Four Students Completed the Regular Course

The fi rst four students in the regular course completed the program in March 2012. They received a Master’s degree in environmental science at the graduation ceremony of the Graduate School of Environmental Studies, and were offered the ELMC (Environmental Leader Master Certificate) by the dean. Two were recognized as PMSE (Professional Master for Sustainable Environment), which is off ered to outstanding students in the program.

I’m honored to have been a member of basic course from last July. This exper ience has prov ided wi th me a wonderful chance to improve my expertise and communicative ability. During these eight months I have learned a great deal through e-learning on line, and enriched my professional knowledge focused on sustainable development and environmental management. I have also participated in lively fieldwork. The opportunities for communication provided during the fieldwork could not be achieved in my daily courses. These studies were also helpful to my research, the removal of antibiotics in the wastewater, which has a close relationship with this program. My research aims to reduce the negative eff ects of antibiotics to the ecosystem and solve the related environmental issues, which is also the purpose of this program. With the wide vision this program supplied, I have a new way of thinking about my research fi eld.Thanks to this program, I have realized the

responsibility of being an environmental leader, and because my native China is a developing country, such study and training have great significance to our work of environmental protection.

Jingru DU(D2)  昨年 7 月より基本コースに参加できたのはとても光栄なことであり、専門知識とコミュニケーション能力を向上させるための素晴らしい機会を頂くことができました。この 8ヶ月間、オンラインの e-ラーニングを通じて、持続可能な発展と環境マネジメントに関する専門的知識を身につけました。そして、活気のあるフィールドワークにも参加させて頂きました。このようなコミュニケーションの機会は、やはり通常の大学院課程においてなかなか得ることが難しいものです。 これらの勉強は、自分の研究にも役立っています。廃水からの抗生物質除去という私の研究課題は、環境リーダープログラムとも密接に関係しています。私の研究目的は、抗生物質による生態系への影響を低減し、それに関連する環境問題の

解決を目指すことです。このプログラムを通じて視野を広げ、自分の研究分野に対する新たな認識を持ちました。現在、私は環境リーダーとしての責任を十分認識しております。母国の中国はまだ新興国であるため、これらの研究と教育は今後の環境保護関連の仕事に対しても、非常に有意義であると考えます。杜 婧茹 (D2)

 東日本大震災による様々な影響により留学生の来日や滞在も容易ではない状況が続いた2011年。そのような中、震災後に来日し基本コースに加わった2名の留学生が、この度めでたく修了、他プログラム生からの祝福の中、修了証書を受け取った。以下は修了生からのコメントである。 In spite of the difficult situation after the Great East Japan Earthquake, two students who came to Tohoku University and joined our basic course program completed their studies and received their certificates (ELTC, Environmental Leader Training Certificate) and the warm blessings of other program students. The following is a comment from one of them.

Internship 2011

 2011 年度に参加したインターンシップの中から、3名の学生レポートを紹介。自身の研究を深めると共に、環境政策について知識を吸収し、将来現場に即応できる人材を目指す。 Students participated in internships in 2011. The reports of three of them tell us about the research they did and environmental policies they learnt in each country.

 私は 2011 年 7 月から 2012 年 1 月まで、アメリカオレゴン州オレゴン大学にてナノ材料に関わる研究活動を行っていました。オレゴン大学では、研究装置、施設、技術など世界最先端の研究環境が整っており、さらにオレゴン州はアメリカでも特に環境への意識が高いことから、ナノ材料の研究に green chemistry(人体、生態、環境に対する害を最小限にした物質生産を科学する学問)を組み込むことで環境に配慮した上での研究活動に特に力を入れて取り組んでいます。 またオレゴン滞在中に、環境リーダープログラムの一環として、オレゴン州と環境についての調査を行ってきました。このように自分の専門分野に加え、環境リーダープログラムによって環境問題の解決へグローバルに幅広いアプローチができる人材になれると信じ、今後も努力していきたいと思います。  横山俊(D3)

I have conducted research about nanomaterials at the University of Oregon (UO) in the USA from July 2011 to January 2012. UO possesses the world's most advanced scientific technology. The scientists at UO have been researching about nanomaterials based on green chemistry to make excellent and environmentally-conscious nanomaterials. There research is influenced by the fact that the State of Oregon is the country’s leading green state. On the other hand, during my stay at Oregon I researched the eff orts of Oregon to tackle global environmental problems as part of the SERMMS program. In this way students in this program can acquire broader knowledge and understanding of world environmental problems in addition to each specialized area. I believe that we will be able to provide solutions to environmental problems for people in countries all over the world in the future after graduating from this program. Shun YOKOYAMA (D3)

