any mechanical part of an auto or truck can burn you. Any partof the engine, accessories or exhaust system can cause a second-degree orworse burn even from slight contact.

Many office employees work in high-risebuildings. Many people live in multi-story apartmentbuildings, and many of us have stayed in large hotels.All these people face special hazards. There aremany more people; it takes longer to escape; andthere are more combustible materials, such as carpet,furniture and supplies.

Here are some other guides for people who

live and work in high-rise buildings:

Know where fire-exit stairways are located. Memorize at least two ways toeach stairway. NEVER use the elevator in a fire emergency.

Know what the fire alarm sounds like, and respond as if there were a realfire every time you hear it. Never think its just a false alarm.

Have fire emergency exit drills.

Tell the building owners to:I check the alarm system regularly,

I keep fire exit stairways clear,

I have the building inspected,

I keep all electrical equipment and writing working properly,

I have fire exit drills,

I maintain the fire suppression sprinkler system, and

I mark all exits and dangerous areas, such as electrical rooms and

chemical storage.

Be a safe worker by:

I disposing all of cigarettes and matches properly (always checkashtrays and waste cans for smoldering materials),

I not plugging too many appliance into electrical outlets.

If you have disability, make arrangements with co-workers and the buildingowner for help in emergencies. You should have a partner who can help youin an emergency.

Employees and customers encounter firehazards in stores and offices. How canthey be more fire safe?

Avoid actions that might cause fires in electrical wires or trash.

I Dont overload electrical circuits.I Keep electrical equipment in good repair.

I Use precautions to prevent trash fires.

Be aware that automobile-related businesses usually contain fire hazards,especially gasoline or other flammable liquids. These businesses includebody paint shops, repair shops, auto dealerships, service stations, car washesand accessory shops. NO SMOKING, and observe other safety measures.

Recognize that supermarkets, department stores, variety stores fact, anystore have large quantities of combustible material. Dont smoke in stores,and be cautious with flammable materials.

Arson is the most frequent cause ofcommercial fires. Because fire damage

affects the entire business, all employeesshould be concerned with preventing arson.

These tips could help your business:

Reduce opportunities for deliberately set fires. Be sure that:I All exterior areas are well lit and all entrances are secure.

I Smoke or fire detectors and sprinklers are installed to quickly detectand control fires that might occur.

I Flammable and hazardous materials are stored properly, in lockedcabinets if necessary.

I many fires are set to cover up other crimes, such as burglary,reducing the opportunity for those crimes reduces your risk of arsontoo.

Identify possible fire setters. Be aware of unhappy employees or competitors.

Dont use fire insurance to solve financial problems. Some business owners settheir businesses on fire to collect insurance money.

Many people are employed in garages andworkshops. Here are some guidelines fortheir safety:

Store flammable liquids in approved metalcontainers. Look for the label of a testing

laboratory.

Know what products in the garage areflammable. USE ONLY FOR THEIRINTENDED PURPOSE. Read and follow all

labels! Never use gasoline as a cleaning fluid or fire starter.

Never use or store flammable liquids inside the garage or in any closed-inarea.

Dispose of used flammable liquids properly. Dont save used oil, cleaner fluids,etc., and never pour on the ground. Discard only in approved disposal locations.

Use caution with any materials that are soiled by flammable liquids. Keep oilyrags and clothes away from any heat source, especially cigarettes and hot engineparts. Because oily rags can catch fire without any other heat, store them inmetal containers with tight-fitting lids. Better yet, clean or discard all oily rags.

Wear long sleeves and pants when near a hot engine or exhaust parts.T his willreduce possible exposure. The slightest touch can result in a serious burn.

Use all power tools properly. Keep away from water to avoid electrical shock.

Operate gas-powered lawn mowers and other tools properly. Never refuel a hotengine! Wait until the engine cools before adding gasoline.

Keep the garage clean and organized. This reduces the opportunity forcombustible items, such as paper, rags and trash, from contacting heat sources.

And keep a fire extinguisher, preferably Class ABC or ABCD, readilyavailable.

The equipment and materials

in many businesses present manyhazards. Here are some guidelinesfor industrial and commercialworkers.

Watch electrical equipment, powerlines and wiring carefully. Problemswith electrical wiring or equipment are aleading cause of commercial fires. Watchfor damaged wiring. Dont overload

circuits.

Maintain all equipment properly. Follow manufacturers guidelines to operate,maintain and repair equipment. This will reduce the risk of fire from breakdowns.

Be very careful with heat sources, such as welding and cutting torches, hotequipment and discarded cigarettes and matches. Always be aware ofnearby combustible materials, and clear the area before you handle the potentialheat source. Follow employer guidelines.

Be careful with all flammable liquids, especially gasoline, paint and solvents.