food. Unfortunately, the River Nile suffers from the discharge of untreated sanitary wastewater, industrial discharges, heavy navigation of cruises, and commercial transports. Some pollutants added to the river are carcinogenic, mutagenic, or neurotoxin. Recently, the Government of Egypt has had ongoing investment programs aimed at addressing the national issues of public health and environmental protection, including the protection of the country’s fi nite water resources such as: A. Al Gabal El-Asfar Wastewater Treatment Plant (GAWWTP)The GAWWTP has a catchment area covering almost the entire middle and lower parts of East Cairo. The main project’s output will be a 500,000 m3/d primary and secondary wastewater treatment capacity added to the existing GAWWTP. The cost of setting up this additional treatment capacity is estimated as Euro 233.5 million. The work will be carried out over an implementation period of 4 years - from 2010 to June 2014. During my visit I discussed with the work teams there about the hole treatment process, special fermentation process, gas production and water quality. B. G-Enhanced Water Resources Management project by Ministry of Water Resources and Irrigation At the National Research Centre, I collected some information about recent programs related to water resources management.

For Example, the EG-Enhanced Water Resources Management project development objective is to improve water resource management by enhancing the capacity and knowledge of the government agencies in water sector in Egypt, including the General Water, Sanitation and Flood Protection sectors. From 10th July to 8th August 2011, I visited Egypt for an Internship program entitled “The current status of Water Resources in Egypt: Future Challenges and Opportunities”. During this period I visited two places, the National Research Centre and Gabal El-Asfar waste water treatment plant. Without any doubt, Ancient Egyptian civilization could not have existed without the River Nile. Since rainfall is almost non-existent in Egypt, fl oods from the Nile provided the only source of moisture to sustain crops. Nowadays, most Egyptians live near the Nile as it provides water, food, transportation and excellent soil for growing

【仙台市葛岡工場】- S e n d a i K U Z U O K A Incineration Plant - We v i s i t ed t h e S enda i incineration plant in Kuzuoka. It was amazing! Many things were much bet te r than I expected. ・Heat UsingIn a burning system, which is the most important part in an incineration plant, a lot of heat will be produced. At the plant, this heat was used for power generation. There was also some power generation connected with an electrical grid. It is a good way to save energy. Except for that used for power generation heat is used for heating a swimming pool. I think it’s good business. ・Handrail In The Visitor Route (CSR) There is a special visitor route. A handrail had been set in the whole route. In addition, I also saw a wheel chair on the route. I think it could be some kind of CSR. Huijuan CAO (M2)

 ノルウェーのトロンハイムに所在するノルウェー科学技術大学に、2011 年 11 月 20 日から約 1 ヶ月間滞在し、ノルウェーの環境政策および環境技術を学んだ。より具体的には、ノルウェーの政府関連機関および企業が特に注力している、二酸化炭素貯留技術、洋上風力発電技術、HyNor 計画の現状を調査し、レポートにまとめた。また、電力市場自由化の成功例として注目を集める、北欧 4カ国間の電力卸売市場Nord Pool についても調査を行い、この電力市場自由化モ

デルの日本への適用可能性に関してレポートにおいて考察した。 上記の調査を通して、ノルウェー政府の省エネルギー政策への意識の高さを実感したが、一方で実際に現地で生活してみると、個人レベルでは必ずしも省エネ意識は高くなく、むしろ日本の方が優れていると感じられる点も散見された。「もったいない文化」が根付く日本に、ノルウェーの先進的環境技術をうまく取り込むことが重要であると考えられる。 木村勇太(2011 年M2)

Ⅲ - ノルウェー:ノルウェー科学技術大学 Norwegian University of Science and Technology, Norway

I did my internship at the Norwegian University of Science and Technology, which is located in Trondheim, Norway. The working period was about 1 month, beginning November 20th, 2011. Norway has the North Sea oil fields and much land suitable for hydropower generation. Thus it is one of the most affluent countries in the world in terms of natural resources. On the other hand, Norway is currently putting a great deal of eff ort into environmental administration, setting an ambitious carbon reduction goal. Therefore, in my internship, I investigated the actual states of the Norwegian environmental policy and the technologies involved. The topics which I focused on were the following 3 techniques/projects: the carbon capture and storage (CSS) technique, the floating wind turbine technique and the HyNor project, with which the Norwegian government and companies are especially pushing ahead. It was found that Norway has an advantage in the development of the CSS and fl oating wind turbine technique because the accumulated experience in seabed digging for oil exploration can be successfully utilized in developing those techniques. The HyNor project is an industrial project which aims

at a practical application of hydrogen automobiles. This project covers all the steps of infrastructure building; the development of the hydrogen production technology and hydrogen automobiles and the installation of hydrogen refilling stations. The above mentioned techniques and the project are taking place with the cooperation of Norwegian government, companies and research institutes. In addition, I surveyed the wholesale market of electricity in Norway, Sweden, Denmark and Finland. This market is called Nord Pool and is presently receiving prominent attention from other European countries as a successful global market of electricity. The outcome of the survey was reported in the Environmental Leader debriefi ng session and my report on this internship. As mentioned above, the Norwegian government is strongly promoting its environmental policies. However, through my 1 month stay in Norway, I felt that the environmental awareness in Norwegian people was not necessarily at a very high level. Both the Japanese idea of, “Mottainai culture”, and advanced Norwegian environmental techniques are necessary to create a sustainable society. Yuta KIMURA (M2, 2011)