Store them in proper containers. Use airtight metal cabinets, and lock thecabinets if necessary. Be sure all fueling equipment, such as gasoline pumps, isin good condition.

BFP VISION

A modern, efficient and responsive national fire protection agency

working towards a public safety conscious society.

BFP MISSION

To protect lives and properties through the prevention and suppressionof destructive fires; investigation of their causes; and the provision ofemergency medical and rescue services with the active support of thepublic.

LEGAL MANDATE

The Bureau of Fire Protection was created by virtue of RA 6975 primarilyto perform the following functions:

1. Be responsible for the prevention and suppression of all destructivefires on:

Buildings, houses and other structures;Forest;

Land transportation vehicles and equipment;Ships or vessels docked at piers or wharves anchored in major seaports;Petroleum industry installations;Plane crashes; andothers similar incidents.

2. Be responsible for the enforcement of the Fire Code of thePhilippines (P. D. 1185) and other related laws;

3. Shall have the power to investigate all causes of fires and ifnecessary, file the proper complaint with the city or provincial prosecutorwho has jurisdiction over the case;

4. In time of national emergency, all elements of the BFP shall upondirection of the President, assist the AFP in meeting the nationalemergency; and

5. Shall establish at least one (1) fire station with adequatepersonnel, fire fighting facilities and equipment in every provincial

Philippine National Police Reform and Reorganization Act of 1998

In times of national emergency, the Bureau of Fire Protection(BFP) and the Bureau of Jail Management and Penology (BJMP) alongwith the Philippine National Police (PNP) shall, upon the direction of thePresident, assist the Armed Forces of the Philippines (AFP) in meetingthe national emergency, in addition to the performance of their inherentfunctions as mandated by law.

The tasks of fire protection and jail management and penologyshall be the responsibility of the Bureau of Fire Protection (BFP) and theBureau of Jail Management and Penology (BJMP), respectively.

As members of the uniformed service of the government underthe Department of the Interior and Local Government (DILG), the Bureauof Fire Protection (BFP) and the Bureau of Jail Management andPenology (BJMP) as line bureaus are required the same amount of

service and dedication as that of their counterparts in the AFP and PNPto carry out their respective duties to the extent of risking their lives andlimbs in meeting national emergencies, in addition to the performance oftheir inherent functions as mandated by law.

The BFP and BJMP personnel shall be professionalized andrestructured by upgrading their level of qualifications and standardizingthe base pay, retirement and other benefits of uniformed personnel,making them at par with those of the PNP and the AFP.

This checklist is provided by the Bureau of Fire Protection as a template which provides a basic framework for the daof the Day. This should not be regarded as exhaustive because a fire safety auditor or a firefighter from the local fire s

Fire Marshal in conducting the safety inspection. The JFM shall act as fire safety steward.

The following model of points to be looked at has been formulated, which covers most fire safety items. The JFMhazards which are presented by specific school activities.

ITEMS TO BE CHECKED YES

A. FIRE EXTINGUISHERS

1. Are all fire extinguishers in position?

2. Are pins and seals provided?

3. Are all fire extinguishers ready for use?

4. Are clear procedures in place for the use of these extinguishers?

5. Is there a fire extinguisher in each building/room?

6. Has the fire service/bureau visited your school to check/test the fire extinguishers?

B. MEANS OF EGRESS

1. Are all means of escape (primary and secondary) unobstructed?

2. Are all means of escape clearly marked and indicated?

3. Do the door devices on all means of escape operate properly?

4. Are all external routes clear and accessible?

5. Has the fire department visited your school to check the means of egress?

C. FIRE ACTION NOTICES

1. Are sufficient up-to-date fire action notices prominently displayed throughout theschool?

2. Are these notices legible?

3. Has the junior fire marshal identified a meeting place outside the classroom wherethe students can assemble in the event of an emergency in the school?

D. FIRE WARNING SYSTEM

1. Are all operating points (i.e break glass units) of the fire warning systemunobstructed?

2. Are all operating points ready for use?

E. ELECTRICAL

1. Are all electrical supply points operating within safe limits (i.e. none are overloaded)?

2. Are all cables protected?

3. Are all cables, plugs, etc, damage free?

F. EMERGENCY HOTLINES

1. Has the number of the local fire station been clearly posted on or near the phone?

2. Has the national emergency hotline 117 been conspicuously posted around theschool premises?

3. Does your classmates know when and how to report an emergency?

G. HAZARD CONTROL

1. Are appropriate No-Smoking signs available as required?

2. Are correct/suitable process control in place?

3. Are flammables being correctly used and stored within the school?

4. Are ignition sources being correctly used within the school?

5. Are trash dumpsters stored more than five feet away from combustible walls,openings or materials?

H. CONDUCT OF ORIENTATION ON FIRE SAFETY PRACTICES

1. Has orientation/seminars on fire safety practices been regularly conducted by the firebureau/service?