【仙塩浄化センター】今回訪れた仙塩浄化センターは、仙台市に隣接する多賀城市に立地しています。2 月下旬の見学時でも東日本大震災で発生した津波の爪痕は未だ色濃く残っており、同センター内にある装置の多くは応急処理施設を利用しての稼働が続いていました。この見学を通して、震災後の過酷な環境下でも見えないところで私たちの生活を支え続ける浄化センターの偉大さを実感することができ、私自身の生活を見直すきっかけとなりました。 藤巻 義信 (M2)

 2012 年度長期コース 4月生のオリエンテーションを実施。一人ひとりが許可書を受け取り、自己紹介と挨拶をそれぞれが行った。基本コース修了後長期コースに加わった学生や、修士課程を修了し博士課程に進んだ学生もおり、新たな顔ぶれでの、昨年度とはまた違った 1年が期待される。

The Spring 2012 Program orientation for the regular course students was held. Dean Tohji handed over the certificate for admission to the program to each student who just joined the program this school year. The students introduced each other, some having just completed the basic course last March and subsequently joining the regular course, while others have started their new year in the doctoral program. This year is sure to be another fruitful year.

Assoc.Prof. Albert S. Kim from University of Hawaii was invited for a special lecture in the class “Water and Urban Environments”. Not only the SERMSS students but also other students and researchers in the field of water environment attended the lecture.

Title: Particle dynamics and membrane filtration in water environment management

 「都市水環境論」の授業にて、ハワイ大学土木環境工学科准教授 Albert S. Kim 氏を招き、特別講義を実施。環境リーダープログラム生だけでなく、水環境の研究をする学生らも多く聴講した。

 今年度より環境リーダープログラム専任教員として新たにマイケル ノートン教授が着任。持続可能な環境社会、環境マネジメントに関する環境リーダーの専門科目のほか、英語によるセミナーや特別講義も幅広く担当。

The Environmental Leadership Program welcomes new professor Michael Norton from Shinshu University. Some students attended his lecture during the Nagano field work in 2011, as well as a special lecture held in last January at Tohoku University. Prof. Norton’s classes have already started, on the subjects of sustainable environment and society.

Meet the New Professor Michael Norton

[About Prof. Michael Norton]Michael Norton obtained his BSc and PhD degrees in chemistry at Bristol University. He was a research chemist at Imperial Chemical Industries (1970-74), and then joined the UK government science service. After 8 years working on environmental pollution, he spent 4 years in the USA as Science Attaché, specializing in environment and biosciences. He returned to the UK in 1986 to direct a biotechnology research group in a National Laboratory but was then chosen to lead a new S&T Office for the National Parliament. As founding Director of the Parliamentary Offi ce of Science and Technology, he set up the new organization, developed its advisory services and oversaw its adoption as a formal part of the UK Parliament (1989-1998). From 1998 to 2004, he was Counselor Science and Innovation at the British embassy in Tokyo and promoted UK-Japan collaboration in S&T – particularly in environmental sciences and sustainability. He then took up a position as Professor at Tokyo Institute of Technology in the fi elds of innovation, management of technology, and sustainable development (2004-6). From April 2006 he became a Professor at the Management Innovation Institute at Shinshu University specializing in innovation clusters, and environmental sustainability. He is a Fellow of the Royal Society of Chemistry.

 私は、東北大学のヒューマン・セキュリティー・プログラム修士課程の2年生で、ブラジル・アマゾンの人と環境のセキュリティーについて研究しています。 この研究は、生態上の環境を守りながら、森に住んでいる人々の生活を向上させる為に、アマゾナス州政府やブラジル政府の方針、国家と国際コミュニティーの融資がどのように、ローカルなコミュニティーを影響するのかに焦点を合わせています。

Against the background of how best to stop deforestation in tropical countries (which corresponds to as much as 20% of global CO2 emissions per year), Amazonas State in Brazil has established an action plan to increase the income sustainable economic activities of communities living in protected areas in the state. My research focuses on identifying the env i ronmenta l and soc io -economic threats that local communities in the Juma protected area face, and evaluating official income generation programs established by local authorities that guarantee forest p rotect ion and human secur i ty and sustainable development.

 環境リーダープログラム元教員であり、現在上海リエゾンオフィスの代表者である、金放鳴教授(東北大学客員教授、上海交通大学ディスティングイッシュトプロフェッサー)がこの度、「上海千人計画」の教授として受賞された。上海千人計画とはどういうものか、以下金教授からのメッセージ。 Fangming Jin, former SERMSS instructor, Visiting Professor of Tohoku University and Distinguished Professor from Shanghai Jiao Tong University, was recognized as part of the "1000-elite Program" of Shanghai Municipality.
